and special guest. Good morning, Madam President. Going into the queue. Good morning to the entire council. It's good to see everybody this morning. Good morning to the general public as well as those in the audience here in the chamber. I want to start out with a big congratulations to the Winona Dragons. Shout out a big shout out to them. 5A champs, boys basketball state champions. I got a chance to see that game in person. It was very very impressive the entire team. A huge shout out to the legendary head coach Cedric Lane for his leadership and his um entire team as they continue a proud tradition of excellence, discipline and determination. Also want to say I think that victory is a testament of the hard work of just the entire weoni community, the players, the coaches. I will say this, asking a few questions, I understand most of those young men will be returning next year, so I'm already ready for a repeat. But kudos to them, and I know the city and the school system will continue to celebrate their high achievement. Counselors, as you know, kids and jobs is around the corner. The City of Birmingham Department of Youth Services as well as WBR6 News are continuing their decadesl long partnership to provide meaningful summer employment opportunities for Birmingham Youth through Kids and Jobs program. For more than 30 years, the program has helped young people ages 14 to 24 gain valuable work experience as well as professional development. Participants can earn between 11 and $14 per hour while working four hours a day, five days a week over a fiveweek period. Applications will be accepted March 16th through April 17th, again starting next week for right at 30 days.

And then for additional information for our parents, you can go to birmingham.govdys. Again, that's birmingham.govdys to learn more about the kids and jobs program this summer. Applications open next week, March 16th. We're really excited about today and council, if your schedule permits, hope you can drop in. The city of Birmingham will host a special screening and panel discussion of the Academy Award nominated documentary, The Alabama Solution. We'll be featuring this film at the historic Carver Theater. And this free event will take place at 2:30 p.m. today and includes a conversation led by award-winning journalist and film co-producer Bill Shelurn. If you were unaware, the documentary explores conditions within the Alabama's prison system and has sparked national conversations about criminal justice reform. At this time, I would like to invite up Carl Hicks, who is the associate commissioner for basketball of the American Athletic Conference, and any guests that um Commissioner Hicks has with him, please join me at the podium as well. I don't see anybody coming either. City of Birmingham is very, very proud to host the 2026 American Athletics Conference Men's and Women's Basketball Championship at Legacy Arena from March 10th through March 15th. This is a big deal for our city. And a huge shout out to our very own who's in this conference, UAB, who I understand is the fourth seed.

Nice to meet you, Mayor. Uh special thanks to the mayor and members of the council and to his assistants uh Chaz especially. Uh we are going to be here. We start play today. The women's tournament starts today. Games are at 12 and two. Uh and it builds to a crescendo throughout the week with the women's championship game on uh Saturday evening at 8:30 um on ESPNU and the men's championship game at Sunday at 2 on ESPN. Uh obviously the UAB Blazers are a team that are particular entrance to the uh interest to the council here. Uh they played, I think I said 12:00 noon on Friday. Uh and as part of our partnership with the community, we're pleased to make tickets available uh for city employees. Uh we've dropped off some with Chaz here and Chaz is getting the uh link out to the public. Uh and we invite city employees to come out on Friday, Saturday, and Sunday. We really appreciate the partnership. The mayor has really done an excellent job of helping us pull this off. Uh and you know, UAB is had a good year being the number four seed, but you may also know the Memphis Tigers, which big rival to UAB. Uh our number one seed on the men's side is the South Florida Bulls and the number one seed on the women's side of the Rice Owls. So, come on out. We invite all of you to come out and enjoy some quality basketball in a great city, the Magic City. I used to live here back in 88, I mean 98 and 99, so I know the Magic City. So, we're really pleased to be here. We hope to come back. So, come on out and support us and enjoy some basketball. One other thing for the community, is a free event. We call it Hoops Village that'll be going on uh Saturday uh and Sunday. starts on Friday, but in earnest on Saturday with pep rallies, DJ big screen um dribble

One last note, and that includes you. So, Madame President, if you can come on down and as you come down, I would like to ask Aquula Steinbeck as well, deputy director of the Office of Public Affairs and any additional guests to join me for this next presentation. As Madame President comes down and Miss Stanbeck comes up, I wanted to share with the council that the city of Birmingham recognizes the importance of raising awareness about multiple sclerosis, which is a disease that affects nearly 1 million people across our country. During MS Awareness Week, we want to take the time to honor the work of the National Multiple Sclerosis Society, as well as the advocates, the researchers, and especially the families, those family members affected by this of their loved one committed to finding a cure while supporting those living with the disease. At this time, I'll read a spe special proclamation and then I let Miss Stan Steinbeck speak, but want to close out with Madame President sharing some words. In the states, whereas multiple sclerosis is an unpredictable often disabling disease of the central nervous system affecting nearly 1 million people in the United States alone. And whereas most people are diagnosed with multiple sclerosis between the ages of 20 and 50 years of age, an estimated 10,000 children live with MS worldwide. The exact cause of MS is unknown and no cure currently exists. And whereas the National Multiple Sclerosis Society is committed to a world free of MS, raising public knowledge about the disease and

elevating the voices of those affected by it. And whereas the city of Birmingham recognizes the importance of finding the cause and cures for MS and expresses its appreciation for the dedication that the National Multiple Sclerosis Society Alabama, Mississippi, and Louisiana chapter has shown towards creating a world free of MS. Now therefore, I Randall L. Wooden, mayor of the city of Birmingham, along with this along with this Birmingham City Council, do hereby proclaim the week of March 8th through the 14th of 2026 as MS awareness week and do commend this observance to all of our citizens as well as encourage all in Birmingham to learn more about multiple sclerosis and what they can do to support people living with MS and their families. And at this time, we'll have our two speakers present some additional information.

Thank you, Mr. Mayor. As m as Mayor Woodin mentioned, this is multiple sclerosis awareness week. One of the themes for this year is the unseen uh circumstances people with MS face. There are symptoms like fatigue, cognitive issues that people living with MS face that you may look at them and say, "Oh, they're fine. There's nothing wrong." But you may know they may be having the worst day of their life battling fatigue. So, I would like to just thank you all for this recognition and also invite you all out to the MS Walk, which is Saturday, March 28th, 9:00 a.m. at Homewood Central Park. Again, thank you. Thank you so much. At this time, the city council, we do pause as well to recognize MS Week and the work that you and your organization do. We know how crippling this disease can be and as you can say, often it's unseen and people are uh have symptoms that we often don't know about. So, we also want to pause and take spee recognition to observe the work that you do and thank you so much for this service.

At this time, I'd like to call up Mr. David Fleming, president CEO of Rev Birmingham, and he has a special presentation and introduction for us. Good morning, Mr. Fleming. Morning, council. I'm David Fleming, the president CEO of Rev Birmingham and and Councelor Alexander. Appreciate the invitation to present the newest member and leader of our team at REB, Brandon Cummings, who joins us as our vice president of economic development uh at Rev Birmingham. As you know, we're a nonprofit economic development organization that has a mission to align people and capital and place uh to drive growth in downtown Birmingham and in Woodlon. And with decades of history and impact, we really always seek to drive growth that's authentic, inclusive, and economically sustainable. uh and focus on place as you know requires us to do a lot of things from clean and safe programs to activation of place public realm quality but economic development classic business recruitment retention outreach is critical to growth and uh Brandon joins our senior leadership team at a key moment last year among all of our other work that we did we surveyed the community and we also worked with economic development uh professionals to really look to the 2030s and what kind of downtown do we want to have what kind of woodland on do we want to have and what do we need to do between now and then to actually

achieve that vision? And so with that, we've been working with Mayor Woodin's team and economic development partners and agencies across the city to start to align around this. And I look forward to, as I spoke to President Alexander in a few weeks, coming to you and speaking more specifically about what's in that plan. But that's why it's important to have Brandon on the team as our leader in economic development specifically. Um, I expect you to see a lot more of him and I hope that you do and I hope that you call on us in him with the expertise that he brings. I'm not ashamed to say I stole him from the city of Hoover. He was in the economic development team there trying to do some good things and um, but he has other background in business development and retail development and I wanted to give him just a minute to introduce himself to you before we conclude. Uh so I bring a a good bit of uh knowledge and expertise working in economic development having done that with uh consulting side working with municipalities and cities across the southeast. Um and then also have tying that with experience working in commercial real estate uh and construction uh here in Birmingham. And so, uh, really, you know, uh, Rev's mission, uh, really drew me in, uh, to this opportunity to work, uh, with David and, uh, really looking forward to, uh, putting the, uh, foot on the ground and getting to work and and in fact, we'll we'll actually be back here, uh, this afternoon, uh, meeting with IEO to to talk strategy. So, very excited and, uh, thank you and look forward to working with, uh, with you all.

You know, I think I saw a post someone was saying that, you know, Birmingham sometimes has a problem of gatekeeping positions and not really taking the younger generations and putting them in positions and mentoring them. Um, so today we have with us the AH Parker High School Thundering Herd cheer team who recently became grand champions of the large division in the Birmingham City Schools cheer competition. So we have with us u principal Hudson of course and um the head cheer coach Tatiana Lurry. And so um just wanted to take a a moment to uh salute them. Uh this Saturday, Cool Green Trees will be hosting a tree planting at Greenwood Park from 9:00 am to 11:00 a.m. Uh First Memorial Baptist Church is hosting a health fair over in the Norwood community uh from March on March 21st from 10:00 a.m. to 2:00 p.m. And lastly, I want to recognize uh Councelor Proh Prom Tate on her 205 and Park uh event last week. Like all of my colleagues have said already, this was a phenomenal event and it really gave a chance for uh the youth to hear hear their concerns and speak of their voices to action. Madam President, do you mind? My name is Valerie Abbott and I have lived at 15 Glen Iris Park here in Birmingham for over 50 years. I'm here to speak with you today regarding short-term rentals in our residential neighborhoods. One of our primary concerns about short-term rentals is the fact that Birmingham is a city in decline. Our population has been dropping steadily since 1960. I'm not going to tell you how old I was in 1960, but it's a long time. The Birmingham Business Journal now says that we are the fourth largest city in the state of Alabama. Tuscaloosa is nipping at our heels. Even with all the improvements we've made to Birmingham, our population continues to drop. And we believe that part of the reason is because so many of our residences have been snapped up by investors and turned into short-term rentals. The problem is that when you take housing out of the picture, you also take families and children out of the picture. And then we're faced with things like school closings. Now, y'all weren't here, I think, for most of the school closings. Well, Councelor Alexander, you experienced it firsthand, but we don't want to see any more of our schools close. especially not for a shortage of children. After having scraped the internet for STRs, we now know that there are between 1,500 and 2,000 operating in the city in all of your districts. They're not

concentrated in one area. And fewer residents equal declining businesses and closing schools. We don't want that. The street committee, with whom you're all familiar, is saying that the realtors brag that they have the city council because of the $10,000 campaign donations they made to eight of nine of the counselors. I don't believe that because I've served with most of y'all for a number of years. I know that you care about your constituents. You know who they are and you know who you owe your allegiance to. The realtors couldn't vote you into office anyway because most of them don't live in Birmingham. A realtor told me one time that Birmingham was not a place to live. It was a place to make money. Well, that might be true, but I still live here. Y'all still live here and your constituents still live here. So, some of us think that Birmingham's a good place to live and we want to live in neighborhoods with neighbors. I thank you very much for your time today. Thank you.

Anna Brown. Good morning, council. My name is Anna Brown. I reside in North Birmingham neighborhood. I'm the secretary there and I'm chairperson of our framework plan. I am here today because I am totally against uh short-term rentals in single family residential areas. I have one right next door to me and it's been hail since it's been there. Some people have been good, but a lot of them we've had parties. We had one party that was about 70 or 80 young people who had just graduated from high school to the point that when I called on the noise complaint, it got louder and the police had to go get the owner to bring her there to get him out of the building, out of the house. On top of that, when they have parties and stuff there, they park on both sides of the street. On 24th Street, that is the street that uh fire trucks from station 13 use if they have a call that they have to go north. When you have events there, that fire truck can't get down that street and that could cause somebody to have a loss of property and even worse life. It is a public safety issue. When you have a house full of young people and somebody decides to bring alcohol there with these young people, it is a problem. My parents moved in that neighborhood where I live now years ago except for two months of my life in the city of Birmingham when I came back here. I've

always lived in North Birmingham. Yeah, we have some issues, but we also have some beautiful neighbors there. And that's what we would like to have to have neighbors. And so for the sake of safety and the sanity of the people in my neighborhood, including the three 90 year olds that I have that's my direct neighbors and several 80 year olds, we don't need them in a single family residential area. Good morning. Good to see you all again. I feel like we have a permanent relationship with the youth in our neighborhood, but it's nice to see you. Um, we have ex I'm in Redmont Park. I live at 20 44 20th Avenue South and have been a resident for 43 years. When I move built when we built our home on the street, we had people that were the original residents on the street. Nine different families that had built those homes and lived there. We also are part of Diaper Row, which is famous was famous for starter homes. By the purchase of these homes by investors, not only have we uh suffered the consequences of gunshots and parties and limited parking, we have turned over homes that originally young people bought. Since July of 2024, when we had the incidences with parties and gunshots, five of our families with children, three with children moved. Not only did they move out of our neighborhood, which prompted this, they moved out of Birmingham. And one of the families had been there for 12 years, and this was going to be a home for them. So, we have been drastically affected by zoning ordinances. We also have had the car wash built at the end of our culde-sac, which we now look like the zoning of Panama City with no ocean. So, we are asking that you do vote for the greater good. And the greater good are the residents, not the people that are to make money. It's our neighborhood. When we have short-term rentals, it erodess the character of our neighborhood. We no longer have a

So we ask that you really consider the greater good and for all of us. I don't want to be the hall monitor of the neighborhood and calling the city all the time and saying, "Did you know we have another short-term rental?" because there's no way the police and the city can monitor and keep up with what's there unless all of the residents get involved and we don't want to do that. I'm not going to belabor the point all the reasons uh they have they have said um I'm not against short-term rentals but just not in single family zones districts um and I'll agree not all short-term rentals create problems but as you've heard all it takes is one all it takes is a 100 gunshots in July all it takes is a homicide which has happened and speaking for and I can't speak for but all of the neighborhoods. This just isn't our neighborhood Redmont. This is all the neighborhoods in Birmingham. So I I ask you that uh you you strongly consider

I live at 1305 W Clemen Drive, Birmingham, Alabama 35214-0910 last 4. I've been a resident of the Smithfield, Westchester subdivision for over 28 years. And when I purchased that home or had that home built, uh, I was under the notion that it was single dwelling. Now, my children have grown, got grown, but I stand as I echo what all of these speakers have said as I seek to appeal to your heart and your soul that you would consider uh uh voting against. Uh I'm not against people making money, but it's a procedure in a proper way. And in the district where the ordinance uh allows that in single family dwelling, it does not allow people to make money off their homes. And so I pray that you all will consider as I participated in the committees that gather all of this information. And it's no secret you the pros and the cons, but I survive war and I don't I'm living. I'm alive. And of course, when you allow these things to happen, it can cause war zone within our neighborhoods. I've had a man come on my property as I'm seeing him take a leak in the community, pull out and take a leak. houses all around and they come on my property. Only thing I could say to him is that I was just glad that I'm
