All right. So, the uh personnel board meeting for November 25th, 2025 is now called to order. In attendance, we have Chief Ryan Hawk. Uh me, Matt Shipley, Jack Casey's in the room, Eric Fischer, Rita Martin, Brian Snider's online, and June Drenovich is is recording the minutes. Uh, are there any public comments to uh to be made? All right, nobody online. All right, sounds good. So, can I get a motion to approve the last meeting's minutes? Some moved. Second. All in favor? I

I. Those opposed? Nay. All right. Last few minutes are approved. New business. So, we need the certification of scores for the sergeant promotional process. Chief, you want to give us an explanation of of uh what we're looking at here?

Absolutely. So, you folks, what you have in front of you is the breakdown of the scores for the five candidates that are up for potential consideration for sergeant. Uh your first line there is the uh overall written score that was uh the first step in the process. uh the passing threshold was 75%, you see each of the candidate scores there. Next to it is what that weighted at 40% score looks like. Uh the third line is the overall oral score from provided by the chiefs of police panel that uh conducted these uh oral interviews, the oral exam, I'm sorry. Uh, and then the line next to that is when you weight that properly at 60%. And then finally, you total those up and you get that total weighted score in the last line there. And again, I'll remind you that um, uh, if any candidate scores under the threshold of 75 on the actual written or actual oral score, then they wouldn't proceed further in the process. You'll note that there are two candidates unfortunately when they got their overall oral score, they they fell below that threshold. Then you go over to the total weighted score and it's reflected there as well that you'll have three candidates moving forward for potential interviews with town council. Fortunately, two will fall off of this list as a result of their scores. Can you tell us about the process used to derive this?

Certainly. There is a chief's panel comprised of three chiefs of police uh that comes in. They're instructed to interview them. They're provided questions that if any of you want to see them at some point here, I can provide you with a copy of the questions. Probably not something we'll probably discuss in a public form that you're able to review them. um those three chiefs score them based on their you know perception of how well the candidate answered the question right how thoroughly they answered it they assess each chief individually scores each candidate and then at the end of that uh after all five candidates were interviewed those that chief's panel uh totals up their three scores my belief is they divide by three and that comes that provides them their oral score that you see there in that third row.

What about the written score? Do they do it the same day or do they do it online? Good question. No, the oral score happened uh weeks beforehand. Probably a week or two. Written.

Oh, I'm sorry, the written. Thank you, Rita. Uh the written is they were provided 90 days to study and it is a an immense amount of voluous amount of material that they have to study. So I gave them the maximum amount of study time recommended by the standard and associates is the test we administer. Um it's recommended by the PA chiefs of police association. So that's the test we've used for years. We used it again. These candidates had the 90 days to study. Then we administered the uh written exam up here uh weeks ago. Send that off and that is graded by standard and associates and then returned to us. And that's where you'll see that written score there. Then we're the ones that, you know, we weighted it at 40% as per the personnel rules and regulations. Um, and then like I said with the oral score, we just talked about the chief's panel and how we come up with that score.

Did the chiefs have access to the written scores? No. No, they they so they they totally interviewed them based on what they saw before them. Yep. Absolutely. uh you know they had each candidate in uh did it all in one morning them one after another and when afterwards chiefs excuse themselves they take they tally their scores and they provide me the house the town bless you with that cumulative oral score and in the future we might

chief I had a question for you is there any um I don't think there is but just cl there's no veterans points like new hire officers. Correct. Correct, Mr. Snyder. Uh there a of these five candidates, let me double check. None are veterans in any way, but that would only come into play for new hires. Okay? Veterans earn those 10 points whenever they're take taking the test to be hired. But for promotional processes, those don't come into play. And we follow civil service. So my understanding is that will be in line with civil service.

Thank you, sir. that we would perhaps be able to sit on on those interviews in the future because I'm feeling like disconnected after all that time that we spent. We wouldn't say anything or be involved just to listen. Entirely possible. I think that's something that you know at your request I will explore with the manager Rita. I would see no reason why you wouldn't be able to um sit in there like much like myself and Lieutenant Eric Begley did and and observe, you know, and see the quality and caliber of candidates you receive. Uh from what I understand, they're looking to hire two because from because there's a an officer that's looking to retire next year. Yes, that's right. Okay.
