Sorry. Okay. Okay. So I'm gonna read our first item of business is to recognize the service of Doug Burgess on the Deer Park CDC. Mister Burgess was appointed to the Deer Park CDC in 2015 by the city council. He was on board at the start of the CDC but expressed his wishes to not renew when his term ended on 09/30/2025. It has been an honor to have him serving the citizens of Deer Park on this board, and we wish him the best in the future. His plaque will be presented to him or mailed to him, due to a surgery knee surgery. Okay. We appreciate his service.
Okay. And then our second item of business is to recognize the service of Leila Ford. Miss Ford was appointed to Deer Park CDC in 2023 by the city council ordinance, and, she replaced Liz Ellard who was previously held that position. Her term ended also on 09/30/2025. As she was not able to renew, she's moving out of the area.
But it's been an honor for her to serve the citizens at Deer Park with her on this board, and we wish her the best in the future. And, unfortunately, she is not also here, so her plaque will be mailed to her. We appreciate both their service. With that being said, item number three is to introduce our two new members to Deer Park Community Development Board, and that would be doctor Tiffany Reagan and Elizabeth Delgado. And so our current officers are Laura Hicks, president, Eric Ripley, vice president, Feline DeFrences, secretary, Jeff Lauther, treasurer, Angela Smith, assistant secretary and Nicole Gainey, treasurer. So we need to have a motion we need nominations and then a motion. Does anybody wanna nominate anybody different? No. Are we all fine with what we have? Yeah.

And I'll make a few comments Sure. If I may. My name is Nicole Gainey, I'm the Director of Finance for the city. Welcome aboard Ms. Delgado and Doctor. Reagan, pleasure to have you on the board. So our investment policy, we have to adopt this annually by law. It mirrors what the city adopts. The city adopted the same policy back in August and we made one minor change and that change was to allow the, I'll just read it, the National Credit Union Share Insurance Fund as an authorized collateral so we can do business with credit unions the same way we do business with banks. So it's just like the FDIC insurance, but it's for credit unions. So that's the only change.

Good evening. Okay, board. This is the typical report that you're used to seeing for our two new members. Just real quickly, a brief overview. We don't typically go page by page.
You should receive an emailed packet of the documentation before the meeting. And so if you haven't had a chance to review that, typically, the this report, it has two sections for the quarter. The first section is activity that Parks and Rec has done that's related or relative to CDC. And then the second half of the report is just a very, very high level summary of the financial inform information, revenue expenditures, debt, things of that nature. If y'all ever have any questions, staff, the relevant the three of us, the relevant staff that can answer those questions are are attending. But other than that, there's no further comment or presentation.

So just update on some existing projects that pertain to CDC. See.

Okay. I'll just keep scrolling down. So these are projects that have been completed. We just keep those in there, and I just update those that are still ongoing. Haikenbach Trails is completed. to slide. Complex. So people we're don't go off the trail and just walk through grass, the mud, it rains and things like that. So the trail is pretty much done. There's a minor adjustment we got to make on the Glenwood Park side, connecting the trail from the bridge to the trail that to the Glenwood Park to add that parking lot. We're anticipating two weeks, three at the most for total completion. And we're anticipating mid November to have the ribbon cutting for both the we'll next next

remain closed until the Spencerview Bridge project is complete, and we'll do ribbon cutting for both of those at the same time. Dow Active Complex, basically, we held our grand opening in August. It's going very well. So it's been open for about two or three months now. There's still a few minor punch list items that we're finalizing, a few acoustic panels, getting Comcast cable set up, just a few minor things like that, that we're adjusting and fixing.
So the contractor is staying on-site until all those are done. The rooms, the downstairs rooms that are named after trees, we have some wall graphics going on-site just for aesthetics to make it look really nice, give it that kind of tree theme. So if some of that stuff, that still has to happen, nothing that really impacts use or anything like that. But once all those punchless items are closed out, the contractor will leave site. We got to work some work done in the pool.
So we have to close the pool a couple of weeks in December to do some work up above the pool on some fire lines and things like that. But outside of that, it's a we have about 1,600 membership units. So a membership unit counts like a family of five as one. Total people, if you count a family of five as five people, we have about 2,900. So 2,900 individuals as members, about 1,600 actual membership units that registered as members of the DAC. So it's going well. Real excited, getting a lot of good feedback. The programming and classes, that's moving on a little slower. It's taking some time for that to build, developing new programming, get that in. It's happening, but that could be that's kind of something we're trying to get going a little quicker.
But other than that, it's a lot of really good feedback and really excited.
Are the membership sales about expectations or exceeding expectations?
I think right, they're exceeding. I think membership sales is exceeding our expectations and programming is a little behind where we want to be. But some of that came with a little delayed. We had anticipated opening in July and getting a lot of the July summer swim lesson programming. The summer is obviously the biggest programming generator for Parks and Recreation.
So when we opened in August as opposed to July, some of our anticipated numbers didn't really meet the programming side because we didn't get that July revenue we were anticipating. Not it's nothing major. This is minor. But as far as the membership sales, where we kind of were hoping to be at this time, we're ahead of schedule, probably about 20%, 25% above where we were kind of thinking we'd be. So on the Dow Park pipeline, so this is the pipeline through that runs north and south through Dow Park.
The pipe the drainage pipe that has basically kind of collapsed. It's not really functioning well. So we have a design that was approved by the city in August. We sent that design back to MHS plan. They're putting together RFP. So in November, we expect the RFP to go out for bidding for construction for a contractor to do the construction. So that could we anticipate that to go pretty much all the way through the fiscal year. That's projects moving along a little slower than we had originally anticipated, but we're getting there. The pickleball courts. So T. F. Harper, they started their construction in August. There was some delays there. But I don't know if you've driven by and seen it or not, the framing is up. Concrete pour is scheduled for this week.
It's Tuesday or Thursday. It starts with a T, so I can't remember which specific day, but I know it's one of those two, this concrete pour is scheduled. So we're working with them on lighting. And we're anticipating that completion to be done sometime little later in November, and we're piloting in early December ribbon cutting for the pickleball courts. So once the concrete gets laid, it all moves pretty simple.
The only thing that may slow that down is electrical if we can get we have some conversations with electrical, if we can get that running appropriately. We may have to get center point back out. If we have to do that, that could always delay it a month, but we're hoping that doesn't happen. But any questions at all about any of the projects that we've updated you guys

The reason why we have to move that is the city observes Martin Luther King Day as a city holiday. And normally, that would be the day that I have fire district and crime district hold their quarterly meetings. But since we're not open that day, I have to move them to the next Monday, which is y'all's time. So crime meets at 05:15. Fire meets at 05:45. So y'all normally would meet at 05:30. And since you can't occupy the same space, I need y'all to move to 06:15 so I can squeeze three meetings into one night.
