Planning Commission - Regular Meeting

everyone welcome U we are reopen the Planning Commission hearing from February 3rd 2025 uh today is March 3rd 2025 uh we have Quorum today uh to review a quasi judicial request to Annex one parcel to.5 Acres located at the 3046 Elliot drive file number 2024 35 um do we need to go through all of the usual I I think we're just looking for an update on any new biases or expir take communication okay which would have been since the last time yes okay so we're going to go through each of the Commissioners and disclose any new bias or exp part Communications that they that we need to disclose and we have two Commissioners online commissioner Irving and commissioner little we'll start with you uh commissioner I don't have any bias or exp parte Communications I also o do not have any bias or expar Communications and I commissioner Hoffman have none as well I also have none this is Zach Lidle I I have none okay commissioner Irving I have none okay thank you uh so no issues there so once we're going to move on to the oh do you have any yeah CH just updates we we have no updates uh by process uh just for those who may be chiming in for the first time this matter was raised initially before you on February 3rd as it was advertised um and the hearing was continued until this date for Action as

you mentioned it is a request for annexation for a single parcel uh located on Elliot drive this parcel is within the urban growth boundary um we are a recommending body here um so your your request was to review the hearing record uh which you saw before you which included testimony from the applicant uh no additional testimony from the neighbors was provided and the request of the Planning Commission is to make a recommendation to city council who will hold its own public hearing and is a deciding body on that so tonight um thankfully parking is ample and you didn't have to walk very far hopefully because this should be a relatively short hearing uh for you all to finalize the matter um make a motion recommendation I believe we've closed the public hearing too so okay so no new testimony and I nor do I believe is there anyone who uh has signed up or requested to participate no okay uh thank you Dustin are there any Commissioners that have that weren't present at the last uh I guess both commissioner liel and commissioner Irving do you have any and raro you have any questions or comments on the application no questions or new comments I have none I have none okay easy enough uh then I guess we need a motion to uh recommend that the uh city council approve the request to Annex file number 224-353-2455 after you uh yeah I motion to recommend to

city council that we do Annex uh this parcel file number thank you and um yeah that we the conditions with the conditions as written in the staff's report okay do have second I second okay uh all in favor I I I I okay and chair of all Commissioners unanimously approve that this be recommended to the city council as described in the motion thank you uh one just slight business matter um we have recently signed our professional service agreement to conduct phase two of the city's uh I would consider it it's comprehensive zoning update um which will occur over the next 12 to 18 months um you are one of the interested parties uh Planning Commission will be uh we will have materials provided to you uh to review some of the content um with our contractors uh you'll likely be tapped for uh to help support some of the Outreach uh to other interested parties we have an interested parties group um which have selected interest groups uh traditionally underrepresented hardre populations um but you as a as a body that often hears and has to make decisions on sometimes discretionary and difficult um criteria will be asking you for some of your input as well so coming soon we we finished the scope we finished the engagement package U we've signed our contracts with the consultant and we're on our way that sounds great thank you one more thing I ofm mindedly referred to myself

as the chair because I'm reading the script but uh we haven't had an official discussion about this at all and I know that we need to make that decision thank you for serving as uh chair uh tonight we will uh I'll prep a discussion for you all and have an unofficial action okay great thank you uh and with that uh I adjourn the meeting is adjourned for this evening thank you
