Um the um the first item we have is an oath of office and I think um uh we have uh William C. Lamb that's going to be uh for reward for councilman that's going to be sworn in by the honorable Betty Sutton. Uh and I think Betty is in the parking deck right now. So she's not here yet. So we have we'll give her one more minute. Is that is that correct, Bill? She's Yeah, that's what she said.

Uh, I really want to take a minute tonight to thank our city employees for the credible response to our snowstorm these last couple days. It was a total team effort that included employees from streets, parks, sanitation. They started at 3:00 a.m. on Sunday morning and continued around the clock. They're still out there working now. I also want to thank our water department because they were ready to also assist with the snow plowing, but unfortunately they had water mane brakes and they were in the ground dealing with that. So otherwise they would have been helping with the snow removal as well. But I don't want to leave them out for all the work they do on these brakes and these frigid cold temperatures. And then I wanted to thank all the residents who took time to let our employees know how much they appreciated the effort of our city crews. I want to share two of them with you. One was from a nurse from Fairview Hospital. She said she drove all the way home last night from Fairview Hospital and when she hit the Madina line, she could tell the difference in how well the streets were clean. So, that was really nice to hear. And then this morning, if any of you saw on Channel 3 News, they did a live report at 4:30 a.m. up on the square. At 6:30 a.m., they did the same live report and the uh newscasters could not believe how much cleanup had happened on the square in the two hours. So, it was just really nice. They they said kudos to Midina City workers for the great job they were doing cleaning up after this. And we also had a woman today who uh was from Buffalo and she gave us compliments and I figure anybody from Buffalo that compliments us on snow removal is is also high praise. So uh moving on, I wanted to let everybody know the America 250 Madina program which was supposed to be held this past weekend but was postponed. This is the founding Madina in its early years has been rescheduled. It'll be at the Madina Library community room at 2 p.m. on Sunday, February 1st. Uh, two events that I wanted to highlight for the public and council. On January 19th, Martin Luther King program presented by the Mad Madina County Churches at Second Baptist Church um
took place. I wanted to thank at large council person Ed and also Ward One Chad Simmons as well as Ward Two Denny Simpson for attending that evening. We also had our finance director and our police chief there that night. Was a very motivational. There was six different five pastors, one reverend that uh read the words of Martin Luther King and just a very inspiring evening. So I wanted to thank everybody from the city for representing so well. And then on January 21st, two nights later, we had Main Street Madina at the annual meeting and awards. I wanted to thank the city administration or Andrew Dutton, Kimberly Marshall and Barb Deser as well as council members uh Natalie Dalvo, um Ed Isabella and Chad Simmons for representing the city at that event. And I also want to congratulate former mayor Hanwell for receiving the lifetime achievement award that evening from Main Street Madina. Very nice evening. And that leads me into uh those of us who are at that um the topic of Adora came up and the entire place applauded with the idea of Adora. So I wanted to let council know that the administration is in the early stages of exploring a designated outdoor refreshment area, which seems a little uh ironic when it's uh minus degrees out there, but summer will be here again. So um the administration had been looking into this. It kind of sat for a while. So we're kind of getting going again. We have some meetings set up with various stakeholders in February and I'll keep council updated as we look to establishing a door as council will ultimately have the to approve a door. So I just wanted to get that on your radar that we'll be talking more about that in the next couple months here. That ends my report.

Thank you, Mr. President. Just a couple items to note for council and the public this evening. Uh, this Friday is actually our January ribbon cutting day, and I think they may have to be indoors unless the businesses want to reschedule. But I did want to talk a little bit about the new businesses. So, we have three that day. Uh, one is called the the first one's at 10:00 a.m. The Morin Dabbi Agency, which is all state insurance agent, opened a new office at 107 West Liberty Street, which used to be the barber shop. Uh, the 11:00 is OneShot Soccer Academy, who's located out at 777 Westmith Road. And then at 3:00 is a new business called Off the Wagon uh at 101 Public Square. This is the space where the Omnif Fiber folks were supposed to move in and then they decided not to move forward with the project. So those are our three new business ribbon cutings. And again, this is a collaboration with the Chamber of Commerce and uh the city of Madina and Main Street Madina. Thank you.

Thank you, Mr. President, and I appreciate the mayor's comments and like to echo the same for our crews. They did an outstanding job. I mean, we weren't perfect. We missed a couple areas, but um overall, it was definitely a challenging snowstorm. Um one of the most tremendous that I've had since I've been working here to deal with. So, um kudos to our guys and staff and the parks and everybody else that helped out. Um also, sanitation is delayed this week because the CPF was closed uh today. So, we're working Tuesday through Saturday to pick up trash. It'll be delayed um one day. Thank you. Thank you, Mr. Worley. Parks and Recreation Center director. Thank you, Mr. President. My name is John Whiten now. I live over on Manchester Court. I want I was out at 1:00 this morning to go out check on my son and their snow stuff down on Route Three and we had a they actually got to Manchester Court. Obviously, we usually wait till the last because of little court right there, but it was done. And then when I woke up this morning, we had a second time. So it was just it was great. And ODOT had everything cleared on. They were down to pavement last night down there after. But I my wife and I moved with our eight kids to Madina 20 years ago. I put five of them through Madina High School in lower schools. I'm a truck driver for 40 years. 5 million miles of driving with no accidents or tickets. But when I come back to Madina and see these problems with the people running the lights, running the stop signs, blocking the truck turns. And I hear on my wife constantly tells me there's another lady complaining on those things about the big trucks on the city streets of Madina on the square. Where are they going to go? They built Reagan Parkway years ago to do that. Trucks are supposed to go there. Then they restricted it. They did other things that nothing's changed in the square and there's nothing else. Obviously, there's nowhere else they can go. There's quite a few avenues to get in and out of here. But when you have people that run red lights, refuse to stop at the white lines. It is illegal for me if I'm making a turn and somebody's blocking that I say someone you're not supposed to start a turn obviously in a truck just like a car when there's somebody in the intersection but when you start and then they come up and they get you it's against the law for me to move I can't back up cuz I could hit somebody.
Uh, the stop sign running was very We live over where Michelle, can you help me on the street? I'm sorry. Lawrence.
Sturbridge and Lawrence. They [snorts] run them all the time. And when we called a couple times to have police come, yeah, they came, but they sat at the intersection. You got to sit further back. This is a This is on the mayor's street. I mean, off off of his street and it there's got to be some sort of my other big thing is the four-wheel drive pickup trucks with four doors and long beds that park on the angle. I mean, you guys know, everybody knows the traffic in this is just horrible. We and and these people that say the trucks don't need to be there. Yeah, we have to be there. Everybody, nobody would have their salt, their their food. You guys all know that you all I don't know what the I mean I just I come through here in an 18-wheeler all the time up to Home Depot. Uh and what's you know I'm going to say what you could do is you put beat cops out there during the day and when they block the intersection and the lights red for them now take their license plate, send them a ticket. Do the same thing with these people. put the police out and watch all day long when they're blocking the the the uh the white bar for the trucks. You know, we can't we we can only go down to Jefferson Street on Smith can't go any further to get out of town. That but that one intersection down here, those two intersections on the south side of the square are the two worst. Busy B. That's a horrible one. and and all I know a lot of these guys will come through and they'll they'll run over stuff, but you can't do that on a truck. That's considered an accident. So, all I'm asking as a citizen is we got to clean that up. If you clean that stuff up with the running the red lights, the people blocking the driveways, blocking the intersections,
and and and it's just people don't care anymore. They and the worst thing and another one of the things is is those lights for the people to cross into the uh in the square. People don't honor it. They go right through it. They'll hit people and sometimes it's very hard to see there in the dark. But, you know, we've in 20 years we've asked twice for the police because we had kids that were going to school over there at Canaman and that to come up and look at the that intersection we were talking about there where Mayor Hanwell lives to the right and then up to the left and then we live up straight. They run it all the time. All the time. I've pulled up there as a fir as the first guy stopped at the four-way stop right there and all three of them go before I do. Some of them don't even stop. that there that can be policed in some some way I think at least. But not to say that everything's great is I we love Madina. We love it a lot. But the traffic is and I know the square is beautiful. It's great. We have a lot but people are going to get killed and the and and we've got to get in and out of this town and our trucks to give you what you need. And I had to teach all these kids, all my kids about, hey, you got to watch because you're going to get sideswiped and get killed in this town because the people just do not care.
So that's really what I came to say for and uh am I out of time? You're pretty close, but hey, we'd like to hear from you. Hey,
the other thing I get so tired about is the deer population. We just lost 162 acres to put more houses up in which is fine. But man, what do people I'm not blaming anybody in this room, but what do people think is going to happen when Madina grows like it does? Cuz everybody wants to come here. They're going to be around. We can't shoot them. We can get them with our cars, that's for sure. I've hit third I've hit 13 in my 40 years of driving. 13 deers, an analopee, and a prairie dog out on I40 in Arizona. It is a costly thing on a semi-truck to fix. And even so, and I go to work over at Overberland, I work over at the big greenhouse over there. And I always like to come back when I come down from Sand Ridge and make the turn there to go up Lake Road every weekend that uh [snorts] that that uh car fixing place. What is that? Crash Champions full. It's always full. So it's you know it's just unbelievable. But that I mean I I just wanted to say that about the trucks and that stuff. There's just got to be something and and and even more for other than just me as a truck driver because I know what's going to happen is people and injuries and just the disregard for any kind of traffic device any most of them don't even have respect for you guys.

This contractor handles our uh cleaning and grouting of storm sewer and infrastructure with the storm sewer that's uh deep under pavement where the uh street department can't esavate or we prefer not to esavate because the cost of uh repairing pavement um all throughout. So we we've been in a member of the COE which is a community university education uh purchasing program started in uh Akran and Canton Summit County and this they've changed their name to in addition to the COE to COG the council of governments. So they require resolution and Kathy our clerk um prepared the sample resolution that is uh needed and there's all there also has to be a designate which sounds like I'm the person that'll be going to two meetings once. Thanks Kathy. Two meetings a year, sorry. To um satisfy this requirement. So we benefit the PD buys cars um from Montros for a CUE member as well as parks and service. So we benefit greatly from this uh membership.

Thank you, Mr. President. So this request is to approve the 10th amendment to the city of Madina Montville Township joint economic development district and annexation contract by adding territory to the district for council's consideration this evening. Those uh uh we will be bringing four parcels into the district that total approximately 59.4 acres. Two of the parcels are owned by Lakefront Ohio LLC and the other two are by Cobblestone owned by Cobblestone Crossings LLC. The Jed board met uh May of 2025 and approved the four parcels joining the Jed. Um, as council will recall, we held the public hearing uh two weeks ago and as well as uh Montville Township public hearing both passed and um I believe I had emergency clause requested.
Uh this No, did you? It wasn't on there. I didn't see it. Okay. It should have been on there. I had it on the original RCA. And the reason for it? The reason for the emergency clause is so the developer can move forward with breaking ground on the project as soon as possible. Thank you. Thank you, Miss Hair. Okay, Mr. President. Yes. Uh and uh we just have to keep an eye on that because again with courthouse that we did is you know were $3 million more than we really wanted to spend on the beginning courthouse when we had a a relationship with the county and we're going to go in that building. Uh between the last couple days with the extreme cold weather and the snow, uh we've also been forced to witness another tragedy uh that's that's happened in Minnesota and the fears of of people all around our country from the things that are happening. Uh there's not much we can do uh as individuals, but as a group, we we can stand up and and support uh the people that are suffering. And there's a lot of people suffering all around our country. Right now, it's it's it's uh we're focused on Minnesota, but I'm afraid there's going to be other states that that are going to be involved with this type of action. So, I just hope you keep them in their thoughts and prayers and then remember it's so much easier to be kind to people. Thank you, Mr. President.

I agree with Mr. Simpson. Um, I've been hearing from a lot of folks who are highly distraught over what has happened over the last few days in Minnesota. And gosh, I hate to have to say this, but to remind people that we need to protect the Constitution and the First Amendment and the Second Amendment. It's not just for me, it's for all of us. We need to keep that in mind. Uh, on a much brighter note, um, you know, John makes jokes about it, but I have to touch on it. Um, as a member of city council, one of the things that I really try to do in my position is to encourage people to be involved in what's going on in our community um, through discussions, coming to meetings that may be held wherever in our community. And I'm happy to say there's a new face in our audience tonight, uh, Ahmad, who is a a member of my neighborhood. Um as I was approaching that intersection at East Smith, I saw all kinds of dirt and brown water and I immediately knew that um as soon as I crusted that top of that hill, I would see this the workers there in the frigid cold with the freezing water working away. Um, so I just really appreciate them getting out there and um I also live on a kind of a culde-sac and my husband got up this morning. He was like, "Hey, they got our street." So appreciate that. Uh, want to just reiterate again compliments to our uh to all the staff in our service department. They've done a phenomenal job this weekend. Uh, want to welcome uh, Bill Lamb back to council. I guess I'm still technically the new guy here. So that hasn't changed at least for a couple more years, I suppose. Um, and then just want to reiterate that we're having that uh that streets and sidewalks committee uh to talk about, you know, besides sidewalks, you know, potentially our traffic issues on the square, sir. So, you know, like to talk to you after this meeting and, you know, would hopefully, you know, have you uh attend to, you know, provide your comments. So, thanks. Thank you very much. Um anyway, what's great um that I hadn't intended to talk about is what a reminder tonight has been about what city government is is about and what and city government being that one place that's so close to us in our everyday life. The discussion here about cleaning streets, that's what city government is about. When it when it snows, we clean the streets. When water lines break, departments are out fixing waterline brakes, regardless of what the weather is. And the gentleman that spoke about the traffic issues, um cars that pull over the white lines, folks that drive through the the the flashing lights at the crosswalk, those are the issues that really matter to us locally as a community. whether we're in a neighborhood, we own a business, or we have an industry. That's what's so special about for me anyway, just coming back is that reminder. That's that's what city government is is all about. So, it's um it's simply it's an um I'm honored to um have this opportunity to participate in public service again. Uh to work alongside this group of principled and pragmatic counselors dedicated to their job. Um the president of council, the mayor, and the administration. I am honored to be here. Thank you.
