you ready okay good evening everyone we want to welcome you to the Enterprise Planning Commission meeting for March 11th 2025 please uh note that all commissioner me members of President except Mr Mark Goodson and Mr Kenny Rogers commission you have received the uh minutes from our February 11 20 25 minutes if you would look over those and I will accept the a motion and once you have reviewed us have a motion on a second motion to accept the minute second we have a motion and a second to approve the minutes for the February 11 2025 meeting are there any questions all in favor raise your right hand oppose the same sign passes thank you again welcome to the uh Planning Commission meeting once we have uh voted on your request you are not required to stay at the meeting but you are surely welcome and when we do uh uh get to your request if you would come forward the request re and just give us some information on your request we would app appreciate that and we will also have a time for the citizens to come forth we have a open the floor for public comments so you would have three minutes at that time to come before the commissions to express yourself in reference to the request that we on at that time so with that said we don't have any old business but we do have new business and we have a request by
Northstar engineer services on behalf of Richard Bri to rezone 3.59 acres from M2 General industrial district as shown on map a present to R1 low indes single family residence District at show on map B proposed located on cville road staff do you have anything for the commission commission we did our initial review on this rezoning requests and so I'll go ahead and um kind of elaborate on what they're asking for so M2 is a general uh General industrial districts this is where we do our manufacturing things like that um similar instances of M2 would be our Industrial Park up on North 84 uh headed towards uh New Brockton like YC Parker industrial park or the south industrial park on the south side of town um so looking at this zoning this zoning is um in some ways Antiquated for the area that it's in that it surrounds it now it's surrounded by um single family residential homes it's surrounded by commercial activity uh it's surrounded by denser um neighborhoods on the Rucker Boulevard side so looking at after we did the review of this this would be taking uh the 3.59 Acres out of manufacturing taking that ability away and putting it to an R1 which is our lowest density residential uh which would match the uh area that you have surrounding it especially coming off those houses will be coming onto a collector Street uh the reason why they decided to go with that density is so that way they could have the necessary driveway spacings coming off onto that road to make sure that there was proper um sight distances braking area things of that nature so
after we after we did that uh review we did uh find that we were in favor of the proposed rezoning uh and bringing that at 3.59 Acres from M2 to R1 okay thank you very much with the request to come hey good afternoon I'm Trent scarber with Northstar engineering um as Mr hardy said uh Mr brayes purchased this property and would like to to build um some res single family residential houses on it um with it currently being zoned M2 industrial that you know residential houses are not permitted zoning there um so we we're requesting to reone to R1 okay thank you Mr Trent thank you very much at this time we'll open the floor for public comments if there's anyone that would like to speak on this request that we'll on at the present time you have three minutes if you will come forth and give up your name and your address at this time seeing none we'll close the public come in at this time Commissioners do you all have any questions for uh any request if not then I will accept a motion and a second for a request by noar engineer services on behalf of Richard Bri to rezone 3.59 acres from M2 as shown on map a present to R R1 low density family residential district as showed on map be proposed located on cville road and this will be in continuous of approval by the council motion second okay we have a motion to to and a second to approve the request are there any questions all in favor raise your right hand oppos at the same time passes at this time thank you next on our agenda we have a request
by Northstar engineer services on behalf of Richard Bri for preliminary plat approval of Pine View subdivision located on cville road staff do you have any any commission looking at this uh preliminary plat like I said earlier during the resoning request this is our lowest density single family residential area or zoning that we allow um within this 3.59 Acres there at the plat plinary plat I believe only shows five Lots along with a 50 foot rway um that they would uh Grant the city for potential future connection um behind the railroad uh track that that that's there um when looking at the uh preliminary plat we found that it' be um aligned with our subdivision RS along with our set our zoning ordinance and we do recommend approval okay thank you Mr Trent do you have anything additional no sir um like I said we're the the 100 foot wide Lots was just because of the zoning ordinance um you know the driveway spacing on that collector Road cville Road thank you very much and then you know we've got the 50ft strip to hopefully they allow access across the railroad in the future if if that came to pass so okay thank you very much at this time we'll open the floor for public comments uh on the request that we're on at the present time if you come for us to give your name and your address you have three minutes to speak on this at this time being none we'll close the public comment at this time and I re I will accept the motion and a second on a request by Northstar engineer service on behalf of Richard BR for primary plat approval applying her P view subdivision located on cville road and this continuously on the pre on the approval
of the Council of the resoning motion to approve second we have a motion and a second to approve the request a continuous on the rezone of the council are there any questions all in favor raise your right hand oppos it same sign passes at this time thank you next on our agenda we have a request by Reeves engineer LLC on behalf of G galeno incorporation for primary plat approval of AA Comm subdivision Phase 2 located at the Northstar north east corner of Highway 27 and B we Circle step commission this is a continuation of an already established subdivision this is off of a Bo evil Circle in Geneva Highway um headed south if you're familiar with the um good too gas station on the south side of town this is on the parallel Corner um to it is where the subdivision is at uh I don't know exactly when the first phase of this was established but it's a fairly new subdivision um but it has almost been completely built out if not already built out um lacking maybe one or two lots so this would be phase two um this was uh brought to you in the past or BL brought to the Commission in the past as a full um subdivision that they laid out phase two does change um some of the Dynamics of that subdivision the reason for that is there are um female flood planes and things like that that exist that the initial preliminary master plan did not take into account for uh so the plinary plat uh now is kind of is addressed those issues along with the the first one that eventually was approved so after we reviewed all of those specifics we do uh recommend approval of the
preliminary plat and do find it um aligning with our subdivision regulations and our uh zoning ordinance thank you very much Mr hardy is there anyone from reev engineer would like to come before the commission at this time yes sir as Thomas said this just located Lo there on Highway 27 South just inside the inside the B we Circle and it's a continuation of phase one that was started gosh probably 10 years ago or so um and detention Pond's already sized there's no additional detention requirements that had a pump station we had to put in we're just gravity flowing and time to that we had stubbed out to this piece and kind of completes the circle and should make it flow even better than it does because you won't have any dead ends at all everything will circulate a lot better okay thank you very much okay at this time we'll open the floor for public comments on the request that we're on at the present time if you come forward and give us your name and your address if you come forward at this time anyone seeing none we'll close the public hearing at this time commission do youall have any question for either at this time okay well this time I will accept a motion and a second on aest request by Reed engineer LLC on behalf of galeno incor incorporation for preliminary plat approval of laa Comm subdivision Phase 2 located at the northeast corner of Highway 27 and B Circle a continuous on the reson on on the continues on the on the uh on the items stated by the city and that was addressed motion to second okay we have we have a motion and a second to approve the request are there any questions all in favor raise your right
hand oppose at the same sign passes at this time thank you all very much we only have U one other uh such other business on our agend agenda for the commission at this time and Commissioners you all I'm sure have just received thank you all for coming we do appreciate it all right uh I know you just received this and uh uh it's our bylaws and I would like you to take a look at it and see if you want to we want to use them I know you could we probably won't go through the whole thing now but if you take a look at it I know it's a PR probably a few things that you might want to change on it uh but if you take a look at it over time and then maybe within the next month or so we can work on it and get it to where where the commission want it and we have something to go by thought thought it'd be good to have something that someone someone new come on May they can be given that they can kind of know ahead of time what what's expected of them I mean you know we approve things but you kind of know better what to do because when uh get ready to tell somebody what we do on the commission everybody won't think of the same thing but if you can read this you can pick it up and have something to go by that you continue to help you be a a better Commission on and we can support we can support the community better plus we as a group would know what's going on and all so I would like for you to look over it uh Mr Harden would was oh we talking a few moments I just like to get this out uh look over it and anything that you want think need changing on it uh please uh make the notes and we can get it a change and and Mr harder tell you how how he prefer would to like to get the information back to whether we come back next meeting or can kind of get it to him talk it over see what you want to make changes to by I do uh but like way to look over and see if there's you know anything that you would like to add or delete Mr hardy uh chairman so what I was going to
out Echo what uh chairman Harrison said that um this is really up to you this is up to the commission to adopt the bylaws make sure you read it over read it thoroughly see what you want in the bylaws versus what you don't want in the bylaws um I've done my own preliminary review of it and um you know this is probably the part of the meeting where I uh Pat Uh Mr Harrison on the bat again or back again um but it was a fantastic document there was only very minor changes that I could see that we may want to do just for some technical uh for some technical reasons but very much look into the document see what you want in there what you want changed if you have any ideas please communicate those to me in any media you wish to do if you want to come talk to me in my office if you want to if you want to send me an email if you want to call me um I'd be happy to uh to talk with anybody for however long we need to to get these right and then once we have a draft or final draft that the the commission has all put their hands on we will we give it out to the commission for review again we'll advertise it as we need to and then we'll approve it uh with the Planning Commission I'd love to be able to do that by the first meeting in May but I would rather get the document right than try to rush it across um so if you need anything from me my office is open and I'd be happy to help uh with anything getting these bylaws passed thank you Mr anyone to have any question Mr hardy now I know not on the particular document but just anything right now thank you very much um I was going to ask the the commission um just since we're already in this forum and we can all communicate on this uh is there any interest in holding a special um called meeting as for a uh discussion meeting so one we don't have anything nothing on the agenda for except discussing these bylaws um kind of like we've done in the past when we've done training and so forth and so on maybe we come in at lunch maybe we come in at
dinner or something like that and we can have a meeting where we can all talk about the around Robin around the table if there's any interest with that uh chairman yes uh matter of fact I was I was going to talk to you kind of offline once we get off I I know that um there's still training going on for and re and refresher going on that the college is still Institute is still teaching and I was going to ask you about that so yes that would be a good idea and we could talk about it we can look at uh maybe the new people when we can get them cert get them to get to the class to get certified and and the rest of us if we need the refresher to kind of let us well not to kind of to make sure that we stay up to date and even though we go through and we vote on thing we're going to make sure that we we carried out through like the section as as a state would like for us to do make sure we we're qualified yes sir um and so I will uh I will look up all the uh documentation we have on each individual's uh capsu certification I see who needs to go through the full class again see who just needs recertification um or see who hasn't went through it at all like uh like our chairman member Mr wils uh so that way we can get that done and then I'll also look at potentially doing a special uh called meeting maybe even having uh dinner at that meeting to be able to discuss these uh bylaws if it lines up with you know the majority of the commission schedule would you would you all be interested I know you all work and have to do some time but I think it'd be a good idea we can get together offline and talk about it uh any particular time or I know you can leave up to us but so I'll leave it up I'll leave it up to the commission but what I'll do is I will um speak to the uh director of the Capo program um and see when she's going to have one of the another one of the five to nine Zoom classes available because I understand that some of us uh some of us work during the day and they may not be able to take off a Thursday and half a day on Friday um to be able to go to a class or be able to zoom that class so I'll see
I'll get all the information together I'll get it out to the commission members um and allow them to pick the uh the best time it is for them to get that training okay all right yes Sir Thomas can wa you include Thomas Rules of Order uh yes I so what I was planning on doing since our bylaws had um since our bylaws have uh the Rules of Order uh listed in them what I planned on doing was trying to uh put together a packet uh with those Rules of Order with the bylaws with anything else that I believe that the commission could need uh and then potentially going over them with each one of our uh members and having that one-on-one type of training to get every those things down I said Thomas Rules of Order I met Roberts I just wanted to make you laugh yeah and one thing too the uh the library also probably get online you can you know you can get look library and get the book and kind of read over it kind of give you an idea that way maybe when you start discussing something it'll kind of refresh you on your mind or something like that yes sir but I think it's a good idea I got one thing uh Thomas do you get the cap so training schedule for Miss Thompson Hannah Thompson I got it today yes I get it from I get it from her I know she has some local training coming up at the end of the month in Dothan um along with uh 2th um and I know I think they try to do those five to nine classes uh I think they try to do those like once a quarter or once uh or by anually something like that just to give everybody an opportunity to get those if they are not able to go to the class in person or take off that time super yeah I was just looking to see if there was one at tonight but no during the day thank you Mr there anything else from the commission again I'd like to thank you all for taking the time uh good to see you all and if there's nothing go ahead
