That's okay. At least we won't start early if people are rushing over. So, go ahead. We ready? Okay. Welcome to the Springdale Town Council special meeting. Today is Tuesday, November 18th, 2025. The time is 12:00 noon. We're at the Kenyon Community Center in Springdale, Utah. With us from the town, we have Rick Wixom, Erin Emerson, and Robin Romero, and some spectators. With us from council, we have Jack Burns, Randy Eton, Barbara Bruno, and Kyla Topam. Um Pat Campbell notified Erin yesterday that he would not be able to attend. Uh let's start with approval of the special meeting agenda.
I move we approve the special meeting agenda. I'll second. Have a motion by Randy and a second by Jack. Kyla I. Barbara I. Randy I. Jack I. Okay. Are there any general announcements? Okay, next item of business is the off the office for Robin Romero as town clerk.
Okay, raise your right hand and repeat after me. Okay. I state your name. I, Robin Romero, having been appointed to the office of town clerk, having been appointed to the office of town clerk, do solemnly swear that I will support do solemnly swear that I will support, obey and defend the Constitution obey and defend the Constitution of the United States and the Constitution of the United States and the Constitution of the State of Utah of the State of Utah. and that I will discharge the duties of my office and that I will discharge the duties of my office with fidelity. with fidelity. Thank you.
And Erin, you're staying through the end of the month. Yes. Okay. But Robin is officially the clerk now. Um, beginning on the beginning on the 29th. 29th. Oh, 29th. Okay. Good to know. Okay. Next item on the agenda is canvas of the 2025 municipal general election. Erin,
thank you. So the canvas is the official tally of votes for any given election. Um the Springdale town council serves in the capacity of the board of municipal canvasers. Your responsibility is to publicly publicly review the official sum summary results prepared by the Washington County election officer and then certify the number of votes cast for each candidate and ballot proposition as required. by Utah code. At the conclusion of the canvas, you will declare the results to be true and correct and attest to them by signing the certifi certification of election document. So now we'll go over the results. There were sorry. There were 386 active voters and 270 votes cast, which is a 69.95% turnout, which is really good for the county. um two ballots were unable to cure which means that the signatures didn't match um or like previous signatures that the county had on record and um the people didn't come back in to cure th those two ballots and then three ballots were returned past the deadline. So a total of five ballots were not able to be counted. Um there were zero over votes and one under vote for the mayoral race and there were zero over votes and 51 under votes for the town council race. Um, in the certification report, there is a new document that came out of the special session, the special legislative session that kind of accounts for every ballot. Um, so you'll see those when the results are posted today. Um, and based on the results, I, as the town clerk and election official for the town of Springdale, declare Barbara Bruno as the elected mayor from the November 4th, 2025 general election. I also declare Randy Eton and Jack Burns as the elected town council members from the November 4th, 2025 general election. And I'm just looking for a motion to approve.
Kyla, you want to make that motion? Uh, yeah, I do. I did have one question on the the breakdown of each vote, like the numbers that are associated with them are like just randomized. Yeah. So, um, in the first um the first column there was the number of the ballot. Mhm. So they keep track of like all of their ballots, but the numbers at the end, those were um randomized numbers from the county. Okay.
All right. I have a motion. Um I move that the board of canvasers accepts and approves Oh. accepts, certifies, and approves the official canvas results of the November 18th, 2025 Springdale Municipal general election as required by Utah Code section 2A-4 3001 and declare Barbara Bruno as the elected mayor from the November 4th, 2025 general election results. And I also declare that Jack Burns and Randy Eton as um Oh, I like that they are the elected town council members from the November 4th, 2025 general election results.
One of you has to second that. Second. Got a motion by Kyla and a second by Randy. Kyla I. Barbara I. Randy I. Jack I. Okay. And if there's nothing else, I'll entertain a motion to adjurnn. I'll move we adjourn. I'll second. Motion by Randy, second by Kyla. Kyla I. Barbara I. Randy I. Jack I. Okay.
