Sustainability Metrics Framework – Implementation Update

The purpose of this memo is to provide an update on the sustainability metrics the City of Saint Peter will be tracking moving forward and to outline how these metrics will be used to support reporting, planning, and decision-making. This framework aligns with GreenStep Cities, supports the work of the Sustainability Task Force, and will help inform the City's Comprehensive Planning process beginning in 2026. The City of Saint Peter continues to expand its sustainability-related efforts, including energy efficiency initiatives, waste reduction programs, transportation planning, etc. As these efforts grow, it is increasingly important to measure outcomes consistently and use that information to guide decision-making. Tracking sustainability metrics allows the City to move beyond evaluating individual projects in isolation and instead focus on broader, community-wide impact. The City will track the following community-level indicators: Community-wide greenhouse gas emissions, Energy use and renewable energy adoption, Water consumption and stormwater management, Waste diversion and recycling rates, Transportation trends (vehicle miles traveled and mode shift). These metrics are widely used by Minnesota communities, align with GreenStep Cities action areas, and reflect measurable, community-scale outcomes. Most of the required data already exists through City utilities, county reporting, and regional or state datasets. These indicators align directly with GreenStep reporting categories and will strengthen Saint Peter's benchmarking, progress tracking, and grant readiness. The metrics will help translate sustainability goals into measurable outcomes as the City begins comprehensive planning in 2026. They will allow progress to be tracked consistently over time. These metrics will also serve as a practical decision-support tool. When multiple opportunities arise, and the City has limited funding or capacity, the metrics provide a consistent lens to evaluate relative impact. For example, if two projects are under consideration but only one can move forward, these indicators help assess which option delivers broader or longer-term community benefit, alongside considerations such as cost, feasibility, and timing. By establishing and consistently tracking these sustainability metrics, Saint Peter is strengthening its ability to: Evaluate community-scale impact, Align local actions with GreenStep Cities, Inform long-term planning, Make more strategic and data-informed decisions. A presentation will accompany this memo to further outline how these metrics will be incorporated into reporting and planning efforts.

Lead Service Lines Replacement Update

As discussed at the February 14, 2025 Council workshop, the City was in the process of applying to the Minnesota Department of Health (MDH) to be placed on the 2026 Project Priority List to have all lead water service lines located in the City replaced. After the application was submitted in May of 2025, staff submitted an Intended Use Plan to the Minnesota Public Facilities Authority in June of 2025. City staff were notified on January 30, 2026 that the City was selected for funding to have all lead service lines replaced during the 2026 construction year. This is great news for the City and the residents affected. Moving forward, City staff will be working with our engineer to complete plans and specs for the project to be completed with a tentative schedule as follows: Submit Proposal Drinking Water Revolving Fund PPL - Due May 2, 2025; Submit Intended Use Plan to the PFA - Due June 6, 2025; PFA releases which projects will be funded FY 2026 - December 2025; Prepare Plans and Specifications - February 2026 – March 2026; Submit Plans for 2026 projects for certification - Due March 31, 2026; Bid - April-May 2026; Construction - July 2026 – October 2026. This project will include full replacement of service lines from inside of the home to the water main on 15 homes, replacement from the home to the curb stop on 7 homes, and replacement from water main to curb stop on 3 homes. This project will be paid for with funds from the Water Utility budget and reimbursed from federal grant funds administered by the State of Minnesota upon completion, there will also be future Council action needed to meet funding guidelines.

Sunrise Turnback

As you are aware, the City has been in discussions with Nicollet County regarding the transfer of ownership of a portion of Sunrise Drive, from Traverse Road north (approximately 3,250 feet) to Stratford Boulevard, which serves as the entrance to Summit Park. The County is also interested in transferring this roadway, as it is no longer a critical part of the County's infrastructure. At this time, City ownership of the roadway would likely better serve the community than continued County ownership. Although the County has been willing to turn back the roadway for several years, there has been little urgency from the City due to limited pedestrian movements or housing developments to the west and north of the City. Looking ahead, the City and County will need to reach an agreement on the conditions of the turnback. This will include addressing future maintenance responsibilities and establishing a financial arrangement. Additionally, if the City chooses to improve the right-of-way (ROW), it will need to acquire additional ROW beyond the existing easements currently held by the County. This can be accomplished by preparing a ROW plat and negotiating purchases with the affected property owners.
