Briefly, I'll just tell you that our objective, what we are working on in summary, is a long-term management plan that would bring the deer population in the city down to what's considered to be a sustainable maintenance level. That means it would be a natural level that is suitable for the geography, the size of where we are. INCLUDED IN THAT WOULD BE TO THROUGH THAT WOULD BE TO REDUCE THE DEER VEHICLE ACCIDENTS AND PROPERTY DAMAGE AS WELL AS AN IMPORTANT IS TO IT WOULD IT WOULD CREATE AND IMPROVE THE BIODIVERSITY IN THE PARK LAND AND IN FORESTS SO IT'S A LONG-TERM PLAN STRETCHED OVER A NUMBER OF YEARS THAT YOU WILL SEE RESULTS OF year, hopefully year by year, but it's a complex plan with a lot of detail that we are nearing completion and, and we'll hope to have legislation put together, uh, to go through committee and bring to council very soon. Okay.

Thank you, Madam President. Bear with me tonight, council and public. We have a lot to discuss here, lots of good things happening. But I want to start with the recent bike rodeo. The Medina City Schools, City of Medina, Medina Noon Kiwanis, and Eddy Cycle Shop put together a bike rodeo for Medina students at Ray Mellard Park to celebrate National Bike to School Day. Despite some chilly weather, there was a great turnout of families who enjoyed bicycle activities and other fun. There was free bike helmets distributed, free food, ice cream, and prize drawing featuring six new bikes. The other very special event was the giveaway of free refurbished bikes by a Claggett 8th grader, Bennett Garcia. At this time, I would like to ask Bennett to join me for a special recognition this evening. Welcome, Bennett. We're glad to have you here tonight. I got to meet Bennett at the bike rodeo that night, and I was just so impressed with what he had accomplished that I wanted everybody here to know about this. So Bennett, I want to present to you on City of Medina a proclamation thanking you for your work. So usually I don't read every line, but this is so important. I want to read this to you, too. And then I'll give you a chance to talk as well.

Whereas Bennett Garcia, an eighth grade student at Claggett Middle School, a member of Claggett's student leadership team, has demonstrated outstanding leadership, compassion, and civic responsibility through the creation of the Recycle and Ride Medina Initiative, a program dedicated to making bicycling more accessible to local youth and families in need. And whereas inspired by his lifelong passion for biking and a desire to share the joy, freedom, and opportunity that cycling provides, Bennett launched Recycle and Ride Medina to collect, repair, and distribute bicycles to children and individuals who may not otherwise have the opportunity to own one, helping to foster recreation, independence, healthy outdoor activity throughout the community. And whereas through determination, hard work, and collaboration with community partners, including Eddie's Bike Shop, Bennett Garcia has successfully collected and repaired more than 45 bicycles, carefully restoring each one and coordinating their distribution to community members in need, thereby creating a meaningful and lasting impact on families across Medina area. And whereas the Recycle Medina initiative not only provides bicycles to deserving youth, but also highlights the many strengths of the Medina community as a safe and walking place for cyclists of all ages. With its sidewalk line trees, scenic trails, and strong spirit of volunteerism, as evidenced by Bennett, while inspiring others to pursue service, leadership, and a lifelong love of biking. I, Jim Shields, as mayor of the city of Medina, do hereby commend and recognize Bennett Garcia for his hard work and dedication to our community. Thank you. Bennett, before you sit down, I wanted to give you a little thank you gift, too, for all your work. And just thank you for inspiring all of us. showing what great young people we have here in the city of medina and good luck i know these are your last few days of eighth grade you're going to continue to create do great things when you get to medina high school as well so good job Jared, I turned off the right microphone. Now I'm back to the regular one. All right, bear with me. On Sunday, May 3rd, 2026, Chief Ed Kinney was sworn in as President of the Ohio Association and Chief of Police. This is the second time that the City of Medina's police chief has held this position on a state level. The other chief was Homer Davis in 1982. It's a really rare feat for a chief of a smaller city to hold this esteemed position, and here we are in Medina having two chiefs over a period of 40-some years hold this position as the president of the Ohio Association of Chiefs of Police. So congratulations to Chief Kinney on this honor. The next thing I want to talk about is Northrop Elementary School. On May 13, 2026, the city paired up with fifth graders at North River Elementary School at Shotwell Gardens to have four fifth graders present their problem-based learning projects to city administration. The students spent time investigating environmental issues around our community. Topics include deforestation, salt on roads, recycling, and replannings. The four students who presented were Nick Glass, Samuel Maxwell Reinharts, and Meadow Blomquist. I also wanted to thank nino piccoli jansen worley and john leniker for being part of the presentations they were all this is a picture of them after we had the presentations we had ice cream for the kids in an ice cream truck so those were the servers there the three uh city department heads but uh john leniger was a huge support talking about recycling and and teaching the kids about how the city of medina handles recycling and handles uh our sanitation department Jansen was a huge help with the parks, as was Jesse. It was just a really great day. my favorite part was becky shotwell who shotwell gardens is named after she came over and joined us that day and she was so happy to see a school taking advantage of the shotwell gardens and the amphitheater there so i think northrup is so close there it was a nice walk over there for the students and just such a great spot to have the students present to us so very proud and happy that the city of medina were part of that project for the north fifth graders This is a month of graduation. I wanted to congratulate the seniors at Buckeye High School who graduated on May 15th and seniors from Medina High School who graduated on May 21st, 26th. Congratulations to all our graduates in the class of 2026. There's some pictures there from the Medina graduation. I was fortunate enough to be there and be part of the ceremony that night. It was a beautiful evening. It had to be moved because of the weather, but it turned out to be the perfect evening. And I know as well, we have several Medina residents who attend Buckeye School. So I wanted to congratulate all of the class of 2026. This past holiday weekend was one of those weekends where I feel so blessed to live in Medina. Despite some very challenging weather in the early part of the weekend, there were many wonderful events happening in our city. The Medina half marathon and 5k races on Saturday, May 23rd, 26th is a race which builds itself as celebrating success, community, and the spirit of running. I wanted to congratulate Kyle Yates from our water department, as well as all the runners who braved the elements early on Saturday morning. And there were a couple of downpours during the race, but, uh, there are Hardy group, the runners, and they did a great job. The second big event of the weekend yesterday. was our Memorial Day ceremony and parade. I want to thank the various veteran organizations and to Dave Taylor and Scottie Kopstein for organizing a very special ceremony. It began with a wreath ceremony at the municipal courthouse, which looked great with the fences down and the bathrooms removed. It was just a perfect setting for the wreath ceremony at the courthouse. the parade that followed, and then the ceremony at Spring Grove Cemetery. The speaker at the ceremony was Medina native Troy Giles, retired US Army Master Sergeant, who gave a very moving speech reminding us of the sacrifice that veterans make to protect our freedoms, including sometimes the sacrifice of their lives. And I know Denny was there. It was very, very moving to have this young man who attended Garfield, Claggett, and the high school talk about his 20-year service to our country. Many thanks to our parks department, our cemetery department, and our street employees for all the work that goes into preparing for this weekend. Everything looked perfect and looked beautiful, and I had so many people say how much they appreciated how beautiful the square was, how nice Spring Grove looked, and the flags on the square and the surrounding streets, the America 250 banners, all thanks to our city employees. And then finally, our city spool and splash pads are now open. They open this weekend. The pool is open daily from 11 a.m. to 7 p.m. if the outdoor temperature is at least 70 degrees. And splash pads are open every day from 11 a.m. to 8 p.m. I could literally go on and on about all the different things that we've done here this month and all the great opportunities. I've asked several other people to talk about some of those things, but we had the Gospel Fest, which I know Chet Simmons will talk about. We've had some ribbon cuttings at Mrs. Marshall's. So we're very lucky to live in Medina and so many wonderful events and just very proud of our city right now. So thank you.

Thank you, Madam President. Just a couple items to note. On May 15th, we did have, that was our last ribbon-cutting day, we did have two new businesses open. The first one was Rios Guitar Company. company and music store with official welcoming of benjamin rios to the city of medina i had a really great turnout really great day and for those of you that were able to make it we appreciate the support and that was at two o'clock and then uh... they're low located at six forty five lafayette road uh... and then at three o'clock uh... we have another ribbon cutting for the cc hair salon that's carla caliber easy and she's located at seven five four north court street in unit e so just wanted to uh... reiterate uh... those ribbon cuttings in those new businesses that moved in our next ribbon cutting day is scheduled for june twenty six so we have a little way to go currently we have one sort of community project for Main Street Medina that we're going to celebrate the grand opening of the B Park which is the Medina supply warehouse building that faces broad Broadway Main Street did a big fundraiser to pay for different amenities some turf grass flower pots different art and some canvas art that will be mounted on the wall that can be removed and changed out sort of seasonal, so really nice look to that. And then we still have time for a couple other ribbon cuttings, so we'll see if we get anybody else scheduled, we'll keep you up to date on that. then the next item is we the city had applied for Ohio Department of Development brownfield remediation assessment grant for the South Elmwood parking lot If council will recall, we originally requested $300,000. We were awarded $242,360 for that grant to complete phase one, phase two environmental assessments, along with some other different types of geophysical surveying, trenching, and a bunch of technical stuff. Anyways, that will cover those costs, and then once we know that we have a clean bill of health, then we can move forward with the redevelopment of the parking lot. So we're very excited to get that grant. We've been waiting to hear about that. And then the last item is the former Yosunoko site. We're winding down the work there. all the assessment works done we received the no further actions and I don't like the way the barriers are positioned on the site and so the contractor is going to come back out and Reposition those and fix that and then we'll get final invoicing and paperwork done AND GET OUR REIMBURSEMENT, AND THEN MR. HUBERT CAN WORK ON GETTING THE PROPERTY TRANSFERRED TO THE CITY OF MEDINA FOR REDEVELOPMENT. I KNOW HE'S VERY EXCITED ABOUT IT. HE'S WAITING AND WAITING OVER THERE. SO THAT IS MY REPORT. THANK YOU.

STARTING OFF THE WEEKEND WITH THE REC CENTER'S FIREWORKS FESTIVAL TO START THE EVENING OFF. A GREAT EVENT FULL OF FOOD AND FESTIVITIES FOR EVERYONE. And that'll be capping off the evening then with our fireworks celebration. And want to make sure that we give special thanks to Montville Township, Medina Township, and the Murray and Susan Van Epp Foundation for their generous donations. This will now be one of the longest and best fireworks shows that we've had here in Medina. So we're looking forward to that to cap off the evening on the 3rd. On the day of the 4th, it'll start off with the America 250 Spirit of 76 celebration at the Old Town Graveyard. That's from 10 to 3, thanks to the Friends of the Cemetery for that one. And then at 4 o'clock, we have the annual 4th of July parade. then everyone can take a break, catch a meal at any of the fine establishments around the city of Medina, and then come back to the square to listen to the wonderful music of the Medina Community Band that evening. And then the Sunday, the 5th, you'll cap off with a car show put together at the administrative... administration building parking lot over there and a great weekend if i went through a lot of this too quickly you can definitely go to the medina our website www.medinaoh.org go to the visitors section and look up the america 250 to see all the wonderful wonderful events happening uh this fourth of july just wanted to get that out there everyone so they can make their plans accordingly for the holiday thank you thank you patrick patton city engineer thank you madam president i have no report this evening

Ordinance 85-26, an ordinance authorizing the purchase of one Tioga precast concrete double vault restroom from CXT Inc. for the Parks Department.

Thank you. This ordinance authorized the actual purchase of the double vault restroom that will be installed at Huffman Cunningham. The unit replaced the single vault unit that is reaching the end of its service life located at the park. The restroom is being purchased through the Sourcewell Cooperative Purchasing Program. At 1 o'clock will be the historical walk. where they take five or so individuals, go from grave site to grave site, and give a little biography about those people, and then at two o'clock, will be kind of an unveiling for the mausoleum. This has been down for about two years while I got a new copper roof. The inside, we took down the aluminum siding that was used for a ceiling. It's been replastered. It's really quite a great piece of art there. So come at two o'clock to see that mausoleum.

ONE IS, IT IS FASCINATING TO ME WHEN WE SAT THROUGH THE FINANCE COMMITTEE MEETING BECAUSE I HAVE BEEN HERE SOMETIME BEFORE, BUT TO LISTEN TO ADMINISTRATORS AND THE FUNCTIONAL DETAIL THAT I DON'T THINK WE OFTEN THINK ABOUT WHEN WE THINK OF A CITY ENGINEER or a building inspector or a police chief. The depth of information and work that has to be done in order to keep these departments functional, short term, mid-term, long-term, it's an enormous amount and I thought about it while I was listening today because you can't sit here and not appreciate the knowledge and the work that goes into what seems sort of like just an ordinary presentation, but a lot goes into it. So it's a lot more than just, you know, engineer doing what we think engineers do in their office what we think police chiefs probably do. There's just so much more to do that I think deserves appreciation. And finally, also just to mention this, we are working on a long overdue comprehensive plan for parking based on safety and movement of vehicles in the square. And hopefully much of that will start to be implemented within this calendar year. But there are some things I think we can do short term. When we plan to put up the midterm crosswalks, originally there were not supposed to be cars parked depending if it's a two-way or one-way street. There was not supposed to be parking right adjacent to where those crosswalks are because it makes it almost impossible to see if somebody's walking out from a parked car. And so at the next meeting, I have spent some time working on the square with some other folks and have come up with a plan of some things that we can do prior to the plan that we can eliminate some of those parking spaces and short-term make it safer when you're in a crosswalk. I imagine we understand there should be no delay to improving safety. So that will be at the next meeting. Thank you.
