Uh the only thing I have to report is the mayor and I and uh Mr. Durham attended the life support team uh their budget hearing, their advisory board hearing and it was the the mayor was honored for being uh for the last 16 years on that committee and everybody had nice accolades for about the mayor and other than that I have nothing else to report. Was there food? Yes, there was. And they since m since m Mr. Ron Bishoff that was in Montville. He always wanted food and so you know
they always had breakfast there and he he would eat his heart out but after after he passed away they quit doing it but they brought it back for for uh the mayor's final final meeting. Thank you. The 10th annual turkey and monetary fundraiser for feeding Madina County was held on November 19th uh from 5:30 to uh 7:30 p.m. at the Madina Farmers Exchange. Uh and I'd like to I'd like to thank the community members for their support of same year after year. Uh this year's event was sponsored by JK Gift Shop, Home Equity Reality Group, Cool Beans Cafe, Herman's Pub and Grub, uh Minute Man Press, Transfer Title Agency, and Salon Evangelene. Uh the candle light walk events took place uh this past weekend. Uh, Friday at 7:00 p.m. the tree in downtown
lighting at public square. And uh, Saturday, November 22nd at 5:30, the holiday parade of lights from Madina High School to the square was followed by fireworks synchronized to the Christmas music at the square. And um, I I'll tell you that the events uh, for the candlelight walk are growing bigger and bigger each year. And uh I know Main Street Madina now has the ability to identify through cell phone data uh the number of people that attended as well as where they're from, where they live geographically. Uh that information generally takes four to five days to uh get that data. Uh so I hope to have that by the next council meeting uh on December 8th. Um, third, I'd like to um read to you a quote from the uh police department assessment. I think the chief may uh have some comments on on that as well. But uh there were some comments that I think the council and the public would find uh very interesting and make you as proud as I am. So after the assessment from the state of Ohio, they said the uh MPD assessment on September 22nd, 2025 quote confirms the agency is in full compliance with the standards set forth by the Ohio Community Police Collaborative. This achievement is a direct reflection of the stable and experienced leadership of Chief Edward Kenny. The Madina Police Department is a well-led, professional, and highly capable law enforcement agency that has met and exceeded all the requirements for accreditation and serves as a role model for other departments in the state of Ohio. I just want to thank the chief for all of his work in in in the regard of getting the compliance uh the
accreditation and his leadership of of the police department. And last but not Thank you. Um, and last but not least, I'd like to invite up uh Bob Thompson for a proclamation. So, this is a city of Madina proclamation for Bob Thompson. Whereas Bob Thompson has been a dedicated and deeply involved member of the Madina community, exemplifying the highest ideals of service and citizenship throughout his many years of residence. And whereas he has made significant contributions through his civic leadership, serving as vice president of the Salvation Army board, a member of it of its finance committee, and a tireless volunteer supporting organizations such as St. Vincent Depal, the planning commission, the archive commission, the charter review commission, project learn, friends of the Madina County Park District, and the greater Madina Chamber of Commerce. And whereas Mr. Thompson's passion for the education and youth has greatly benefited Madina city schools and local programs through his work on the finance and business advisory committees, the Madina partnership council as treasurer for a boy scouts troop, Bible school teacher, Madina High School soccer announcer, and as the founder of the leadership Madina County legacy leaders program. Whereas his enduring spirit of volunteerism extends to numerous community and
service organizations including the hope recovery center, celebrate recovery, Madina employment network, Kowanas, Oddfellows, AARP Tax Aid, Score Business Consulting, and the Hands Foundation where he continues to uplift and support others with compassion and integrity. And now therefore, I, Dennis Hanwell, along with the Madina City Council, mayor of the city, do hereby recognize Mr. Bob Thompson for his outstanding service, leadership, and friendship to the community, and extend best wishes for his continued success, and happiness as he embarks on this new chapter of life in Georgia. And Bob, on behalf of the council and myself, I present this to you now.
Oh, thank you. I'M GOING to do my best to get through this. Thank you, mayor. I'm honored and humbled by this unexpected recognition. And thank you to my family and friends for being here. Every one of you, it means a lot. Thank you, Brena.

And thank you to his wife, Brenda, for supporting him. We do live in a very special town and that's what reminds me that we're all in it together and that we're all a community. Madina has been a huge part of his life for 38 years. He encourages everyone to join in the fun by getting involved in an organization or a local event. It's so rewarding to give back and to get involved. As Matthew 22 states, we should be, which is the second greatest commandment, we should be a blessing to others. Cheers, Bob Thompson.

And and Bob, I I want to tell you that all your neighbors that are here, it's been a privilege having you in in our neighborhood. Uh Phoebe and I have been able to uh enjoy your your company for the last 25 plus years and I know you're going to become a a Georgia peach but you're always going to be a Madina bee and when you when you when you get bored especially next fall I think I think all of us would would like it if you come back and help us rake leaves and hickory nuts and best an opportunity to bring all the deer with us. I don't know if that'll be all right

I uh don't have everything except there's uh one ordinance uh later on the agenda which I'll address. And uh happy Thanksgiving and everybody think of uh you know the settlement in Plymouth. I think about half of the people died that first winter and what came out of that was the country we have. So, okay. Well, remember there's a Michigan Ohio State this weekend. We I'll watch that I think. Okay. Good. Mr. Huber, law director. Thank you, Mr. President. I have no report. Uh Mrs. Marshall, economic development director.
Thank you, Mr. President. Just a couple items to note for council and the public this evening. Um, first I wanted to update council on the um status of our grant for the Yosenco site. We did receive notice last week um on that second no further action from the waste oil tank that was previously removed by uh Campbell Oil. So that is really great news. Um so now we have both no further actions that we need to keep moving forward with the site restoration which will be the next step in the process and the site restoration um portion of the project is also covered under the grant and our consultant is uh in the process of hiring um a contractor to do all of that work. So, uh I think I mentioned earlier that we did get an extension on the grant through the end of the year. So, we're hoping that we can get all that work done and close that out and um then we'll work on um work with the land bank to to take ownership of the property. The second item is um previously in previous years I don't know if we need to submit a formal RCA but in previous years we had talked to council about leaving the lights on the buildings. Um I know like after Christmas we take the decorations down but we leave the lights up and we'd like to leave the lights on through the winter through um ice festival which is like February 20th through the 23rd um just to kind of help uh combat um they call it SAD which is seasonal effect disorder and um also for safety too. A lot of the businesses have commented that they they feel that since it stays dark longer that they like to
have the lights on in the evening. So, I don't know if we need a formal RCA for that, but I think we've done that in the past. So, maybe you can just talk about it now and vote on it. What do you think? I don't think we need to vote on that. I guess that's uh you know we did it last year and as long as it's doesn't involve a safety problem I'm sure it's no problem leaving them on and hopefully that you know is helpful for the for the community. Mayor, I I missed it. I was trying to control the crowd here. So what what are we leaving on
the Christmas lights? She wants to leave them on all winter. Just the ones that are on that are on the buildings because obviously we're going to take down the tree and the gazebo and all those lights, but just the ones on the building and the streetcape trees because in the past we turned them off after January 6, right Jansen? Around that time, then turn them back on for um the ice festival. But if I mean if it's the wish of the council and doesn't matter to me like have to make sure they burn. What does Nina like them on? Say that again. I'm sorry. Do you like them on? Doesn't matter to me. Yeah. The only I'm good with it.
The only issue is the maintenance and and burning the bulbs out and things like that. But I mean, if that's what the council wants, we we always do what the council wants. Yeah. They're they're LEDs. I guess they they should be okay if that makes Kimberly happy. Okay. Well, your wish is granted. We're here to serve. Yes. Okay. Chief Kenny, Police Department. Thank you, Mr. President. Uh the mayor covered my news pretty well. I appreciate the kind words. That's all I have. Mr. Glattis, building official.
Thank you, Mr. President. Just a quick update on the hotel project. They're finalizing the roof work. The brick facade work should start here in about another week. Their goal is all the interior rooms are framed out. Uh their goal is is to start the uh event center, the second building in the back before the end of the year. That ends my report. Mr. Polei, illumination specialist. Thank you, Mr. President. Thought those folks were here from Forest Meadows complain about the leaf program. So, I was glad they're here for Mr. Thompson. They were. So, we are picking up leaves. We will do so like we always do until the uh snow flies and it makes it uh impossible for us to pick them up or they're completed. Thank you. Uh he's no longer here, but I did want to say congratulations to Bob Thompson. I have had a chance to work with him on various city issues for a long time, and it's a well-deserved honor. Thank you, Mr. Ry, Parks and Recreation Director.
Thank you, Mr. President. Just a couple uh updates. I wanted to uh continue on some of the mayor's comments about Candlelight Walk um and thank uh Main Street Madina, all the volunteers that came out and helped decorate um not this past weekend but the weekend prior. Um a lot of students a lot of community members uh and local businesses to help us with that. Um would also like to thank our staff, the streets department, uh well all city services really um PD, fire, um the park staff, um who worked, um pretty much all weekend to to make sure that the event was successful. A lot of planning and coordination and Angela and George for uh leading that charge um year to year. Um it's going to be tough to make it better next year, but I'm confident they will. Um updates from the rec center. We have some events coming up. November 28th, we have our fitness uh demo day, which is free. Um, on December 13th, we're going to be trading snowsuits for swimsuits and swimming with Santa from 6:15 uh p.m. to 8:15 p.m. On December 17th, we have our Santa workshop for uh the preschool ages uh 3 to 5 years old from 10:00 a.m. to 5:30 p.m. and our wreck on the road uh where we travel to different locations will be going to Hartville Marketplace on December 8th and Stan Hwitt Hall and Gardens to look at the Christmas display on December 16th. Thank you, Mr. President. I first just like to congratulate Chief Kenny and his department on that accreditation. That's quite an accomplishment. And then secondly, I'd like to uh provide council and our residents with uh some information regarding a fire response that we had during the fireworks show Saturday night. Uh just prior to the start of the grand finale of the fireworks, uh several people began us reporting seeing smoke coming from the building, the roof of the courthouse. uh officers that were working uh the event from the Madina Police Department immediately reported this to the fire department and out of an abundance of caution also began evacuating event attendees that were in the immediate area of the courthouse uh number one to ensure their safety and also to provide access for fire apparatus uh if it were to be needed. Uh firefighters are pre-staged on the roof of the courthouse each year during the um fireworks. A lot of people probably don't know that, but uh just in case there is an issue. So uh those firefighters responded immediately and uh were quickly able to determine that the source of the smoke was actually steam that was coming from a heating boiler vent pipe and that there was no fire. Um, it's also worth mentioning that the courthouse recently, I just learned this, recently installed a new high efficiency heating boiler system that by its design, uh, produces large amounts of condensate or steam. Um, just due to its lower flu temperature and that would have not ever been there before for people to see. And then just lastly, I wasn't in attendance. I was at a wedding. But from everyone that I've spoke to, I just want to con uh commend the collaboration and response of both the Madina Police Department and firefighters that were there from the Madina Fire Department uh
for their preparedness and all they do to keep uh our community and visitors safe at these events that we have. Thank you, Mr. Dutton. Planning Community Development Director. Uh thank you, Mr. President. I have no report.

Hi, Tammy Kirby, 246 West Friendship Street. I just want to give kudos to everybody involved for the candlelight walk. Again, um I don't think people understand the amount of people and the effort that it takes to put this event together. So, thank you to everyone from the smallest little bit that you volunteered to maybe big-time volunteering. But thank you very much because it was great. It was very a good event to go to. Angela Mansia, 149 Essex Lane. Uh, I just wanted to officially thank everybody involved with Candlelight Walk. Um, you know, I always say I get the privilege of of being behind the scenes and being able to see exactly everything that it takes to put it together. I wish people could see it from my perspective. I think they'd have a greater appreciation for our entire community. Um whether it's the Boy Scouts, high school students, community volunteers, um all of the service departments in the city. Um we were wellprepared going in, but then obstacles were thrown in left and right and yet they just rise above the challenges and um and they do it in a positive way and that's I think the most important thing. Um I think that's how we can all keep doing this job. um all of those guys and their teams came to my rescue many times this past weekend. And um and then also to see like um Chief Walter said how um PD and fire responded um in a calm way um but then very with a lot of authority um but then we were able to resume as quickly as possible. You know, they they weren't there to ruin our fun, but they were there to keep us safe. And um again, I just can't thank you enough. And I I just want to say I kind of felt like if people came to Candlelight Walk and they had a good time, they saw the best in Madina. You know, they were experiencing the talents and the treasures and the time that people put into this great community. And it is truly a community event. It's not a main street event. It is a community event. And I was just very proud to be able to bring everybody together to present it. But um if they fell in love with Candlelight Walk, they've got to come back for more events um because that's just Madina and that's what we do. So thank you all and happy Thanksgiving.

Thank you, Mr. President. Our current electric aggregation program expires May of 2026 as we talked about in finance several meetings. Um we'd like to uh enter an agreement with the Great Lakes Energy brokers to represent the city on an RFP and hopefully secure um a good contract whether it be one to three years. Um initially Mr. Uber looked at the uh contract had some uh questions about the indemnification that was taken care of um several revisions later and I want to thank Mr. Coin because uh with respect to the term um John looked at that term and wanted the city to be able to um have the option of working possibly with another broker before the term expires that we enter in with the broker and the selected energy provider if that makes sense. So, I appreciate his efforts there. In fairness to Mr. Huber, he saw it probably 30 minutes ago and seems to be okay with it, but I don't know if uh Mr. Huber wants to comment on it or if John would like to comment.
I thought John did good. Thanks. The emergency clause, if I may, uh comment on the emergency clause. request is we're already into fall, winter's around the corner, and to secure the best uh possible um agreement for our residents and small businesses, and it would behoove us to uh get the request out there uh prior to winter. Yes, sir. So, uh, council passed this through finance with the understanding that the, um, other cities in the county would also contribute. Uh, Brunswick has complied. In fact, they did 50,000 and $11 because they wanted to be better than Madina. Um, they have they have a long way to go and I grew up there. So, uh, the county I think did 100,000 and and Wadssworth is it's still pending down there. So, uh, finance preferred that we we get this on the books at least cuz I have another request right now that I asked them to hold until 2026, uh, for some money for hope recovery, uh, and some some projects that they're doing. And, uh, we we needed to lock the money up. I will ask Skip to send an invoice, uh, but we may we may hold the invoice until we we keep the pressure on Wadssworth.
Any discussion, Mr. Chairman? Uh Paul, I suggest we uh amend this motion and make it 50,000 and two to beat Brunswick. I I I offered to give them the two to to take care of that. Uh, ordinance 1972 in ordinance adopting a logo request form and licensing fee for use of the Madina for the city of Madana logo and city of Madana America 250 logo by businesses selling merchandise. Thank you, Mr. President. This request is to authorize a logo request form and $250 licensing fee for the City of Madina logo and the City of Madina America 250 logo usage by businesses or entities that would like to use the logo where they are selling merchandise. Civic and nonprofit organizations not selling merchandise using the logo will not be required to pay a fee to use the logo, but will be required to complete the logo request form and also submit documentation on on uh what they want to use it for. Uh we are requiring all applicant applicants to submit a copy of their document, signage, promotional material or merchandise to the city of Madina for review and approval which will be done by myself and the mayor. The emergency clause has been requested as we are um already getting request to use the logos. America 250 is right around the corner and uh we would like to have this process in uh place as soon as possible. Thank you.

Discussion. Mr. Pad. Thank you. Uh the EPA requires these agreements whenever a new project is done that involves storm water management. Uh kind of coincidentally, these three came in roughly the same time. Basically, it's an agreement requiring the property owners to maintain and operate those systems and it does get recorded. Thank you, Mr. President. Um, this request is to authorize the mayor to apply for Ohio Department of Development. Original a grant. Originally, we were going to go for the building demolition site revitalization, but it's been determined um that the state of Ohio has said that our project is not eligible because there's not an actual structure on the parking lot. So, as we mentioned in the last uh finance committee meeting two weeks ago, we were also looking at the Ohio Department of Development Brownfield program. And so, we're going to switch gears to that. So, um it's still under the same organization but just different uh grant and different pot of money, but um that grant is due December 5th. So, we're on a short timeline. Um if approved, it would still be the same process. We would need to enter into an agreement and um the budget estimate for the project still hasn't changed. And I'm still thinking that we are roughly eligible for 100,000 although we're not 100% sure on that and the emergency clause is requested because we have a grant deadline just
no emergency clause but thanks for that. Oh because it's a resolution but Oh okay that's better. Thank you. Any other discussion on the resolution? CL please call the role in adoption resolution. Thank you, Mr. President. This amendment extends the term of this lease on the tower down the south side of Madina. Um the term adds additional 5-year option terms that are discretionary. Additionally, the city will receive a $10,000 signing bonus and the rent is increasing from $1,422 per month to $2,200 per month. This amendment also allows for an escalation in the percentage of increase per year from 3% to 4%. The uh area leased is increased to 1,200 square ft so that there's space for additional carriers equipment and the city will receive 25% of the rent from any subten tenants who are put on this tower. The amendment takes out the old indemnification clause that shouldn't have been in there but was and the emergency clause is being requested so that there's no possibility of not having the increase in rent be retroactive which is what we negotiated also. This uh should hold in place for a good period of time. There's been a lot of back and forth with American Tower about amending this lease and this is best we are able to come up with.

Discussion on your ordinance and emergency clause. I guess this came from council. Uh I I submitted a request in to uh address the issue of food insecurity that's coming through the holidays and and and possibly thereafter. Uh we do a lot of things in the city to help businesses. We provide grants for the businesses. We provide abatements for the businesses and now is a time when the federal government has eliminated the SNAP program because of the shutdown for a period of time. And now even though it's back up, it takes time for the food to run through the cycle. and and people in the city of Madina that are food insecure really don't have the time to wait for that. There's been a a good uh uh response for the Thanksgiving weekend and holiday season here to help the food insecure in the city of Madina. We have 11.4% of our residents are on the SNAP program. Uh which just shows you the need that we have in our own city. Uh you would think Madina wouldn't have the need that it does, but it does have the need and we need to do something to do it. Um we chat was helping out on this and and we discussed with feeding Madana County to help in the food assistance uh delivery mechanism and I think that that's going to work out well and uh in order to do this for the holiday season and thereafter you know we need to pass this with the emergency cost so we can get this going and there is going to be a the ordinance should be subject to the law director approval as we need to make sure that the language in there is what we need and we are going to provide addresses of what we need but not names. So, we need to make a couple modifications to the language in the ordinance uh to make it fit what we need to ensure that we provide the city of residents with the food that they need. Anybody else have any discussion on the matter?
I'm just again I always on the bully pulpit about being kind and I just want to thank Mr. Coin for for uh putting this request before council and the administration. But after talking with her, uh I feel very uh not only comfortable, but I'm I'm happy that her organization is able to provide the services to distribute this the food to those people in our community who are in need. Thank you, Mr. President. So, Medical Mutual of Ohio is our current provider. Uh they initially because of uh an unusual uh claims versus premiums uh rate that we had in the uh 12 months that they reviewed, their original renewal came in at uh 20.68. 68%. Uh through taking it to the market and um negotiations with our broker, we were able to get that down to a 9% um increase. And the average across the state right now is from 9 to 13. So, uh we we felt that was fair. Uh the dental started at 10%, we were able to negotiate that down to the 5%. They also in addition to that uh provided us with um $63,000 in wellness credits and a wellness initiative that if we went out on the market would cost another 42,000. So we have a savings of 105,000 uh with both of those things being provided by Medical Mutual. The reason, so I I would respectfully request council's approval of of uh re-entering into a contract with Medical Mutual. The reason for the emergency clause is uh they need about half a month uh to get everything in place and then the month of December to get the information uh out to the city employees.
