That's good. All right, welcome. It's 5:00 on this Monday, December 1st, 2025. This is a regular meeting of the city council of
the city of Cape Gerardo. Thank you all for being here and welcome. As always, we will begin tonight with an invocation. Tonight is uh the invocation is by the Reverend Carl Palmer of Stinary Methodist Church here in Cape Gerardo and we'll follow then follow that by our pledge of allegiance. So if you all would please rise and join us. [clears throat] Let us pray. We come humbly before you Lord and we thank you for this great city that you have given for us to live. Lord, we thank you for her protectors, for those women and men who are gathered here in this place, for all that they represent, for their families. Lord, we pray for their protection and for their strength as they protect us. We pray for the wisdom of our leaders, those who are before us. And Lord, we thank you for their sacrifice. We thank you for their willingness to serve. And Lord, we submit ourselves to their authority that comes through you. For all that is before us this evening, Lord, we give you thanks and ask for your divine direction. We pray this in Jesus holy name. Amen. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
All right. Thank you, Reverend. We do not have any study session or presentations tonight. So, we'll begin with communications and reports. Um, I'd like to jump in real quick and just um let everybody know in case you hadn't heard, it was a big day today at the Cape Gerardo Regional Airport. We had a ribbon cutting out there for the uh this afternoon for the first flight um that Cape has seen to Dallas Fort Worth on our carrier partner Contour Airlines. Um so, which is now our second of two hubs we connect to in and out of Cape Gerardo. So, starting today, we now have daily flights to both Chicago and DFW. This is um I I wanted to just highlight this. It's a really remarkable situation here um that we see at CGI. Uh one that has involved a lot of people, a lot of work um and many years actually to see become a reality. Um Dan and I have talked many times about how we joined the city council eight years ago and and one of our first meetings were discussing the possibility uh of ever seeing a connection down to DFW. And at that time that was um hard to even imagine. and here we are. So, it's a really great day. Um, we are just really excited for all the the travelers the the for personal and um the in in the city and in the region um who will be uh who will be finding that it's much easier to get connected to all parts of the world and um certainly in our business community um who is which is always looking for um more efficient work travel that will certainly be the case. So, um, this really this development is bringing benefits of big city infrastructure here to Cape Gerardo. And I just wanted to extend thanks on behalf of the city to everyone, um, who has played a role over many years, whether it's big or small, um, in bringing this big vision to a reality here today. And I learned today that Contour is running a sale this week
on flights to both Chicago and DFW. So, definitely check that out at flycgi.com. That's all I wanted to say. Dan,
no. You know, and and Mayor Kinder isn't joking whenever she says that we started talking about this, you know, close to a decade ago back when uh we had Cape Air flying daily flights on a turbo prop plane from the Cape Gardo airport to St. Louis and back. And so, it's really a neat thing to actually see jet air service in and out of Cape Gerardo on a daily basis to what I consider to be a warmer weather climate. um we we've gotten tied up so many times over the years going to a cold weather zone up in Chicago and so it's nice to actually see that we're going someplace that's not going to get hopefully as disrupted in the the winter weather months as uh as Dallas Fort Worth is. Um just on top of that, you know, I hope everybody had a great Thanksgiving that, you know, seeing what goes on in this community around Thanksgiving, seeing the parade of lights, all of the different things that we've got going on as a town. I just hope everybody takes a second to step back and think to themselves how thankful they are to live in a community that's this uh fantastic that's got momentum and dynamism that's got people that care enough to come out to a meeting tonight and so uh so it really is a wonderful place to be good Cape Gardo
yeah I just I mean attending that this afternoon it's pretty cool because you get to see u the conductivity that that additional flight is I've got friends that uh that lived in Cape Dir their families are still their elderly parents. Um, and it was a, you know, it's kind of a track for them to go to St. Louis, rent a car, come down and, and so you, you know, the ripple effect of this is not just business and economic growth, but as families, the connect that how you connect that way and and the adventures and the vacations that that they're going to now have because of that hard work. I want to Keith Beller, the president of the advisory board, the airport advisory board. I know they worked very hard in getting this accomplished. I think it was cool. Uh Contour had their vice president of uh they called it uh um it's customer uh customer services and success.
And I thought that was pretty cool that Susan I didn't catch her last name but but you know there was a lot of there was some complaints and challenges that they had and I know they've worked through there. So I'm really looking forward to my first flight out to Dallas for sure. Anyone else? Okay, we'll move on then to items for discussion. Mayor, thank you, council. We added D4 and D5 for your review. Uh D4 is basically an annexation petition for property adjacent to the Cape Dorado Regional Airport um and setting a public hearing uh for that uh proposal. And finally D5 basically it's a motion to accept water main improvements um to service the community counseling center located at 1987 Russ Street. Mayor, that concludes the review. All right. I will open the public hearing to consider a request to reszone property located at 825 South Ellis Street from NC Neighborhood Commercial District to R3 High Density Single Family Residential District. Is there anyone who wishes to appear for this public hearing? This will be a discussion item later as well. Nope. Okay, I will close that public hearing and we will consider the consent agenda. Mr. Young, would you please read that?

Bill 25115, an ordinance approving the record play of Star View Groves. Bill 25115, an ordinance approving the record plat grows. Bill 25116, a resolution acknowledging receipt of an annexation petition for property adjacent airport and setting a public hearing regarding the proposed annexation. All right. Thank you council. Um, as always, our staff will discuss them and then, uh, there will be time for if anyone wishes to comment from the public, you may do so before the council takes it up. So, first we have bill 2517, an ordinance amending chapter 30 of the code of ordinances of the city of Cape Gerardo, Missouri by changing the zoning of property located at 825 South Ellis Street in the city and county of Cape Gerardo, Missouri from NC to R3. This is the first reading. We have Mr. Shrimp. [snorts]
Good evening. Uh this property is located in a residential area. [clears throat] Uh it was zoned R3 until I think 2020 when it was reszoned to NC. Uh that was because the uh there was a commercial daycare that was interested in operating on that property. And so the owners applied to have that reszone to a district that allowed a commercial daycare. Uh and that was approved. So, it operated, I believe, as a daycare for a while, but it is now closed and moved out. The owners would like to reszone the property back to R3 to get it back to residential use. The surrounding area is residential in character, and that whole block is zoned R3 already.

And secondly, we have bill 25118, an ordinance accepting a general warranty deed from the Patre revocable family trust dated November 21, 1994 as amended and restated for property adjacent to the Cape Garder Regional Airport. This the first reading, Mr. Shrimplin. Uh the city recently acquired two tracks from the Pat trust uh adjacent to the airport for airport use. So this ordinance just accepts the uh deed from the grantors. Okay. Thank you. Anyone in the audience wishing to comment on this issue? All right.
