All right. Um, [snorts] it's 6 o'clock. We will call to order our workshop. We have perfect attendance tonight. How about that? Um, uh, first thing, obviously, anybody have any issues with past meeting minutes? I don't believe so. The second thing we need to talk about is uh so all all these things will be on our consent agenda tonight except for the one public hearing that we'll have. Um the interlocal agreement between Robinson and city wake up for the Brazes riverbank restoration project. Is everybody familiar with that? I'm gonna let Craig just give us a quick
Yes. Scroll down. two really the last aerial photo. So this started talking about this way first year. So there's so river there just back 20 plus years ago further down see the rock there stop right there all they did was accelerate. So that yellow line is where the river bank was in 2012. You can see where it is there. So, Waco has up here multiple [clears throat] sewer lines including like a 57 inch sewer line that comes from the side of this station and the river [snorts] bank is getting closer and closer to their their infrastructure. Our intake structure, scroll down a little bit so you see the very top sp. Yeah. So, that little box right here, this is our intake structure on the river. So, we've been back and forth. The core of engineers has gone through four different design teams. Price went from three or four million to 30 million. The cities are responsible for 35% of that match when the core will pick up the other. And so we've gone back and forth. They finally settled on a way to fix it. They're actually working on it now. And originally it was kind of put to us that well we'll just divide the cost based on how much land you own along the river. and we owned about 60% of them. [snorts] River front engine plant owned about 40,
but all their infrastructure. So, we went back and forth earlier this year. So, we're only going to be responsible from their infrastructure ends right about here. So, we're going to be responsible for 175 ft from there to the station. So, that's what the agreement's for is for $498,000 would be our shared area. And if we don't do that section, then the erosion will just pick up there when they end the project. So current originally originally based on the original proposals, our share would have been about 1.6 million. So and what is that? 197,000.
I'll take it. We had a couple long discussions back in the spring. I like that. So well the point tried to make to Waco was our intake structure is not at risk and it wouldn't cost a whole lot for us to shore it up if we had to. Everything that's risk is the plant and the infrastructure and there's seven cities served by that. Why should Robinson pay the lion share the cost of those seven cities? Yeah. So it will get that cost will get passed on to all of us through our rates as part of the capital improvement cost. And I guess they agreed with it because the agreement they sent back was significantly smaller than the original.
What you just explained and and about sharing this cost and what mayor just said about your negotiating seals explains a lot about what Paul Kane said in our last meeting about small cities with you know large shares of portions of projects that can't afford them. Of course, Waco doesn't want to be pulled in the bag even, but well, Waco was kind of their hand was kind of forced. They've already paid the full share. [snorts] But I told them, "We're not asking for a free ride. We'll pay pay our fair share." But and I had talked with worker partners. They said for us to shore up what we needed to probably $200,000 or so. You couldn't be more spot on.
I I watched that whole thing. I've watched that happen since about the time I started. I watch that up. He's he Yeah, because we had that conversation earlier and he every point he brought up was correct. I think he put him right I mean what he gave him was Well, they had they had a change in the people involved that helped too. Yeah, it did help. Yeah. So, he got to the right person. His way amount. All right. Does anybody have a problem with that? I don't think so.
Yes, I think so. Okay. Uh the only other thing we need to talk about in our uh workshop is the we're going to have on accepting less Davis's resignation for planning and zoning place five. I did ask why he just wants to give somebody else opportunity to be able. So that's all I know. We have an alternate we do not both alternate spots are open. So now we probably need to put something out there that says we're looking for like three openings.

Um, the first thing that we have coming up of course is Thursday, weather permitting. um the annual Christmas parade beginning at 6:00 pm. Line up at 5:15 at the high school and we'll make our way down to Plo Park and have a tree lighting. We invite [clears throat] everybody to come out um pay close attention to Facebook and the city's Facebook and our Facebook and the school's Facebook um for any announcements with the inclement weather. Um the [clears throat] next event we have is on um next Tuesday we will be having our uh monthly board meeting here in city hall and that is open to the public. We welcome anybody to come and drop in on our meeting and share suggestions, ideas, comments, whatever with us. Um, on January [clears throat] 22nd, we will be having our next quarterly networking lunchon at Tagen at noon. We will have a speaker and a business spotlight and we'd love for you to come and join us for that event as well. Um, also on February the 12th, we will be having our semianual membership meeting which will be held at the uh Hampton Inn and Suite South at the marketplace beginning at 6:00 p.m. and it is open to the public and everyone is invited to attend that as well. We will serve some food that night. Haven't decided exactly what. Um, and then our last event that we have on the calendar at the moment is our annual membership banquet. Please go ahead and
mark your calendars for that for July 23rd. Um, we are going to have another casino night where everybody seems to enjoy that. So, we're going to do it again. And whereas the 2025 Robinson High School softball team represented Robinson High School, the city of Robinson with an outstanding sportsmanship, integrity, and pride both on and off the field. And whereas 2025 Robinson High School softball team exemplified dedication, commitment, and relentless pursuit of excellence, inspiring their school and community through their accomplishments. [clears throat] And whereas the city of Robinson would like to acknowledge this team for their hard work and determination that led them to the UIL for a division 2 state softball championship and publicly recognize and honor all players on the 2025 Robinson High School softball team. And whereas Miss Georgia Whit was formerly awarded the prestigious American FFA degree on November 1st, 2025 in Indianapolis, Indiana during the 98 National FFA Convention, one of the organization's highest honors and a testament to her exceptional dedication, leadership, and achievement in agricultural education. And whereas Miss Georgia Wit, a distinguished student at Tarland State University in Stevensville, Texas, is pursuing a degree in agricultural communications, a dedicated leader, she has served as both an FFA district officer and a chapter president. Her commitment to agriculture is evident through her extensive experience exhibiting livestock at major shows, including McLaren County Junior Livestock Show, St. Angelo, San Antonio, Houston, Austin, and even national shows in Belton, Texas and De Mo Island. As well as numerous years attending the Robinson High School Alumni Livestock Show. Throughout high school, she actively participated in leadership development events and career development events, further demonstrating her passion for leadership and agriculture. To earn the prestigious American FFA degree, Miss Wit successfully invested in and managed an agricultural project, maintaining detailed records and achieving the required profit standards. Beyond her uh academic and FFA accomplishment, she is dedicated community volunteer. Notably, she's the first female from Robinson High School to receive this esteemed honor, making a historic achievement for both herself and community. And whereas we commend Miss Georgia Whit for her exceptional dedication, commitment, and contributions to her community and school. It is truly an honor to recognize her for exemplary readers, her exemplary leadership, and outstanding representation as an alumni of Robinson Hospital. The city of Robinson proudly extends his best wishes for her continued success in her college career
and all future endeavors. At 6:41, we will enter a public hearing to consider and take possible action on ordinance 2025-047 of the city of Robinson, Texas, modifying ordinance 2021-021, which allows for a planned development district zoning in order to allow additional residential and commercial development on 77.926 acres located at 1203 North Old Robinson Road, also known as Mlennon County Appraisal District Partial ID. ID 183732 Oampo C acres of 77.926. Mr. Harold,
mayor, council, good evening. David Harold, planning and development director. Um, the item for you tonight is just a PDD [clears throat] modification as the mayor was saying for an existing PDD zoning. The side of this is bounded by US77 over here and then loop 340 state highway 6 and then old Robinson Road over here. This is Waco city limits. This is the Wayfair Waco project which is [clears throat] a multif family development that's currently developed on site. Across from it as I was saying earlier back in 2021 a PDD zoning was approved for this and the original zoning category was C1. uh that PD allowed for multifamily kind of like tiny homes which were kind of apartments only and uh C1 related uses on commercial uh buildings and sites along Old Robinson Road and part of Loop 340 as well. This is the original or this is the actual plan that currently exists that was approved in 21. It was 300 apartment units on basically 58 acres of land. That would be six dus an acre in size. So you have six dwelling units an acre on average. We got 11 acres of commercial along Old Robin or Old Robinson Road and part of it along the loop as well. This portion right here is actually a individual home that has commercial zoning on it. I'll touch upon that later. And this area had amenities as well. Um this new layout generally keeps the keeps the layout as shown here and expands upon it as far as the number of residential units, commercial usage and space and the amenities as well. And um this is the proposed layout for the proposed [snorts] PDB modification. This would be town homes that exist in this area right here. The PDD itself in the text has 400 or 530 town homes on the site which higher than the 300 that's
there. So you go from 6 DUS an acre to 9 DU. So you have a 50% increase in density. And also there's 94,000 square ft of commercial space along here along the loop. There's the area that's left out with the home that I'll touch upon in a minute. Um that would about 7600 square feet an acre in size of commercial. So it's a little more commercial than what was that's with the original plan now. And there's also amenities like private park space, amenity center, that sort of thing that will be with it similar to what the other development had. That'll be over in this area right in here.
Sorry. Uh the PDD modification covers several items. I'll just discuss some of the changes. Those are within your packet as well. Um, so basically this will have residential and commercial development which is permitted uses by right. Since there is a PDD there's no specific uses are allowed. So they have to call them out as permitted uses and I'll touch upon those here in a minute. Basically this is the list from the PDD modification. Yellow reflects uses that are specific uses by right and blue is currently prohibited uses that would be that would be prohibited in like a residential area but is going to be brought into this PED. So this is part of the functionality of the PDD and this gets into deviations which I'll touch upon here in a minute. Basically deviations from certain code standards. So the residential areas where the town homes would have school home, daycare, daycare, child center, community center, batching plant, concrete or asphalt temporary or mobile food vendors, food trucks or trailers as uses by rights. The commercial area will consist of basically C1 uses. There's a few C2 uses they are adding and that's highlighted in green here. And also the yellow is specific uses that would be allowed under the C1 zoning is being brought in as permitted uses in C2. Those can consist of like landscaping services, taxiderermy shops, that sort of thing that would be brought into this PD as a use by rights. Surrounding uses of this PDV are actually ROC1 and C2 uses which are commercial in nature. And as I stated earlier, there is a home at this location. Right now, it has even though it's a home, it is C1 zone, which is the original zoning of the surrounding parcel. That residential use will go away at some point and that a commercial use will go at that location. And I'll touch upon the buffering requirements further in the report. Because you border the city of Waco with
this project, I had to take a look at their zonings as well. So they have C2, O2, and R3B. The C2 and O2 are commercial uses, but of course they allow residential within them as a use by right. That information is within your packet. So the use the surrounding zoning categories are residential commercial uses for Wiko and commercial related uses for us. But the PDD modification al or the PD itself has residential commercial within it. So, the uses aren't that much of an issue from a city staff standpoint. These are the residential development standards associated with the town home development. Um, some of them have changed around which I'll touch upon the deviation requirements, but it reflects a multifamily zoning category standard for the town homes. Commercial closely mirrors our commercial development standards in C1 and C2 zoning categories. Within the PDD modification, there are buffers. A lot of this stuff was pulled from our city code requirements and placed within it. So that way it's very clear how this is going to develop. I'll explain the buffers. I'll explain the items that are in city code that have been pulled over and the deviations I touched upon as well. Um, currently our code allows for a 10 foot wide buffer between residential and non-residential and consisting of evergreen hedges to block views or a 6 foot to 8ft wood or masonry fence. They just pulled those code standards over to the PDD. So, they're they're the same as our codes, street systems with the new town home layout the developers going to be building right away and the street system in accordance with our city code standards, which is our subdivision code. Um the major changes will be there's collector road systems. There's two entry points off old Robinson, one off the loop that will be collector size. They're going to be a wider road standard 60 foot rideway, 40 foot pavement versus the other roads which are local which is 50 foot rideway 30
foot pavement and they'll also put sidewalks within the development as well. 4 feet. This is the actual this is touching upon the site again. You can see the two areas right here. The entry points will line up with the wafer wake development across the street and here's the loop where there be entering as well. So all those road system that interconnect to the entry points are basically collector size. The rest are local sized. The proposal for this is to be built in three phases. Phase one is all the infrastructure be put in. That'll be sometime in 26 with the other phases there you rounding out to about 180 residential units with each phase and certain number of three or I say three commercial buildings and a lot of those will be put in between 27 and 28 if the council were to approve this PD modification. traffic impacts because they're going to be putting in new development. They're going to be adding traffic to the road systems and per our TIA requirements, they have to mitigate for that. That will be known if you tonight if you were to approve this at preliminary plat, we will ask for a TIA for this development. We've already taken looked from anformational standpoint the TIA and given them some comments on it, but that will be resolved if you were to approve this night and we make it to the preliminary planning phase of it. So if there has to be any kind of fee in kind or construction or even signalization or or fees toward that we would collect them at the time of preliminary platting and we'll be working with text dot as well on that because they're accessing the state system of direct impact. Deviations I said are items that deviate from your code standards. These are listed within the PDB modification and they state the reasons for the deviation. Basically it's just to allow the development as indicated in front of you. Um they cover specific uses. In other words, making some of the specific uses regular uses. That one prohibited use a regular use as well. And they they um
reduce block and lot sizes down somewhat. And they also increase impervious coverage and building sizes. The staff report gets into more detail what those deviations are and how and how it deviates from the code requirements. Now the other develop other items within the PDDD that you see within it such as parking, outdoor storage, open retail display, parking design, loading standards, open storage with the exception of the one deviation. All that other stuff is seen in that slide meet city code. They just stuck and pasted it. So that way it's very clear how it's going to develop. Now when considering a PDD modification, there are five findings of fact within it under section 332 of the code. Those are within your packet. staff has put their interpretations and italics in your staff report for the interpretation of that. You're free to come up with your own interpretation based on the evidence within your packet or anything produced here tonight. But basically, we believe the findings of fact are met because the development pattern has changed due to westerly development which allows for more residential development and commercial development as well based on the zoning of the Wayfair Waco project. surrounding zonings within the city of Waco and the our city allow for commercial uses and the Waco site allows for residential uses as well. Um this allows for an economic development related project that's rather unique to the city. So we think it meets the comp plan requirements for the economic development portion of the comp plan and because these PDD standards a lot of our codes have been put into the PDD. We believe from a staff standpoint, this will allow for a more orderly development than a lot of the PDDs that have been before the council before. And with that said, I'm sorry. So, based on the information within your packet, staff has no issues or concerns regarding the request. This item went before the planning and zoning commission November 20th. And they recommended approval of this unanimously, 6 and zero. And that

My question is, where will the uh construction be uh taking place primarily? Are there going to be multiple entrances uh or or what? Obviously, Old Robinson Road as it is would not be a good place for uh construction traffic to be entering and exiting this development. Okay. Thank you.

So, who can answer that question? Construction traffic would be determined with the subdivision construction plans. We would know where construction entrances would go. So, after plat was approved, they would spit subdivision construction plans for their infrastructure and we would know better where that was going to go. The applicant, their representatives are here as well. They may be able to shed more light on it because they could basically maybe indicate where that was going to be pre.
Have y'all looked that far ahead? No sir, not necessarily. Text probably going to limit what we can do. Uhu as far as go. So I mean probably limit it to just the beginning of the old Robinson. right there from the loop and utilize something off the loop as well. Maybe just make sure that there's one in and out so there's not multiple in and out so there's only one spot to get in and out.
Okay, council questions. The only issue I would have with would be the entrance on the loop as far as because of the of the passing by traffic is such at high speed at that point. Uh that's the only concern I have. Other than that, I I think it's a great idea. [snorts] Has text given you? Text looked at it. We would do a deceleration lane. will the town homes be individually deed? There are going to be six town homes in one building. I'm sorry. And they will have separate plings will be separate. The buyers, they might lease on the other. So, the developer is planning to sell them. Okay.
And what are the what's the square footage of these typically of each of each? Okay. Each town home is going to be from 2200 to 2400 square feet. Okay. And how many of them are going to be town homes? Are they all town homes? The whole 530 at this stage? Yes, they are all towns. Okay. Is there uh what is the planning uh David? What's the planning and uh the the plan count call for as far as requirements of square footage per unit? the uh PDD actually would call for I think it's about 2100 square feet.
