Good evening everyone. I'd like to call to order the May 13th, 2026 meeting of the Fond City Council. First item of business is roll call. With all of us present, I'll declare a quorum present. Next item on our agenda is the pledge of allegiance, followed by a moment of silent reflection. At this time, please rise. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. And at this time, we're going to do our proclamations. We're going to do a proclamation recognizing May 10th through the 16th as 2026 Police Memorial Week. Chief, you want to meet me down front? All right, it's working. And I get You're the best man of white we've ever had. I just want you to know that. Whereas in 1962, President John F. Kennedy signed the first proclamation recognizing May the 15th as Peace Officers Memorial Day and the week which follows it as National Police Week to honor officers who have fallen in the line of duty and recognize sacrifices made by families of those officers and the families of those who continue to protect and serve our communities. And whereas the city of FondeLac recognizes the tireless efforts of the FondeLac police department in protecting and serving the citizens of our community and is aware of the sacrifices that police officers make by risking their
lives every day in order to safeguard the public. And whereas more than 23,000 law enforcement officers in the United States have been killed in the line of duty, including four members of the city of Fondelac Police Department. Officer William C. Prinsow who was shot on shot on duty and later died of his injuries on November 19th, 1898. Officer Nick A. Klaskkey who was shot on duty and later died of his injuries March 31st of 1961. Officer Craig A. Burkholds who was shot and killed in the line of duty on March 20th, 2011. And officer Joseph J. Kore who died in the line of duty as of September 22nd, 2021 due to complications from COVID 19. The names of those dedicated public servants are engraved on the walls of the National Law Enforcement Officers Memorial in Washington DC and the Wisconsin Police Memorial at the state capital as well as the FondeLac public safety memorial located at Hamilton Park. And whereas in addition to the fallen police officers in of the city of Fondelac Police Department, Trooper Trevor J. Casper of the Wisconsin State Patrol was shot and killed in the city of Fondelac on March 24th, 2015. And whereas the police memorial ceremony will be held on May 14th at 1:00 at the public safety memorial located at Hamilton Park. Now therefore, I Keith Heistler, president of the Final Life City Council, on behalf of our city and its residents, formally designate May 15th as Peace Officers Memorial Day and May 10th through the 16th, 2026 as Police Week in the city of Fondelac. joining our great nation in honoring those in law enforcement by recognizing their sacrifices and immeasurable contributions to protecting our community and its residents. The officer shall limit the speaking time to non-aggenda items to two minutes to speak and items noted on the agenda to five minutes. Miss Hefer, do we have anyone wishing to speak?
We have one and that's Miss Degallier who wishes to speak on the volunte uh Greenway arburetum volunteers.
Thank you, President Eicer. Yes, I'd like to recognize the many people who have been working at the greenway in the last several months. Um we've had um some great help out there. So we'd like thanking to the volunteers who have put in time in the last month and and uh the since really the beginning of this year. Jay Gross, Samantha Milky, Jeff Strong, Calvin Drew, Scott, Joe and Eric Ditter, Ellen DeMarco, and the Fondi High Honor students who gave three hours of their time recently to deliver fresh chips to the trails. They were so enthusiastic. One of them said several times, "I can't think of a better way to spend a Friday afternoon." So, they said they would come back next year because they were juniors. So, I'm thrilled that they may do that. I'd also like to um let the public know, the lovers of the greenway, that we are going to have some work done at the Greenway because the river has been very swift since it was channelized about 50 years ago. And with the heavier rainstorms that have come, it has really taken out some of the bank area. And so, it's become unsafe. And there will be heavy equipment coming in and we will be having um some work done and so about twothirds of the river trail will be closed for five to six weeks or more depending on the weather and that kind of thing and how the work goes. Um so we just ask you to be patient and to avoid getting into trouble and where there are heavy machinery. We hope that when it's all done it will be safe and it will still look like your greenway the way you like it. Thank you.

Our first action item tonight is action item A, which is a class B intoxicating liquor license and a class B for malt license. And that is for uh FondeLac 3830. Um, and the agent is uh Walter Searia. and the agent address is 316 Sunshine Lane in Verona. Doing business as Applebee's Neighborhood Bar and Grill and IHOP. The business address is 841 West Johnson Street. Alcohol License Committee recommends approval and Miss Hefer has our introduction for us.
Thank you, President Heisler. Fondel 3830 Incorporated is requesting a class B intoxicating liquor license and a class B fermented malt license at 841 West Johnson Street. This location will be a combination Applebee's and IHOP restaurant. Background checks were done on the proposed agent and officers of the corporation and city staff and alcohol license committee recommend approval.

And now we're going to move on to action item B, which is a class B fermented malt and class C wine license. The uh limited liability company built Brew and Barrel LLC. And uh Sherry Thompson Verdon is the uh is the agent name. The agent address is 1090 uh Wedgton Li Lane in FondeLac doing business as Brew and Barrel, 21 North Portland Street, Sweet 2A. Alcohol license committee recommends approval and Miss Hector has that introduction as well.
Thank you again. The Brew and Barrel has applied for a class B fermented malt license and a class C wine license at 21 North Portland Street sweet 2A. This will be a coffee cafe and a wine beastro offering specialty coffee and a variety of wines for special events. Background checks were also done on the proposed agent and city staff and alcohol license committee recommend approval.

City manager, Mr. Moore, you have got the introduction for us on this one.
Thank you, Mr. President. Good evening, everybody. Two appointments here. I recommend approval. One to the park board, a new face, uh totally uh different person who's volunteered to join the park board. And we have Luis Gudex who's volunteered to join the plan commission. Now that Luis is retired, she's got a plenty of time to to volunteer even more than she usually does. So I recommend approval for both of them. Thank you, sir. Any questions for Mr. Moore?

And we're going to move on to action item D, which is the resolution making appointments, reappointments, I should say, to the Board of Appeals, Historic Preservation Commission, and the Police and Fire Commission. Thanks. You You've approved these people in the past. They're re-uping in their in their volunteer positions, and I recommend approval for all three of them. Thank you, sir.

Now, we're going to move on to uh action item E, and we're going to do a resolution approving and authorizing the execution of the working conditions agreement between the city of FondeLac and the Police Supervisory Association. Our city attorney, Miss Hoffman, has that introduction for us.
Yes. Thank you, um, President Heisler. Uh, I want to introduce our uh, chief negotiator, Chad Wade, who previously was with the city as an assistant city attorney in now in private practice, but continues to do labor for the city.
Thank you. Um, this resolution tonight is to approve a working conditions agreement for the last of five uh, employee groups that have working condition agreements. All of those agreements run from 2026 through 2028. So it'll be a little while till you'll see me again. Um the I want to thank both bargaining teams, negotiation teams um for their thoughtful, you know, proposals and and working collaboratively to find um resolution here. Um the this agreement does u meet all of the uh budgetary um goals that were set by the city council previously and so we do recommend approval.

Thank you. Um, this comes from our agreement with uh fire local. Um, they wished to participate in the state of Wisconsin defer compensation program and in order for us to become part of that, we need to pass this resolution. Um, I I think they they manage our our retirement funds. I'm I'm we have no concerns about the state of Wisconsin handling this deferred compensation program. We'd ask for it to be approved.
