The January 20th meeting of the Manchester Planning and Zoning Commission will now come to order. First item on the agenda is the review and approval of the September 16th, 2025 minutes. Everyone should have a copy of the minutes in their package and take a moment to take a look at them, see if there are any corrections that need to be made. [snorts] I'll make a motion we accept the minutes as We have a motion to accept the minutes as submitted. Do we have a second? I'll second a motion. Okay, we have a motion and a second. All in favor signify by saying I

0:41 – 0:55Speaker 1

I opposed. Motion carries. Next item on the agenda is the zoning administrator's report. Okay, Michelle, how are you this evening? I'm good. How are you all? Well,

0:53 – 2:01Speaker 1

um I first want to say that commission member, uh Larry Burbank has stepped down. I'd like to thank him for his many years of service. Um we are in the process of advertising for a replacement right now and I've had one applicant so far. Um currently we're still waiting on the myars for the Ecoin Meadows off-site project. Supposedly they're going through signing, but we haven't got them back yet. Um February 4th we have that planning commission a meeting with the county to attend for the quorum for the public hearing of the now. I know you said you would couldn't go, right? But I have those three going and that's a quorum and we're good. Um on January 8th, myself and Matt attended a presubmitt meeting for two two megawatt two solar fields again on Lamont's property, but this time entering off of Locust Street. So, we will be working with a developer for a PWA for our infrastructure in the street. That's all I have new for you.

1:58Speaker 1

Okay. Thank you,

2:01 – 3:27Speaker 1

Matt. Okay. So, for a town administrator to report uh the legislative session in Annapolis is back in. We've been sent a couple briefs for some bills that have been submitted that will affect planning and zoning in the future should they pass. Uh we will have more information down the line as what those actually are. Uh but a lot of them have to deal with density and like multif family housing and stuff like that. So that's what's coming down the pike from Annapolis. Uh closer to home, our wastewater treatment plant has basically stalled in design. Uh we're working with MDE and the design engineer to get questions answered. they can't proceed any further until MDE is satisfied. So, we're waiting on responses for them. Uh on the water side, uh the POS project is in design currently and uh that's moving a little bit better. They're down at the site of Manchester Valley High School at the pump station there, Maple Grove Road 30. that's where it's going to be placed. They're doing their survey and and building stuff down there for their drawings and and working on the routing and stuff. So, that is proceeding. Uh I don't think I have anything else to report.

3:26 – 4:00Speaker 1

Okay. Any questions for Matt? How large is that planned to be down there? Uh structure that's yet to be determined. We do have this the the real estate to put in what we need to put in, but the [snorts] final dimensions of the new structure have not been finalized. I'm just curious. I mean, is it bigger than the pump house or it'll probably be taller based on the size of the vessels that have to go in it. Uh but it probably won't be much bigger than what's there. Okay. Thank you.

3:58 – 4:43Speaker 1

Thank you, Matt. Council report. I know Chris said he wouldn't be here tonight. I guess Michelle, do you have any or Matt any information on last council meeting? Uh, not a whole lot. Uh, some things that are going on. We're trying to do the hometown heroes banners, get that kicked off. Uh, we're working on trying to get a sign designed and then a date set for the dedication of Hay's Wish Playground. Yeah. U, that turned out really nice. Uh, and we're trying to put some plans together for the uh, 250th anniversary sometime in end of June or July. So, okay,

4:41 – 5:20Speaker 1

working on that. Uh, and I'm also trying to get the trees on Main Street trimmed and the sidewalks repaired. So, slowly making progress on those two projects from from that side. Very good. Thank you. Okay. Okay, the next item on the agenda is uh the approval of the annual report data for Manchester. I gave you attached in your packets the copy of the annual plan. We had nothing to really add to it this year because we hadn't done any development. So, it's just that we need a recommendation to that to approve it so we can send it back to the county.

5:17 – 6:02Speaker 1

Yeah. Everybody take a quick look at this. Like Michelle said, since we had nothing new come in, there's really nothing to report to the county at this time. So So I just need a recommendation for approval. We get a motion recommendation to approve the uh annual data report from Manchester to the Carol County Planning Department. Motion to approve. We have a motion. Do we have a second? I'll second. Okay, we have a motion and a second. All those in favor signify by saying I. I. I. Opposed. Motion carries.

5:59 – 6:43Speaker 1

Okay, the next item on the agenda is Michelle's favorite, the amendments that were made to chapter 250. Yeah, we need a recommendation from the PNC to send this to the council for their approval where they will have a public hearing. Right. Right. Um, and I have given you the the changes as it was at first. He thought we were going to pull the entire chapter out and put in a whole chapter, but um Mr. McCarron felt that this was a little less than he thought it was going to be, so he put it in an ordinance form. So, everything that we've talked about is already in here. We can go through it if you want to, but we've all been through it. No, we've had multiple meetings on this. Yep.

6:39 – 7:24Speaker 1

Uh I reviewed it yesterday. Uh it looked like it covered everything that we had discussed. Yes. And we had and it's cleaning up too like the definition of agriculture and things like that. That that was prominent [clears throat] in here. Yes. With agriculture and then some of the permitted uses in some of the other zones. We kind of brought those up to date since we had new uses that right weren't weren't identified in in the code at all. Right. Right. Okay. Anybody have any questions for Michelle on that? No, it's a very nice document. Well done, Michelle. Well done.

7:22 – 8:00Speaker 1

I know she put a lot of work into this one. Yes. And uh I'll make a motion that we recommend that the council approve ordinance number 271. Okay. We have a motion to forward the uh changes uh which have been codified in ordinance 271 for the to the town council uh for their review and I guess for approval and to move forward to a public hearing. Yes. Do we have a second on that? I'll second the motion.

7:56 – 8:39Speaker 1

Okay. We have a motion and a second on moving the ordinance to the town council. All in favor signify by saying I. I. I. opposed. The motion carries. We have no public here tonight, so no comments from anybody. Anybody on the board have anything else they need to bring up at this time? No. Okay. Nothing else on the agenda. I have take a motion for the meeting to adjourn. I make a motion we adjourn the meeting. A second. I'll second that motion as well. All those in favor signify by saying I.

8:39Speaker 1

I. Opposed. Motion carries. Meetings concluded. Good night, everyone.
