There's I've had a couple complaints of speed in the afternoons and it's the same household two or three vehicles from the same house. I would have to look but I'll get the board and there is there is proper speed but don't got it right I'm sorry district um yes I actually address the camera I got a call on the way in and I get lots of calls on the speeding problem on Cemetery Road we continue to have builders who are putting hidden driveways you come around we're over at the top of a here and there's a driveway and they have had so many near misses as a result of this. We uh are wondering if we have the maximum number of speed limit signs available. If we don't, we probably need some more because I'm getting multiple calls about the problem.
Which road again? Cemetery Road. We've got builders that are putting homes in and then the drives come out. I mean, right at the the crest of a hill. So, if someone comes around there and they're speeding it, it it'll be a disaster. And we've got that plus we've got um the problem of as Jason said, I think it's usually the same people and nobody everybody has times when they're late, but speed is never the answer. So I needed to say that. Plus Liberty Church Roadies continue to have erosion at the top of the hill that goes down to the new bridge. You told you spoke with about that. Yes, indeed. He was going to meet me today. So, I'm guessing that needs to be re uh rescheduled.

We have a uh I think a couple loads of new coal patch coming in. This new coal patch we've been getting has been working really well. Uh they've they've been out putting a lot filling a lot of potholes. This this ice storm that we got uh gave us a lot of the benefit of a lot of potholes. So they've been out putting filling in what they can when they can. And as I said, they've got new loads, several loads of that coming in to to do that work. Yep. Okay. I'm good. As of this morning, our count was 88 county, 55 state, 21 state side, uh hold four for out of county and one for out of state for 148. And since the last in February before meeting uh we've been 73 action And while Mr. checking that to continue and uh I'm working with John Swords uh workforce development currently trying to work on some dates for the next work ready boot camp. Uh we've got several new uh class D in trying to get all those uh all those through as well. And then the next pre-release we'd love to have you all. You're available will be next Friday on March 20th from 2 to 4:00 p.m. in the library or our classroom at at the detention center of course.

Uh we would love to have you if you're available, but we'll go over the resources before individuals get get released and all those uh uh all the the the things they may need. Uh and then of course they'll get a folder but every every agency representative will give an overview of what they have to offer, what services there uh and everybody gets a a a folder with all the the pamphlets, brochures, contact information, things of that nature that they can reach out to. Well, you know which location was that? You said be the library or your building. No, it is it's our library.

And then I just wanted to to just to check. I know that the architects come and and took some pictures and some and some uh some some core samples from the roof. I was just seeing where we were about the advertisement. Open up for bids for that cuz spring spring will be here before we know it. in for the roof project.
I haven't heard Have you They haven't reached back out to me. I know they came out and measured everything, took pictures, and I'm expecting any day now, but I haven't heard anything back from them yet. Uh they're engineers and they're architects and sorry Chris to stab you in the back with the engineer thing, but uh [laughter] they're not always on they're not always the architects, not engineers. Engineers are great. Arctics are not always on the best uh timeline. The timeline is still the same though. Probably b it out, you know, early second quarter uh and that it would be a third or fourth quarter installation. It would not, you know, the install wouldn't happen until the new budget year starts probably.
Well, that's what we anticipated from budget wise. the budget wise where go, you know, we're not planning on, you know, fun in this where the money was approved last fiscal year that it was going to the project was hopefully start. We were we were hoping to get it done, but it's just not going to happen. But the money will just roll over. Okay. Yeah. and uh and then to give you some some other dates. Uh we're planning another revival that will be the week of the 13th in April, so next month. And then I'll give you those times and things when when that's available. Still working on that. The previous did an excellent job but due to medical reasons had to retire and I hate that great man but uh make a motion to approve personal action request for Chassity Hallway. Um the effective date March 2nd, 2026. She's being promoted from deputy judge to class D coordinator uh with 16 years credit experience. Her new schedule is LC-DC-1S3.

All right. Moving forward headed to department heads. First up is Ginger Lawrence, EOC. Come give us some good news. Morning. I just wanted to give y'all an update. Um, we've had to move the installation to the home system to the 1st of April and we are having a one of our last conference calls to make sure everything's lined up with all that ready to go. Any questions? Chris, I did turn in that. Thank you. of archives and grants. This the new show should showers. Uh before I launch into that, I want to give an update on the Liberty Tree. Um they are scheduled for distribution on March 24th and 25th. We do have to go to Madisonville. If anybody's going that way, let me know. I'll give you the paperwork if you pick it up for us. Otherwise, I'll go get it. Um okay. So, we have two fiscal year 2027 appropriations that we're going to be submitting. One's already been submitted. One's going to be submitted as soon as we have the facility. The one that has been submitted has been submitted to Congress's office. It is part of the community funding community project funding. A is for equipment for the road department. It's a total of $280,000 request. It does require a match. The match would be about $70,000. Um, judge says that the road department budget should be able to handle that for that fiscal year, making the ask $210,000 in the fiscal year appropriations for 2027.
What did you say the match was for that? The match for the county portion would be 70,000. $70,000 for $280,000 worth of equipment. That's a pretty good deal. Yeah. Yeah. The other one that we will be submitting to Congressman Comr's office is for the relocation of the communications tower. Um it is no match required for it based on the um because there's six different options and we matched it with the best one. Um, so there's no match required, but it will be a total of $153,63423.
23 cents down to there. Down to the sheriff. We got some quotes back on that. How did you know? I didn't ask for. Sheriff provided information. Oh, you somebody provided one of us did. I can't I sent some stuff to you. So provided information to
sound like it's a dollar too too cheap. Um so once these two get submitted um that will be a total of 12 requests that I have submitted since September 9th of 2025 totaling 2,513,42566. Unfortunately so far five of those have been declined. All of this information is in the spreadsheet if you want to know which ones. Um, we do have five in progress. We have a minimum of four planned. The next one that's due is due next week.

Thank you, Denise. Uh, solid ways. Good morning. We've been under the weather today. So, no church fellowship hugs for me today. In your tablet, you have the winter baitment and recycle reports. Um, l we had 39 miles done in February. order 36 bags and 14 tires. Appreciate all the crew out there at the nonprofits. Uh recycling center report. We did have 23 cargo pal, some paper, and a decent amount of them. So, you have any questions on those, please let me know. If not, uh I did inspect two sites in this past period. Uh both of them happen coincidentally to be in South Union. South Union. Um, so Tri County Salvage is a South Union yard with with vehicles and I checked them and uh everything was was okay there. Uh, they are and I put on the sheet we're actually going to be doing soon with the hopefully with the road department out there, but it's not directly connected to this salvage yard. They happen to join each other, but they're not directly connected. So, but inspect them and also inspect an apex out south. And so just I put some on the sheet there some concerns. Um they were reported to the state about some various items. I know Miss Ann has also received a call about a particular issue and um we had to have a talk and Mr. Hanks the owner answered my questions to my satisfaction at this point. Some of the concerns are about tires uh excess of tires and some lab barrels. But when I checked out there, uh, he was attempting to to work on all those items and he answered my questions and so he has applied for some state permits to work
through that and there are some state issues that will need to be worked through on their end. But as far as my end of the monitor, but for my purposes just looking the other day, the site is okay. So I will present both of these for you. I did address the concern callers. So they are aware that he is aware and trying to make rectifications of the issues. So you know right now they're just watching which of course is where you've come in. So thank you uh for keeping us a breast and Mr. Hanks has assured me that that all be taken care of. All right. Thank you, sir. Next up, Eric with Animal Shelter control. All right, we'll just run through our February numbers. Uh, February, we ended with 51 dogs. That's a net gain of $8 for the month. We had 16 acco, 26 owner surreners, six stray drop offs, four transferred in, and four trial adoptions returned. We had out we had 33 adoptions uh two transferred out uh 11 owner pickups and two euthanized. Uh our average daily dog is 48. Our yearly totals we've had 115 dogs brought in with 111 dogs uh brought have left with 61 total adoptions. Uh animals at the facility to date is 49. Uh so just a couple quick things. Uh yesterday Champion Pet Food delivered us our cargo storage unit. So that's we are absolutely uh thankful to uh Champion for donating that to us. Uh it's going to be a tremendous help for us. It's actually we're going to put all the dog food, all the perishables in there. So now it's actually going to be shut lock tight uh and rodent free. So that's the best part. I mean, every time every now and again, you pull out a pallet and there's little some of the bags get
mark. So, that's going to be ending. So, that's amazing. And it's we're so happy for that. So, thankful to um Champions Foods for donating that to us. And then obviously donating all the food to our pantry. And with that, just a month open, we've had 125 households that we've uh we've served food for their dogs with over 300 dogs being uh fed. So that's just in just under a month. So we're pretty excited about that. Uh the interesting but sad fact is that out of those only 45% of those dogs are actually fixed. So less than half the dogs that come through aren't fixed. So that's the next issue that I'm going to be taking up is working on trying to uh get that number up uh so with the help of other companies.
So are you telling me that the ones that come for the free food have not fixed their animals? That's right. That needs to be public knowledge. That's why yes 100%. That's why I mean less than half the dogs that come through are not fixed and that's just going to make the problems worse. And the worst part is that it's multiple dog households that aren't fixed. So, yeah. But anyways, that's my next goal is working on trying to trying to get that number up. Other than that, that's all I got. Um, you need to make sure the public is aware. The only two dogs that were euthanized were because of behavioral. 100%.
Yes, they were actually uh one was behavioral and the other one was um was had health issues. Okay. Yep. They just always ask me and I 100% we never, you know, I can't say it enough. We never euthanize for anything but health or behavioral just so they hear you every time. And yes, it's a huge thing. Um and you know, we're still excited that we're still above the 90% threshold. Yeah. All right. Thank you.

Uh now through April the 30th, this spring fire hazard season. Spring fire hazard season is in effect. uh burning anything within 150 ft of a woodland or brush land uh that can cause uh fire spread is prohibited between 6:00 a.m. and 6:00 p.m. So that I mean really right now with all the rain. Ma'am, I don't write the rules.
No, it's okay to say ma'am. The bottom line is I'm shocked because I've had to tell people they're not supposed to burn and they said sure with all the rain. Who who sets this? that that comes through the the uh department. Yeah. Forestry department. Is that just 6 to 6? Yeah. You still burn after 6:00 p.m. I've got a lot of power plants and I think the 6:00.
Yeah. Moving forward, March the 15th as Logan Humane Society's second annual summer over the rainbow 5K run and walk uh 2 p.m. at Cardwell House. Um March the 21st is Willisburg Tourism is holding their sensory friendly Easter egg hunt for special needs at 10:30. Uh followed by community hunt at 12:00 p.m. Come early for photos of the Easter Bunny at uh at 11:00. There will be four age groups for more than 1,700 eggs, several being special prize eggs. March the 21st, Mr. and Mrs. for your cottonail at Auburn Park. Um that will be on Amanda Gordon Drive on March 21st from 2 to 4. Then the one that I just received uh pass this past week, the Lake Malone listening session will be held on Monday, March the 16th from 6:30 to 8 at the Merl Travis Music Center, 750 Catton Road, Powderly. Uh the Kentucky Fish and Wildlife is holding a public listening session primarily for land owners, real estate professionals, public officials, and contractors who live or own property or do work on Lake Malone. Uh they are search uh seeking input specifically on dock and shoreline usage around Lake Malone. And that is all I have. Uh I shared that one on our fiscal court Facebook page. I think that's all I have at this point. I will
open the floor up for citizens participation. If anyone citizens in Logan County would like to come forward and speak, now is your time. If not, let's move forward to old business. Our first item up for old business is to discuss the BOR bids for the Logan County Recycling Center opening that we opened on February the 10th. Uh fiscal court meeting that's not right 24, sorry. Uh Nathan has put together a spreadsheet. He he went over this pretty uh pretty intently and uh he's got his notes on there. Uh Nathan, you want to share your top three?
Sure. Sure. And the reasons why.
So we do have the uh as as Judge Baker said, we have a spreadsheet and we worked on that. I appreciate the help from Tim Pits in the recycling and appreciate their input on that as as well. It's allowed me to put this together, call references, ask a lot of questions to the the contacts I had for these neighbors, and I even used a little bit of AI to see if that might help a little bit. And uh just have a good work process for myself. Uh many of these you're seeing are good neighbors. I believe they are. They would be uh good machines for us. It's just a process of trying to see what would be best for us. Uh and just kind of going through that. To sum it up, the number one choice I had was the uh cheapest new vapor which is from reaction distributing called Triac. It's a triac bor um is for it will be for $19,594. And the reason that I favor that particular bor and I'll just kind of go one of these real quick. If you have questions, please let me know. Uh it is the cheapest new bor. uh the uh used borers. Just honestly, I feel like the grant that we were getting could cover the new mayor and the counties wouldn't really be out any money because the income matches will allow us to where as I understand it, they give us the rent, they go ahead and give it to us, we'll be able to go ahead and with the 10, we can count that time toward our part for the grant and uh we would be able to be out clear. You just need to stay. Does that make sense?
Yeah. So that that amount will be right around kind of our limit uh the 110,000 or so. Um we have a we currently have what's called a max pack. Um that is it's a good bor but it is a year to wait if you get a new sadly. So that time it's just a long time here but the current we have strong uh references for the the uh recommended review. It has a good service record. It has a larger opening for certain cardboard which is something that Tim would really like out there and um it was asked the second and the third and the second choice. The B called Excel uh is is a good brand. It's a really good baker. It's a fast baker. Uh I would be very I think Tim and and we would all be content to have this Bor, but it is a little bit more expensive. That was my second choice. And my third choice was the it was the cheapest Bor, which was the huge Excel Bor. Um and uh if we happen to get less money from the state, we get we get the red, we get less money, that would be maybe a fallback option you can go to. But my preference would be not to go ahead and go use something warranties or better how much money. So Denise on this is okay with her. Uh but we would ask for the the Baylor uh bid that exact amount 190 if you all okay with it the amount that the Bor possibly a little bit of ad money as well $2,000 for ads because the branch does allow us to do that I just have to check with that cuz last year they didn't give us any so but it would be for that amount to answer your question I didn't know since you had a second choice you would ask for up to that amount just in case
something fell through with the first choice lead time change. I I'm not sure how they would feel about that in the state if we asked for what we were actually necessarily going to go to get. Yeah, I thought about that cuz then you got extra money, right? But but yeah, I don't think that they're going to be okay with that. So, we're approving this pending award of the grant. Correct. That's correct. So moved to go with this first choice here with what's the name of the reaction reaction distribution for up to little ad money there 2,000 3,000
yeah it would be probably about 3,000 so 112 y,600 second so would you all be okay to say that I'm approved to block this grant as well is that that's pending mean you get the grant. It's my motion. Absolutely. Make a motion to buy it. I understand what it would be. What I'm asking, I guess, is your approval of this favor for this this rent process as well as correct. Um what's the timeline usually on receiving and knowing about this grant about you? Okay.

And another thing they had and I talked with a man that a lot of these companies put money down and doing like a 30% or even 50% down but this company does not. They don't have any money. Hold uh cycling site real location here for listening auto sales from 3284 Home Road in Russville to a location off of 431 near Logan aluminum. Just as a quick reminder is a 35 acre piece of land here alum uh that Mr. Armstrong was talking about moving his entire salvage yard to get physical approvals.

Yes. So, just to clarify, this does also approve him to move his cars. So, it was in his motion. So, there was no objection board against. So, the idea is to move all his cars. Item number two, approve a resolution regarding House Bill 557, additional funding for county jails in the Commonwealth of Kentucky for housing state prisoners. Do you you want to speak on this? Uh while he's making his way up, u this has the support of the jailers association, correct? Yes, sir. Okay. So, basically, uh what I've got here is our jails are at breaking point. Um, and I can give you some numbers back that judge,
right? As you don't know, go ahead. Uh, for years, uh, unfortunately, the jails jails and jailers don't don't choose to, I guess, to to be underfunded and under underpaid back or reimbured. Uh, the state has rode on the backs of counties for years and years.
Uh, they send state inmates that do help that we send out to communities and they do help. But bottom line, they're doing it and paying us super damn rate about a quarter of what they pay themselves to run prisons that are that are about 30% staffed or less right now. They can't keep people even with a massive pay raise because how dangerous they are because of the I guess the the guard or inmate to to staff ratio is just not there. It's just unsafe. But I'm going to give you some numbers. The the cheapest cost of prison prison reimbursement as a forester camp in Bell County is $86.72 a day. That's a difference from the current rate right now $51.38 that the prison charged the state to housing it. The highest this KSP or Kentucky state penitentiary is $21525. That's a difference of $179.91 of the 3534 a day that they pay us now to house a state inmate minus of course with medical expenses dependent on the health of of the inmate. The average cost of all the state facilities state run facilities uh is is 12952 again from the highest at 215 and some change to 86 and some change. Uh that's a difference of 9418. If they would pay the counties the same rate that they're charging the state, the house people prison, we wouldn't be in the shape that we're in. So we weren't asking for anything special. We were just asking for equal reimbursement. I don't know that we'll get that full amount, but we're going to get more of a a manageable number. that that predium rate will will definitely increase uh and will be more fair to the counties, the house, state inmates, and that will help uh our budgets massively. So, we also and I send you that link off of DOC's
website that shows you these are numbers from 24. They don't have the the the uh that those numbers generated for 25 averages, but I can send you that for 2 hours. Not just Logan County, but these counties built these jails with, you know, in a style to where we can have state inmates and it helps pay for staffing and it helps pay for, you know, offset some costs. And I think our our um capacity for state inmates is still is it 80 or 82? Uh 80 on our state side? 82. And they've not been sending us people. However, we there's been an issue with uh with that and their understanding of how our facility is laid out where we've got our secure side and our state side. You almost got to explain it to them that it's almost two separate facilities cuz one side set up for for one uh classification of inmate and the other side set up for a work center. So if you do that then we start getting our numbers and that's what we've been making sure the state knows hey we need to get our numbers up. We've been down for a while since since co they they've really hemmed us up on our numbers and this the state is it's in KRS and
yeah I mean course there's no jail not the jailer's fault but I mean just to kind of look at it's not just you know the dollar amount they're giving us they're not giving us the state inmates that we built this facility for
and and I was looking at some numbers and and I looked at our conditional report as far as what we've gotten so far this year on inmate payment on inmate payments from the state and we we uh budgeted for $950,000 and and if I think we had 500 and I forgot it was 550 something,000 so far but if if uh projected if we continue the rate that we've been doing so far this year we'll be short it's just shy of $800,000 that we'll get in state uh inmate payments. and we based it for 950.
So they're they're continuously decreasing what they're sending us compared to 2019 at a lower rate. I think it was 3134 2019. We we received $1,515,915 in the state of maintenance. So between then and 2025, it's a 45% loss. So it's not just what they're paying. They need to give us like you said that state rate what they're paying you know themselves.
You know we're getting uh it's it's not it's that plus give us the numbers that we built this facility for. So we need to be a in that state and we're working on that but I mean they cost us whe too. Some of the judges and magistrates from other counties have told me that the state inmates they get tend to have medical problems. Is that what you see or just the usual percentage?
It can go both ways. Unfortunately, individuals we house, a lot of them, like our facility, many of them, 85 plus% of of the ones that we house are there for some type of addiction, whether it's or alcohol.
They chase that because of the way their minds wired. They they they're trying to chase that first time. Uh they don't they don't take care of themselves on the street. Of course, we have to and we will cuz it it's the right thing to do, but it costs us. But but yet again, we offer the medical, we take care of them to get them up to where they need to be. But uh but if they are state, we can request an emergency medical move, try to get them. We just had an individual that had some kind of had some kind of spinal material. That's the thing
and we submitted it. They denied other facilities. Um, jailer Mager in Davis County's got one that's got cancer. Yeah. That he's paid out a fortune. He's currently filed a lawsuit against DLC cuz that I mean that's hundreds of thousands of dollars worth of medical bills for him, that one inmate alone. And they initially denied it. I [clears throat] think he's fighting with them to for them to take that inmate to to back to the prison and they'll take care of it. But but it is Why does it cost him if he's a state inmate? Well, because they're they're refusing to pay for it. That's a state inmate. I know that's our fight. They're not required to pay medical and state inmates,
but they're refusing and they've hit them with a bill, but that he's trying to get that emergency medical to get him sent back and make sure they cover those costs. It's clear they're just a total mess. It is. They again they're riding on the backs of the counties and at some point count is going to be like we can't afford it so we're going to have county inmates and you know what you going to do if you stay I mean you know yeah we are
but I think this bill moves us that much closer to to fair treatment and equal treatment and I hope we get the majority of the points as is but I know that there'll be some things that they'll trim and some wording that's changed but But we'll keep pushing forward. But it is anything else. But going from 35 to 40 doesn't do anything for us. Not really. Especially if they keep on the trend of not sending you statements. What good you go to do to go to 40 and they cut you down by another $150,000. We were bringing in one half million on a less per them. You know, now we're just it's you know, it's just it's like you said, it's not sustainable.
Jay's association have a number they're looking at. just sling for the fence and take what you can. We're trying to get it up closer to that average rate. But yet again, yeah, it's trying to get as many representatives and others to back to back that and support it. The more I guess the more more that are on board, the more progress we make with down front. Well, with that being said, this is just a resolution basically saying we support it cuz we we got to remember that when a an inmate is arrested or person is arrested and waiting trial, you know, it can be months or years
before they ever go over there ever process, which means we eat the cost of housing those inmates, which is including medical for that entire time. I can give you some numbers there on at a later date or uh but on how many days on average some of these are are pre-trial uh awaiting trial depending on the case but some of them are in that we've got currently 500 and 600 days uh that are still waiting Josh could you do that for next time make us a readout and how many have medical problems other than addiction you can put addiction in there but I want to know the ones we have with medical problems other than addiction that they require our medical care. That then burdens our county further. Yes, ma'am. But like I said, I mean, I think the state pays for the state pays for that form, but we don't pay Yeah.
