Let your wisdom and your insight guide them. Bless this council to work together in harmony and with integrity. Let their decision making be just, righteous, and for the benefit of North Miami. Thank you, Mayor. Good evening, everyone. I'm Vice Mayor Cassandra Timothy and today in the city of North Miami, we recognize a very a very special month that is special to me and my family. Today, North Miami recognizes November as prematurity awareness month. And tonight, we will honor the work of March of Dimes South Florida for all that they do for our families in the NICU. As some of you may or may not know, this cause is personal to me. As a mother of a 28-weaker, 2 lb 12 o preemy warrior, I know the anxiety of the niku, the long days, the hopes that carries the families through. My daughter spent 60 days in the niku. And if it wasn't for God, my family, and the amazing doctors, nurses, respiratory therapists at Memorial Myar, my little sky would probably not be here. In Florida, more than one in 10 babies are born too soon. and the state's D plus on the 2024 March of Dime report cards remind us that there is still more to do. Ensuring access to care, supporting families, and addressing disparities. March of Dimes leads through research, education, and advocacy. And here in North Miami, we're committed to partnering with them and our local providers so every mom and baby has a healthy start. As a visible

We've been working for the past couple of months a real royalty which we had had in North Miami. good evening mayor council staff and residents Sergeant Jose emergency management So, for now, uh, nothing but good news when it comes on the hurricane front. Even though we're currently, uh, there are currently no potential storms in the Atlantic. This is the perfect time to stay focused and be prepared. I know we keep talking about preparedness, preparedness, because we've been lucky. But, this is the perfect time now to get all your stuff in order. Remember, uh, preparedness uh, isn't just when the storm is on the map. It's about being ready before the storm forms. So, let's stay vigilant, stay informed, and continue working together to keep the our community safe. And like you mentioned before, Mayor, we do have a cold weather advisory between tonight and tomorrow morning. They're expecting low temperature of 43. So, it's going to get nice and chilly. Uh throughout Miami Day County, just one reminder for safety, please remember if you're going to heat your homes, do it safely. Make sure that you have anything that is flammable away from any heaters that you may have at least three feet away, space heaters, stuff like that. That way you guys can stay safe at home.

I think um and this came from where this country I'm always dying to visit bin are as much as you you guys know a lot about Haitian-American um our linkage is directly from bin so that I was that was one of the things I was very excited anybody asks their parents where we from and us Haitian-American it's something very distinct about us the fact that we gain our independence 200 years ago so we know Haiti is not where we were born so um opposed to all the other African nations. some of them reminded but because of our history we know we're from Africa and even as a little boy when we ask our parents we're in Africa it's always is Ben and and you know Ghana and Togo so we know it's west Africa but Haitian American especially here in North Miami everybody think that we directly from Benet so it's going to be an honor as we welcome um the king one of the kings from Benet again thank you um let's start with um Councilman Charles um Burns and then we'll work our way All right. [snorts] Thank you, Mayor. Um, good evening everybody. Just want to say uh thank you to um our district for resident and I see uh Miss Brown is here. Miss Gilmore. Um tonight we um hosted the grand opening of our D4 uh computer literacy program and uh over 20 residents showed up and um we didn't have enough equipment on day one. So hopefully uh my manager I'll take note and see if you can uh provide us with some laptop cuz uh we will need uh more equipment. It was very good and I just

Thank you, Mr. Mayor. Um, just three items. Um I don't want to make short of it but on consent agenda there was an item um rec uh recognizing a police officer who's retiring after 22 years. Want to commend um Nelson Seda for 22 years of service to the city of North Miami. It's a uh the we didn't mean to it to be just on a consent agenda and not give the proper recognition that it is. Thank you for your service for all those years and um thank you for willing to take care of Pony, the horse that was retiring with him. And we will uh uh uh appreciate you taking care of him um as he got older and is in unhealthy or healthier concerns, but he's going to take well care of him in his retirement also. So, thank you again for all those uh the years of service. The U second item. Um, madame city manager, do we have code enforcement officers working on Sunday's?

There was recently a shift in the schedule. So, I'm not um I don't believe Sunday is on the schedule. is would there be a reason why uh Sundays wouldn't have code enforcement? The reason I'm asking is I got calls Sunday morning for an issue and sent emails to six or seven of the administration and then was advised that uh there was no longer code enforcement on Sundays due to a schedule shift. I think this council in the past has always or I'm not going to speak for everybody else that weekends are a crucial area or c crucial time to be out in the community [snorts] um because a lot of weekend warriors do a lot of illegal things and a lot of code violations happen during the the the Saturdays and Sundays um if it's something that we need to discuss whether it was funding or personnel or whatever the problem is but um I always thought that um this community um put a great deal of emphasis in code enforcement and especially on the uh weekends and so uh that was kind of disappointing to hear that we can't call somebody up or residents can't call somebody up on uh on Sundays to uh take action.

That was it. And then also a an item that I sent to you all is a reoccurring a reoccurring item of a two houses within my district that over many years have been doing auto repairs. I mentioned to you all that I was going to make a brief comment about it at this meeting. Um is why is it that we can't enforce that or what is the mechanisms that we need to help enforce it? Do you have to catch the person in the act when a tow truck delivers a h a car to be repaired to somebody's house and catch them in the act when that's happening? I'm not talking about somebody who's fooling around waxing changing wiper blades of their own personal cars, but these two homes actually bring in outside people to do repairs numerous times a week. Um, I know code enforcement uh watched one of the houses the other day, but nothing was was taking place, but that doesn't mean it doesn't happen. has been notated over several years and uh would like to get some information back from the attorney's office or the manager's office of what we can do to um curtail this because I assure you I do not see people having cars delivered to somebody's front yard in Miami Shores, Bow Harbor, Bay Harbor, Surfside, North Miami Beach, um or Miami Gardens. They're not delivering cars to somebody's yard to make auto repairs. Um I and I don't think that North Miami residents should have to put up with it with an auto repair pl uh shop within a residential uh neighborhood. Um that's all I have on that. And then um is there um we've had a code on the books for 25 years, at least 20 years of no outside sales and storage of material. It [clears throat] came about when the thrift stores on 7th Avenue and Dixie

Highway and other places would put couches and clothes and furniture u up and down 7th Avenue, Dixie Highway, Biscane Boulevard, the city 20 years ago, I believe maybe more, um has had always had a strict code. Is there some underlying thing that we may or may not want to I I I think we should keep it. It's kept the city well organized and I hope that with that nothing comes forward that somebody wants to all a sudden start changing the the rules in our citywide rules that says we're going to allow you to put all your wares and goods out on the the sidewalk for us to to to for you to sell. So I'm just putting that out there. Mr. uh attorney,

Um what I'm going to say and I and I want to be very careful and I and I choose my words um because when I do speak, I do know exactly what I'm saying. Um I do it intentionally and this statement is again intentionally again just for everybody's not for one we need to stop we cannot govern like this and I don't do this a lot I know council people we get our different ways everybody have their own way of leading of leadership mine is totally different and mine is a nononsense we do what we do and everybody have our lives we do what we do however council people every day the manager the attorney at different department heads, if I need you, I talk to you. This is a report. It's just about what we do. We cannot and and and I don't want to beware I people feel like I'm bullying, I'm doing whatever. No, I'm making a statement in terms of the governance of this city doing a council report. If there's concern, we one city. I know we meet with the manager. Those are when those concerns need to come about. Um, you know, um, and I'm not saying anybody cannot talk. That's not what I'm saying. But I'm saying there are certain things to make it more efficient, more these are issues. Um, like there's tons of issues I have with departments, but those are I'm working with the manager with the the different departments. Now, if that it doesn't go well, it I need to bring it out here then. Yes. Um and I do agree with you um comm um council member Burns and as a former mayor you know we know we legislate in private um not in private but we legislate during the the whole week not you know the council meeting we hear um things that are on the agenda and I've seen it from um a lot of us and sometimes I do it but just be mindful when we are here these are issues talking about them on here um

Um and and some of them want to partner up with us. So I just want to thank them. Um, and again, thank you to Parks and Wreck, um, for coordinating our pumpkin patch this past Saturday. We had over 350 families attend at Alfred Briscade Park. Um, I think it was our first pumpkin patch in the city of North Miami. And madam manager, thank you to your team, um, senior manager at Lorfields for Lighting City Hall Purple. I know it's also epilepsy month, so we get a double whammy um as we honor um Katya Philippo um in the city of North Miami and what she does for epilepsy month as well. Um and thank you for reminding us about Veterans Day tomorrow, Councilwoman and the team. Um we will not be at the Veteran Tower. We'll be at the Scott Galvin Center, I think, for breakfast. So we kind of changed it up this year again and especially with it being cold now. Um so looking forward to seeing everyone tomorrow at the breakfast. And that is it for me, Mr. [laughter]
