Constitution Week Proclamation: A Proclamation of the City of Eagle declaring the week of September 17th, as "Constitution Week". (BKP)

PUBLIC COMMENT:
This time is reserved for the public to address their elected officials regarding topics not on the agenda of general interest or concern. This is not the time slot to give formal testimony on a public hearing matter or comment on a pending application or proposal. Public Hearing and land use testimony is to be made during the open public hearing for said item(s)in accordance with Idaho Code. We desire to have all interactions between the public, staff and elected officials to be conducted in a professional and civil manner. Therefore, comments are to addressed solely to the Council as a whole, and focus on the issue, avoiding personalized debate, and shall not make personal, impertinent, slanderous or profane remarks to any member of the Council, staff or other members of the public. Out of courtesy for all who wish to speak, the City Council requests each speaker limit their comments to three (3) minutes.

Independent Contract Instructor Agreement Between the City of Eagle and Joni Carlo:
Independent Contract Agreement between the City of Eagle and Joni Carlo to provide yoga and mindfulness classes adaptable to all abilities and skill levels. Compensation shall be at a rate of 70% of the total revenue generated by registration. (AMP)

Independent Contract Agreement between the City of Eagle and KM Self Defense LLC to provide self-defense classes for adults in the community. Compensation shall be at a rate of 70% of the total revenue generated by registration. (AMP)
Professional Services Agreement Between Amproductions1.com and the City of Eagle:
A professional Services Agreement for video production services for an amount not to exceed $10,000. (BKP)
Joint Powers Agreement Between the City of Eagle and Ada County Sheriff's Office (ACSO):
A Joint Powers Agreement between the City of Eagle and ACSO for Law Enforcement Services for Fiscal Year 2026-2027. Council approval and authorization for the Mayor to execute an agreement between the City of Eagle and the Ada County Sheriff's Office in an amount not to exceed $6,435,054.00 for fiscal year 2026-2027 for law enforcement services. Cooperative Agreement Between the City of Eagle and the Idaho Department of Fish and Game (IDFG):
An agreement to accept grant funding for the construction of vault toilet and cantilever gate at Eagle Shooting Park. This will be a reimbursement grant wherein the City will expend budgeted funds and be reimbursed by IDFG in an amount not to exceed $71,000. (ELZ)
FP-2026-15 - Final Plat for Avimor Boise County Phase 2 - Avimor Development, LLC:
Avimor Development, LLC, represented by Sarah Martz, is requesting final plat approval for Avimor Boise County Phase 2, a 183-lot (171-buildable, 12-common) residential subdivision within Avimor. The 250.00-acre site is located on the east side of State Highway 55, approximately 0.10-miles northeast of the intersection of State Highway 55 and West McLeod Road. RZDA-2022-09/PP-2022-15 - Rezone with a Development Agreement and a Preliminary Plat for Shekinah Subdivision - Mark Bottles:
MGB Investments, LLC, represented by Jim Mihan with South, Beck, and Baird, is requesting a rezone from R-2 (Residential) to C-2-DA (General Business District with a development agreement [in lieu of a conditional use permit]) and preliminary plat approvals for Shekinah Subdivision, a 9-lot (8-buildable, 1-common) commercial subdivision.
