Uh, there's probably not many people in this room right now that have not heard about the tragic death last week of an 8-year-old girl named Joey. Would you like to have a seat? There's plenty of room over that. I'm sorry.

I know there's an ongoing investigation, but I'm not here to talk about that or place blame in any direction. Joey's funeral is tomorrow. Our community is hurting. Parents are mourning. She did live on my block. She played with my children. She spent time in my home. Uh what I'd like to focus on is how we can create a safer community for the kids in my development. Uh you know, I see these kids playing outside, walking home from school. What I witness day after day when I'm out there walking my dog is cars flying through the development ignoring stop signs. I feel like there needs to be some sort of physical barrier like a speed bump because they're going to ignore the signs. You know, they're not worrying about the traffic laws. But if there's something physical that is going to slow them down, I feel like that's what we need to focus on going forward to create a safer neighborhood for these kids as they're coming home from school and whatnot. So, how can we make a difference going forward? That's really okay.

Well, we've had this discussion many times in the past. We've had many neighborhoods approach us and request speed bumps with some of the same complaints. Um, I I I appreciate what you have to say. I appreciate that you realize we can't sit on the street 24 hours a day and run radar or shoot laser. And when our marked car is there, they don't speed and they don't run stop signs. We all know that. Um, speed bumps are not an easy one because they require DDOT approval. And that requires a traffic study more times than not. And I I have yet to see them be successful in a neighborhood here in Smyrna. Um, there is a process you can follow to try to get it. I'm not saying don't try, but it it's not your decision to make. It's not my decision to make. Um, so I'd have to defer you to start with Delta. That's where that process starts. Where to start? And that's basically why I'm here. Dela would be your first

I'm here for the same issue. Um would it be a way for us to get a reduced speed limit in the area besides 25 miles per hour, maybe 15 miles hour to even just try to slow that traffic down? So residential neighborhoods, the speed limits fall under state code, state title, it's 25.

I'm just saying because the way that they're seated over there, we only have one child's playing sign and it starts right before or right after the exposes on that shopping center. Other than that, there's no other one. And then you guys are saying speed bumps are hard to get, but all the way down at the other neighborhood on the other side corresponding to us, they have speed bumps there. And I know when that was uh I didn't think the department allowed them to have speed bumps the fire department and we don't have speed bumps coming further down that I'm not fighting you on speed bumps. No, I understand but I'm just saying it has to be an easy way to get that. It's not reduced speed limit is I I it's set by state code.

It is set by state code. So it's not something we can change. You you would have to go a slate like maybe try Senator Hoffner, Representative Phil Carson. Honestly, here's something to think about, right? Every one of us go through a a driving force, right? And there's a standardized driving force in the state of Delaware, which says that a residential area is 25 miles hour, right? All of us take the same thing and we sit in driver's ed. So, there's a reason why it's 25 miles an hour across the border. Point of order, please stop talking.

We're absolutely here because again, just like everybody else is grieving, so are every one of our employees that were here that actually were there for this situation and are are grieving in many different ways than a lot of other people were, right? So, we we would love to help. We will try our best to help. Reducing the speed limit, I don't know, is is the best thing because again, let's be honest with you, speed limits the speed limit, right? You're never really going to pay attention. I can put signs up all day, but you're not you've got not you're not going to adhere to them. There's more steps with speed bumps than we think. We're willing to fight. We're willing to talk. I would personally think it should go to the public safety committee, right, to talk because there's a lot of other people that are involved in that and then maybe kind of brainstorm through that

And actually, as we've gotten calls this week, we have directed people to the public safety meeting that will be taking place and I don't have the specific date for that. Um, but it is posted on our on our website on our calendar. I would encourage you to go and share there. There we have representatives from the fire department, the police department, the ambulance company, the people who have apparatus that when they need to get to your house because it's on fire, they can't get there as quickly because those speed bumps delay them. So there are there are representatives from everybody that can come together and talk as one and then help you proceed so that you can hopefully meet the goals that you're looking to meet. Statistics typically show that when that sign is set up that they are your neighbors most of the time I don't see the neighbors people who are probably visiting or going okay public safety is really the best bet because they have all the subject matter experts that come together and they can give you the answers. I can give you direction, but I can't give you the answers, unfortunately. But we will support you. We will we will support you in any way that we can. You can't break the laws to do it. We can we can help get the resources together for you.

And when I have not been calling, I've been going over there trying to see what can be done. I done video the cars speeding. They go right down to the end of the street. They don't even stop. That last video I had, he ran right up on the curb. Right up on the curb. And I was just there again at April. And the gentleman said, uh, Dora said it was going to send somebody out. And they did. They sat there. But long as somebody sitting there, nothing's going to happen. I don't know. understand it's hard to get speed bumps in there, but something has to be done because I did say, "What is it going to take

And when I called when she passed and I called over there, the lady that answered the phone over PD, she said she was directed to tell us to call over to hear planning and zoning. I can I can make you false promises, but I don't want to do that. So, yeah,

He woke up the other night hollering Joey.

So if we could solve the problem for the entire town that would be dynamic, right? Yes. So in this case Dell DOT is the answer. The public safety meeting is the answer. All right, you guys have my monthly report. Obviously, always happy to answer questions on that if anybody has any. Um, it was an extremely busy month for us, both good things and bad things. We've just highlighted some of the bad things that um our staff has had to respond to. There's other serious incidents that some of you know about that we had to respond to and it's it was a difficult month for us. Um on a positive note, I talked to you guys about the searchy class that we hosted that was the largest in the nation. Um that was so successful that the instructor brought the deputy director of the company down from Pennsylvania to help out for a day and see how dynamic the class was. and we have booked them for another oneweek course next spring. And to parlay that, they're going to come back for their two-week master course in the fall that will have four to six mock crime scenes in the police department. You're talking pig blood, the whole it's it's going to be very in-depth. Um, but they were very impressed with the Smyrna Police Department with this area with the turnout from seven different states that came. So, they're coming back twice next year. Very excited to host that. As I highlighted for you guys, when we host training, we get free seats. very expensive class, very high level stuff. Awesome when you get free training out of it. Um, our newsletter is back. It's an internal thing for us. One of the nice things that we've updated it with is when we host trainings or we send officers to trainings, we are now soliciting their feedback and we're going to list the trainings every month. Hey, we did this class, this class, and this class, this class. What did the officers have to say about it? Positive, negative. That helps some of the more junior officers, some of the younger officers go, "Oh, everyone gave that two thumbs up for these reasons. I want to go to that next year." just kind of a building block way to help us get into a better spot with our our training and our professional development. Um, staff spotlight. You guys saw the first one come out. Officer First Class Sydney Smith. First of every month or thereabouts, you're going to see more staff spotlights. Just a way for us to get our officers faces, names, information, hobbies, likes, quotes out into the community. That way when you see them, you go, "Oh, I saw that guy online. That's Sydney Smith." So, continue to look for those. Today, Cyber Day for us, law enforcement memorial in

Delaware. Unfortunately, uh, police week, former chief will be there next week. Del has to add another name to the wall. Um, so we did attend the law enforcement memorial down in Dover today. Got rain and poured on, but we made sure they were there in solidarity with all of our lost brothers and sisters. Um, tomorrow, as I highlighted for you guys at the the last meeting, another good positive note, we will have about 10 students from the STEM program at Smyrna High School with us all morning for a job shadow program. Uh, they're going to get to meet me, my executive staff. They'll get a tour of the facility. They're going to get a patrol demonstration, traffic stop demonstration. They're going to see some of our taser instructors with the taser suit. They're going to get uh evidence detection fingerprinting lab from the detectives. And they're going to finish it up with a presentation from the school resource officers.

Thank you. Um, and and I have to tell you, I am extremely proud of the police department. Everything from the first accreditation to teaching the teacher um continues to make you guys truly second to none and I'm very very thankful for you and the fact that you do what you do on a daily basis and see the things that the rest of us can't see in multiples. Thank you, town manager. Um I I know I kind of sound like a broken record. Um and I continue to say the same things every week. Um one of the first things is I want to say thank you to the public works guys and girls that um were able to make sure that this was very successful. For anybody that doesn't live in the town limits, obviously they would know that this is such an added benefit. Um you can put just about anything out and the town comes by and they pick it up. Um and this is this is huge. So they worked themselves to the bone to make sure that they got it done. It is done and complete. Hopefully everybody got a chance to uh get rid of everything they needed to get. We are done with the audit for 2024. They will auditors will be here next meeting to present the audit. So uh we're super excited to to get that done and we are already kicked off on 25's audit. So we should again have that done and taken care of and we will be actually up to date finally. So in two years we've managed to get through 22, 23, 24 and hopefully 25 um in two years plus the state audit. So, we've been really moving to get that stuff done and we're finally back on track. So, that's great. Some things that we've learned over the last few weeks is is we've we've failed kind of somewhat in in our office and what we've missed is uh a lot of business licenses. So, the town does require that you have a business license to operate within the town of Smyrna and probably about 50% of our businesses do not have that. So, we are actively making contact with businesses. Um some people were questioning why the uh stores have been shut down or some different things. We are absolutely

So, let me make this as simple as possible. As we're going through the um charter amendments, I called Barrett and realized that unfortunately what it says is in the charter is we must have the audit to council by August or by by June. Unfortunately, we can't get that done by June because we have to have something from the state of Delaware given to us to be able to finish our well they run on a different year. So we run calendar year, they run fiscal year.

So they don't get us that information until June. So there is no way physically that we can get that information to the auditors and complete the audit in the same time frame. So, we're just trying to amend the charter while it's open while we're in the middle of getting the other changes done to just push that back longer.
