It's also somebody I need to get that.

0:51 – 1:370

Good afternoon. I'd like to call the Rackcliffe City Council special call meeting to order on this May 18th at 5:00 pm. If we could please stand for invocation and the pledge of allegiance. Let us pray. Heavenly Father, we thank you for this day and we thank you for your abundant blessings. Father, we are thankful for our mayor, our city council members. Father, we are thankful for our department heads who strive to move this city further. Father, we also ask that um you bless each and every person as they enter the um voting booth or they have already entered or enter tomorrow. And we ask that your will be done. Father, bless us. Bless those of our service members who are serving both here and abroad. In Jesus name we pray. Amen.

1:35 – 2:200

Amen. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. We could have roll call, please. Miss Ashley Bell, present. Brown here. D Ro here. Merl here. Owens here. Thompson here. I need a motion to approve the minutes of April 21st, 2026, the regular meeting May 11th, and the special call meeting May 11th. I make a motion.

2:19 – 2:340

Second. We have a motion in the second. Any discussion? That includes work session, too. And the work session. Yes, sir. And the work session. All in favor? I.

2:31 – 3:120

Thank you. Do we have any public comments? Anyone from the audience? If not, I will just say one uh thing. I just wanted to thank Senator uh Matt Denine for attending our meeting today. It's always a pleasure when our legislators pop in and and check on us. And so we appreciate you being here today. And on to new business, the policy, the police policies and procedures. Chief C um Chief Cross, we've already discussed those at the work session. Um he is available if there's any further discussion.

3:10 – 3:310

I I would like um you want to have have a motion and then discussion. We can do that. I need a motion to approve the um police policies and procedures. Motion. We have a motion. We need a second. Second. Are is there any further discussion?

3:27 – 4:150

Yes. Um, I noticed on page four of 16, Chief Conduct Unbecoming. I read through I've read through this a couple of times in the last week. So um it says members your police force members shall not knowingly visit any place of questionable character such as a house prostitution, gambling establishment or any place frequented by criminals except in the line of duty. Members shall not knowingly associate with operators or individuals that patronized such places. You're living you're leaving out sir a wide group of people that I think should be in here lawyers.

4:15 – 5:000

Okay. So I think we should go go ahead and uh make make sure we include those guys because where you see lawyers that's where you see criminals. Do you understand? All right. Having fun. I got you. I'm like okay. Well, that went over. Thank you, Chief. These are these are great as always. Thank you. Thank you. Anybody else? If there are no uh further comments or discussions, um we need a roll call vote, Miss Ashley. Yes, ma'am. Bill, yes. Brown, yes. D Ro, yes. Merl, yes. Owens, yes.

5:00 – 5:450

Thompson, yes. Thank you, Chief Carl. Thank you all. Appreciate it. Thanks for being with me, Chief. That is our only item of new business or business today. Um, we can do mirror council comments. We'll start with you, Miss Bell. I just want to say one thing. Tomorrow is election day, 19 of May. All day. Actually, not all day. From uh 6 a.m. to 6 pm. I just want you to go vote. That's all. Thank you. Have a wonderful day. Thank you. Yes.

5:42 – 6:100

Um we are coming up on summer. Last day of school looks to be the 21st of May. So we got graduations coming up and just want to wish all of our kiddos a happy summer uh this summer and pool opens on May the 23rd. So all those kiddos can come join us at the swimming pool. Thank you, Mr. Thompson.

6:08 – 6:310

Uh, it's summertime. Uh, it's getting hot watching neighbors, especially the elderly ones. Uh, and graduations have already started. I've been to a couple of them. I am so proud of those kids. 12 years to accomplish what they've done. And the ones that I went to, uh, to cheer on did it with honors. That was fantastic.

6:28 – 8:100

Thank you, Miss Owens. And we lost two people in the last couple of weeks. Anybody who knows the owner of Matson Mobile Park in Radcliffe off of South Wilson, Isaac Norris Masten, passed um on the 23rd. So, it's been here for a long time. People understand how real estate is bought and sold and turned into homes. And so, anyone who had a mobile park home in his residence will, I'm sure, miss him. And then, of course, those who know Mr. Thomas McKenna. His wife Deandra also passed on the 6th of May. She's a resident of Louisville. But of course, him being on this side and being a realtor and a broker has probably touched quite a few people who either rented property or bought property from him or somewhere in the way a business might have also bought a property. So those two individuals no longer, you know, walk amongst us. So I always say check on your neighbors, check on your friends. is stressful the way the things that people are enduring at the time and although they may look like they're okay because they cope well doesn't necessarily mean that they are and of course we all know it's campaign season so tensions are high and so just look out look out for one another and as Kim said you know the kids are getting out the buses all all over the place we've got graduations and graduations and graduations folks are shopping to go off to school or go off to work and those tensions are high because it's expensive every day to do whatever people have to do and I said take none of that for granted. So, be safe, be respectful, and enjoy the time you have on this earth. Thank you.

8:08 – 9:120

Thank you. Um, if you could just keep our first responders, paramedics, EMTs, and dispatchers in your thoughts and prayer. This is the EMS week. Also to Pam's point, Miss Pam's point, uh, congratulations to all the graduates 2026. And it's also National Public Works Week. So, I'm sure I speak for everyone that we want to um give thanks to our public works department and all the hard work that they do for the city. Um, they work very diligently to make sure that our public roads are safe and clean. and um we just want to thank them for that. So if you could do that as well and have a safe Memorial weekend. Our next meeting is May May Monday, June 8th. That's a work session. Our next regular council meeting is Tuesday, June 16th. And if there's no further business, um we just need a motion to adjurnn.

9:100

So move second. Meeting is adjourned. Thank you.
