WE GOT STARTED. SO I APOLOGIZE, BUT WE'RE ONE MINUTE LATE. ANYWAY, WE WILL CALL TO ORDER THIS MEETING. AND WITH A ROLL CALL, WE HAVE COUNCIL MEMBERS BUSENBURG, CLOWARD, HANCOCK, GOODRICH, AND HALLEN. Thank you for this opportunity to gather together this evening. It's a great, perfect chance. We can come and discuss the needs and concerns of this town. We're so very thankful for the people who are involved and concerned. about the decisions that we make. We ask that we can approach those decisions and take them seriously and make a judgment call and things that will best benefit the people of this great city. We're so grateful for this country that we live in. We're thankful for this. For all the people who have sacrificed so much to get this freedom that we have. And we've got many projections there as well, as far as mostly student impact, where we are. The interest is whether it would bring a lot of new residents and students and those kind of things to the city. So nothing we need answers to right now, obviously. So I'm sorry, Jason . nothing that we would really need answers to right now obviously but over the next few weeks if this is considered thought that would be helpful to know more about this working questions would you are you looking to set up a meeting like an informational meeting with the inline board yeah sure uh i'm sure whoever has the answers i guess okay

The subject I want to come into really I think is going to come to play in your August meeting once everything gets finalized and or handed out to you folks on your code enforcement agreement that you're changing, I guess. My understanding is you're adding an addendum or another line to your code once the attorneys get through with it, maybe the copies that they have. I'll probably end up sitting down with the boss out here in the corner, and I'll talk to him about my concerns, but what's currently going on in a subdivision is, under your own code, the R8.32.030 provisions, And that's okay. That's great as long as it enhances what's here. We don't want to lose anything or go backwards in those restrictions so that people don't create public nuisance with vehicles and trash in thinking about on and around public or private properties. Last month, Council approved an addendum to our contract with K&K Sanitation to increase the fees 3%. And so we do have that as proposed to a fee schedule increase tonight to add 3% to the fee schedule for trash collection. Any questions for reports again? what that 3% would cover. I don't know if everyone, maybe I'll just say, as we know, because of the rising costs of what it costs to ship things to get it here, the availability, and mostly the cost of fuel.

Absolutely.

One thing that we follow very closely is the CPI. And members of K&K watch that very closely as their costs rise. It is something they try to be pretty, keep those costs down. But unfortunately, at times, they do need to be increased.

So I know we talked about we're going to discuss this today. When would this go into effect? What's the plan?

So if this gets approved tonight, we would make those changes. And on the next bill, it's going to be a 3%.

Robert Phillips, would you like to join me first? So this is one of the best and most exciting parts of our blind jobs. And I'm sure counseling will agree in about 20 seconds. So today, we are recognizing four individuals who have done something very amazing for our community, something very incredible. And I'm very excited to ask them to join me. And then I'll have Mr. Butterfield explain a little bit of what they did. And then we'd like to recognize them with mayor and city council. So if I have these individuals join me, Shane Mulligan, Jackie Rasmussen, Cameron Diamond, Katherine Butcher, and Natalie Barker. So I'm going to read what the certificate says, and I'll let Edwin explain why it says this. Through your courageous and quick thinking that saved a life, your bravery in a moment of crisis was an inspiration to all, and has earned you the deepest gratitude and respect in the community. Edwin Butterfield, rec director. So I actually just oversee Natalie there, and she's the one that actually runs the whole ship there at the Aquatic Center. But just to kind of give you a recap of overview of what happened there. So there was an incident that was at the Aquatic Center end of the school year that involved a miner that wasn't conscious in the water. These are the four guards that were present, that were scheduled that night, and they acted very quickly, actually. Some things I wanted to note here that I... had from Natalie, what she told me on this, and a few things I saw looking over the footage there, too, when we were trying to get this finalized. As I said, they did act quickly and professionally. One, they even just suspected something. They didn't even hesitate. You can see on the camera, Catherine actually bolted out of her chair immediately right over to where this was happening. Care was administered. Team called 9-1-0-1 within seconds of recognition. As a side note, Natalie, too, needs to have some recognition here. I didn't tell her I was going to be spotlighting her. She just thought it was going to be her crew. Natalie was called in, too, and came down actually within minutes of EMS arriving on scene two and helped assist the guards, pool staff, and patrons following the event. She also took great care of the staff. She made sure that the staff had the resources and accommodations they needed following the event as well. We are grateful, I am indeed grateful too, for our Roosevelt City Aquatics staff, especially Shane, Cambry, Jackie, Catherine, and Natalie for their quick response on this incident,

It's one of the, let me say something, it's not easy to be, one, calm, and two, the training kicks in and you're able to continue. We were in Washington, D.C., we came up with the same situation, and we end up giving CPR. The EMT that happened to be with us starts life-saving CPR, and administers Narcan and actually brought the person back. And so it's, to see it firsthand is one thing, to experience it is another. We probably wouldn't be here honoring you . That was my first thought. All right. With that, let's move to 8F with the fireworks 24th of July discussion. So I will lead that. And as of today at 1 o'clock PM, the state had rescinded the notices AND I'M GOING TO NEED SOME HELP ON THIS, BUT AS FAR AS FIREWORKS, THERE IS NO, WE DID NOT HAVE A DESIGNATED AREA AS THE STATE DESCENDED THEIR FIREWORKS MANDATE BAN, I GUESS WE SHOULD SAY. SO WHAT THAT DOES IS IT DOES OPEN IT UP FOR FIREWORKS WITH INCITY LIMITS. AND HAD WE WANTED TO, WE WOULD HAVE TO HAVE A SPECIAL MEETING AND CONTINUE A BAN. and have that in by 1 o'clock PM earlier today. I did not feel that we needed to ban anything or have a special meeting on that, so I did not call for a meeting. And I don't know if anyone has any comments on the fireworks ban, but I think during the 4th of July, the residents and citizens of Roosevelt did a very good job of being responsible.

Council, any comments? I was not able to do that meeting, but I would say talking with the chiefs, I agree. I think that other than some of the shrapnel that was left, the paper and stuff, the citizens did, I think, a pretty good job. And I know the fire said they had less fires to go to or deal with. this year than they've had in the past. And two were in town, but they were both dumpster fires because people were throwing their garbage into the dumpster, not realizing there were still embers and things in there. And then they had one out of town that wasn't Roosevelt City. So I would compliment the citizens and appreciate their efforts. And if we have to do it again, I just hope next time, if we can just get them to clean up a little more at the two areas, that would be the only... critique i would give but it still it was a great job and and applaud the pool staff and the parks guys for the the cleanup they had to do afterwards i know that was not uh maybe expected and maybe if we do it again we maybe plan a little better for the cleanup is all so okay since you're here since k and k is here did we do

Because I mean that was understood that if there was any damage time that we would you know we pay for the damage and Over the years K&K has had many Fires where we have had to open a tailgate and unload a truck of trash on the road on the side of the road We had dumpster fires and as we was thinking about it talking about it. We did not recall ever getting bill for any of that we thank you for always being there to help us when we are in need. And so I'm not too worried about having to take care of it.

Part of the understanding was that we would take care of that if there was damage. We're not too worried about it. I'm not a dumpster expert. I might dump

I would just recommend people still use common sense, hopefully, and be careful so that we don't have any mishaps.

Agreed. I would especially hope that we leave areas like the gulch that are susceptible to fire. I hope that people will be aware of where they are lighting fireworks.

I'd recommend that, because of the way our current ordinance reads, which we'll address in the coming weeks, I would recommend that you make a motion to allow fireworks citywide in conformance with Utah State Code 527.225. and what that'll say is that fireworks will be allowed in the city limits from uh july 22nd through the 25th on the 20th it'll be from 11 to 11 except on the 24th it'll be from 11 a.m to midnight okay so um i don't know if you're aware as randall was saying we do need to have the

Thank you Mayor, thank you Council. By way of report, just a couple things tonight. I do want to let Council know that there will be an online volleyball tournament this weekend up at Constitution Park. So with fireworks, softball, softball. Softball. Softball tournament, sorry. Fireworks on the brain. So keep in mind that will be going on. So we do recommend people be prudent with their fireworks. And we do appreciate the Utah League of Cities and Towns. They did a webinar on this firework issue yesterday. It was fantastic. They've been gathering a lot of information and helping us out there. That recording is recorded should anybody want to see it. Really informative. The other thing I do want to inform council is there's been discussion this year with the hospital of doing the Splash Bash again. That's our big water event where it's an incredibly fun event. However, this is a very unique year. We want to get councils in, but we're not asking for a vote. It's not on the agenda. But just putting it on your radar. Politically, I don't know if this is the greatest year to do it water-wise. Roosevelt is doing fairly well, but that doesn't mean we also You don't want to be conserving. As we are requesting individuals to conserve water, be water-wise, we need to lead the way as well. So if you have input on that, please get with Mr. Glines and Jim Marshall at the hospital. It's the hospital we'd really like to see an event go, if it's something we can facilitate. So the date for the tentative date, I apologize, Mr. Butterfield, not that's my question.

school starts in general what the exact date is probably august 19th 18th somewhere in there around there yeah august 18th would be the tuesday okay and what kind of things do they do like so in the past what we've done we've had like a slip and slide that we've had down the hill for about a half an hour we've had bounce houses we've had the fire department that would bring up a truck that they would It's in the title splash bash, and we wanted to make sure that we're doing things appropriately on this.

So, yeah, facilitate it. If this is the desire, but because of the nature of the time right now, we want to make sure. Thank you. The only final one I have is, as I said today, these youth, they're fantastic. When we found out what happened, we were able to go out to breakfast with them, and I'll tell you what, they are a riot. It's an incredible youth we have in our community, and it helps me feel more comfortable for a guy that does not enjoy swimming a lot, since I sink, I don't float, knowing that... The other two are going to try to save me, but... We do have some incredible youth in this community, and we're so grateful to present them to council. And we request to the public as well, if there's any recognition that anybody in the community needs, we want to recognize them as our governing body here at city council and present them to council. So if anybody has any of those things, we want to recognize these incredible people that we have in our community. So just putting that out there as a request to everyone in the community. OK. Let's move down to committee reports, even committee reports?

The gun range committee met last week. The bathrooms are in. The 600,000 looks like it's about done, but we're kind of thinking about taking some of the shorter berms out so we don't tend people to want to walk down and put targets up. So it'll be truly the long range and we're working on uh some ordering some targets for that that that we can use there uh the amazing on top where the skeet and trap is is it you wouldn't recognize it if you saw it before it's flat and there's one bathroom out there kind of looks kind of odd because there's a bathroom and that's it this one building on this nice flat spot um the archery stuff is up the Connex are out there for storage. They've got the area for the police to have their own area and working on making sure that's separated off so the police can have that just for their training. The skeet and trap, we haven't really started on yet, but like I said, 600,000, the 200 are done. The archery is barely done, I would say. And then they're working on doing some of the land work for the cowboy action. And like I said, we've started to order stuff, but the bathrooms look great out there. We've got some still dirt work to do. We keep giving Danny different. He moves dirt, and then we say, no, move it somewhere else. But he's been great. I know they've got some culvert with some water to work, et cetera. So we're hoping maybe September to be able to open up at least some of it, it won't all be done. The skeet trap is probably going to be next spring, right? So, but it's coming together. We're also working on some way of having a code that when people come, they have either a scanner phone or a card or Or they type in a code and then we know who's out there. So then if there's problems, because we don't, the plan is not to charge people other than if like API or someone wanted to reserve it for, you know, some shoot or something. Or if there's an archery there, was that a year ago? Yeah. So anyway, anything I missed, Ryan, that I should have covered on that?

You did awesome. Is the 200-yard still closed?

Yeah, for now, just because they're doing so much work out there, we felt like for safety it was better to close things off, and that's why we're hoping to get a lot of that finished up so September we can open it back up before hunting so people can go out and sight guns in and do some shooting, and then we'll probably have to close it Again, for a short time and for finishing up like probably the cowboy action and the skeet and trap. But the skeet and traps up top, we might be able to allow something below like the 200 and the 600,000. But anyway, Brian's on it. He's doing an awesome job. It's just hard sometimes to pin everybody down. Um, that's always an issue, but a lot of great things going on out there and it'll be, I would say 1 of the premier gun ranges in the state when we're done. Um, but that's because we got that big grant almost a 1Million dollars to help pay for it. So.

When is the next Sunday at 7 at mill park? So we do 3 each summer and this is the 2nd 1. so.

First one was awesome. It was awesome.

Yeah, and the biggest crowd, over 500. That's incredible. So we hope to have a good crowd at this one this Sunday at 7 o'clock.

But, yeah, I mean, they've had wind, a lot of wind, which is kind of hampering what the spring is like this summer. So it's been hit or miss for the last month with the wind.

Mayor, so really quick, on the questions that the school district brought, are you going to give those to Lori maybe at a time? Yeah. And so she can have those answers prepared for the meeting? Yeah.

No, nothing new to report from the economic development one, other than these questions posed by the school board.

On that one, just so everybody is aware, up in the port, we are under the umbrella of the county. So that is something to where the county definitely would be involved in that meeting. Lori Haslam from OEO is working with the city. So we've got a specific area in Roosevelt, but we are part of the county as far as going to be in the port, which then is under the state umbrella. So with the school district, they're definitely going to want to include the county since it includes all the counties. So it's not just Roosevelt City. So we will get with the new economic development director for the county, Corey. Corey. Yeah. And so we'll be setting that up.

Is that the meeting this week? No, that's the economic development committee meeting. It's this week with the council members, and I did invite the board to that one to discuss expanding that committee and getting it restarted. The Inland Board has a separate meeting that they have, but I will update the economic development committee at that and inform you when those meetings are next time. Thanks, John.

There is a SM Energy reached out to me earlier today. The next week is a Truckers Against Trafficking seminar. I guess we can call it. And I'll try and get you more information on that. It's actually where we have a lot of truckers in our area helping to recognize trafficking. I think it's well worth our time. I'll share that with

I apologize, Council. This is big. The $600,000 grant that Corey presented to Council, we're working on a proposal for that. Then we will bring to Council next Council meeting for approval. But again, it is working with the county, but it is in Roosevelt City. And it's a great proposal we're working on with the help of infrastructure to get some houses in our community. So that will, the details will come to you next Council.

I'll update you as well as far as that cement with the water situation. So they are officially good to go. And the check should be written within the next couple of days or a few days. And then they will, as soon as the checks are cut, then the contracts will also be given to them as well. Okay. With that, that leads us to...
