Thank you, Mr. President. We health safety and sanitation will hold a meeting prior to our finance meeting on June 8th and the meeting will start at uh 5:30 and it's get updates from the police department, the sanitation department and the fire department on the plans and and new things that may be happening with each department this coming year. I'm going to um ask Bill Lamb to speak to what's happening with the uh deer review since he will be traveling soon.
Sure. Um uh we've made a lot of uh actually what we we've learned a lot so far about the issue of um um deer in in our community. We've discussed it. everybody, most people in town, I think, are familiar with what's going on in the last couple of years. And we have determined this year to make sure that we um we and council anyway better understand the issue, better understand the way to um effectively um improve the overall ecology in the parks visav the number of deer that are in the park. Um, so it's it's a fascinating issue that we are determined to work on with a result that will be beneficial not only to the parks, to the deer, and to to the folks in the community that have witnessed or had um property damage, folks that have had accidents with their cars uh with with deer. Um, and so we have discussed this with other communities. I'm continuing uh to discuss it with a number of other communities until we um come up with a formal plan, but we are working together, city council, with the administration to ensure that the plan that we have will be effective um to reduce the population and to improve um livability for people in in areas where there has been damage to their property and at the same time improve the um ecology in in the city parks. And I just want to make sure we are we are doing this um with a lot of background research so we are not trying to put this off but as soon as we get our information together we will have that special legislation meeting set up. Thank you.
Thank you. Uh streets and sidewalks. Mr. Isabella. Thank you, Mr. President. We had a meeting last week mostly discussing uh our sidewalk repair program and um we've uh we've gotten some help from our engineering department and our service department. we went out and uh tried out uh grinding some sections of sidewalk to uh to see if that could help with some of our repair. And then um right now we're also looking into a couple different avenues for how to identify the sidewalks that need repaired. And then we're still working through a uh a process on um on a on a grant or you know reimbursement program to you know to to to pay for you know those sidewalk repairs when we get to that point.

We have 2688 authorize and accept body armor grant application for the police department. 2689 authorize and accept a 2026 MCD grant application for the police department. 26.990 accept the fair market value estimates and easements for North Huntington Street. 2691 bids for the 2026 concrete street repair job number 1199. 2692 authorized law director to file an appropriation for the South Hunting Street Bridge. 2693 MCRC lobby tile and entrance renovation for the Vadina City Schools. Thank you, Mr. President. I want to start with America 250. This past Saturday, the America 250 committee and MCRC the comm the rec center hosted a touch a truck event. It was an overwhelming success and despite a so- so weather day there was an ex there was excellent attendance. I just want to take the time tonight to thank the Barb Deserve from America 250 in the city of Madina for organizing this. The community rec center for hosting it. our police department, our fire department, LST, street sanitation, forestry, and the parks department for making this day such a huge success. They had all of our vehicles out there and some very, very happy um children over there playing and just having the best time. So, I also want to give a special thanks to Huntington Bank for providing and sponsoring the Old Phoenix Stage Coach appearance and rides. It was incredibly popular and had the longest line of the entire day. Uh we had several people ask us if we had a fast pass option for the uh stage coach ride because it was so popular to have that. It was a great memory for a lot of people who remember the old Phoenix stage coach. Um, a few weeks ago, Kimberly and I were approached by the United States Small Business Administration, and they asked us if we would pass a proclamation recognizing Small Business Week, which is coming up on May 3rd through 9th, but it also happens to be the Economic Development Week as well, May 3rd through 9th of 2026. So, we decided we were going to combine this. So, I just want to take a minute tonight and say the city is very proud to be home to a vibrant community of small businesses. Our small businesses help build a strong local economy and working hand inand with our small businesses, our economic development department led by Kimberly Marshall. Um we're providing this proclamation celebrating the efforts our economic development department as well as celebrating the contribution of small businesses here in Madina. Uh the United States SBA was not able to come tonight, but Kimberly did talk them into coming to our next city economic development committee. So we will present this
proclamation to them. Um, and the other thing I wanted to do tonight was to feature one of our small businesses. So, I brought a present for all of you on council.
Oh, no way. Oh my gosh.
So, one of one of my favorite small businesses located in Ward One is the Coffee Colony. 40 years in business. Started in 1985. It's in a house that was built in 1846. Um, and they have four generations that have worked there in that 40 years. But just a great small business that is a great success story. So, I'm sending around a sample that makes four to six cups that's already ground. It's ready to go. Their most popular uh brand is Jamaican Me Crazy, but I got you several choices because I didn't want anybody to think I was making some kind of comment on my relationship with city council. So, um, but we are serving Jamaican me crazy all week in the mayor's office as well here for anybody that, uh, is interested. But just very proud of all of our small businesses. And I'm going to give this proclamation. Going to pass this down to Kimberly and we'll present it to the Small Business Administration representatives that will be at our economic development committee meeting on May 5th. Mr. Coin will be there representing council for that one. But enjoy the coffee. It's It's very good.

And then I have one other item tonight that I'm very very proud to discuss with you. On April 15th, Chief Kenny and Lieutenant Wagner attended the Pathways to Excellence Award presentation in Columbus. This is an event where agencies receiving department accreditation are formally recognized and presented with their certificates. Accreditation is awarded through the Office of Criminal Justice Services under the Ohio Department of Public Safety. This year, 14 agencies received the accreditation. In addition, one agency is selected annually for the outstanding agency award. And I'm very proud to share Madina Police Department was chosen as the 2026 outstanding agency for the whole state. This recogn recognition reflects the work of every part of the Madina Police Department from records to dispatch to property to sworn personnel. It's result of multiple on-site assessments, detailed audits, and direct conversation between the accreditation team and our staff. This was not a surface level review. was a comprehensive evaluation of how the Madina Police Department operates day in and day out. And accreditation matters. Madina is one of only 24 state accredited agencies in Ohio, which puts us in a very select group. It also strengthens our eligibility for future grant funding through the Office of Criminal Justice Services, which administers most law enforcement grants in the state. More importantly, it sends a clear message to our community. We're very confident here in Madine on how we operate our PD and we're willing to open up our doors to an independent objective review of everything that happens over in the police department. It confirms that we not only have strong policies in place, but also consistently follow and apply those best practices. That kind of transparency builds trust within our community, and trust is everything when it comes to policing. I want to
congratulate all of the employees in the police department on this recognition. We have a very special department and a department that all of us and all of our residents can be very proud of. Well done, Chief and the Madina PD. Thank you,

Thank you, Mr. President. I don't have a report. Wanted to add to congratulations to Chief Kenny in our office. We watch hours and hours of body camera footage involving interactions between the police officers and individuals on on arrests. And I can't tell you what a strong group of individuals this police department has on board. They are intelligent, regularly have to work hard to deescalate tense situations time and time again. the um people we have are chosen carefully and that that's a tribute to um Chief Kenny and the gentlemen who work with him in the selection process for our police officers. We have a strong police department.

Thank you, Mr. President. Um in addition to our small business week next week, we have the economic development committee. As the mayor said, we have the US Small Business Administration coming for an update. We also have that day the Akran crew organization coming for a bus tour and they'll be visiting um several locations in our downtown and crew is the commercial real estate women. So, it's a variety of professions. So, there will be about 35 of them coming to the city of Madina. They'll be touring uh Castle Noel, the uh Farmers Exchange Historic Renovation Project, Black Cat Books and Oddities, and the Legacy Hotel, and then their happy hour. They'll um end up at the H2 Wine Bar. So, we are working uh with them on that itinerary and um that'll be in the afternoon. And for those of you that are interested in the Cleveland Browns stadium project, the Madina Chamber of Commerce lunch meeting that day, we'll be hosting somebody from the development team to talk about that project. So, our economic development week uh will be very busy that day. And then on May 15th, we will have our next round of ribbon cutings. So, that's Friday, May 15th. We have two new businesses. One is Rios Guitar Company and Music Store at 6:45 Lafayette Road and that's at 2:00 p.m. And then at 300 p.m. there's a new hair salon called the CC Hair Salon um at located at 754 North Court Street in Unit E. So, uh, we'll be welcoming those two new businesses to the city of Madina. And then we are getting ready to
start work back up again on the Yosenco gas station, former gas station site. And I was talking to um, Brandon and the Port Authority. We submitted, I think, four invoices for reimbursement and they received the check. So, we should be getting reimbursement on that. And I believe at the moment the project is under budget. Um service, we're working on uh some of the streets that we need to pave and asphalt to clean up the remnants from uh winter. Um several projects that are ongoing. Thank you. Uh starting tomorrow, driveways will be replaced to all the property properties. Of course, it's weather dependent. Uh, and property owners have been advised of the schedule. Thank you. Is there anybody that wishes to address council at this time? Come on. There's got to be somebody out there. Nobody.
Stan. Uh Stan Sheets, 334 342 East Liberty Street, uh Madina, Ohio. Uh here as a concerned citizen, I'm very happy to see that you're going forward with the OAM study. Uh I think that's uh long overdue. Uh I thing I don't understand is why we're not trying to implement some things yet this summer rather than waiting 16 to 20 more weeks before we even have suggestions of what should be done around public square. It seems to me we could spend some money on paint and repaint all of those crosswalks and they could be enhanced with hash marks across them to make them much more visible both for people walking across the street and for traffic approaching them rather than just the two lines. I travel to several different countries as well as throughout the United States and I see many crosswalks that are done and enhanced with much more white paint with the hash marks and wider areas so that it's much more dominant for pedestrians to cross. And why do I have an interest in this so so passionately? Why? Because my wife has been hit there. My wife was hit three years ago. She was in a coma for almost two for a month. She had almost 400,000 in bills in therapy for over two years. Uh hit by a driver from Jimmy John's that could barely speak English that when he got out of his car simply said, "Get up. Get out of the way. I'm late for work." As she was being taken in an ambulance. And then 3 months later, she was hit
within one block of that while driving her Jeep south, no north on North Broadway uh on the way uh down there and somebody ran a stop sign just one block away from where she was hit, crossing the crosswalk when she was walking down to Laraby's office to sign some papers for AMHA, which she used to be the director of and she still serves on a board there. It seems to me that there are some implementing or interim steps that could be done during the summer, including the paint, including potentially eliminating maybe two spaces at each of the crosswalks in the center. If you eliminated two spaces, one on each side of that, it would give much more view for people making the crossseing traffic and it would also give the traffic a better view of people potentially coming out and you wouldn't be dramatically impacting the commercial district where the people want everybody to be able to park on the square. It just seems like that would be potentially an incremental way to move forward and get something done yet this summer. In addition, the mayor mentioned about reconstituting a commission that we used to have that was active, but I think it's been over 10 years ago that was going to deal with the public square area and ideas about it. I can't see why you have to wait till after OM gives you recommendations. Why couldn't that commission be instituted now? So that you had a focus group that then could speak to OM from the outside from the public looking in to give them ideas also rather than just a general meeting. Uh those are just basically my comments mainly relating to the sidewalk issue
and the pedestrian cross crossings and potential incremental uh things that potentially could be done in the interim and I thank you for the opportunity to speak. Thank you. Thank you, Mr. Sheets. Uh discussion. Uh this is this came about uh as Mr. Sheets was alluding to of the issues that have u I guess plagued the square in a certain regard uh since the advent of many many more events happening on the square. Many pedestrians coming not only from the city of Madina from around northeast Ohio to visit our square. Main Street Madina's efforts to make the square a destination which have been successful. Um we are running into several issues around the square. I think last year there's been a reported 42 accidents that have occurred around the square uh both pedestrian and vehicular and you know we have to find ways to make it safer uh for our pedestrians and those who visit our square and Mr. Sheets is correct. we have to take some actions and those actions uh will involve not only discussions with the local businesses but also the residents around the city to make it safer. Uh the issues regarding the painting of the crosswalks, yes, that can occur. We are going out to bid currently to repave the um uh areas around the square and I think Patrick that'll happen this summer if that's if I'm understanding
that's correct. We're out to bid now. um this would just be on 42 now since we aren't going ahead with the bumpouts to just be the one side.
So the other issues around the square I mean 42 is the the hot area of of usually where the most traffic occurs but I believe that there is discussions to have uh the crosswalks painted around the square and then it will be painted when the new ashvault goes of course down 42. So I think that's going to be happening here shortly Mr. Sheets. So, I think that'll be uh somewhat of a a pleasant uh solution as part of the problem is making it more visible around the square. And then the other things around around the parking and stuff, you know, I I would like that to happen faster, but I I think we have to make sure that when we implement these things, we we try to uh do the right thing. Uh take uh the recommendations from not only the businesses, the safety of the uh area from from ODOT's perspective, but also the residents. But I'm sure there's going to be um some substantial changes that are going to occur around the square throughout this process and hopefully we can start implementing them as we learn about them. Uh of course instead of waiting to the end uh once we know that the what the issues are and are identified because we have an idea what the issues are. We're going to suggest those issues but we don't have an idea of what all the solutions will be to solve those problems. I think we all have our ideas what we want to have happen but we want to make sure we are all inclusive in in coming up with those solutions. Uh so so starting OM and you know once this is signed goes into effect they're going to start their process and starting the interaction and I'm sure there might be a website or website questionnaire uh as they've done in the past to ask the residents of their ideas also. So I fully support this um moving forward with this to help solve the problem and make the square safer. Uh, and I believe you know the administration is on board with that also. So,

Um, Stan, thanks for your comments. Um, I appreciate your passion. I remember when your wife, you know, was tragically hit and what she suffered through and you must have gone through. Um, I think it's important to, um, remember that cities move slow. You know that. But we are determined as the president of council said to take safety first before we do anything else. There's been a push here to um have a Dora and there we have said before there will be no DORA until we can ensure that the area around the historic district is actually safe and reduce the accidents that that have occurred. Um way too many accidents over the years. Most of this is long overdue. It's like other issues. It's it's been it's been like this for a couple decades. And you're right to mention the committee um that I think if I'm correct hasn't was not filled after 2005 probably. I think the the mayor was on it when he was on city council. OHM we've worked with before and they have been um overly active in communicating with residents and with people that are interested and will participate and there is absolutely nothing um holding us stopping us from um reforming that committee and having people on it that can assist us as we go through the process. A number of things that you mentioned could be done sooner. The president council is exactly right. You want to have a plan so that what we do we know is going to work long term and actually improve the safety on the square. Some things we could do when the crosswalks were put in there was not supposed to be there was not supposed to be parking contiguous to the where the where the lights were. The two parking spaces next to where the crosswalk
lights are were supposed to be empty. Those pa parking spaces could be removed anytime because if you anybody that drives through knows full well that if somebody is blocked by the car, you cannot see them walk across. And if you pay attention to what's going on on the square if you drive through enough, you'll note that a lot of folks cross the crosswalk and don't press the button to turn the lights on. I don't know that I think people just don't know that there is a maybe a button to push or they're supposed to push it. Um and you see if you go through enough you'll see you might stop the car next to you does not stop and somebody's halfway through the through the parking uh through the crosswalk rather. So the um painting of the lines I think is important. We had that discussion recently. It's important that it's identifiable even if it's not perfect. It's not going to stop everybody. It's not a it's we haven't made the mistake of not trying to identify the crosswalks so that they are more familiar because anything we can do will improve the safety on the square. So the long-term plan and then anything short-term that we can do in the meantime we should be willing to do that we can do administratively or city council can do to try to improve the situation. But I appreciate your comments because they're they're they're spot on actually and um we are committed to improving the safety on the square before anything else. Thank you.
And hopefully they can look at uh and pushing those buttons. Maybe maybe they can have motion sensors where people just walk by them and they go on automatically. That may save some of the uh some of the issues. But we got to be careful because those we got to figure out how those motion sensors work because they be going off all the time with nothing happening. So maybe some other communities have them, maybe they don't. Those are some of the things we can look at to try to have, you know, make it safer for everybody. So, we can try that. No, I was just going to say maybe I know we're going to have a streets and sidewalks committee again very soon here. Maybe we can talk about the getting the committee in place as kind of the steering committee for the OM because I know they were going to look for quite a bit of feedback. So maybe we could get that set up and we could also talk some more about some short-term solutions and at the next streets and sidewalks that's coming very soon. I know. Certainly. Absolutely. The ordinance that authorized this purchase authorized the purchase of the property for $65,000 and the payment of the closing costs by the city, but the amount of money authorized was only $65,000. So, we need the additional money to pay the closing cost that the ordinance authorized us to pay, but didn't give us enough money to pay. And the emergency clause is because we already paid it. Okay. Thank you, Mr. President. Our current wheel loader is almost 30 years old. Um, it served the city well. Um it's still running but not enough to the point where we'd like to rely on it for the upcoming winters. This replacement upon approval will be purchased through the source well contract which is national and um we plan on keeping the current wheel loader as I don't want to say a spare but water department can use it and it'll still serve in a capacity that is better than the $9,000 that they were going to give us for trade in. Thank you, Mr. President. We received the uh request to participate in the bid on April 3rd. It needs to be back by May 1st. U to Columbus at the ODOT Central there. This is for the winter 26 27 winter season. We're opting to participate with the 3,000 tons of salt um this winter upcoming winter. Um there were a lot of complaints from other municipalities as well as ours with the current providers. So, we're trying to work through those complaints, but we're hopeful that uh it'll be a better uh serving year. Thank you. Thank you. We always appreciate you looking forward to winner. I'll take this one, Mr. President. Uh we're very fortunate here in Madina. We have a great uh youth baseball association and we've entered into an agreement with them that anytime they're doing more than $5,000 worth of improvement, we'll have a formal agreement for this one for youth baseball. There's two fields at Meard Park that are going to be reconditioned and completely redone and brought up to current standards as well as one at um Reagan Park. Thank you, Mr. President. I just want to ask everybody that we've all been affected by what's going on nationally because of what's going on around the world. Uh there's, you know, we want to keep the our our armed forces in our in our thoughts. Uh but locally just by the number of people that picked up meals or or food from feeding Madina County that council took part part of this last week. Uh there's a lot of people in our own community that's that's suffering and just keep everybody in mind. Uh help out where you can. Uh the easiest thing to do uh because we're all affected is just be kind to one another. That's all. Thank you. Thank you, Miss Hair.
Couple things. Um, it smells really great up here with this coffee. And I got to tell you, I have a little history with the coffee colony way back in the day. I'm not going to say how many years ago. Um, I used to go there because they had a tanning bed upstairs and they they had such cool stuff in that in that building. Uh, Indian art, the coffees, the teas, other little knick-knack things. I loved going in there. Uh, I had to stop tanning because I realized it wasn't good for me, you know, especially now that I'm getting older. But it's but I I really encourage people in our community to support the small businesses because they're they're vital to vital to our economy here in the city. Uh, I also want to say congratulations to Chief Kenny and his department on your award and for your professionalism and keeping our community safe. And uh one last thing, um as a council member, I really um appreciate and look forward to seeing new faces in our audience and I want to thank Evan for coming tonight. Uh I got to meet Evan at the Feeding Madina City last week and we had a nice conversation. Uh congratulations to the chief and your department certainly. Um I'd like to thank Mr. Picoli and the street department. Um they took the sidewalk grinder out uh the paint removal grinder out there and uh we had a very participating experience uh to work on concrete sidewalk leveling and uh understand the process much better. So thank you and uh and thanks to all the city employees, council admin, all the city employees that came to the feeding Madina County. we had on April 21st, uh we had 101 families, uh 271 people that were served and uh most impressive, there were 32 new families, uh that participated that evening. So, it was a a wonderful event. So, thank you all.

Um, a couple things that I wanted to mention, um, for everyone driving around the city, going to our restaurants, um, prom is coming up, so please be aware that we're going to have our young people out there. Um not because I drink coffee but because that does mean a lot to you know these things are integral to the to the health health of our community. Um but also that we are working hard on some issues that are hard issues that you know Mr. Sheets pointed out one of them. Um we're working hard on the deer and we're working on the sidewalk issue and we're working on safety on the square and those things are take time uh to do them correctly, but we are working on those to to address them in a way that will be beneficial to the community. Um and it's just all part of that whole, you know, good things that we hear about. um things that are we promote and then there is and and the hard work that everybody does here administration and each person that's a member of the administration as well as council to put all this together um so we can keep this community going forward.
