glorify you and all that they say and do to seek your will and to make decisions that are good for all of our community as I know each one of them desires to do. Lord, we pray that you would continue to bless our city, that you would make it a safe place to uh to work, to live, to worship, uh to play. Lord, we also ask that uh during this holiday season, this Christmas season, that you would make us mindful of the good news of that you sent your son into the world to be the savior. that you love the world and you sent your son to come from heaven to earth to live a perfect life for us to die on the cross for our sins and to rise again so that we might have eternal life. We ask that you would bless uh this meeting tonight with your presence and your wisdom. May you be glorified for we pray it in Jesus name. Amen.
Amen. Salute. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible with liberty and justice for all. Thank you. Be seated. Miss Stewart, would you conduct roll call Audrey
here. Collins here. Dickerson here. Hart here. Gamage here. Hamilton here. Wallace here. Thank you Miss Stewart. All present. So obviously a quorum established board. You have before you the minutes of the regular meeting of November the 18th. Any questions, comments, or motions on those minutes? Motion to approve. Miss Hamilton, motion to approve. Is there a second? Second. Second, Mr. Mr. Collins. Second. All in favor? I. All oppose. Motion carries. Following the agenda, mayor's award. Is Miss Jen Griffith with us tonight. Please come forward.
[clears throat]
This is my second opportunity to get to award you, Jen, and thank you so much for all you do. This was submitted by Jay Nichols, the director of communications. He says, "I'm pleased to nominate Jen Griffith, communications coordinator for the mayor's award. Jim exemplifies dedication, professionalism, and teamwork in everything she does. From providing weekly staff update emails to managing the mayor's youth council and coordinating community events such as trunk or treat, she consistently goes above and beyond expectations. Nearly every event our department oversees requires preparation and coordination outside of regular work hours. Jen never hesitates to put in the extra time and effort needed to ensure each event runs smoothly. She works diligently to keep staff, vendors, and visitors well informed before events and ensures that everyone enjoys their experience during them. Jen's tireless commitment, positive attitude, and exceptional organizational skills reflect positively on our department and the city as a whole. Her work helps strengthen community engagement and highlights the very best of public service. Thank you for considering this nomination. Jyn's contributions truly embody the spirit of excellence that recognizes that this recognition represents. I totally agree. And also as the cash award for the mayor's award, $250 coal cash, not paid for by tax dollars, but donations. So, thank you very much, Miss [applause] Following the agenda board, you have the
consent agenda items 1 through 26. Any questions, comments, or motions on the consent agenda, the administrative items on on that agenda? Motion to approve by Mr. Wallace. Second. Second, Mr. Collins. Any discussion? All in favor? All oppose? Motion carries. Then you have the planning commission consent items A and B. Basically setting public hearing dates for those two matters. Any questions or motions on these administrative items to set public hearings? Is it I make a motion
Mr. Collins? Motion. Is there a second? Second. Second, Mr. Gamage. Any discussion? All in favor? All oppose? Motion carries. Consideration of bids open November the 24th for Craft Road widening from College Road to Church Road. These bids are still under evaluation, I believe, Mr. Swims. And that's a joint project by the county and the city and the bids are being evaluated for compliance and those items and hopefully be on the next board meeting agenda. That's right. We're continuing to review that and uh part of that is is dealing with the county on the matter. So no action needed to table it in to December the 16th. Yes, sir.
Is there a motion to table to the 16th this item? Mr. Wallace motion to table. Is there a second? Second, Miss Aldridge. Second. All in favor?
All opposed? Motion carries. Tabled until December the 16th, the next board meeting. Under new business, consideration of recommendation to approve change order number four on contract with Enscore LLC Incorporated in the additive amount of $21,678.80 80s increasing the contract amount from 5,52,895.38 to 5,74,57418 and increasing the contract time by 85 days making the new substantial completion date December the 17th 2025 for the project referred to as annexation water and sewer south area project one. Mr. SWS, anything to add?
Yes, sir. the um the 21,780 is for two um grinders pump stations that were determined that we needed to to put in there. The 85 days of extension time has a number of factors beyond that. I think that's in the memo. Uh that includes weather delays. uh the additional sod um and we had several delays in time just because of uh materials and so forth that we were waiting on uh things from property owners uh to sign easements and so forth. So we do recommend the uh the time extension that only takes us um not much further past where we are because we were around um [snorts] um the end of the the last contract was I think I've got it in here. Uh, I don't know, but it it takes it up to uh December 17th, so we're not too far away from the end of the 85day extension.
Thank you, board. Any questions on this recommendation or or questions or motions? Motion to approve. Miss Hamilton. Motion to approve. Is there a second? Second. Second, Mr. Dehart. Any discussion? All in favor?
All oppose? Motion carries. I'm going to go off the agenda just for one moment and ask COO Michael Riker update the board if you will on the status of the natural gas regulator station out by Center Hill Road. I know they got calls and I got calls and I know we're putting a regulator station in to deal with the natural gas volume or pressure. Maybe let the board know where that is and it's an important project for all of us. The ground work out on the site to finish building together completed by email. Thank you board. Any questions? And that is phase one so to speak of that project and phase two will be next fiscal year expanding the lines and the capacity maybe 1.6 million 1.7 million Mr. May. And hopefully that'll put us even in better posture once that's completed and resolve uh some of the issues that were had only during the coldest two days of the year, but it still had issues during those cold two or three days when it was in the teens and below teens for a couple days in a row. Thank you, Mr. Riker. Board, is there a motion to leave regular session with the intention of going into executive session for items one through seven?
So moved. Mr. Hart, motion, second, Mr. Wallace. All in favor? I. All oppose. We're out of regular session. Is there a motion to go into executive session to discuss personnel matter in the dispatch department, personnel matters in the police department, personnel matter in the water maintenance department, personnel matter in the fire department, acquisition of property, economic development discussion, and pending litigation. Is there a motion to go in executive session for those seven items? So move. Miss Hamilton motion. Is there a second? Second, Miss Aldridge. All in favor? All opposed. We are in executive session.
