So, they should look pretty good for a few days.
Yeah. Well, before the weather gets to them and the wind tears them up and everything else. Our next order of business is citizen comments. This is an opportunity for individuals wishing to comment on agenda items or other matters they wish to bring to the council's attention excluding those scheduled for public hearing. This may not be another opportunity to comment on an item. Once it uh has been brought forward, this is your chance. Individuals are encouraged to discuss operational issues in advance with the mayor in consideration of others wishing to speak. Commentary is limited to three minutes and we'll have a clock posted all around the room to help you stay on track. We have citizen comments tonight. Welcome, please. Uh my name is Lucille Ensling. I just moved here from Pennsylvania. Okay. Can I Can I Welcome. Yeah.
Okay. Good evening, council. My name is Lucy and I've recently relocated from my previous home in Pennsylvania to Lewon permanently to attend school at Lewis Clark State College in the fall. Although I've only been here for a little more than a week, it's been hard to adjust to my new surroundings due to the constant noise well past midnight outside the apartment building my partner and I live in on Main Street. While I do realize that Lewon is a smaller city and that means that there are going to be noises that I'm not used to, I don't believe the revving of engines, backfire of mufflers, and music so loud it shakes the windows is appropriate or fair to the people that live on this street. My partner is considered a bluecollar worker, meaning that he works in a factory for long hours that can be grueling without proper sleep. Recently, due to this reckless noise making, he has been struggling to get any kind of good sleep schedule in order to perform adequately on the night shift he works. I have, as instructed, called into the local to police department to make noise complaints. They have not been able to make this noise stop completely. According to the department operator, this is not the first time someone has called in about this issue. I do I do not believe these officers should have to come out multiple times over the same reason for something that is not vital when adults should know better. These adults should know to be mindful of the people that live on Main Street. But they continue to disrespect, loiter, and ignore basic courtesy of those on the street. Despite the police coming to the area and advising these individuals to leave, they continue to come back and repeat the same actions. I urge you all as the leaders of this community to put a noise ordinance in place after a certain time at night. I not only ask for myself, but the many others also on my street. I also speak for the officers that continue to respond to the same people over and over again. Thank you for your time. I hope you will take what I have to say into consideration and know that the people in this community

Are there other citizen comments? Gary, welcome. Thank you. It's nice to see the the clock up on the wall. It keeps me on task. Uh name is Jerry, last name is Chavez, president CEO for Valley Vision EDC. It's always good when I can come before city council and address you on sometimes requests, sometimes issues of importance as it relates to economic development. Uh in this particular uh case, I want to share some good news with council with regards to an asset that we have in in the belly. You know, I arrived here about over three and a half years ago, and in my search and looking at assets, always was puzzled with the fact that the Port of Lewon once upon a time was able to ship over 200 containers a week out of the port. And uh through some uh no fault of anybody in the valley, that uh service has was ceased. uh on April the 28th, I believe, uh if I got my dates right, uh Joe Gish, Commissioner Joe Gish, uh Mayor Dan Johnson, Port Commissioner or Port U General Manager Scott Corb myself were able to help uh organization called uh Oregon Container Terminal hosts an event here in Lewon to announce their interest to strike up or to uh begin container movement or contain container distribution out of the port of uh Lewon. Uh we attended an event uh probably six months earlier in Oregon where we were able to see just the fanfare and and all the uh level of interest with regards to that operation.
We wanted then to uh help them get established and start to investigate the market here at the local level. Since then, I can uh share with council that the people at the OTC OCT have been engaged with a lot of conversations and surprisingly they have exceeded and I'm not going to share the number with you right now, but they exceeded their benchmark in terms of what uh what they need to produce on a rigor uh basis relative to containers moving in and out of the valley. So with regards to uh I think that that uh effort and that business is going to add a lot of value to uh the belly and in particular the Port of Lewon and the city of uh Lewon. So with that I just want to share that information with you and maybe uh have you uh uh respond or ask more questions at a later date. Thank you.

Councelor Wright, great work uh to you and the mayor and commissioner Gish and happy to see this new company move in and get things running smoothly again at the Port of Portland and yeah, I think it's great opportunity and savings for our residents here.
Well, I'd agree with that. I I when you look at at uh over 200 cans moving out of the valley, that's just through the agricultural uh aggra business that was here. What uh Mayor Johnson and I have talked about is what other business can we bring now that we have that container movement that necessarily isn't a but maybe more manufacturing. We've had this would be the third business coming in. Uh the yeah but their business their business is already established in in uh at the port T6 port of Portland. So actually what OT OCT does is they operate the port but they're a vital linkage in moving containers because they're the link they're the linkage or the connection for the ships. So you take a can move put a a commodity in that can right load it at the port of Lewon on a barge move that barge down the river. They take it off the barge and actually put it on a ship and that ship goes elsewhere. So but but the key piece there um council is that they are committed to making those connections because it's vital for them in terms of their business model.

Thank you, Mr. Mayor. Um, we had our Lewis Clark Valley NPO meeting last Thursday. Council Klein and I were both there. We had a couple of amendments to the TIP the transportation improvement program. Thought that were pertinent. Just let everybody know we are getting the bridge repainted. The blue bridge right down the Yeah. And they're going to paint blue again. Wouldn't be the blue bridge if it wasn't blue.
Now, this is pretty much state of Washington taking care of that, which is great. And then the other was in uh in Lewon, the Burl Avenue sidewalk infill. We got an addition of $539,000 in federal tap funds plus our local match to construction phase of the following project. So that probably won't be coming up until next year, 2027. But always good to see us getting money to help improve our pedestrian access. Thank you, councilors. Next up, we have mayor comments. Just a reminder, if you have not done so, uh you can um exercise your right to vote tomorrow at your precinct. If you have questions, you can contact the county offices for that. Also, um this Thursday, Director Johnson, would you mind reminding the council what's happening this Thursday out at the fairgrounds?
I thought you would never ask. So Thursday is public works day or public works expo up at the fairgrounds. I think our gates open at 8. Uh we've we as I said before we cater to the kids. So it's your opportunity. I mean we will take adults but we we've reached out to all the school districts from Jenny Stoton Lew and Clarkson uh bring the kids out to come see what we do uh in the streets. So we have a various uh activities and games for them to come see uh and get exposure to what public works does. This is nationally public works week by the way. So that's how we celebrate. just to follow up on that, I've been to several of those and um if any of you haven't been, I strongly recommend taking the trip up there to the fair building because it's it's a lot of fun. The kids are having a great old time and they're asking questions and checking out different exhibits that uh public works has put on and well worth it. Thank you.
And I will tell you earn much even greater respect for teachers as you see multiple hundred kids have run around and organized chaos and then take them away. And so yes, it is it is a great opportunity to share the knowledge that we have of what we do. We've upgraded every year we try and upgrade a few of our exhibits. So, we have some new sewer exhibits. I hope you all will come see uh the TV truck that is running through some various obstacles we set up. So, come on up. Can I ask a question? Councelor Forceman, what schools uh RS areped?
I don't have the the list and usually we don't get that final. I mean, I'm sure we do now, but I haven't seen the list. But, um I I don't even venture a guess. But um a lot of the neighborhoods because they can walk the schools that are within the proximity. If you're walking distance, those schools are pretty consistent. A lot of it depends on where if you have a lot of snow days, uh which we didn't this year, um but if we have makeup days, they they tend to the numbers get smaller because they can't use they have curriculum they have to get through. So I don't have the final number, but the the last uh number we've had were uh up against kind of close to where we were last year. Last year was the highest we've had as far as participation since COVID. So, um, our goal is to get over that, you know, several hundred upwards of a thousand. That'd be great, but that also means it's a long day.

Thank you, D uh Director Johnson. Also, council, just to let you know that staff is very busy right now with budget meetings. Uh, that's full-time. It takes a lot of work to get prepared for that, but we'll be having meetings soon with the council and staff. And uh also a reminder too, if you know of anyone out there that may be interested in applying for the open position on the loose and airport authority board, the council, the city has an open position. We'll have a retirement next month. Katie Seans is not asking to be reappointed. So, we need to get that filled. We have one application in so far. It's a good application, but I want to make sure everyone knows about this opportunity. And then uh this Friday, I think Thursday or Friday, someone can correct me, but the World Series is in town for NIA. And so we're excited to have all those teams in town and all the tours, the visitors that will come to our great city.
