bruising blames. So much fun. It's 7 o'clock. We will call to order this regularly scheduled meeting of the McMillanville City Board of Mayor and alderman. The first item on the agenda is roll call. Sally Brock present. Der Dunlap present. Steve Harvey here. Rachel Kirby here. Carrie Morton here. Mayor Chastain present. Carrie Young Bloodood is absent. Next item is the consent agenda that includes minutes from the February 24th regular session. Uh if there are no requests for additions, corrections, or deletions, I'll entertain a motion to approve the consent agenda as read. So move.

Motion by Miss Sally Brock, second. Second by Miss Rachel Kirby. All in favor? I. Motion passes. Item three is recognition of visitors. If anyone wishes to address the board this evening, please step to the podium and state your name for the record. Hearing none. Item four is petitions. There are none. Item five is discussion items. There are none. Item six is action items. And 6A is ordinance number 2026-03. An ordinance of the city of McMinnville to amend title 8 of the McMill municipal code regarding alcoholic beverages to express the time when the ordinance becomes effective. This is the first reading. Is there a motion to approve? Sure move. Motion by Mr. Steve Harvey.

Second. Second by Mr. Rachel Kirby. Um, essentially what this is doing is moving responsibilities for the permitting of alcoholic beverages from the recorder's office to community development. Um, and then it just changes verbiage of the city code which can be seen um within the ordinance itself um in sections 1, 2, 3, and four. uh by replacing the word recorder with either alcoholic beverage board or the city. Um so does anybody have any questions, comments, discussion on that matter? Hearing none, we'll call for the vote. Sally, yes. Dietra Dunlap, I. Steve Harvey, yes.

Rachel Kirby, yes. Carrie Morton, yes. Mayor Chastain, I motion passes. This is not on the agenda tonight, but I would like the board to consider this. Um, I'm sure everybody is aware by now that um, Mr. Hutchkins, one of our police officers, had suffered a family tragedy. Um, and it's my understanding that they're looking to use a room at the Milner Center for a vigil. And I would just ask that the board consider waving the typical fees that we charge for using um the spaces at the rec center to accommodate family, friends, and community members. I I certainly have no problem. No problem.

We have a motion and a second. All in favor? I. Motion passes. Uh item second seven is recognition of employees and departmental reports. If anyone has anything, come on up. Just want to recognize some of the firefighters. We played a basketball game against the McMindo special games. It was close. We lost 74 to2. Gave us a plaque that night saying that we lost. So I think they kind of knew we were going to lose. That was our seventh year doing it. We had a lot of fun. I share that with you. That's great.

Um also today we received a recognition award with Handlewood Care program. Um it's 2025 recognition. There's a program we implemented um the Tennessee Bureau of Investigation has a handle of care program and we incorporated that into with the city and um sheriff's department, fire department, all the first responders. We partner with the schools and what it is is um it's a it's a program if the kids that you've dealt with on a scene or something and it's traumatic event, we fill out a form and send it. All it has is their name and what school and it gets sent to that and it says handle with care. So the counselors or something will know that something went on with this child the night before or something like that. And if they're sleepy or acting out or something, they know that something happened to them and to kind of just hand them with care. And we did like 68 referrals from 25. So it's it's been a really good program. Um the officers, you know, utilize it. fire department as well and and EMS and stuff, but it's it's to keep their privacy as well. But, you know, kids whether it's a death in the family or, you know, their dad or mom got arrested or something like that, you know, it happens in front of kids sometimes and and even if it's a child that's here and it's from another district, if the form can go to that district, so that school knows or the counselor knows that there's something that had went on with that child as well. So, it's been a it's been a really good program that we implemented back in 24. So, we got a recognition award for that. Um, Thursday, we'll be participating at the job fair at the high school. So, we'll we'll have a tent set up, well, table set up over there. And um again, you know, mentioned Jay, I just ask for thoughts and prayers for his family and

and uh all the law enforcement and everybody that had to that worked that scene, you know, because it it's hard on it takes a toll on everybody involved. So, but we just ask you keep them in your prayers. Thank you. Thank you, Chief.
