Now, I'll give you a regular update on TIF and Rift. You all know roughly what TIF and Rift are. You've heard what's being mentioned. However, I think it would be good to let the protestors and citizens know the actual mechanism once again. Let me explain once again what TIF and LIFT are and why we are here today. This is a limited revenue development area in a certain area, and the boundary is set. In the next slide, I will explain the boundaries in detail. TIF was established in 2005. TIF is a standard year for property tax-only mechanisms. Liberty Lake City's rating is 2006. If this rating increases, 75% of that increase is classified as TIF in the relevant revenue development sector. This fund is managed by the county, and we are cooperating with the county and Spokane Valley Fire Regions. Therefore, this fund is stored there. And this fund can be used for public and public facility improvement. So, through perfect partnership between private development and public institutions, we can increase housing supply and further build infrastructure to promote economic development in the area. Our goal is $1,000,000 a year, and we have steadily expanded TIF, tax-added finance. The reason why we are working hard for this goal is because the TIF Partnership Program has been operated as a regional infrastructure financial tool since 2009. This is a tool provided by the government. It is managed by the Community Economic Revitalization Board of the Regional Economic Activism Committee. The committee supports matching funds up to $1,000,000 out of the TIF income that occurs every year. Therefore, if the city, county, and Spokane Valley Fire Department collect $1,000,000 in their own contributions, it can be used to improve public facilities that support additional $1,000,000 from the main government to promote economic development. So this program is a really powerful program, and the revenue development area contributes $250,000 and $350,000 every year as it grows. Just like the Spokane Valley Fire Department and the county, we are running this program. You can secure $2 million in public improvement projects through donations. As you can see, this kind of rapid human growth allows us to promote public improvement projects through very efficient revenue mechanisms. And as I said before, LIFT, LIFT is a partner of TIF. These two programs will be completed jointly in December 2034. We reviewed the process last fall. TIF is originally scheduled to be completed in December 2025. We cooperated with Spokane County and Spokane Valley Fire Station to extend the TIF program. The TIF program is a 25-year program, so we intentionally extended the TIF program to be completed at the same time as the TIF program. As you can see, we make $1 million a year, and the maximum amount that the TIF program can make is set. Therefore, it is expected to make about $27.8 million in TIF revenue during the program period completed in 2034. It's almost the maximum amount. In fact, the three partner institutions made about $1.6 million a year, so they would have reached the maximum amount much earlier. So, if each partner-owned area did not make joint efforts to collect exactly $1 million a year, we would have reached the profit line much earlier. Specifically, $500,000 in the city, $350,000 in the Spokane Valley Fire Station, and $150,000 in the county. The entire TIF, i.e. 90%, is located within the Liberty Lake border, and we receive major benefits from these improvements. This is a brief historical background. Please look at the next slide. Let's look at the boundary. As you can see, I'm sorry in small letters, but that red line represents the boundary of the TIF Earth. To the west, it meets the city boundary, and to the north, it extends to Euclid, and you can see that some areas of the county are included within the TIF. When this program was first implemented in 2005, we considered developing in the north of the river. However, the closer 2034 is, the more likely it is to develop, and we cannot guarantee that the area will be incorporated into the urban growth boundary before 2034. Therefore, the possibility of development is getting lower and lower. From the point of view of Liberty Lake, it is a good thing. Because we can promote public improvement projects such as road-based facilities and facility-based facilities for Liberty Lake. And the most. If you go east, the border will be cut off from the east of Trotty or the border and follow I-90. It connects to the west and south, then extends from Kramer High-end Road to the south. The hub is scheduled to expand at various stages, and the hub is very active in expanding existing facilities and developing new facilities. So we applied for $2.5 million in 2026. From 2027 to 2029, the HUB will seek additional opportunities to see whether TIF, tax-accumulated finance, and support funds can be of help in the future. You may have seen that the Kramer Expensive Road, which continues to Indiana, was opened last month. That's how it's going to be. The expropriation contract will probably be signed by October. Then the facility will be expropriated and the project will be finalized by the end of this year. And in 2025, most of them will be completed, and up and down in Indiana will be completed through the TIF and lift program that has passed the earth. As you can see, it started with a budget of $12.5 million at the beginning of this year. There are all expenses and $2 million of income every year, and $1 million comes out of the TIF and $1 million comes out of the lift program. It is parallel to the Kramer Road to the north and south. And it is also connected to Harvest Parkway in South Selkirk. So the two businesses above are all one project called Toledo Station.
