Call to order the meeting of May 1st, 2025 meeting of the Sebastian City Planning and Zoning Commission. We'll begin with the pledge of allegiance. Mr. Roberts is excused tonight. Miss Matthews present. Chairman Cottonberg here. Mr. Carter present. Miss Lur Russo here. Mr. Reno here. Miss Battles is excused tonight. Miss Kitchen here. And Miss Gezy here. Thank you. Thank you. Um my announcements for the evening are that uh Ms. Battles and Mr. Roberts are both excused from tonight's meeting. Mr. uh Terry Reno, our alternate will be voting in place of Miss Battles. Okay, commissioners, you've all had the opportunity to uh read the uh meeting minutes from our uh last meeting. And if you have any additions or corrections, please bring them forward. I just have one and this is more for archival purposes on page four at the bottom at the it's uh third paragraph down at the end. That should be statute and not statue.

This is a proposed comprehensive plan amendment to the city of Sebastian 2040 comprehensive plan, the map series. There's uh no formal ordinance at this time. Thank you. And um now I would like to have a staff presentation, please. Good evening. What you have in your packet before you was uh touched a little bit last month when we had Kimley Horn speak in regards to the mixed use. Um when reviewing our comprehensive plan and looking at the map series when this was originally adopted in 2021, uh the city limits or jurisdictional boundary was much different than it is today. So, what you'll see on the proposed updated
map series is the inclusion of all of the property that has been annexed, known as the Graves Brothers property, to clearly depict the city boundaries. And with that, I'd be happy to answer any questions that you may have. We'll open it for questions. We'll start on the set. No, I believe it's very clear as far as the maps and reviewing those um with the with the additional and next properties that we're dealing with. Um actually looks good. Thank you, Miss Casey. I agree. These are very thorough, very comprehensive, very interesting to go through and um I feel like going to get frame getting frames, but yes, I I approve them. I they've I've learned a lot just by going through them. Thank you, Mr. Mayor. I concur also. It was very well done. I And a lot of information. Thank you, Madam Chairman. Yes. I forgot to ask one question that would m um on the map that had the septic tanks listed. Is there any actual figure of the number of septic tanks within the city? I'm sure that we have that data available. I don't have it readily available tonight, but our GIS technician I'm sure has that data available. Yeah, because that's actually becoming more and more of a concern and certainly as the future, you know, happens and all the flow going to the river and the quality of the river, that's something that we really need to kind of get a handle on. Thank you. Thank you. Just uh for your reference, there is a lot of discussion at the council level on that and also
with the state and above. um a lot of septic to sewer conversions and a lot of um work on that. Maybe you saw at the last council meeting. We even entered into an ILA and interlocal agreement with the county to work on some of those conversions in the CRA district. So there's definitely a lot of eyes on that. You're correct. Yeah, district meet needs to be costefficient. Yeah, we're definitely working on that for my homeowner. Thank you. Okay. I don't have any problems with the map at all. It's very comprehensive and um long time coming. Just going to repeat what everybody said. Um it's an amazing packet, unbelievable work that's been put into it, and it's nice that everything's coming together from what's been done this during the year and last year. Thank you. I'm good. Thank you. Okay. Thank you. I I would like to also thank you for um making this available to us and attaching it. It's um much different when you see it all as one map than when we're talking about little chunks here and there. Um and and this really helps. Um I I do have one one observation and it's only an observation. Um when I look at this I am uh concerned with all the jigs and jags and what appear to be little enclaves that if I had a perfect world I would square everything off but I know that that's uh probably a little unrealistic in my lifetime. Um but again I I thank you for all the work here and with the just another remark about the
uh septic to sewer situation. I would certainly hope that our [Music] um we're uh attempting to seek some um assistance with funding from the state and the federal perhaps as well. I know there used to be um used to be a super fund that was available for cities that Um, but we probably spent all that money 35 years ago. I will tell you that the city was just recently awarded um grant funding in the amount of 3.6 million to work on some um septic to sewer improvements. So, um there is things coming in the future. Good. That's a mere drop in the bucket, but that'll help. Every bit helps. Yep. Thank you very much. Madam Chairman, can I say one more thing? Um, a little it says uh on map A3 and 81 Indian River Country High School. Yep. Hold on. Someone stuck an R in there by mistake. Should say Indian River County, not Indian River Country. We can get that fixed. Are we using AI? We are not. Well, because that's the kind of thing that AI does. Yes, I know. They add letters that aren't there. My new phone came equipped with AI and I'm like, I will just get rid of it. No change to the map. Just a simple word. Thank you. Um, do we have any public input tonight? Anybody on Zoom? In addition, um he has had many, many planning opportunities and experience in the past and we're just thrilled to have him.
