MINUTES OF THE AUGUST 10, 2026 MEETING
It is recommended that the Planning Commission: 1. Approve the minutes as submitted.
CONDITIONAL USE PERMIT ("CUP") CASE NO. 480-8 – A TIME EXTENSION REQUEST TO ALLOW THE CONTINUED OPERATION AND MAINTENANCE OF A MOBILE OFFICE TRAILER OUTDOOR STORAGE FACILITY AND RELATED IMPROVEMENTS ON THE 11.69-ACRE PROPERTY LOCATED AT 11811 GREENSTONE AVENUE, WITHIN THE M-2, HEAVY MANUFACTURING, ZONE
It is recommended that the Planning Commission: 1. Approve a one (1) year time extension for CUP Case No. 480 (until September 14, 2027), subject to the conditions of approval (Attachment C); and 2. Take such additional, related action that may be desirable.
CONDITIONAL USE PERMIT ("CUP") CASE NO. 847-2 – A TIME EXTENSION REQUEST TO ALLOW THE CONTINUED OPERATION AND MAINTENANCE OF A FOOD PROCESSING FACILITY THAT INCLUDES FISH AND MEAT LOCATED AT 13181 FLORES STREET, WITHIN THE M-2, HEAVY MANUFACTURING, ZONE
It is recommended that the Planning Commission: 1. Approve a one (1) year time extension for CUP Case No. 847 (until September 14, 2027), subject to the Conditions of Approval (Attachment C); and 2. Take such additional, related action as may be desired.
A REQUEST FOR A TIME EXTENSION OF DEVELOPMENT PLAN APPROVAL ("DPA") CASE NO. 1005 AND MODIFICATION ("MOD") CASE NO. 1361 - TO CONSTRUCT A NEW 19,124 SQ. FT. CONCRETE TILT-UP INDUSTRIAL BUILDING AND REDUCE THE REQUIRED FRONT YARD SETBACK BY 2'-0" ALONG FREEMAN AVENUE AND TELEGRAPH ROAD, LOCATED AT 10320 FREEMAN AVENUE (APN: 8011-005-013), IN THE M-2, HEAVY MANUFACTURING, ZONE
It is recommended that the Planning Commission: 1. Approve a one (1) year time extension for DPA 1005 and MOD 1361 (until August 18, 2027), subject to the conditions of approval. 2. Take such additional, related action that may be desirable.
PUBLIC HEARING – DEVELOPMENT PLAN APPROVAL ("DPA") CASE NO. 1020 AND AMENDMENT TO CONDITIONAL USE PERMIT ("ACUP") CASE NO. 736 – TO CONSTRUCT AN 11,000 SQUARE FOOT FOOD PROCESSING FACTORY EXPANSION BUILDING AND AN 8,100 SQUARE FOOT, TWO-STORY OFFICE BUILDING WITHIN THE M-2, HEAVY MANUFACTURING, ZONE LOCATED AT 13930 BORATE STREET (WAKOU USA, INC.)
It is recommended that the Planning Commission: 1. Open the Public Hearing and receive the written and oral staff report and any comments from the public regarding DPA Case No. 1020 and ACUP Case No. 736, and thereafter, close the Public Hearing; and 2. Find and determine that pursuant to Section 15332, Class 32 (Infill Development Projects) of the California Environmental Quality Act (CEQA), the project is Categorically Exempt; and 3. Find and determine that the proposed project will not be detrimental to persons or properties in the surrounding area or to the City in general, and will be in conformance with the overall purpose and objective of the Zoning Code and consistent with the goals, policies, and programs of the City's General Plan; and 4. Find that the applicant's DPA request meets the criteria set forth in §155.739 of the City's Zoning Code, for the granting of a DPA; and 5. Find that the applicant's ACUP request meets the criteria set forth in §155.716 of the City's Zoning Code, for the granting of a CUP; and 6. Approve the requested DPA Case No. 1020 and ACUP Case No. 736 subject to the conditions of approval as contained within Resolution No. 326-2026; and 7. Take such additional, related action that may be desirable.
PUBLIC HEARING - TO CONSIDER THE PROPOSED ZONING CODE AMENDMENT TO DEFINE AND ESTABLISH REGULATIONS FOR HEMP PRODUCT MANUFACTURING AND PROCESSING, INDUSTRIAL HEMP, AND INDUSTRIAL HEMP PRODUCTS; RELOCATE HEMP PRODUCT MANUFACTURING AND PROCESSING FROM THE M-2 (HEAVY MANUFACTURING) ZONE TO THE M-1 (LIGHT MANUFACTURING) ZONE; AND DETERMINATION THAT THE PROJECT IS EXEMPT FROM CEQA
It is recommended that the Planning Commission: 1. Open the Public Hearing and receive the written and oral staff report and any comments from the public regarding the proposed Zoning Code Amendment; and 2. Find and determine that this Project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15061(b)(3) (Common Sense Exemption); and 3. Find and determine that the proposed Zoning Code Amendment is consistent with the goals, policies, and programs of the City's General Plan; and 4. Adopt Resolution No. 327-2026, which initiates the proposed Zoning Code Amendment, incorporates the Planning Commission's findings and actions regarding this matter, and recommends that the City Council approve and adopt an ordinance to effectuate the proposed amendments to the text of the City's Zoning Code; and 5. Take such additional, related action that may be desirable.
