New business public hearings, PH twenty twenty six-one. The purpose of this public hearing is to provide tax amendments to the future land use, conservation, and infrastructure elements of the city's comprehensive plan related to and inclusive of the required update to the ten year water supplies facility work plan. I see no members of the public who wish to speak about this item. Joe, would you like to say something?
Joe Yaczek, Assistant Director of Planning and Economic Development. I just gave you all, on the screen here, a brief presentation on the water supply plan update. The purpose of the update is to amend the water supply plan. This is required by this I think I broke something. Whatever. This is required by the state of Florida every ten years. So this is actually a utilities department function. And you'll see the report that you have in front of you. It's a highly technical report. The portion that planning is involved in is the update to the comprehensive plan, which is in front of you tonight.
These are the amendments to the comprehensive plan elements in order to be consistent with the new ten year water supply plan. And both the water supply plan and the elements have been reviewed by South Florida Water Management District as well as the city engineer. And so here's the key findings for the water supply plan. In short, it says that for the next ten years we have enough water. We do not need an alternative water supply needed for the next ten years.
An alternative water supply would be an alternative source in case we did not have enough water, but we clearly have enough water. And so the comprehensive plan updates. So we've told you what the report does. The comprehensive plan updates actually acknowledge the new plan in our elements. It updates the planning horizon. So in plans, the we've had items that said, Okay, we have enough water until 2030. Now we have enough water till 2035. We have to kind of update that in our plan. It talks about updated levels of service standards. There's areas in our comp planning.
So there's areas in our comp plan that talk about the per capita consumption that the city has, which has to be updated in our comp plan. The amount of treatment that we do to our water, it's also included in the comp plan. And that also has to be updated. And then we ultimately, in the infrastructure portion element, we actually have to adopt the actual actual plan itself and incorporate it in there as an appendice. And so staff recommendation is that the planning and zoning board transmit this with a favorable recommendation to the city commission.
You're seeing this because you're the local planning agency. And this will go to the city commission via ordinance. So that means there will be two readings at city commission. After approval from city commission, this will move to the Florida Department of Commerce and the Broward County Planning Council. They will review it, let us know that everything's Okay. And then after that, it will go into our comp plan. So if you have any questions, I'm here to answer as best I possibly can.

And so the infrastructure element is something that we have to is one of the elements that we have, including potable water and sewer and other elements here that are required by the state of Florida. So we have to talk about our goals and our goals to maintain concurrency and other items related.
But does the infrastructure refer to everything what the water is transporting, what water is held what exactly is the infrastructure referring to in the context of what you're doing here?
So the water supply plan, this talks about the actual potable water for the city.

that we have enough potable water for the city and we have enough facilities in place to continue supplying water without interruption for the next ten years.

Text amendments to the future land use to add additional permissible uses within the agricultural land use category.
Okay, just a quick one here. I don't have a great presentation, but this is pretty self explanatory. In the comprehensive plan, we have certain land uses. And agricultural land use is the one we're focusing on today. The city is required to be consistent with the county as far as the land uses that are allowed there.
The city can be more restrictive, but they cannot be less restrictive. We've been going over our agricultural use, and we realize that there are two uses that are not in our agricultural land use right now that the county allows communications facilities and then public utilities. And you guys all have in the background that strike through and underline as to what we want to add. We want to add those two particular uses. So I'm here if you have any questions.

unanimously. I will say that the city commission had a budget meeting and a waste management meeting on April 29. And they're looking into just starting to look into using anaerobic bacteria And to degrade if they did that, you wouldn't have a burning plan out west. They'd recycle the things they can recycle, and the rest would be turned into gas, which could be sold to other companies. It's kind of interesting, and they're just starting to look into it.
And Mayor Casillo had a bunch of hell no things hell no smell, hell hell no noise. He had a couple others. And he and some of the commissioners are going to take a trip to a town that has it already and see how it works and also talk to the residents. So it's kind of early stages of
looking So you know this amendment would assist in moving that item forward. This would not give anybody the right to do this.

So as I was saying, this would assist in this item moving forward. This does not mean that this is allowed by right. There's a lot of other things that have to happen here. Property probably would have to be rezoned, again, depending on whether they move forward with it or they don't move forward with it. The most important thing here to understand is this doesn't matter just to that property. It matters to all agricultural properties within the city, which are very limited amounts left over. There's the Bruder facility, and there's a couple other smaller items.
And if you'd like to see the video of it, it's online and it's about halfway through the because the first part is budget. Anyways, it's pretty interesting.
