Discussion of the Strategic Plan

Information: Following the Board Retreat held in February 2026, staff continued to meet with Centralina Regional Council and held strategic planning sessions. Based on the priorities identified by the BOC, leadership identified goal areas, strategies and tactics to address these priorities. The Town Manager will lead a discussion on this process and what was identified and receive feedback from the BOC.

Consider Adoption of Proposed Resolution (RES2026017) Declaring the Intent of the Waxhaw Board of Commissioners to Consider the Abandonment of Right of Way of a 1.09 Acre Portion of Prescot Glen Parkway

Information: Staff received a request from Widewaters Prescot Residential Ownership, LLC that the Town initiate the Right of Way Abandonment Procedure under NCGS 160A-299 to permanently close a 1.09 acre portion of Prescot Glen Parkway that was never accepted, opened, or maintained by the Town.

Discussion of the Impacts of Data Centers and Develop Criteria and Regulations

Information: The Board of Commissioners desires to further study the impacts and to consider appropriate zoning definitions, standards, and regulations applicable to data center development before such uses are permitted to locate within the Town in accordance with North Carolina General Statute §160D-107.

Waxhaw's Growth Strategy Review

Information: The Board of Commissioners will discuss updating the Waxhaw's Growth Strategy webpage to reflect its current vision, provide context regarding significant land-use and zoning changes made between 2019 and 2023, and explain the growing impact of State legislation on local land-use authority.

Discussion of License Plate Reader Camera Operations

Information: Staff will provide an overview of the Town's use of license plate reader technology, including its operational purpose, authorized uses, data safeguards, and limitations.

Discussion of Speed Limit Reduction Requests on Kensington Drive and Cuthbertson Road

Information: Staff will provide background information regarding two (2) requests to reduce the speed limit on various segments of NCDOT maintained roadways: (1) Kensington Drive between Millbridge Parkway and Waxhaw-Marvin Road in from of Kensington Elementary School and (2) Cuthbertson Road between Providence Road South (NC-16) and the existing 35 miles per hour (mph) zone near the Southwest Regional Library and Cuthbertson Middle and High Schools.

Capital Tax Rate Analysis

Information: Staff will present a tax-isolated analysis of the Town's FY 2026–27 Adopted Budget, illustrating how the $0.2900 property tax rate supports Town services. The analysis excludes fee-supported revenues and expenses to focus on costs funded through property tax, sales tax, and franchise tax revenues.

Pursuant to N.C.G.S. §143-318.11(a)(3) to consult with the Town Attorney protecting the attorney/client privilege.

The next meeting of the Waxhaw Board of Commissioners is scheduled as a Regular Meeting on October 13, 2026 at 6:30 pm
