LCPA Initiation of Affordable Housing Regulations
The proposed Local Coastal Program Implementation Plan Amendment will adopt chapter 24.445 "Affordable Housing Regulations." The proposed regulations include updates to the City's existing density bonus ordinance to reflect current state laws and the City's Inclusionary Housing Program Ordinance which states the rules and regulations needed by developers of seven or more units. The City of Ventura is proposing a Relocation Assistance Ordinance. The proposed ordinance adopts existing state law and further supplements state law by establishing one additional month of relocation assistance to vulnerable groups such as those who are 62 years or older, those with a disability, and households who have minor dependents. Inclusionary Housing Program - In-Lieu Fee Update
The purpose of this item is to present a proposed increase to the Inclusionary Housing Program's In-Lieu Fees for fiscal year 2025-2026. An analysis and assessment were completed by Keyser Marston Associates Inc. (KMA) in April 2025, with an updated adjustment reflecting current new home prices and average apartment rent increases in Ventura County. The Planning Commission will make a recommendation to the City Council via draft resolution (Attachment A) to adopt the new In-Lieu Fees and to allow staff to present future in-lieu fee adjustments via Consent Calendar to City Council for fiscal years 2025-2029.
