Now, God, we thank you for another day's journey. We ask now that you be with us as we handle county business. Bless our efforts as we ask. Motion to approve minutes from June 11th.

0:57Speaker 6

It's been moved and properly seconded. All in favor? Aye. Ayes have it. So it is. Motion to open public hearing.

1:08Speaker 6

Second. Moved and properly seconded. All in favor?

1:15Speaker 6

Scott and Melissa Rice.

1:20 – 2:17Speaker 8

Mr. President, board members, let me explain a little bit about this. Mr. Rye and his wife, Melissa, came to me, and they are wanting to place a mobile home on this property. But there's already one there. And this is industrial property in that Kearney Park area. And if you'll look at that last map, there are 13 structures on I-2 property. And when they change something, you know, if they want to place a mobile home there or a home or put any structure on there, then they are currently non-conforming. So they will have to do the same process. It's just an area that has not developed industrially, and most of these are all non-conforming properties. Go ahead, Mr. Ruff.

2:17 – 2:48Speaker 5

Yeah, I've been living there for a little over four years right now in a mobile home, single wide. And since then, my son moved next door. He put in a new double wide modular on his property and we have purchased a brand new double wide modular for my property. And what I'm trying to do is replace the single wide, which is not going right back in the same spot. It's going across the driveway, still on my property, and replace it with a new, brand new, double wide modular.

2:49Speaker 6

So you're leaving the old one there?

2:52 – 3:03Speaker 5

For now, but it's planned on going away, yes, sir. We will not be occupying the old one. We're going to be getting rid of it after we get all of our stuff out and get the new one.

3:03Speaker 6

Any other questions? Any opposition?

3:14 – 5:00Speaker 4

Good morning. Good morning. I'm Robert White. I've been on Harry Road close to Scott property for 18 years. And what I have been noticing, mobile homes coming in. And as you guys know, I'm a home owner. And what they does, they take the property of your home value down. I have no problem with Scott having a double wire there, but others come in and you don't see the development paper until they done came in. You don't know what they done until they done did it. I walk that road every day. Anybody tell you that? From my house to 22 and back, I be looking. But the development coming in, I was much more... I don't tell people how to live, but I was much... See a home built, you know. They done built a church there. I did see the development of the church, but it was so much different. But there have been one, two, three, four, five, six mobile homes put in there since I've been there. And... No home in building, nothing but a church. And I'm concerned about that because if I get ready to move or to sell my home, my home value, it don't hold no value when you bring mobile homes in like it is. And then some of them mobile homes, people not even living in them, they bring them in and they rent them. They don't occupy them, they sell. And that's a concern I have.

5:02Speaker 7

To clarify, These six mobile homes are not on their lot. They're just in the neighborhood. Is that correct?

5:12Speaker 4

Well, true. True that. Yes, ma'am. They're not on their lot.

5:18Speaker 7

They're not on their lot? No. Okay. And they're in the neighborhood.

5:23 – 5:39Speaker 4

Well, all of them ran in with maybe anywhere from 50 yards or 100 yards. You can throw a rock from my yard to each one of them.

5:39Speaker 7

Where do you live exactly?

5:41Speaker 4

I'm 707 Harris Road.

5:44Speaker 7

Harris Road? Yes. Are you next door to this lot?

5:48Speaker 4

I'm across the street from that lot. From that lot. The only thing that divides us is half a road.

5:55Speaker 5

I have two acres from that lot.

5:59Speaker 9

Sir, we're recording and live streaming, so if you'd like to speak, come up to the microphone so we can hear you.

6:07 – 6:22Speaker 5

I have, there's two acres in the front of, because I'm in the back of the property on that 1.7 acres. There's two acres in the front that kind of divide us between, I've got woods up there that divide us that is industrial and want to leave that industrial.

6:23Speaker 7

Is that your two acres?

6:25Speaker 5

Well, I'm in the process of purchasing it.

6:28 – 7:03Speaker 5

But yes, I'm actually contract redeemed for it right now. But that's going to stay industrial. It does not want to change anything to do with that. I'm just wanting to change where the house is that we've been living in for four years, which is back behind that. And then right across the two acres is Mr. White. And then the next seven acres is my son across from Mr. White. But yeah, the two acres that the woods are still there next to the driveway, that's staying industrial. We do not want to change that.

7:03Speaker 7

And that's vacant?

7:05 – 7:21Speaker 5

Yes, it's just woods right now. And that's the way I want to leave it. I'm going to clean them up, but I want to leave it that way. We want trees because we don't want somebody to just look across the road and see our house or whatever. We're back in the woods. We've got an opening back there. Mr. White?

7:23 – 7:46Speaker 4

As I say, the only problem I have about that, when it's putting them in for rent, rental homes, you know, if you're going to occupy the home or you're going to be buying the home, but if you're going to put one in to rent it, have it as a rental property. I have a problem with that. That's the only thing I'm saying. If you're going to occupy it yourself. Sorry about that, guys.

7:51 – 8:08Speaker 5

Yeah, this is going to be me and her forever home. I mean, we just spent $256,000. This is not a cheap mobile home. This is actual module home. And that's going to be, this is it. I'm four years from retiring, and I don't plan on doing this again.

8:09Speaker 7

Are you putting it on a permanent foundation?

8:12Speaker 5

It's on a pad, yes.

8:13Speaker 7

It's going to be on a pad.

8:14Speaker 5

Yep. The pad's already built and ready to go. We're just waiting for a permit. you know, get approval.

8:21Speaker 7

You're going to have tie-downs?

8:23 – 8:34Speaker 5

Yes, as maximum. This thing is wind rated for 16 tie-downs on it per side, so that's 32 tie-downs for the complete place, anchored.

8:37Speaker 5

And it's wind rating three, wind zone three. I mean, we didn't spare nothing on this.

8:45Speaker 6

So is that the kind that you bowed onto the concrete pillars? Yes. Okay. Any other opposition?

8:56Speaker 4

No, thank you.

9:01Speaker 2

I have one question, but I'm sure y'all can help. What was the distance between Scott's house and Mr. White's house?

9:14Speaker 7

I don't know that.

9:15Speaker 8

I do not know that.

9:16Speaker 2

She's got it.

9:19 – 9:33Speaker 3

So from the edge of our property line to the edge of Mr. White's property line was right at 153 feet. That's why I had to write it 150 or whatever it was. That's why I had to include him in the certified letters.

9:36Speaker 6

You're welcome. Any other questions? I entertain a motion.

9:48Speaker 7

I so move that his request for rezoning be accepted and approved.

9:56 – 10:14Speaker 6

Okay. Second. It's been motioned and seconded to approve for rezoning. All in favor? Opposed? Aye's have it, so it is. Clay Eckerton. I have one more question.

10:15Speaker 5

How long will it be before we can get the permits on this? Give me one second.

10:28 – 10:44Speaker 8

You will come to the Board of Supervisors on July 20th. July 20th? That is the final approval. You can get the permit that day. Okay. I appreciate it. Thank you, sir. Yes, sir. And that meeting is at 9 a.m.?

10:44Speaker 5

Yes, sir. I'll be here.

10:48Speaker 6

Clay Atkinson?

10:52Speaker 1

Hello, good morning. I'm Ollie McClendon, and I'm representing.

10:57Speaker 9

One second. Give me one second.

11:00 – 11:15Speaker 9

We have to calculate a certain number of days between our approval and before it goes to the Board of Supervisors, so I think you're going to be the first meeting in August. August 3rd. I apologize for that. Yes, sir. That's a Monday right here in this same boardroom at 9 o'clock.

11:20 – 11:37Speaker 1

Good morning. I'm Ollie and I'm representing Mr. Clay Eckerson for Skyline Construction Consultants. Yes, I'm representing him because he wants to put an RV park and we are just trying to get the conditional use variance for his property.

11:52Speaker 6

Any questions? Any opposition? I'll entertain a motion.

12:01Speaker 2

So moved. Second.

12:01 – 12:33Speaker 6

You've been moved and properly seconded. All in favor? Aye. Aye's have it. So it is. Motion to close public hearing. Second. Moved and properly seconded. All in favor? Aye. Motion to accept the next meeting, August 13th. All in favor? Aye. Motion to adjourn.
