Citizens can participate through in-person comments. Citizens wishing to provide in-person comments are required to fill out a witness card and submit it to the City Secretary no later than 5:45 p.m. and identify themselves at the microphone. Comments are limited to three (3) minutes per speaker. Speakers may not pass their minutes to any other speaker. All comments should be relevant to City business and delivered in a professional manner. No derogatory remarks will be permitted.

The City of Laredo Mayor and City Council proudly recognize A.T. Dovalina Elementary School for earning an A rating with a perfect score of 100 in the 2026 Texas Education Agency (TEA) A–F Accountability Ratings, along with all six Distinction Designations in Reading/Language Arts, Mathematics, Science, Comparative Academic Growth, Postsecondary Readiness, and Comparative Closing the Gaps. The City of Laredo Mayor and City Council proudly recognizes Mrs. Emma Leza, United ISD educational leader, on her selection as a recipient of the Inaugural Texas Latino Legacy Award Established Leaders Category, presented by The Concilio and Latino Leaders Magazine. With more than 30 years of service to United ISD, Mrs. Leza has contributed to the district's seven consecutive "A" ratings from the Texas Education Agency and proudly represented the Rio Grande Valley as its sole honoree. The City of Laredo Mayor and City Council proudly recognizes Jan Jimenez, a ninth-grade student at Harmony School of Excellence–Laredo, for his outstanding achievement in soccer. Jan recently participated in the Allstate Sueño Alianza tryouts in Austin, Texas, a national scouting program that provides young Hispanic athletes opportunities to showcase their talents to professional and collegiate scouts. As a goalkeeper, Jan successfully advanced through two rounds of the selection process and now awaits the recruitment process in September. His achievement reflects his hard work, discipline, and dedication to the sport. REC26-81

The City of Laredo Mayor and City Council proudly recognizes of Villa Antigua Grill for being the first restaurant in Laredo to receive the prestigious "Sello M" Distinction, awarded by the Mexican Academy of Gastronomy and Mexico's Ministry of Foreign Affairs, in recognition of its excellence in Mexican gastronomy and its contributions to promoting the flavors and culinary heritage of Mexico in our community. The "Sello M" is a distinguished honor awarded each year to only 197 outstanding restaurants and culinary establishments, making Villa Antigua Grill's achievement a remarkable milestone and a source of pride for Laredo. Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by authorizing the issuance of a conditional use permit for a bar with outdoor on-premise alcohol consumption on Block 854-A (Suite 19, 912 square feet) and Lots 1, 2, 7, and 8, Block 757-A, Eastern Division, located at 4501 and 4500 McPherson Road and 1302 East Taylor Street. 26-1509

The Planning and Zoning Commission recommended approval of the proposed conditional use permit with the following modifications to the conditions: 1. Amend Condition No. 6 to replace the seven-foot masonry wall with a seven-foot opaque wall. 2. Eliminate Condition No. 7. Staff supports the proposed conditional use permit for an indoor bar located within Suite 19 (912 square feet). However, staff does not support the proposed conditional use permit for outdoor on-premise alcohol consumption. ZC-064-2026 District V

Public Hearing and Introductory Ordinance of the City of Laredo, Texas, amending Chapter 2, Article II, Division 6 (Pay Administration), of the City of Laredo Code of Ordinances, specifically Section 2-87.7-Policy (c.)(12)(a.) by providing for a two percent (2%) Cost of Living Adjustment (COLA) & wage schedule adjustment; a two percent (2%) tenured achievement adjustment pay for all City of Laredo full-time Employees who have completed one consecutive year of employment with the City of Laredo; 26-1617

except Contract Employees, Interns, Cooperative Education Program Employees (Co-Ops), Elected Officials, Temporary Contract Labor Employees, and Firefighters and Police Officers Governed by the Terms of Collective Bargaining Agreement; providing that this Ordinance shall be cumulative; providing a severability clause; and declaring an effective date (As Amended).

An Ordinance of the City of Laredo, Texas, amending Code of Ordinances, Chapter 7, Article 1, Section 7-2 “Same-Amendments” and Chapter 24, Appendix D, “Permit Fees”, by increasing the administrative fee for the moving of any building or structure from fifty dollars ($50.00) to sixty dollars ($60.00); clarifying the scope of services covered by the administrative fee; by increasing the swimming pool permit fee from sixty four dollars ($64.00) to ninety ($90.0
