26-254 Ratification of Mayoral Appointments to the Design Review Board and Public Art Review Board
Recommendation: A. Ratify the mayoral re-appointments of Dennis Whelan to the Design Review Board Licensed Architect position and Jonathon Eymann to the Design Review Board At-Large Member position with terms ending February 2029; and B. Ratify the mayoral appointments of Karrmen Rodriguez, Simon Kiefer and Peichi Waite to the Public Art Review Board with terms ending June 2029.

Recommendation: Accept the investment transaction report for the month of April 2026.
26-123 Resolution to Hold a Public Hearing for a Street Lighting Benefit Assessment for Fiscal Year 2026/27
Recommendation: A. Adopt Resolution No. 26-_ entitled “A Resolution of the City of Goleta, California, Declaring its Intention to Levy and Collect Assessments within the Goleta Street Lighting Assessment District for Fiscal Year 2026/27, and Appointing a Time and Place for a Public Hearing in Relation Thereto.” B. Authorize the City Manager to execute Amendment No. 1 to the Contract for the Collection of Special Taxes, Assessments and Other Charges with the County of Santa Barbara, subject to final approval as to form by the City Attorney.
26-122 CPI Adjustment of the Fiscal Year 2026/27 Goleta Library Special Tax Rate
Recommendation: A. Set a Public Hearing date of July 21, 2026, to establish the CPI adjustment of the Goleta Library Special Tax Rate, including entering into an Agreement with the County of Santa Barbara, Office of the Auditor-Controller to Place Direct Charges on the 2026/27 Secured Tax Bills; and B. Authorize the City Manager to execute Amendment No. 1 to the Contract for the Collection of Special Taxes, Assessments and Other Charges with the County of Santa Barbara, subject to final approval as to form by the City Attorney.
26-247 Finance Department Professional Services Agreements and Amendments with HdL Coren & Cone, Hinderliter, de Llamas and Associates, and Rogers, Anderson, Malody & Scott, LLP
Recommendation: A. Authorize the City Manager to execute Amendment No. 5 to Professional Services Agreement No. 2019-057 with HdL Coren & Cone for property tax management, information, and audit services, increasing the contract authority by $15,400 for a total not-to-exceed amount of $110,360, with a term expiring June 30, 2027; and B. Authorize the City Manager to execute Amendment No. 5 to Professional Services Agreement No. 2018-125 with Hinderliter, de Llamas and Associates for ongoing professional consulting, monitoring, and compliance services related to cannabis businesses, increasing the contract authority by $78,000 for a total not-to-exceed amount of $620,000, with a term expiring June 30, 2027; and C. Authorize the City Manager to execute Amendment No. 1 to Professional Services Agreement No. 2023-065 with Rogers, Anderson, Malody & Scott, LLP for ongoing independent auditing services, including preparation and audit of the Annual Comprehensive Financial Report, increasing the contract authority by $112,000 for a total not-to-exceed amount of $266,460, with a term expiring June 30, 2028.
26-148 Annual Review and Adoption of City's Investment Policy
Recommendation: Adopt Resolution No. 26-__ entitled, "A Resolution of the City Council of the City of Goleta, California Adopting the City of Goleta Investment Policy and Rescinding Resolution No. 25-16."
26-230 Agreement with SCA of CA, LLC for Street Sweeping Services
Recommendation: Authorize the City Manager to execute a General Services Agreement with SCA of CA, LLC for Municipal Street Sweeping Services for a total amount not-to-exceed $1,088,118 and a termination date of June 30, 2029.
26-220 Award General Services Agreement for Traffic Striping and Pavement Marking Services to WGJ Enterprises, dba PCI, Inc.
Recommendation: Award and authorize the City Manager to execute a General Services Agreement with WGJ Enterprises, dba PCI, Inc., in an amount not-to-exceed $373,500 for the Annual Replacement of Traffic Striping and Pavement Marking Services with a termination date of June 30, 2029.
26-222 Public Works Professional and General Services Amendments with DKS Associates, Inc., Disability Access Consultant, LLC., El Encanto Pool Services, Inc., and County Sanitation Company, Inc.
Recommendation: A. Authorize the City Manager to execute Amendment No. 3 to Professional Services Agreement No. 2025-058 with DKS Associates, Inc. for Professional Traffic Engineering Services, increasing the contract authority by $100,000 for a total not-to-exceed amount of $200,000; and extending the termination date through June 30, 2028; and B. Authorize the City Manager to execute Amendment No. 3 to Professional Services Agreement No. 2022-104 with Disability Access Consultant (DAC), LLC for ADA compliance services, increasing the contract authority by $20,000 for a total not-to-exceed amount of $64,900, and extending the termination date through June 30, 2028; and C. Authorize the City Manager to execute Amendment No. 1 to General Services Agreement No. 2026-017 with El Encanto Pool Services, Inc. for splash pad water quality and equipment maintenance services, increasing the contract authority by $55,000 for a total not-to-exceed amount of $100,000; and D. Authorize the City Manager to execute Amendment No. 1 to General Services Agreement No. 2026-022 with County Sanitation Company, Inc., DBA Stewart's De-Rooting & Plumbing, for splash pad filter maintenance services, increasing the contract authority by $15,000 for a total not-to-exceed amount of $60,000.
26-255 Amendment No.1 to Professional Services Agreement with Good Samaritan Shelter Hedges House of Hope for Interim Housing Beds
Recommendation: Authorize the City Manager to execute Amendment No.1 to Professional Services Agreement No. 2025-071 with Good Samaritan Shelter Hedges House of Hope to provide interim housing beds for a total not-to-exceed amount of $245,280.
26-248 Award of Fiscal Year 2026-2027 Goleta City Grants and Approval of Amendment No. 2 to the MDG Associates LLC Professional Services Agreement
Recommendation: A. Approve the Fiscal Year 2026-2027 Goleta City Grant funding recommendations from the Human Services Standing Committee, Homelessness Issues Standing Committee, Economic Development and Revitalization Standing Committee, and Parks and Recreation Commission; and B. Authorize the City Manager, or designee, to execute grant agreements with the selected recipients for the approved grant amount in a form approved by the City Attorney; and C. Authorize the City Manager to execute Amendment No. 2 to Professional Services Agreement No. 2024-072 between the City of Goleta and MDG Associates LLC for as-needed Community Development Block Grant consulting services, adding $45,000 in compensation, increasing the total not-to-exceed amount to $90,000, and extending the term of the Agreement through June 30, 2027.

26-251 Adoption of the City of Goleta Operating Budget and Capital Improvement Program Budget for FY 2026/27 (Mid-Cycle) and Five-Year Capital Improvement Program, Approving Updates to the Personnel Rules, Approving Certain Benefits, and Side Letter Agreements with SEIU Local 620
Recommendation: A. Adopt Resolution No. 26-__ entitled, “A Resolution of the City Council of the City of Goleta, California Amending the Two-Year Budget Plan for Fiscal Years 2025/26 and 2026/27 and Five-Year Capital Improvement Program”; and B. Adopt Resolution No. 26-__ entitled, “A Resolution of the City Council of the City of Goleta, California, Adopting the City’s GANN Limit for Fiscal Year 2026/27”; and C. Receive an oral report, read by the City Clerk or staff, summarizing the recommendation for final action on compensation paid in the form of fringe benefits to City executive employees: 1. For all executive employees amend the City’s monthly Flexible Benefit Plan Allowance such that: i. Effective July 1, 2026, for employees enrolled with more than one dependent, the allowance shall be $1640 per month, or 85% of the monthly premium cost for the CalPERS Gold PPO plan (Region 2), rounded up to the nearest $10, whichever is higher. All other tiers remain unchanged. ii. Effective January 1, 2027, for employees enrolled with one dependent, the allowance shall be $1700 per month, or 85% of the monthly premium cost for the CalPERS Gold PPO plan (Region 2), rounded up to the nearest $10, whichever is higher, and employees enrolled with more than one dependent, the allowance shall be $1730 per month or 85% of the monthly premium cost for the CalPERS Gold PPO plan (Region 2), rounded up to the nearest $10, whichever is higher. The employee-only tier remains unchanged; and D. Adopt Resolution No. 26-__ entitled, “A Resolution of the City Council of the City of Goleta, California, Amending the City of Goleta Schedule of Authorized Positions, the City of Goleta Salary Schedule and Classification Plan, and the Funded Positions Compensation Plan Schedule for Fiscal Year 2025/26 and Fiscal Year 2026/27, Amending the Personnel Rules, Establishing an Employer-Paid Short-Term Disability Benefit for Unrepresented Management and Executive Employees, and Authorizing the Application of the Hiring Incentive Policy to Certain Positions"; and E. Adopt Resolution No. 26-_ entitled, "A Resolution of the City Council of the City of Goleta, California, Approving Side Letter Agreements with SEIU Local 620, Amending Certain Fringe Benefit Increases"; and F. Adopt Resolution No. 26-_ entitled, "A Resolution of the City Council of the City of Goleta, California, Establishing a Temporary Over-hiring Policy and Authorizing the City Manager, or Designee, to Temporarily Adjust Adopted Budgets and Corresponding Schedule of Authorized Positions as Needed for a Period Not to Exceed 90 Days."
26-199 Policy to Implement New Brown Act Amendments Regarding Meeting Disruption Procedures Pursuant to Senate Bill 707
Recommendation: Adopt Resolution No. 26-_ entitled, "A Resolution of the City Council of the City of Goleta, California, Adopting a New City Council Policy Addressing a Disruption of Telephonic or Internet Service During City Council Meeting."
