And if you have a copy of the agenda in front of you, you'll see that there are uh alphabetic designations for general fund items including revenue increases and decreases, appropriations, and um then of course um what would be considered an omnibus vote on the entire package. It's my understanding the budget committee chair or co-chair uh Councilman Newton is requesting to uh present this matter if that's so. Councilman, your microphone is on.

The first change is the increase in the Myra program, a salary account of $10,000. The second change is an increase in the city clerk's office salary account to add an additional 10,000 on top of the 10,000 that we added in committee. So the new total should be 20,000. And finally, to offset those two changes, this amendment makes $20,000 adjustment to arbitration line. Overall, the net of appropriation increase the same as does the rest of the budget as adopted by the budget committee.

Thank you. I would like to first thank my co-chair and members of the budget committee for the long hours that we put in listening to departments to say thank you. I want to say that this is probably one of the best budgets we've had in this city in a long time because we tried to address seniors. We tried to keep the mill rate down, the car taxes, but I'm really proud to say that we finally did our part for the education of our children. because nowhere in the history of our city have we put this kind of money in to help. And I thank the board of ed for their teamwork. We work together and this is what happens when people come together with a common issue. Now, never in the history would we have taken our Peacquack money as $10 million and put it in the board of education. But the state said to us, "We want y'all to be players. Don't talk about it, be about it." I thank the mayor for putting five million starting the ball with five million this year, five million next year. But the city council stepped up and did what we had to do. Now, just like anything else, people said that's not enough. That's more than you had. And it is my understanding

from talking to the Bridgeport delegation there that the state is willing to put up whatever the board of ed needs if they sign into this compact with the state. And let me remind you that the state's already here helping the Bridgeport Board of Education. So I would hope that the board would take into consideration all the players are working together this next piece will get you over the line and that's what I'm hoping that the board will take it to another step and let the state which should be responsible for education hopefully that that will work in what we do and I like to yield to my co-chair who

So, um, I am totally opposed to this overall budget. We have elected officials receiving salary increases in violation of the Connecticut State Constitution. We have council members wives and children receiving $10,000 increases in violation of our own ordinances and union agreements. There's tons people getting 21% increases, 13% increases. Um this is um it's not unusual in Bridgeport. I feel like I've been on speed dating right now. I've never seen a $688,000 budget just blown through. We have freshman members here who probably don't have any idea what justice happened because we went through five major budget votes in like seven minutes. So I'm an absolute no and I am going to the feds about the constitutional violations and salary increases. Thank you.

All right. Before we go to the uh next matter, which is the capital budget, I do want to thank the members of the council. Uh I know they're not here, but we were with them yesterday. The members of the state delegation, the members of the board of education, the superintendent, especially on the education budget this year. This was a historic commitment both locally and state to Bridgeport Public School children. There's never enough, but I want to thank the council for supporting the increases this year and next year. I think it's going to make a difference. I know the board of ed is here. It's been a pleasure to continue to work with you, superintendent. Let's keep it going for Bridgeport schools. Thank you.

You know, they notice in Harford when Bridgeport comes together, they better get out of the way, right? It was a good It was a good good working together as a team. Very much. All right. The capital budget council president Council uh your microphone is on now. just going to use this one. Um, I make a I make a motion to amend the capital plan with substitution with the new documents that have been distributed to all city council members. This amendment cap amended capital plan offers three changes. First, per director of construction management Michelle Tero, it separates out the Howland and Reed roof project into a separate line item in the capital plan. The budget committee had voted to combine them. However, in order to apply for state reimbursements on these projects, we need to show that each project has been successfully authorized by the city council in separate line items. Second, we are fortunate that our state leg legislative delegation was able to secure 95% of the reimbursement for the state-of-the-arts zero net carbon elementary school on the east end. This is an incredible win for us in Hartford. Therefore, these revised capital plans show a much lower cost for the city of the new East End school over the next couple of years with the city only having to pay 5% of the projects plus items not eligible for state reimbursement. Finally, I've been speaking to some of my council colleagues about the pool being proposed at Central High School. This happened to be a proposed proposed in my district and appears to be a great opportunity for our community. However, I understand

that some of us have questions about how this project will work and be managed. So, I am proposing that we take it out of the capital plan just for now with the understanding that it will come back in front of the city council at at a later date. George Garcia is actively working with the city administration and Brent Foundation, Wakeman and Kuribbe on the proposed agreement outlining how this will work. When the agreement is ready, the city council for city council review, I will send the agreement and the capital plan amendments to the joint committee, including both budget committee and contracts as that both issues can be considered and voted on by the city council at the same time. I think this is a fair compromise and ensures that we have all of the information that we need to make sure this project is a true success in our community. Thank you. I heard the motion. Mayor, um, thank you for allowing me to speak. I just want to state that it's sad to say that we are here debating on dollars that are for the betterment of our children. For for the betterment of the education of our children, for the betterment of a better building for our children, for the betterment of disrespecting the legislative body who work so hard to get us 95% of this money to build a state-of-the-art and eliminate the outdated building that we currently have here in the city of Bridgeport. So this is the district that I represent and I stand and represent my constituents 210%. So we can have a debate on what district represents better than the next. But what I can say is that I am in full support of a new state-of-the-art school and I ask my council colleagues to do the same. Think about your grandchildren, your greatg grandandchildren and the buildings that they are to be entering soon to come. So, thank you and I ask for your support and I'm requesting a roll call vote. Thank you, Mr. Mayor. You know, sometimes we pray and prayer don't get answered too fast or the way we would like. It's in God's time that things happen. And the board of education with this new I don't like to use the word acting. I rather use superintendent Avery. Um that they've been praying for mana to come up from the sky for many years. And now that there's been a concerted effort with you, mayor, our city delegation, working hard in Hartford, basically twisting the arms of the governor to release a manner. Um, we can't go against this. I just pray that this will be an ongoing every year process, not a one-time miracle. an unear every year our school children should always have the full benefit of the city and the state for the proper education for our teachers for the superintendent for our board of education members who are outstanding doing the best that they can with what we give them we have to back them up so I want to thank uh the budget committee the co-chairs Mr. Newton Mr. Orz and the members for doing an outstanding job uh getting a lot of heat, but you guys held strong. We had this other superintendent that was here. There were all issues. There were all concerns and it was stopped. The master plan was done and there were recommendations put there. So now with the 95% coming down, we're putting 5% to get a new school, a state-of-the-art school. Yes, there are work to be done, but that's now the time we put that funding in there. It could take four or five years before, you know, the shovel hits the ground, but we have to show that we're putting a percentage in there for them to move forward. They have to do all the planning on this. That's where the board comes in. That's their responsibility to talk to their communities and do their work. We are not here to dictate to the board what they can and can't do with their buildings until they give them up. So when if they close the schools whatever they choose to do, that's still a plan in progress. Then those buildings come back to us and it goes on to tax base and then what we could do development. whoever comes in as a developer will choose and whoever is sitting in these seats at that time will be able to agree to those contracts. We have to start waking up and do the right thing for our kids. I'm always hearing, oh, we want black for the black and brown children. We want this, we want that. But anytime we come to a plan here, it's always chopped down. Why are we continuing to do that? So, I'm in agreement with this. I've said this before. I've said it to my council colleagues.
