Board of Works & Safety - Regular Meeting

I want to welcome everyone this evening to the city of Bedford Common Council Stonegate Arts and Education Center, 93115th Street, November the 18th. Larry, would you please lead us in prayer? Yes, everyone bow your heads, please. Father, as we come here this evening to make decisions for the city to make it a better place, please watch over the council, the mayor so we can make those good decisions. Uh with the winter's coming, please watch over our city workers are out plying the roads, taking care of the streets, keeping people safe. Watch over our policemen and firemen. Keep our community safe also. And just watch over the world, Lord, as there's a lot of things going on and and we need your assistance and your help. pray in Jesus name. Amen.

Calling our meeting to order. We have minutes to approve from October 21st and a public hearing. Uh and then of course the regular meeting on that date.

Ordinance 21-2025 amending animal ordinance chapter 21- animal sections 91.01 91.07. Mr. Mayor, I move for the third and final passage of ordinance 21-2025. I'll second. Anyone opposed? Third and final passage, Ordinance 22-2025, establishing rates and charges, amending water rates ordinance. I'll make a motion to res to pass third and final passage of ordinance 22-2025. I second. All those in favor signify by I.

I. Anyone opposed? New business. Resolution 10-2025, appropriation to transfer motor vehicle highway fund street department. Billy. Yes. Um we're requesting a resolution to transfer $10,000 from the utility line in MVH to the other supplies line in MVH. Um the department over spent or not over spent but they spent a lot in supplies um this year for salt and things. So we need to transfer the money so he can buy the rest of his supplies for until the end of the year.

Make a motion we approve resolution number 10-2025. I'll second. All those in favor signify by I. I. Anyone opposed? Next, we have a ordinance 23-2025 amending zoning map Darcy and Caleb Bell 1631 East Street from B2 to R2. Kevin

23 2025 is a request from Darcy and Caleb Bell to reszone the property they own at 1613 East Street. Property is currently zone B2 and they'd like to reszone the property to R2 to match the other residential properties in the area. They tore down an unhabitable home and detached garage that was on the property and want to replace it with a new home with attached garage. On October 14th, 2025, a preliminary hearing was held with the planning commission for the request and request was approved and moved to a public hearing. Prior to the public hearing, public notices were sent out to the joining property owner and advertised on local media. November 12th, 2025, a public hearing was held with the plan commission for the request. After discussing the request and hearing no objections from the adjoining property owner, the plan commission approved the request to reszone and move the matter to the city council for final approval. I ask now the council approve the resoning of 1613 East Street from B2 to R2. This is the property just east of Core Nursing Home as you're going down the hill, right, Kevin? It is one of the properties that core owns all around them. Uh so yes.

Is that why it was zone B2 or what? There's a that house was there along with the one at the corner of 16th and E. And I have no idea why they were ever zoned business. Thank you. council appointments for the RDC for 2026. Next month we will do most of our appointments uh for all of the different boards and everything. We'll go through uh I wanted to go ahead and see about doing this one for 2026 for RDC. The [clears throat] reason that I wanted to go ahead and start on this process is in in talking with council uh with what has taken place in the past at this point in time we have four city council members that are on the RDC board. uh legally from my understanding it's not of course illegal or we wouldn't be doing it but it is my input and my request that I believe that we should not have more than three council members on the RDC because if we would have four then of course that's a quorum and the RDC does pass some things that then comes to the council uh also that could be involved so next year we will take that back to what it was originally. Uh at my request that we will just have three council appointments on the RDC board. The council appoints two and I appoint the other three. So I want to go ahead and start that process now to see at this point in time it's it's Judy and Kathy are the appointments from the council to the RDC board. Uh so however the council wants to address that if they're interested in continuing to serve on that board. Uh it's council decision whoever they want to put on that. But the the four that are honored at this point in time will will go down to three with with my input. And since if the council appoints two and the other three are my appointments, then I guess I'm just advising the council of course that

I will only appoint one council member to the RDC board. So there'll just be a total of three. Okay. So, however the council wants to handle it, Judy and Kathy are the two representatives on the RDC board at this time. Uh if there's anyone wants to discuss it or if there's a nomination on the floor, however you would like to address it. Brian is the council member, right? That the council appoints. No, the council. Judy and Kathy. Okay. Judy. Okay. Right. Those are the two appointments. And then my two appointments would be Ryan and Craig.

Okay. Which next year I would only be choosing one. Would not be choosing two. Okay. However, however you need to do it or however you [laughter] want to do it. I mean, do you two want to to serve on it again? I mean, I guess that could be the first question. If you're interested in serving or not, if you would prefer not to. I would be interested. Okay. Yeah, I would be too. I mean,

all right. Okay. So, I guess with that being said, uh if any of the if any of the other council members are interested in it, if they would also like to voice their input as far as participating uh as far as being on it and then we can address it from there.

Need a motion. If no one else is interested, then yes, I [clears throat] would entertain a motion. I'll make a motion that we appoint Judy Carlile and Kathy Blackburn to the 2026 RDC board.

I want to thank the street department publicly for the leaf pickup around the Oak Manor area. We had huge piles of leads coming from the wooded area there and I want to thank the street department for getting those up. Okay. Thank you, Brad.

I would just like to point out that the community lost a couple very prominent people uh to the city this week. uh Bob Lee and then Joseph Elliott who both were very instrumental in not only the business community locally but and a lot of you know civic civic boards and other factors they were both involved in that for decades and again it's a big loss to our community and just I'd like to from least my personal opinion and I think the council's our thoughts and prayers are with their family and friends and everyone that loved them. So

thank you Heath. Okay. The uh council room hopefully they're going to start on that this week. Uh so hopefully they'll do there's a little bit more demolition to be done. Uh and they're going to start with that. So hopefully we will see some work started over there this week and then we'll see how that progresses. Uh at the fire department they have started doing some work down there as far as to some flooring. I believe the cabinets are supposed to be in either this week or the first of next week. Uh so they're they're working on that to try to get that wrapped up and get it accomplished. So those are two projects that we have going on right now continuously.
