Start off with our crack ceiling we wrapped up on our chip seal project roads salt assignee I there yesterday and we're gonna be working on County Road one north of 14 or 458th Avenue north of 14 for about a mile we should be wrapped up with crack ceiling and um we are starting to haul some p-rock for that project and and the other things we've been working on we uh we did some patching with some cold mix and some gravel out on uh 214. uh we're trying to make it the best we can but like it marty and i talked i think the only thing we did out there was speed up traffic again. I know Marty and I have been talking about doing some additional signing out there as far as getting some additional speed limit signs put up, and we'll continue to talk about that, but we may be seeing some intermediate signs out there to help remind people that the speed limit is 45 miles per hour. I'll maybe let Marty touch on a little more of what he's finding out there, or his deputies are finding out there. Aside from that, just been rolling with the flow, kind of wrapping up some of our county projects and going to be starting on some culvert projects here after planting season hopefully wraps up soon. I know we've had pretty good conditions for the farmers and it's also been good conditions for the highway department to get out there and get some work done. but Aside from that just waiting to hear from contractors on when we're going to start some of our our Plan projects and then I'm sure within the next meeting we'll be talking about a couple of bridges here that we're gonna be bidding I Know that a letter was provided to the county as far as the two structures that we will be bidding on County Road 25 north of Bushnell but before we Advertise for bids that'll be announced to you guys so we all kind of know what's going on Any questions

I talked to Matt. He was going to let me know. I talked to him about another issue, and I did bring it up to him. But there again, I believe when the contractor gets in the area, he'll let me know, and I can let you guys know. But we are on the radar then? We are on the radar.
Thank you. I did. Talked with Matt last week and he happened to be in pier and he talked to the contractor I guess and it should be next week or the following week is what they Anticipate anyway, so Thank you Brian if you could Could you just elaborate for the townships that are listing again?
What dollars are available for them to use and what size of? different structures that they can apply for and I'll maybe let Stacy touch a little more on the dollar amounts.
I know we have some money that Is allocated, you know from that right after the first of the year that's going to be allocated for some of the projects and those projects Commissioner post our projects for culverts 16 square feet and opening and less than 20 feet of You know so anywhere between that 16 square feet and opening and 20 feet and opening Those culverts are the ones that are intended for this program And the application process starts with the five-year plan, and that's to be submitted in the fall. I believe that's October 1st. And then as far as the project-wise goes for each township to submit applications for their structures based upon the original survey that the county did for all townships in the county. And then once that's submitted, the commission considers those right after the first of the year. I believe if you guys can recall, we did go through that process right after the first of the year to approve those structures. And then those projects are to be completed throughout that summer and then start that cycle all over again with the five-year plan, the applications, and then the approval by the commission, and then the get-go to get them going on that project. And that does cost the townships 20%. The county was awarded. Stacey can touch on those numbers, like the initial fundings, you know, just short of a million dollars the first round, and then, you know, following that, and I'll let her touch a little more on that. And... You know, so we have used, you know, a good majority of our funding, but there is still a lot available out there. And I printed out a printout for Commissioner Jensen. I'd be more than willing to print out, you know, what the initial survey, what we did back in 2021. And then I also went back through, had the guys go through this winter, and we updated the RAF program. on the state's website Because there is going to be an additional round of funding coming and I wanted to make sure that we had The culverts that had been done updated on that website because based or that GIS database I should call it the database determines Still, you know what we're going to be getting for funding based upon the structures that are listed in that inventory Can you touch on the opt-out and the levy? I'll let Stacy do that.
The restrictions really have all been removed. The townships no longer have to have an opt-out. They no longer have to have that levy. Basically, it's due to structure size is the limitation for culverts. Up on the screen now, you can see where we're at. And of course, 2026 is just an estimate based on the quotes that were provided to us for projects to be done in 2026. So after all is said and done, we have about $660,000 left. Plus, this does not include the funding that we will receive at some point later this year, I think.
I believe it's going to be sometime after July 1st.
Yeah, after July 1st. We'll get additional funding because the legislature did provide additional funds for this program.
I believe it was 5 million.
Yeah, 5 million across all counties. We'll get a portion of that. Coming up, 2026 is done for funding. Those projects were all approved back in late last year or early this year the next step is um august the end of august is the deadline for townships to submit their five-year plans to my office that kind of triggers our indication that they're interested in possibly applying It doesn't necessarily mean they will but that is the first step they have to submit a five-year plan By the end of August we have forms for them to fill out for that plan and then by the end of October we need to receive a resolution that says they know that they're responsible for 20% of the project costs and then an application form for one per project. So if they're doing more than one culvert, they'll need more than one application. And then quotes from a contractor getting us just an estimate. We know that those change because we're kind of looking at things almost could be a year in advance. So those things, the resolution, the application, and the quotes are due by the end of October. And then the commission needs to approve projects
For the following year, so we would approve projects for 2027 by January 15th of 2027 Stacy just to clarify that five-year plan is something that I think there's some confusion among some of the townships that they have to Submit that every year where they do that where they update it every year and add new New structures onto that list and then hopefully taking some off that they've gotten completed.
Correct. Yes, I And there is a specific form that we have to help to assist them with completing that plan.
When did they remove the opt-out and the levy?
Oh, that's been... It's been a couple of years probably now. It used to be that they couldn't do culverts on minimum maintenance roads and I think that was taken off as well. I think they realized that all of these stipulations and the money wasn't getting spent so they removed some of those things to make it as easy as possible.
The reason I asked yesterday on the website for the DOT it still states in there that you have to have an opt out or a road levy in place. numerous townships in Brookings Assess themselves a road that way They don't it could be a necklace could be 30 cents up to 50 cents An individual from South Dakota LTAP also said that they still needed to have that opt-out and levy in place so I don't know if Peter hasn't got the information out or Yeah, I I didn't think that that was all on there, but I'll do some more looking into it.

morning morning sir this is a quick detention overview we have 49 inmates uh 28 inmates are brookings county inmates and then 21 are from well actually we only have two from hamlin county right now and then 19 u.s marshals And total, there's 84 on the 24-7 program, so that's still staying down. Like I say, we've been up to 157 participants. 84 is a lot more manageable. But that area still stays busy. Last week I went out to the utilities and gave two presentations on scams. Scams seem to be going around right now, different ones. Actually, the counties around us, probably the whole state. We got the toll that comes back and forth where you went through a toll in South Dakota. I haven't found that toll booth yet, though. I don't know, maybe Brian's got one out on a county road somewhere to help us out with bridges, I don't know. Anyway, and so that's going around, and then we have the one with unpaid traffic tickets and that, and we try to put as much as we can on Facebook as people call in and report that. Also, it's garbage in a ditch season, so I want my guys to kind of be watching the township roads. It seems like every spring certain areas get a dairy township and a southwest township, Brookings seems to get in the ditches and then straight north seems to get so we'll be putting some stuff on Facebook not to Throw your couches in the ditch and stuff so but every we go through that every year and then I have been talking with highwayman Brian about some more signage on 314 and My complaints to the office has come down, but if you read the rants and raves, people still complain of speeders and stuff out there. But as far as actually into my office, and we're trying to patrol that as much as we can. We have not had any issues with speeders. with uh... overweight trucks at least why we've been out there or any complaints but i thought maybe we could probably put some more uh... signage you know probably west of uh... the bennett barn and on the other side because that place will be start to get busy too you know with uh... graduation stuff and i'm not at least we can maybe slow some of that speed down if we have a couple more signs and there's a there's big gaps without signs so maybe that could help us a little bit but Brian's good to work with with with that type of stuff so other than that unless you guys have some questions so we're waiting for the construction season to kick in and wait for that stuff stuff to happen I'm sure we'll have issues when they get start working on 28 and traffic coming down from the north and stuff but we'll handle the best we can so Hey, thank you.
Thanks your finance Jen Not a lot of new things happening still elections obviously lots of interest in elections this year in some of the new bills and laws that were passed but So Jen is busy answering those questions We went to Kiwanis Club and talked to them about the new laws and elections. That was fun. Taxes, first half taxes, all that's wrapped up and done last week. Just to give you some numbers, in the month of April, we collected $27,246,493. For the total year, we're at 52% of the total taxes that are due, so we're right where we need to be for the year to get that first half done. Myself and Christine from the office will be gone at Spring Workshop for the next couple days, so the office will be a little more short staffed, but they've got it, they can handle it. But otherwise, it's just all the normal work, so.

Morning. Morning, Bob. We got a planning and zoning meeting tonight. And on May 14th, we've got a tabletop exercise with our pandemic planning coordinating committee slash pod to cover our requirements. Got a call from Dave Jacobson about the burn ban. Looks like most of the fire chiefs are leaning towards lifting it. So I guess at the next commission meeting, we can put it on the agenda to lift it. And we'll just keep an eye on the weather between now and then, but we can go from there. I got a... On April 28th, of course, I was gone for three weeks, first part of April. I got back, and April 28th, I got an invoice from Amp Electric for our Emergency Operations Center, which is the East Fire Station. Last year, we had talked about... fire station, and we told them we'd pay half the price, which is fine, and they hooked it up and never informed us of the bill. Well, April 28th, they did. They sent me a, the total price was $30,410, and the county share of that, of course, is half of that, which would be $15,205. so just let you know it's the next bill cycle, I'll go ahead and and Pay that we did make that commitment on the Emergency Operations Center. So I just feel we need to do that On the Madari Township drainage issue. We had discussed having a meeting public meeting by the end of May and They've got the environmental assessment, looks like the draft environmental assessment's complete. Tomorrow we're trying to have a conference call with Corps of Engineers and the NRCS at the federal level with Banner's associate. Depending on what that call looks like, then we will plan on our public meeting. And I guess my question to the commission is, Do we want to have, I'm thinking May 19th is going to be too short for us to get those public notices out. We want to make sure we notice this one properly and also put it in the town and country shopper a couple times to let, you know, in case we miss somebody with the notification, we do want it in the town and country shopper for at least two weeks, in my opinion. So does the commission have a date that they'd be possible looking at? Mm-hmm. If we go into June, of course, we've got a Thursday meeting. I don't know if that's feasible for the board to meet. I guess I didn't get a chance to talk to Ms. Stephenson before. Any thoughts?
Are you talking the first meeting in June? or do you want to do a special meeting?
Are we talking a special meeting or during a scheduled commission meeting?
That's solely up to the board. If we do it on a commission meeting, that's fine. We just need to set a date, a time. So after your basic, typically we do it after, at a regular commission meeting, then after your regular business is done, or you just stop the meeting and have the drainage meeting and then it comes back. This will be a public hearing, so we'll take input from the public at the chairperson's discretion of course.

I would recommend... That way we've got the complete board there and the public understands that you guys getting serious about the matter. Whereas if we only have a public input type meeting, they're gonna feel maybe it's not that big a deal. We want people to realize this, if they've got thoughts on this project, we really would like them at this meeting.
Any thoughts on dates or anything like that commission?
What's your that's something you have at the evening so people can make it with work? And that's what I thought June 1st in the evening.

They're also sending me a this addendum to the contract that they've got because they're not under the old contract i've got the money budgeted for 2026 but the way they do their contracts it doesn't match necessarily my budget but yeah we got the money in the budget to hold this meeting and but so we'll that we'll check on the availability of room but other if it's everything's good it'll be 6 p.m to 9 p.m and we'll start running ads and stuff i'll check with joe also an availability well this room so never mind i just wonder with upcoming elections if the night before might put too much stress on some of our staff as far as having it that night or not

There is. Since I got back from my vacation, I haven't talked to Assistant Sheriff Beitler yet, but he was going to contact the state of South Dakota communications branch and see if they can get us a contractor. That is a good segue. We had a 911 meeting. There was a lot of discussion on our communication system, so the 911 committee wants us to do an audit of all the communications to include all the repeaters throughout the county and the radios and talk to each fire department and see what the issues are. And they want it to be an independent audit. They don't want the local radio people that sells us radios to be doing it. We're going to work with the state of South Dakota, try to find a contractor, get an RFP on what it would cost, and, of course, we'll bring it back to the county commission and see if it's financially feasible to do it. But, yes, that's in the works, sir.

My name is Teresa Hallam and I'm actually the owner of Bella Casa and I'm excited about this venture, but it's actually just going to be a wedding and event center for up to from two people up to 100 people for different not just for weddings, but for anniversary parties. private events Special dinner dates if you guys have people you like to take on dates, it'll be a fun place But that's why I'd like just a beer and liquor license. I'm actually Not going to be allowing hard liquor on the property even for events. I'm not gonna allow people to bring it in So I just want to be able to sell wine by the bottle wine by the glass or beer by the bottle or by the keg. So there's not even going to be any, I don't even know what you call it, the draft beers or anything like that. Everything's going to be pre-bottled or in a keg. So just going to be an elegant event place is what we're going for. Right.

Yep, this would just be similar to the other businesses that we have renewals with, Dance Land. the Brookings Country Club, Sade. We've got a multiple of businesses throughout the county that have a retail on-off sale malt beverage and South Dakota farm wine. This is a type of license where the county has an unlimited amount, so there really is no limit to give to the businesses in the county. It's the liquor license that we have a cap on, and that's not what she's applying for, so... Yes, this would be a retail on-off sale malt beverage license just like all the other businesses that we give this to.

Come forward. Good morning, Matt Lagerstrom, Mayor of White. I want to thank you all for considering this. This is brought to us by our residents of the golf course north of town. As you all are aware, there's an access road parallel to the highway in that area. What we're asking for at this speed limit is to create a zone of awareness. I believe that the top, the start of it will be at the top of the hill just north of the golf course. It'll proceed downhill to the bottom of the hill where we have a 35 mile an hour speed limit going into town. This is brought to me by the residents of the golf course and eventually the city Lots of people going back and forth in that area particularly this time of year as we get the golf season up and running Having people slow down a little bit, especially as it coming over the crest that hill Creates a good safety awareness zone, especially for people turning into that north access into the main golf course and

I'm Evan Henningsen with the utilities We are looking at installing a new 8-inch water line south to the wastewater plant We need this application to connect to the existing water line that is on 44 Street South in the ditch If you have any questions I can definitely answer them I Have any questions
There will be temporary lane closures for this so I just wanted to make sure the board was aware that What do you estimate for time frame and when do you intend on?
performing this project So the work for this project won't begin until after August 1st For we're gonna do a one-lane road closure there. We're expecting one to do one to two days to close that lane and
How will it be signed and traffic controlled on that? Will it be stop signs on each end or will it be electric? How will you be doing that?
Flaggers is our plan. If it goes two days, hopefully we can open that road up overnight with barriers along the edge and then start back up in the morning. Okay.
That was my question on if it stayed open overnight, how it would work. So, okay.

Work comp is always a moving target and we get audited always a year behind. We pay the work comp right away at the beginning of the year and then they come back and audit us for a prior year and then this year we got some reimbursement money back. With that you can see there's a long list of different general ledger lines there for the various departments that went over on work comp here at the beginning of the year. This is to basically make them whole so we're not over budget at all in any of those lines as we continue through the budget here in 2026.

I did, after the discussion at the meeting a couple of weeks ago, I did draft a letter to request an ex officio representation on the library board for Brookings County, have an ex officio on the library board for the city of Brookings. That letter was included with my staff report. Also, as part of the E911 board that we had, the meeting, E911 board meeting that we had a couple of weeks ago, too, they had presented... numbers from the last 2026 year to date and then 23, 24, 25 numbers, call numbers. So I just included those in my report just kind of as an FYI item. Other than that, just some upcoming dates. Make this bigger so you can actually see it. The economic summit is going on as we speak out at the Dakota Bank Center. Next Tuesday, May 12th, we do have that special joint meeting here in the commission chambers with the city, Brookings City Council, to deal with some ordinance changes with the joint jurisdiction. That's at 5.30 here in the chambers. May 25th is Memorial Day, so offices will be closed that Monday. Just a reminder that the regular commission meeting for that first meeting in June is Thursday, June 4th. Again, that's to canvas the results from the primary election that will be held on June 2nd, that Tuesday. That was kind of discussed earlier about the finance office using this space for elections on that date. The Vietnam Memorial, the replica memorial is coming to Brookings June 10th through June 14th. I believe there is going to be a ceremony for that. I'll get some additional information here on that. We're already planning our safety week, June 8th through the 12th, I believe, June 9th through the 12th. And the picnic is from 11 to 2 on that Thursday out at the OAC. I think we've talked about the field day. Budget hearings, make sure that stays on your calendar. July 3rd is a Friday. That is going to be the day that offices are closed for the 4th of July. We do have the conservation district tour August 20th. A couple other things that have come up. Since the agenda was posted, we do have a save the date for the CDI golf outing. That will be Thursday, August 13th. The Joe Salvati, our director out at the OAC, had sent some information out on a couple of things. Their RSO appreciation dinner is going to be May 18th. That will be a Monday. from 6 to 8 out at the OAC. And then on May 20th, that Wednesday, is their big Welcome to Summer event from 4 to 7 out at the OAC on Wednesday, May 20th. And then just this morning, we got word too that next Tuesday, May 12th, that morning is the Optimist Respect for Law Day Breakfast at the American Legion. I attended the Samara slash 464 construction meeting in Volga on Thursday April 23 at 830 that morning we had a 9-1-1 board meeting here on this floor and And then on Wednesday, April 29, I attended, along with Commissioner Jensen, a meeting with Banner on the 214 project. Yes. On Tuesday, the 28th, we had a weed board meeting and just barely had enough people there for this time around but we made it through our business and that was all I had.
Commissioner Miller. Alright on the 29th I went to the college for a bike path presentation put on by the graphic artist and landscape design group up there. Six different proposals bike path from Aurora to Brookings to Volga. The young folks that did that did a great job. That was a fun thing to be part of and to see how that process works. And they put a lot of effort into that. So I enjoyed that presence. On the 30th, I was able to attend my first board meeting for the domestic abuse shelter. So what's happening there? On the 22nd, I also attended the Samara Avenue construction project over there. They'll complete the project here after I think in July sometime, but there's just kind of a pre-construction deal and they had some things that were cleaned up on their initial project. On the 23rd, I attended the Sioux Valley Electric meeting over in Elkton. It was a pretty informational meeting. There was a They had a presentation on data centers, and they also had a presentation on high-voltage power lines. It was kind of a good meeting. I just happened to attend, and some good information shared there. On the 27th, I had a hospital board meeting. We kicked off the meeting by touring the OB unit, and it was interesting that last year, I believe there was... 430 births up there at the OB unit, and it was about 212 boys and 218 girls. It was kind of interesting. It was about an even split. It was a good tour with that, and after that we had the general meeting. On the 29th, I also met with Commissioner VanderWaal at Banners for the progress meeting on 214th Street, and that's all I have.
All right. And for my report on the 23rd, like Bob mentioned, we had an E911 meeting in the next door room. Talked about, as he mentioned, finding somebody to audit our repeaters and our radio systems countywide. I think that's something that we need to start looking at and also looking at the radio systems in general countywide. Later that afternoon on the 23rd I did have a Brookings Regional Growth Alliance board meeting. Talked about some of the new things going on. Of course we touched on the economic summit that's going on today and that. On the 24th attended Shorey's Hot Box Ribbon Cutting on 6th Street which is going to be a neat transition from food truck to actual brick and mortar store if anybody hasn't been there. It's a very nice new building. On the 28th I was able to attend the Central Bank ribbon cutting for their new building. That was very well attended as well. Then on the second I attended the Jackrabbit scholarship auction up at SDSU. at the Sanford Wellness Sports Complex. They had close to 1,000 people in attendance there and raised just under $3 million for scholarships for Jackrabbit. I think it was it was 2.96 million. So very good for our student athletes. And then on the 4th, yesterday, I did attend the White City Council meeting, learned about some of their updates and their things they have going on for the next year with sewer and water updates and planning for Pioneer Days.
