In accordance with the provisions of the Ralph M. Brown Act (GC § 54950 et seq.), no action or discussion may take place by the Council on any item not on the posted agenda. The Council may respond to statements made or questions asked, and may direct the staff to report back on the topic at a future meeting.

26-320 Fiscal Year 2025/26 Fourth Quarter Financial Review

Recommendation: Adopt Resolution No. 26-__ entitled, “A Resolution of the City Council of the City of Goleta, California, Amending the City of Goleta Operating and CIP Budget for Fiscal Year 2025/26”

26-360 Approve the Plans and Specifications and Award Construction Contract for the Cathedral Oaks Crib Wall Repair Project – Phase I and Professional Design Services Agreement Amendment with Stantec Consulting Services, Inc for Cathedral Oaks Crib Wall Repair Project Phase II.

Recommendation: A. Approve the Plans and Specifications for the Cathedral Oaks Crib Wall Repair Project - Phase I; and B. Award and authorize the City Manager to execute a Construction Contract with Toro Enterprises, Inc., for the Cathedral Oaks Crib Wall Repair Project - Phase I, in the not-to-exceed amount of $1,805,532.80 subject to the requirements of the contract documents; and C. Authorize the Public Works Director to approve contract change orders for the Cathedral Oaks Crib Wall Repair Project - Phase I in an amount not to exceed $180,553.28; and D. Authorize the City Manager, or designee, to apply for, enter into, and amend any necessary utility and service agreements associated with the Cathedral Oaks Crib Wall Repair Project - Phase I, subject to City Attorney review and approval as to form, up to any amount that is supported by the approved project budget; and E. Authorize the City Manager to execute Amendment No. 2 for Professional Design Services Agreement No. 2024-051 with Stantec Consulting Services, Inc. for Design for the Cathedral Oaks Crib Wall Repair Project - Phase II, increasing the contract authority by $90,000 for a total not-to-exceed amount of $763,000.

26-365 Amendment No. 1 to Agreement No. 2025-097 with Beyond Heating and Air, Inc. for the Provision of Heating, Ventilation, and Air Conditioning Maintenance Services at Various City-Owned Facilities

Recommendation: Authorize the City Manager to execute Amendment No. 1 to Agreement No. 2025-097 with Beyond Heating and Air, Inc. for the provision of heating, ventilation, and air conditioning (HVAC) services at various City-owned properties, increasing the contract authority by $11,790 for a total not-to-exceed amount of $126,750 and adding the Goleta Train Station, located at 27 South La Patera Lane.

26-369 Community Development Block Grant (CDBG) 2025-2026 Consolidated Annual Performance and Evaluation Report (CAPER)

Recommendation: A. Review and accept the Community Development Block Grant 2025-2026 Consolidated Annual Performance and Evaluation Report; and B. Authorize staff to submit the Consolidated Annual Performance and Evaluation Report to the U.S. Department of Housing and Urban Development, incorporating any public comments received and requested updates from Council.

26-380 Consider Adoption of an Interim Urgency Ordinance Temporarily Prohibiting the Establishment of New Firearms and Ammunition Retailers Within the City

Recommendation: Adopt on a four-fifths vote interim Urgency Ordinance No. 26-__U, entitled “An Urgency Ordinance of the City Council of the City of Goleta, California Temporarily Prohibiting the Establishment of any New Firearms and Ammunition Retailers within the City, Finding the Ordinance Exempt from the California Environmental Quality Act, and Declaring the Urgency Thereof.”

26-359 Resolution to Revise Local Preference for Below Market Rate Housing

Recommendation: A. Adopt Resolution No. 26-__, entitled “A Resolution of the City Council of the City of Goleta, California, Amending the City of Goleta Affordable Housing Policies and Procedures Manual and Finding the Resolution is Exempt under the California Environmental Quality Act;” B. Direct staff to file a notice of exemption.

26-366 Operations Plan for the Goleta Train Station

Recommendation: Receive a presentation on the Operations Plan for the Goleta Train Station and provide input or direction on the proposed plan.
