honoring Ruiz Mexican Restaurant on the occasion of its 60th anniversary. Whereas Ruiz Mexican Restaurant was founded in 1966 by Jose Hortensia Ruiz for the first time in fluorescent history, introducing Mexican cuisine, traditions, and culture. Fiestas were celebrated with those who had never seen Mexican folkloric dance. The music of mariachis and Latin orchestras excuse me, in Florissant for the first time at Ruiz. And whereas an enthusiastic response came from the community and the restaurant grew to the entire size of the strip mall, Ruiz's turned the restaurant over to their daughter Marcia Marissa and her husband Douglas Marshall, a chef, who enjoyed presenting new dishes and enhanced recipes. Whereas the customers became family as their generations made memories in Rui's dining room, the third generation, Rachel, Alexis, and Rudy, are making their mark, expanding the business into new avenues, showcasing new recipes, and continue the commitment to generations of customers that make Rui's a wonderful place for family dinner time. and whereas 60 years of service is a remarkable milestone worthy of celebration and recognition. Lastly, Ruiz has demonstrated an unwavering commitment to quality service, economic growth, and providing meaningful employment to generations of local residents. Now therefore, I, Timothy J. Lowery, Mayor of the City of Florissant, Missouri, and members of the Florissant City Council do hereby honor Ruiz for their 60th anniversary and extend a sincere appreciation for its longstanding service to our community.

And quite honestly, it's been an honor, really. I've kind of had a moment. And while I was stuck in traffic and a detour going around the Valley Flower Parade, I got stuck in a little bit of a doom loop in the old town. So I got to reflect a little bit on just the history of Florissant and just the way that my family has intertwined into that history. And it's had a large impact on me because I think 60 years at this point it represents, you know like you said a commitment but an idea of a table, a place to meet, a symbolic nature that a table, just a simple structure, represents. And so we're proud of the fact that our table still exists to serve everyone and anyone who wants to have a good meal. Probably a good time. Absolutely.

Well, the way the ordinance sets our states now, you have to have a business license to operate any kind of food truck. Like I said, that's probably one of the worst places in the city you can put a food truck in there all the time. There's not that much room there.

I just want to take a moment and thank the city staff, the police department, specifically the Honor Guard, the BFW Post, the American Vets Post, And most specifically, Mr Caputo, my colleague, for the ceremony that happened yesterday in honor of Memorial Day at the JJ Egan Center. Mr Caputo, you did a fantastic job expressing to those residents and those veterans and all those who were there some very kind words and very, very thoughtful words. Thank you very much. Caputo you did a fantastic job yesterday as did the committee for Memorial Day it was a very nice celebration i would like to offer my condolences to the family of norm mccourt on his recent passing norm was a councilman in the city of blackjack for 15 years and was mayor of blackjack for 25 years he was also president and chairman of the missouri municipal league and the municipal league of st louis I also had the privilege of working with Norm at St. Louis County in the council office. He worked there for 13 years and he served as our secretary and we worked on numerous projects together and always had a good time. I think the funniest story I have about Norm involved when the city of Florissant purchased the golf course. And the golf course, a portion of it, is in the city of Blackjack. and it might be the most important part of the golf course. It's the clubhouse, and the line goes right down the middle of the clubhouse, the boundary line, and the bar is located in the city of Blackjack. So every time the city need to renew their liquor license, Mayor Lowry or Mayor Schneider or present Mayor Lowry would have to petition the city of Blackjack for cooperation in order to renew the liquor license. And Norm got a real kick out of that. the first time around with the mayor's dad. It was quite an experience. And I will miss Norm. He was a really good person to work with, and he was a terrific public servant. God bless you, sir.

I just want to echo what Mr. Shildra said about Norm McCord. He was certainly a great friend, a great leader here in North County, and a great leader, really, in the entire state. So definitely will be missed, and appreciate everything he's always done. Thank you. Okay, so here's some announcements. Pools are open for the season. The outdoor pools will be open from 1230 to 7 every day, and 1130 to 7 on Saturdays and Sundays. Maughanite, May 27th, we have our Wednesday night out event from 6 to 9. It's proud to be an American at the VFW Post 4105. We have a plaque dedication at 530 across the street for Mr. Don Zykin. On June 19th, we have a Juneteenth music festival at St. Ferdinand Park from 2 to 10. 624 will be Wednesday night out. And 627 and 628 is our Fiesta in Florissant. That's going to be at the Shane Home Association grounds. I did want to mention this, and we put out a press release on this today, that Florissant was named by the U.S. News and World Report 2026-2027 Best Places to Live. Florissant ranked 152nd in the nation and 8th in Missouri. The high rankings puts Florissant in the top 20% of cities ranked in the entire country. Florissant also ranked 113th in Best Places to Retire list and 4th in the state of Missouri. Orson is only one of four St. Louis area cities to be ranked in the top 250. And then I want to congratulate Savannah Burton for MMC of the city of Orson. She has earned the designation of Master Municipal Clerk MMC, which is awarded by the International Institute of Municipal Clerks Uh, IAMC grants the MMC designation only to municipal clerks who have completed demanding education requirements and have a record of significant contributions to their local government and community and state. Congratulations. That's all I have. Thank you.
