It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2026-46 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING A LIST OF PROJECTS FOR FISCAL YEAR 2026-27 FUNDED BY SB-1, THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017

It is recommended that the City Council: 1) Approve the Engineer's Report for the Consolidated Citywide Street Lighting and Landscaping Maintenance District for FY 2026-27, including annexation of 62 additional parcels and the annual levy of assessments; and 2) Adopt the following Resolution: RESOLUTION NO. 2026-50 - A RESOLUTION OF THE CITY COUNCIL OF POMONA, CALIFORNIA, TO ANNEX NEW TERRITORY AND LEVY FISCAL YEAR 2026-27 ASSESSMENTS FOR THE CONSOLIDATED CITYWIDE STREET LIGHTING AND LANDSCAPING MAINTENANCE DISTRICT AND TO SET JULY 6, 2026, AS THE DATE FOR THE PUBLIC HEARING ON THE MATTER

Amend FY 2025-26 Capital Improvement Program (CIP) Budget and Award Construction Contract to Letner Roofing Co. in the Amount of $229,500 for “Fourth Street PD Evidence Building Roof Structure Rehabilitation”

It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2026-52 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AMEND THE FY 2025-26 CAPITAL IMPROVEMENT PROGRAM BUDGET BY UNAPPROPRIATING $50,000 OF PREVIOUSLY APPROPRIATED GENERAL FUNDS FROM “PD ROOF DRAINAGE MODIFICATIONS” FD428 | CC2590 CAPITAL IMPROVEMENT PROGRAM (CIP) | WORKTAG: PROJECT 71115 AND REAPPROPRIATING THESE GENERAL FUNDS TO “FOURTH STREET PD EVIDENCE BUILDING ROOF STRUCTURE REHABILITATION,” FD428 | CC2590 CAPITAL IMPROVEMENT PROGRAM (CIP) | WORKTAG: PROJECT 71123 2) Award a construction contract to the lowest responsive bid from Letner Roofing Co. for “Fourth Street PD Evidence Building Roof Structure Rehabilitation,” FD428 | CC2590 Capital Improvement Program | Worktag: Project 71123 to include all Base Bid items in the total amount of $229,500; and 3) Authorize the City Manager to execute the construction contract and any subsequent change orders on behalf of the City of Pomona (City).

Approve Purchase Order with Motion Industries, Inc., for Booster Station 11 Replacement Phase I

It is recommended that the City Council take the following actions: 1) Approve issuance of a purchase order to Motion Industries, Inc., utilizing Sourcewell Cooperative Contract No. 091422-MII in the total amount of $312,031 for water boosting equipment for the replacement of Booster 11 A, B, C, D; and 2) Authorize the City Manager to execute subsequent changes or amendments thereto, on behalf of the City.

Adopt a Resolution Authorizing the City of Pomona Housing Authority to Increase Revenue Estimates and Appropriations for HUD Housing Choice Programs

It is recommended that the City Council, sitting as the Governing Board for the City of Pomona Housing Authority adopt the following resolution: RESOLUTION NO. 2026-53 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, SITTING AS THE GOVERNING BOARD FOR THE POMONA HOUSING AUTHORITY (PHA) AMENDING THE FY 2025-26 OPERATING BUDGET TO INCREASE REVENUE ESTIMATES BY $1,882,540 AND APPROPRIATIONS BY $844,805 FROM U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FUNDS

Approve an Increase to the Not-to-Exceed Amount with SWARCO McCain, Inc. for the Purchase of Traffic Signal Materials, Supplies, and Equipment for Fiscal Year 2025-26

It is recommended that the City Council approve an increase to the not-to-exceed amount with SWARCO McCain, Inc., from $125,000 annually to $150,000 for FY 2025/26, for the purchase of traffic signal materials, supplies, and equipment.

Adopt a Resolution to Amend the FY 2025-26 Operating and FY 2025-26 Capital Improvement Program (CIP) Budget and Approve an Amendment to Allegiance Electric Inc. Contract for Worktag : Project 71119 - Pomona Police Station/Fire Station 181 Energy Efficiency Upgrades

It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2026-56 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2025-26 OPERATING BUDGET AND THE FY 2025-26 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY UNAPPROPRIATING $56,928 OF GENERAL FUNDS FROM THE OPERATING BUDGET FD101 | CC2003 | BUILDING AND YARD REPAIRS AND APPROPRIATING $56,928 OF GENERAL FUNDS TO THE CIP BUDGET FOR WORKTAG: PROJECT 71119 - POMONA POLICE STATION/FIRE STATION 181 ENERGY EFFICIENCY UPGRADES (FD101 | CC2590 | SC263 TRANSFER TO CIP PROJECT FUND AND FD428 CC2590 RC116 | TRANSFER FROM GENERAL FUND) 2) Amend the Agreement with Allegiance Electric Inc. to add an additional $56,928 to the contract amount, to a total agreement amount of $276,568 to complete the CIP; and 3) Authorize the City Manager or designee to execute said agreement with Allegiance Electric, Inc. on behalf of the City and any subsequent documents or amendments.

Authorization to Submit a Grant Application to LA2050

It is recommended that the City Council authorize staff to pursue an LA2050 funding opportunity to improve the growth and development of youth ages 7-17.

Receive and File Second Amendment to City Manager Employment Agreement

Adoption of a Resolution to Approve a Finding of Public Convenience or Necessity (PCN) to allow for a California Alcoholic Beverage Control Type-21 (Off-Sale, General) License in Conjunction with an Existing Convenience Market and Deli Located at 3024 W. Temple Avenue

It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2026-45 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING THE FINDING OF PUBLIC CONVENIENCE OR NECESSITY (PCN) TO ALLOW FOR A CALIFORNIA ALCOHOLIC BEVERAGE CONTROL TYPE-21 (OFF-SALE, GENERAL) LICENSE IN CONJUNCTION WITH AN EXISTING CONVENIENCE MARKET AND DELI LOCATED AT 3024 W. TEMPLE AVENUE (APN: 8707-022-147)

Public Hearing to Consider First Reading of Ordinance No. 4365 Approving a Zoning Code Amendment (Code-000378-2025) to Modify Objective Design Standards, Use Definitions and Standards, and Administrative Processes in the Pomona Zoning and Development Code

Public Hearing - Adoption of a Resolution Approving the City of Pomona's 2025 Urban Water Management Plan and a Resolution Approving Pomona's 2025 Water Shortage Contingency Plan
