Good morning everyone. Welcome to fiscal court. Before we call this meeting to order, I see uh brother Mike Humble in the audience. Mike, brother Mike, would you uh come forward and lead us in prayer before we open this meeting? All right, let's pray. Lord, first of all, so blessed to be up here praying because you said, first of all, pray for those in a so grateful for the authority that's here in our county and living right here and having the leadership that we have. Glad to have you. We thank this opportunity for all help through the times and years that you've helped us. I just kind of give a little history of of the chapter program and then Tesla she's more detailed than I sure but we started chapter program I went to ground zero in 2001 and it was quite quite a horrific scene of course as we all know and I realized that we're rural America but rural America still have streets that's right you don't have highrise buildings it was hard to have to do in such a city like that but we still have stress. So that's when uh I started working on the burn chapter program actually uh the uh uh Williamson went to him talk to him about it. Tommy Allen was a police chap. He was on the police department. He was chapter was a chap with ASO. Uh it was some of that and so we pulled everybody together and started 2003 when our first calls in 2002. And so we've been doing that ever since. We have uh uh we've had several chapters over the years and Teresa will go over that with some of the people we got and and some of our protocols cuz we have certain protocols and Ginger we work with her so much you know uh she did done such a tremendous job with central dispatch cuz that's how we get changed out through central dispatch and um I was on fire yesterday just uh so we're all we're always out there somewhere. So uh that's what we do. We
just try to serve the first responders and when we do when we get on the scene they say the family's right there. So then we go to the family and minister to the family cuz you know in trauma and that's what we deal with a lot is called trauma. We deal with a lot of trauma and we're trained to deal with trauma. So that's part of our training chapter. Okay. Good morning. I'm Teresa. Good morning.
I am Bernie Fair chaplain number three. I have been a chaplain with the Bird Bear since uh 2017 on the front lines. I do a lot of back uh work for them before that office work where there been a crisis they would land in my office after the crisis and we would meet whatever need might be there whether it was a fire and they needed clothing and assistance to those things. Bird bear chaplain stay very very active as you will see on the report that I printed for you. We have had 115 official page outs in the 2025 years. All of those have come through our uh emergency services. We do receive phone calls from time to time. Brother Mike and myself and our other chaplain Jim Marne and Mr. Dannis Comble, we will get phone calls that say they have met an individual on the side of the road has no criminal history, but they're homeless right now. What can you do? So, we meet them at their need. Uh we'll if if there is a room available at the local motel, we'll put them up overnight in the motel. Um but there's always a background check run before we do any of that in those situations. Sometimes it's a need for food. They have no way to get in to get food. So we go out and get a box of food out of our care center and deliver that to them. And sometimes that's delivered into the hotel room because not only are homeless at that point hungry. So uh sometime we have to provide some food on sink recently. Uh we have had and most of you will be aware there was a suicide this weekend in our community and we had a chaplain Mr. Jim Marne that was on that scene and he served there for about 2 hours. That's mostly what our calls take is about 2 hours. Occasionally if we have a tremendous field fire, uh the mulch company catches on fire, we may be
out there four, five hours, 6 hours, something to event. And we will have to provide food for them. That might be pizza. That might be McDonald's. Um just you don't want your first responders to be hungry and you don't want them to be thirsty. you want to make sure they're taken care of in the best of place. So, that's one of the things that we do. Not only are we on the scene looking at their eyes as a first responder, but we're there to be there behind the scenes. If you're you've got an emergency worker that's on the ambulance and they go to take care of a child that is drowned, they may have a child at home that same age. And we have been trained in what to watch for and what to ask them. And then we work with them after the scene. We've gone back and interviewed with the whole entire emergency services and ask them what do you feel? This is not a critique of what you have done. We are not there to critique what you've done. We are there to help you through the crisis. So what do you feel like was your most benefit? What do you feel like you could have done better? And it gives them an opportunity to talk and they talk among themselves. It's not they have to talk to us, but they're they're actually bringing up what they're feeling at that point. So, we do behind the scenes counseling. We do on the scenes counseling with families and situations. We do first responders counseling and we [clears throat] can't do any of this if we don't attend training and we have lots and lots of training. Um, matter of fact, we've got training Tuesday afternoon and uh, so that training comes a lot through Kentucky Community Crisis Response Team and Brother Mike and myself are members of that along with uh, Larry Richie and Jim Marne. We go to those trainings.
Some of them are virtual. We attended a two-day assist training which is applied skills suicide skills intervention training. That was tough. That one was really really tough for all of us to go through uh because that's acting out scenarios and that's getting down deep into things that are going on. We do have to travel for some of the training. A lot of them are done virtually. uh we have to carry liability insurance because the things that are said to someone can be held against us. So we have to have liability insurance on that. And we have a $2 million policy to cover the chaplain. If somebody comes back and says, "Well, he talked to a chaplain and he killed himself anyway." We're going to see we have some coverage today. We have accident insurance. Uh we have active 911 which is the way we are dispatched out and we have that cost. We have our members of the inter national conference of police chaplain Kentucky Federation of Fire Chaplain and we have three radios that we rent out for Logan County. the um our hotels, meals, needs for those who are traveling through whether we're transporting them to Brass or to Salvation Army, wherever they may needing to go, those are huge expenses for us. So, in 2025, we came in, it was expenses at $10,182.
Wow. So um without donations, without the support of the court system, you know, it comes out of a general fund for agape. So we would love to have your support. Is there any questions that you have? Great. We appreciate your service. I mean, I I know a lot of families personally that y'all have impacted and you know, last year was at my neighbor's house when it caught on fire and it was awful comforting to them. We really appreciate it.
Yeah, you guys do amazing work and we're very appreciative of it. As a matter of fact, Denise and I were shoulders that were just talked about. She's our grant writer for the county. She has mentioned that there may be some grant opportunities and if you guys are interested, she she would welcome the chance to work with you guys cuz I kind of put her on the spot where she has to say yes now. But but if you guys are interested, she's going to look around. She sees anything, she'll bring it to you or she'll get with you. If I may, I'd love to personally thank brother Mike, Miss Teresa, uh, coming from the freezing side worker road, you work a collision and it feel like 100 100° and plus humidity outside, they bring Gatorade, water, cooling towels when you're out on the scene for hours or or structure fire. Uh, any type of call like that or in the winter time when it's freezing outside, they bring hot chocolate, try to help keep you warm. and they're they're there to help you uh help you as well, talking you through things that you see as well as at the jail uh helping us with the with inmates, helping us with with staff if the staff has got something personal going on or with death notifications if we've got an inmate there. Obviously, nobody wants to be there and their situation is probably not the best, but uh that message was that that'll mess with anybody's mind if they they've got a family member that they lost that help with those notifications. But I'd like to thank them and all their work. It's hard to put a price tag on on their group and what they offer. But thank you very much. They're also really good about giving closure to my department cuz with my department, we just hear it. We don't see it. And so a lot of times we've already been on to another call where we've taken a really bad call with straight to the next call. They will come in after check on my
staff, let us, you know, just kind of make sure everybody's okay. And even on personal notes when we had things going on families, they come and check on us. You know, brother Mike and James come to my house and and checked on me when mom was sick. You know, just they do so much for emergency services. I just we can't thank them enough for what they do. Same here. They're right hand of the sheriff's office. So, we don't we we know when when we're going, we know they're coming. So we it's just an automatic connection. So again they very instrumental in what we do for all Logan County especially
once again. Thank you for all you do for local. Thank you so much. Appreciate y'all. Before we move on, we have a representative from Congressman Kumer's office in the crowd, Miss Sandy Simpson. Sandy, would you like to come and just say a couple words before we move on to regular business? Uh Sy's been a uh an angel as far as I'm concerned as far as talking.
You're extremely nice judge this morning. Thank you. Just right quickly, first of all, the most important thing I want to say here this morning is thank you, judge, and members of the fiscal court for allowing me to say a couple words on behalf of the congressman. And most of all, importantly, thank you for your service. uh we realize that uh it's a um 24/7 job and you all do it greatly. So, thank you for what you do. I I reached out to the congressman this morning, told him I was coming to Logan County. He said, "Thank you very much, Sandy, for getting over there because I know you haven't been there in a while." But he sent me a couple of things that he asked me to mention to you. And first, I want to say that he's monitoring what's going on in the Middle East and keeping keeping up on what's happening there. And uh I want you also to note he told me this morning that he wants you to know that he voted to fund uh the Ontario Department of Justice and he hopes that we can get get that settled right real quick because some people are not getting paid and we want everybody to get paid for their for the job that they are doing. Um and and and before I walk away I just wanted to say this which I think is very important locally because it affects you. The congressman has a casework office office over in Topkinsville and we have case workers there that handle cases for people who are having trouble issues with the federal government whether it's social security, VA or or whatever. And we also get sometime requests for issues that involve state. So even though we don't have that jurisdiction, we're happy to pass it along to those in the state that work on those issues for the governor and the governor's office. So whether it's a federal issue or a state issue, uh please do not hesitate to reach out to congressman because we we all know you all have friends and family and know people who are probably struggling with with things that uh sometimes a govern government u is a hindrance on. U and then just out of curiosity does under the refund which is on eight and nine is they have two different projects that they're getting a KBI more of a question for sure cuz it's two different checks. Where are you at right now? Uh at the very last line item on page eight,
it's a refund three Logan aluminum for the KBI project. Uh I'm assuming two different two different projects. Yes. Yes. Super Carol and I talked about that. She told me that there was going to be two different checks coming out and that's two different projects that involve Logan Aluminum. Okay. And do we know how much time is left on each one of those? I do not, but I will get I was just curious. Yeah. No, no. I I couldn't I honestly can't answer that one. Uh but I will uh get with Sue Carol and I'll send that email out to every one of you guys. And then one last thing, do what about CAP? Was CAP a KBI project?
I'm thinking it is, but I don't think they have. Yeah, I know it is, but but they have not uh they haven't started any of that. They haven't met qualified in the resolution here for C. Man, that happened so far in advance. Maybe we did. I'm just a guy. Y'all remember I don't remember doing it either. KTI thing, but I don't know about KBI. Let me I'm the KPTDI for the development of it. I don't remember. Let me let me let me look into that. I don't remember KBI. Let me let me look into that one. You know that probably happened a year and a half ago. Would have been even more. Didn't period.
Are those 5 year or 10 year? 10 for 10 years. Well, I'm pretty sure we've done two since we for Logan since we've been here. So, they ain't they're several years from expiring. Well, one was DC4 and I would say DC4 is probably 5, six, seven years old at least. All right. I I'll figure I'll get that information. Champion was one and Champion's probably getting the beat. I say Champion on here. There was another one just different times. They hit at different times. Yes. Yeah. We've done a champion since we've been on one was on board.
I will see what I can do to get those get that information. I'll get with Sue Carol and go over that. I was just curious, you know, just be interesting. It kind of helps you to understand when that rolls off how much money you'll be getting in your coffers, you know, cuz that's that's sign that's $200,000 just with two projects. Exactly. And when that time rolls off, that's $200,000 that will hit our general fund. Yeah, absolutely. I will uh And is that $200,000 in occupational tax? It's occupational KBI is occupational money from the employee
the new employ employee right it's the employee portion of it I'm almost positive that cap is with KBI because you know with their association with Logan aluminum they knew about it I'm I'm positive I just don't know the details I will get that those answers for you I got at the top of my list all I was just I was just curious cuz I what is There's going to be about 30 30 employment 30 uh initially it was going to be 30 to 40 and then rolling up to 75 or 80 up to initial was 30 to 40 and then 75 to 80 somewhere 70 to 80.

This is to amend in unbudgeted receipts into the road fund uh receipt uh account number 024503 federal reimbursement refund for 36,45211 solid waste fund 134510 state grants for 17,15632 road fund 024727 reimbursements miscellaneous by 18,193.75 5 general fund 014733 insurance reimbursements by $7,23420. Road fund 024733 insurance reimbursements by $7,450.63 which will increase expenditure line item in the general fund 015015340 sheriff maintenance vehicles by 7,234.20 20 Solid Waste Recycling Fund 135212446A illegal open dump rent by 17,15632 Road Fund 026105336 road Equipment Compact Repairs by 7,156.57 Road Fund 026105443 Road Motor Vehicle Parts by 294.06 06 road fund 028033128 contract bridge construction by 13,641.01 road fund 0292999 contingent appropriation by 41,0004.85.
So, the federal reimbursement money is where we received FEMA funds on uh debris cleanup and things of that nature. There's two different FEMA payments on there. One of them is just labor for cleanup of on one of our disasters. The other one is for Ed Reynolds Road and Kirby Road. And then um the reimbursement miscellaneous that $18,000 number that's where we had um Chris the AP Miller Road uh repairs. So we're amending the money that we received back from Silicon Ranch back into the budget there. Um and then we did get an illegal open dump grant and then we had some insurance claims that we're amending back in.

Uh, where Guy Canler has been offset to be a safer road. They're hoping that they can get a date for um hopefully the county being willing to take that road since the paving and everything's been done. Peewee said probably he would talk to you about that, but I told him I'd bring it up. Yeah. And I agree with that, but we're just kind of watching. when you go through any other season, we don't want to take on a road and then end up having to spend thousands of thousand dollars repairing a mistake that might have been made. So, we just want to keep eyes on it. Just let it go through one good season. We haven't had any really good rain season since they built it. Well, Kiwi said the same exact thing. Yeah. So, we have to have a heavy rain. See what happens to that.

So So if anybody's watching, I've been trying to keep an update every every week uh of what's going on. and road department was the focus last week. Uh we're putting some GPS units on. We've been doing that, but the new the newer versions of these GPS units are going to allow us to completely track it the way that we need to to that way we can get reports to you guys so you can see where the mowing has happened on snow removal and what we're doing. You guys can get active reports on that. That's our plan. Uh Jordan's been doing a really good job of keeping up with that. We just got to get the rest of the units uh calibrated and installed. With that being said, I need a approval for road work request.

This is the turn road to it for Jamie's district. Here's the three bids from uh David De and uh Kmax and Scott Mer. David Deah is all is under the Macintosh Welding. By the way, um this is uh the bids to repair that bridge as needed. Notice that the KAC bid looks like it's more surface area but thinner approach to the far side. Cook it out.
Feel like all these are apples to apples or any comment to it. Any thoughts? Yeah, I just went out there and came back one make it just a little more he thought it would be better fish there and I know what he thought I went along whatever he was the same he's the expert on u Macintosh the guy dropped the sales tax off that yeah absolutely it'll be 18,000 even yeah I've seen that small Are you familiar with Mintosh? Just
he just works through. He just uses him to get he gets his job to them. He does good work. The only reason I ask I know K and and Scott Murphy are pre-qualified contract. Really? I know. He's a good Jason. job done. What's your recommendation? Davis is a chief and he does good work. I mean, I've seen a lot of work. Good work. Mr. Jamie, whatever. Jes,
we're going to use the FEMA money that we were reimbursed to pay most of it and the other I'll probably pull my discretionary. Is that going to be a It's just a few feet difference length and width. His is also 10 10 in or 12 in thick versus max 8 in thick. Okay. One is the uh Will Heights out there off Stevenson Mill Road. So, Will Heights, uh, sadly the owner passed away at that location and it's not a trust fund. It's not a, um, kind of a caretaker situation and the plan is to clean the site. It's a actually a really good plan that the gentleman gave me uh, with that. And so, but right now, all those cars are still out there and I did inspect everything and present that site as well as Ernie's Lawnmower Repair on Morgantown Road. As it's in the contract that we worked out last year, they're entitled to a cost of moving increase once a year, and they're set to do that on April 1st. uh the garbage rate and I looked into it the inflation index that we had uh let me pull that up up here but that is uh around 5% it's actually a little under 5% but that will cause the unincorporated rate to go up to 2258 per month the smaller cities of air and Lewisburg 1982 a month and then Russellville 1539 a month and so it does everything does check out there based on what I was looking at so we wanted to make I'm sure everybody knew
Auburn goes up to 1982. Yes, cuz I've had some calls about that. That was a previous contract as well. Yes, it may have been, but they they heard through the great vine there was going to be a price increase and I said I think that was the cost of but we had a discussion about that. If you received your card, it says CPBA message on the card. Please see them before Friday uh Friday afternoon. Close time on Friday afternoon. Uh March 28th is also Logan County's free dump day. Um, at 55 Pleasant View Drive, you're limited to one load consisting of trash, furniture, construction, debris, and electronics, and it should be covered. They will not accept tires, for your non-contained appliances, paint that is not dried out, and hazardous uh chemicals or cars. Uh, also 28th is light blue for autism awareness. The communitywide family funday is at the extension office at 255 John Paul Road in Russellville from 1 to 3 with a balloon release at 2:30. Uh this is an event to uh raise awareness about autism. Um also on the 28th, the night of is the search and rescue is holding their 54th annual fish fry at 255 John Paul Road. Um, beginning at 5:00, uh, we're going to have, uh, music provided by Clay Blue. Uh, Haley Auctions will, uh, conduct the auction. The meal will be served from 5 to 7. It will be a donation of $10 per catfish plate or $4 for a hot dog plate. Um, and grand prize of $300. Sorry, I know there were two. I thought it was big. Yeah, there's just two. Um, there is a full parts list on the quotes. The main bid is $122,93623 with a optional lighting upgrade of $3,695. Uh when we did the required when we did the required meeting, the Communications
International was the only one that showed up to do the for the meeting. Okay. Um I have Derek Derek the optional um lighting on the tower for $30,695. What's your thoughts on that? Is that something we need to do or Well, I mean, it probably be done eventually, but the lighting that's on probably Can you climb up and change? [laughter]
So, is it We're literally talking about the lights that flash. So, like that's kind of important. $30,000. I just That's amazing. That's cheap. Is it really? I don't know. After speaking with them, they know the they knew the project. They knew what was going on and I'm fairly confident that what was their time frame? I don't know if we even put a time frame on it. Okay. So, it's uh it looks like a four-week preliminary schedule. Week one uh coordination, mobilization. Week two, remove the tower, removal tower installation, roof maintenance. Do you have it in the budget for the tower and the light package?
We have that ARPA of money that we have set aside over there uh that we've from back from Penny Riley. That's what we moved it over. That money is sitting there. We'll just have to do some budget amendments to do that. I think it was $176,000 or something. I don't know why that sounds familiar. No, it was like 600 something. Yeah, it was several. It was $176,000 somewhere. We moved to for that for the for 911 somewhere. Well, we took that for the tower. We took the $70,000 for the tower. Okay. Yeah, we were up at the tower a few weeks ago and looked over. Everything is there, ready to go. Backup generator is there, the air conditioners are there. Um, everything's good. We just need to move the equipment. Uh, I would suggest going ahead while we're in and doing the relighting. We've got the money in there to do it. Let's just go ahead and do it and be done with it. Uh, because if we have to come back and change those incandescent bulbs or that relay center goes out, we're going to be I would say that 30,000 is going to be a drop in the bucket if they have to come back and do it.

Um and the contacts made we've grown um in in a week and a half we got 10 from one location we uh we got 15 from [clears throat] so we we're growing our numbers this morning we want to see some gold but we're filling those those vacancies on on the state side right now.
That's critical that we do that you know for multiple reasons. Number one, we're, you know, I know we're not 100% fully staffed, but, you know, we're close to it at the at the jail. And, you know, how the DLC was understanding our population report cuz the way our facility set up versus others, the secure side versus our our our work center side is different classification levels can be on on different sides. But um but if they don't look at it right, they don't understand. They think we're over when we're really not.
And you had to just explain that to the right people to make sure they understood when the population report was being submitted. Now they got a better understanding and we're filling those those vacancies. So okay, once again this is why conference that they were going to raise that. Yeah. This is why we need to reach out to uh because regardless of the rate that he doesn't have if he doesn't have the inmate he does an old 70 and we're running staff wise we're running close to 100%. We usually have 70 in there if not our staffing. So it doesn't matter if they raise it. I get you this is why we need to reach out and encourage to support House Bill 557. Yep.
