It depends. What we use depends on how much we pump and weather conditions, naturally. So this is just for this upcoming fiscal year.

A lot of times, you know, a lot of times what'll happen is, like, right now, like, a particular chemical's out in place in order, but then we get a load that runs over it, and it's just fluctuating. The prices were roughly pretty close this year than they were last year.

It is 6.55 and we'll call this safety committee meeting to order. The agenda is declaring four police department vehicles surplus and the purchase of Axon body cameras. Hello.
We're requesting for the safety committee to approve four vehicles that we would like to have declared surplus to be auctioned on GovDeals. Ones being 2003 Chevrolet Blazer, 2011 Chevrolet Impala, 2014 Ford Taurus, and the 2016 Ford Taurus. All vehicles are being used for police duties and also recommended by the City Garage to send to auction. So I'll make a motion that we declare the vehicle surplus and recommend to auction on GovDeals. I will second that.

The second thing is a request for the approval of the annual contracts five years with Axon for five Axon body-worn cameras and four Taser 10 handles with associated cartridges and training equipment. The four of the body-worn cameras is to outfit the rest of our patrol officers with. The fifth one is for an animal control officer to have. And the four tasers is to equip the patrol officers with a taser to replace the non-serviceable tasers that we have, is to replace the old ones. It was originally, the bid was originally for four, which was $7,286.50 for a total cost of over, well, it's over a five-year period, which would have been $36,000. $452.50, but we wish to amend that to add the fifth one for the animal control officer for the camera, which made it $7,691.30 as a total cost of $38,456.50 for over five years. Is that coming out of the current budget? Yes.
You had money in there to cover these.
As far as this vote, do we vote within our committee because of the $7,000 or does this go to the full board because of that total cost of $38,000 over five years?

Second by Ms. Brock. Chair. Yes, so this change just kind of stems on meeting our city values of financial responsibility and fair and consistent. This would make it more effective and efficient regarding all permits and being able to schedule two meetings a month versus the one. It would lower our advertising costs associated with it. And so it would be a real good change to have this board service fair and consistent.
How much is the advertising cost?
It depends on each one of them. It depends on the amount of words that we have to put into the legal. It's only around $15 to $20 per notice.
Okay. Has anyone had any feedback from people about you?
I have. I have this way up in my head. From someone that's on the beer board, they would like to continue their tenure on the beer board, and I support that, so...
And it was similar to that. It was the, you know, and I think I said everything last week or the last meeting that the structure is the committee outside of this. And I wonder, too, if it wasn't started, the beer board wasn't started so that we wouldn't have to take time to do that. Their meetings are quick and efficient and not very long. I don't think they mind. And I've talked to kind of all three of them at different times, but I support that as well. I agree with Rachel.
Do I recall that we mentioned in the last meeting that one of the reasons was that they had trouble having a quorum at their meetings?
We have had some issues given, so it makes it easier. We don't always have a quorum for this board, so we're ready for that issue.
I was told that was not the case, but I have no idea.

questions or discussion I think as long as it stays black on the first Monday I think that's what everybody was used to seems like the last time when we had a little mix-up I think that's what kind of threw everybody off so if this change came all the applications would be scheduled during these meetings if you guys she's I think she's talking in regards to the absences yes I know I just know the last time was hard just because it was at a different time and trying to get everybody together because mostly they're used to that first Monday of every moment honestly it doesn't matter to me either way I kind of like it better when it's something that's kind of like the planning commission and all the other ones to where a lot of that stuff may be taken care of in those areas and then sent to us. So, I mean, I've not minded sitting on that board. I've learned a lot sitting on the board. If all the other members that are doing it don't mind to do it, I don't really see a reason to change it.
Well, I like the citizens involved as well. I mean... And they like being involved, is what I've heard from the beer board and the other committees.
The one comment that I had was that it almost gives the impression that we're trying to bring everything in. And I know we're not, but...
outside looking in you kind of get that idea that you know it's a control thing but like a power yeah yeah and I say with that with the power the power to adopt the regulations to point a bigger board to show how they're going to operate is this one that all stands from this board so many powers for approval was dealt So, I mean, as far as that, the power truly rests in all of you as the elected officials on that, the makeup and all that. If we want to keep it the same way, we can keep it the same way.

We just saw an opportunity for improved efficiency, and that's it, bottom line.

I do think that... that it is perceived as a power centralization by some people for what it's worth. But, I mean, they're willing to serve. The citizens enjoy serving. Private citizens enjoy serving on it. They're five-minute meetings, but, again, it's not the biggest fish to fry either.

So we had a discussion in our last meeting about it's the budget you have in front of you. It's on page 44, and it's line item 490, and it says other materials.

So instead of that reading other materials, I would like for that to go to say stormwater on it. I know some of these other things can be, but they don't have to be. But in lieu of the fact that we have a stormwater coordinator, I just think it would be good if she had her own bucket of money that she could use out of as she saw fit and need for stormwater. Okay.
I have a question on top of that. Was there $100,000 additional that we said we were going to put towards stormwater at our last meeting?
It was the $57,000 savings in the salary, and that additional went to that line. That 490 line did not have that $78,000 at the committee level. That was amended from the Finance Committee and increased to the $78,246.
So is the $57,000 in there? Yes. That's what I was talking about should go to the jungle gym. Yes.
That is that savings from the salary.
All right. We're going to do that. We'll consider that a motion to amend line item 490 to say stormwater. We'll need a second to vote on that separately. from the rest of the agenda, or I mean from the rest of the ordinance, and then vote on the ordinance as amended.

Okay. I have another. So I know how the employee structure this year, how the raises are going, but I would like to see that our finance director, because she has taken on a new role, I would like to see her either given an extra step in money or... somehow her to be compensated for taking on that role. So I've kind of, she's taken on a lot of responsibility and not getting a whole lot of extra money for it. So I would just like some discussion. I know I talked to Libby about
what her like maybe moving her another step everybody got a stamp but moving her one more step and what that would look like what would that look like where's it coming so carrie did reach out to me and i know we saved a lot of money with that but the finance director did absorb a full-time position Typically, when we promote someone, we do give them an increase. Based on where the finance director is now in that grade, I would maybe one step. But it is typical that we do acknowledge that's our practice, it's in our policy.

It's around $3,600, I think. So that would be added into the personnel cost in general fund.
But where does the money come from?
It can come from the savings from the city reporter.
Which was only $57,000? And then you put it in what is now 490 stormwater. So we need to take it out of stormwater?
BECAUSE IT'S ALREADY GONE. YOU SAVED $110,000 BY ELIMINATING THE HEAD COUNT. YOU HAD 57 LEFT. IF YOU WANT TO GIVE SOME RECOGNITION TO SOMEONE WHO'S ABSORBED A FULL-TIME POSITION, IT WOULD HAVE TO COME OUT OF THE EXCESS MONEY BECAUSE WE DON'T HAVE EXTRA MONEY ANYWHERE ELSE.
But isn't that money already in the budget? So if we do it, I know it's not much, but we're going to have to get it from somewhere else because then we won't be balanced anymore.

We've taken money out to compensate Sam for an extra step for taking over the recorder duties, which led to $74,596, which is now split between Parks and Recreation for jungle gym improvements and Public Works for stormwater materials.
A specific line item for jungle gym. Yes. What's the number?
Repair and maintenance on page 47, repair and maintenance grounds, so 265. Justin, is that where? That's correct. Can we add a line item so that it's specific to jungle channels? We can change one, we can't add one in. What's that? Can you change 299? We can change the name of 265, but repair and maintenance of grounds, that's typically where the jungle gym repairs would have gone.
We put repair and maintenance slash jungle gym just because it can tend to disappear in the next version.
Are we able to earmark that whole lot of money for the jungle gym?

just a little fresher on this one yes the first ordinance here we broke it up so we have an ordinance to remove new customer deposits from the equation altogether so beginning at a date in the future we would no longer require a customer to pay a deposit to turn on the water service that is the first ordinance you have in front of you the second ordinance item D is To amend our current code, which says service fees are $50, we would amend that down to $25 because that is what has been current practice. There's been some confusion in that verbiage for some time. As it's written right now, it says we should be charging $50. We're only charging $25. So that ordinance would be to amend our code from $50 as written down to $25 as current practice. But the first ordinance is strictly to remove the customer deposit requirement.

And again, this is taking the service fees from $50 to $25. Any questions or discussion?
So when I read through there, I'm trying to find it again. They do get a higher fee if it's after hours. Is that correct?
After hours and weekends.
After hours and weekends. Okay. So 25 is if they cut it off in the morning and you cut it back on before you leave for the day. Right. Okay. But nights and weekends are a different fee all in their sale.
And one thing we do also, if someone's on the cutoff list, we do a call out to let that person know they're on that list. They've got a certain time to pay by the next morning, then we'll be shut off. So far, the SAM got me some numbers together. Since January, we've got 317 service disconnections for nonpayment. We also do a waiver one time a year. So if you just forgot to pay your bill, you would get a waiver for that, and we wouldn't charge that. And of 176 that were actually shut off, The same, there was, 176 of those were shut off twice in a year. 31 of those were shut off three times, and 11 were shut off four times more. So it's the $25 just to free pass, you know, to get it, you know, and it's the same, it seems like it just, it repeats itself. We spend a lot of time, we lose money when we go out and reconnect these folks. So, but it is during hours. that's ours that those employees can be doing something else so it's something to think about um you know we do allow customers if to do a promissory note if you can't pay the bill you know let them split it up three payments that's something that we also offer so something about standing anything else
What is the fee for nights and weekends?
It's $40 after 4 o'clock during the week and $50 on weekends and holidays. And that employee gets a two-hour pay. If he goes in and reconnects somebody and he just does that one, he gets time and a half for two hours to go out and do that. misunderstanding was back in 2017 I think Anthony had brought it to the board to increase it to the $50 and it didn't get passed but somehow it got put in the ordinance right that's kind of what I may be wrong there that's just what I remember so that's the reason it hadn't been kind of followed up on and charging that you know it just charged the $25 And the way it's written is 25 to disconnect and 25 to reconnect.
Is that adequate?
I don't think so. We offer so much by the call-outs to let the customers know, hey, we'll be disconnecting the next morning. We try every bit of communication to keep it from getting disconnected. And a lot of them is just the same. And usually by the time we shut off, the cutoffs are usually 40 to 60 every cycle, and probably 90% of those are cut back on within the same day or better. So just trying to, you know, we've got a lot going on. Those employees could be doing other things than running back and forth, shutting water off and turning back on.
I ran an analysis on the after hours, because that's our largest gap. It seems we're paying someone two hours of time and a half to come in. And for the customers, we've done that 19 times since January the 1st. So that would result in 38 man hours at time and a half. So that we've made $760 for those after hour cut-ons, but it's cost us over $1,400 to pay the employees. And that's the average. I didn't look at each individual person. I just took the average of those who were on the call list and their wage at time and a half. It's cost the city $1,400 since January the 1st. And we've charged $760 in after-hour cutoff fee. That gap will only grow throughout the rest of this year.
So as of today, you charge $25 to reconnect if they call during regular workday.

And then if they call after 4 on a regular workday, you charge $40. And then weekends is $50. But you wanted to increase it. Like, the actual request previously was to what?
From $25 to $50 for Monday through Friday before during business hours.
So then it would make it $100 on the weekends. Like, you're basically increasing.
I'm sorry. No, no. $25 to disconnect. And then the reconnection after 4 would be $40. Yes. So you're talking about $65 is what you're talking about there.
Instead of the $40.
And then on the weekends and holidays it would be $75. Okay.
Does this need to be rewritten to take those additional?
It's already there. It's already here.

We're in the hole the most on the after hours and nots because it's two hours no matter what, and it's time and a half. Yes, sir. As opposed to someone doing it while they're on the job, it's however long it takes is what it is. And it's single. I mean, it's not double or time and a half or even one. It's not. So it's only... And that's a... I mean, what...
Obviously, it depends on where it is, but it can take very long to do. It just depends. You know, you could have one in Mount Leo and one out toward the highway, but it's not like there's a lot of travel time.
And we are enforcing the $40 and the $50. We are enforcing those.
Do one one way and one the other, like don't change the 25. Wait a minute. And just enough to cover the ones after hours where their time and a half is spent. Is that what you were getting at?
Yeah, what we need to charge is not to put us in the hole.
But it's not written that way in what we're voting on. So we may just want to just say no today and then rewrite it. Perhaps that's the best thing to do.
This is just how it came out of the committee. We decided to make that split and do away with the $25 for the disconnect, whichever one you wanted to chop off.
If we say no, can we send it back to committee to recalculate?
We can just send it back to the committee, I guess. Okay. Do we have to vote it down to send it back to the committee? You can motion to table it. Yeah, we'll just motion to defer that. yeah yeah we'll just defer that if it's deferred can it be taken up by without others by the committee and then i believe we may be looking at the same situation with item 6e resolution number 2026-28 resolution of yeah resolution of the board of mayor and alderman to authorize a contract with Waste Management Services to dispose of the city's solid waste. They were unable to come tonight to give a presentation about their services, so if the rest of the board is okay, we can defer that to the next meeting as well. That way we can see what it is we're voting on.
I mean, that's fine, but we vote on... things all the time without having presentations. I mean, we know what they're doing, right? Yeah.

I mean, not really. You guys kind of did your own gist of it. They have a landfill we're hauling to them that's going to save us over $100,000 a year doing that. Really what I wanted you guys to see is what Black County Landfill looks like, you know, their future plans, what logistically recycling looks like for us, what the future of the transfer station really looks for us, stuff like that. But in terms of waste management, we're saving money. were i mean it's it's a good deal to work with them and they'll be involved in the community i want you guys to be able to see that as well things that they do in other cities that they're located in and that they work with so they're not they're not just going to be someone we have dealings with sideways they're going to be someone that's in our community going to put their name on some things and stuff like that he did speak to us last time they're bringing somebody else from chattanooga to come talk

I do. All right. So as you guys have probably seen, we've been moving forward with the bypass signalization and everything. Kind of got held up with a little bit of the rain. The mast arms are supposed to be in this Friday. They're supposed to be putting them up next week. I got with Davis Elliott. We should get that intersection fixed on pace centers. I'm sure a lot of people have really loved having set that light for Well, it feels like forever. So Davis Oaks should be here in the next coming weeks to fix that as well.
