Welcome to tonight's city commission meeting. We'll begin with a pledge of allegiance followed by invocation by Commissioner Rudy Castillo. And we have one proclamation, the Nutcracker by Commissioner Rios. Come here, guys. Come here. We're going to need some more here. Well, good afternoon everyone and thank you for being here. Uh, this is a very special proclamation for me. Um, I remember being in elementary, a little young boy, and going to the old civic center, uh, that no longer exists to go see the Nutcracker back in the 1970s. And to see this production still going on today, it it created a sense of tradition and a a sense of uh of of us coming together as a community every time that Christmas comes around. And so that's amazing. So let us begin. State of Texas, County of Vidalgo, city of Macallen. Whereas this, whereas the Rio Grandandy Valley Ballet was founded in 1972 by Doria Aila and is now a registered nonprofit arts corporation dedicated to promoting the enjoyment and art of dance in the real Grand Valley and across the state of Texas. band. Whereas since its founding in Macallen, Texas, the real Grandandy Valley Ballet with Deborah Casease as artistic director has offered the Nutcracker a timeless enchanted story about a Nutcracker Prince who comes to life on Christmas Eve featuring the tradition of
Russian composer just beautiful Christmas ballet. And whereas this year marks the 53rd anniversary performance of the Nutcracker production and makes it the longest running show in all South Texas and which has become a tradition commencing the holiday season. And whereas the real Grand Valley Ballet public mine performances will be held December 13th and December 14th at the Macallen Performing Arts Center. And now therefore, I Rolando Roli Rios, city commissioner of the city of Macallen, Macallen, Texas, by virtue of the authority vested in me and on behalf of our mayor, our city commission, do here do hereby proclaim December 13th through December 14th, 2025 53rd annual Nutcracker Ballet Production Day. Congratulations [applause]
[applause] Thank you, mayor and city commissioners. Every year we love coming and always have different dancers, some of the same dancers. As I was listening to him read the proclamation talking about how we are the longest running show here in McAllen, 53 consecutive years. We stuck it out even during CO. CO was a little rough because when the curtain opened it was every other row. [laughter] But I want to highlight one of my dancers, Michael Rodriguez, who's also in the teachers and he has been with me. He's the longest running dancer. [applause]
Thank you. So I share this with all these lovely children and uh teenagers. We have up here children ages six to 18. And then of course we have Michael. and it's just a true joy to have them here with us today. So, thank you very much. I am going to invite the commissioners. I know we're kind of tight, but if anybody would like to come, we'll do it. A real special proclamation. It is. It really is. It's 53 years. 53 years. I remember back then Civic Center. good afternoon commissioner mayors uh so okay item number one is the res customer initiated resoning for from C4 to R3A this is located at 15400 North Sherry actually it's two different zones C4 R3A and it's going to C2 this is for on southeast corner of Monte Cristo and Sherry. Item number two is uh C3 to C2. This is at 5320 North Macau Road. This is just uh south of Dove. Item number three is from C3 to C1. This is at 1010 North 10th just on 10th and Kendallwood. Item number four is R1 to C2. This is at 121 South 4th. This is just south of business 83. Item number five is from R1 to R2. This is at 2248 Orange. This is just uh north of 23rd. Item number six has a customer has withdrawn this request. Item number seven is a conditional use permit for a smoke shop at 1902 South 10th. And item number eight is city initiated initiated resoning.

Mayor. Item 2D includes three uh cooperative priced purchases uh refuge vehicle uh frontwheel loaders and a lube truck. Also items E include two consent resolutions. The first one [clears throat] is an amendment to the AFA agreement we have with Texot. Uh, this will expand the Nana Avenue Whiting project to include a 10-foot shared pedestrian bicycle pathway at $637,000 of FHWA funding and text funding with roughly a uh less than $40,000 local match. Um, item number two is a resolution for a grant application for Firefighters Charitable Foundation. has to buy various uh apparatus for the fire department with no local match.

Mayor, item 3A is uh consideration for the award of professional engineering services contract for the Benson hike and bike trail project at Guardo.
Mayor and commission. Good afternoon. uh scope of work is to performed by Marcia Engineering includes the engineering design preparation of bid documents and bid award. The project entails the construction of approximately one mile of a 10-ft shared use path for pedestrian and bicycle use that incorporates the development of storm water management systems, pedestrian friendly pathways crossing over existing drainage and irrigation canals. Uh the estimated construction cost of the project is $1.5 million. The summary of the negotiated fees is provided below and the detailed scope of work along with the fee schedule is attached for review and consideration in the back. Staff recommends option one, approval of the award of civil engineering consulting services to Marcapi LLC for the design development of Benson Road hike and bike trail expansion. This includes the authorization of work authorization number one in the amount of $100,163. Staff further recommends authorization of award of work authorizations number two and three as required for the design development and subject to budget availability and approval by the city manager and we open it up for any questions.

Uh, mayor, item 4 A is consideration of variance requests to interior street rightofway, culde-sac length requirements, block length requirements, Alumbra on 10th subdivision. This particular variance, we're recommending approval since it does dead end into bsentennial. So, do we we don't want to have access off of bsentennial. They will have the access off of the south end of the property and then they'll have an emergency access on the north end. Any questions? Motion to approve. Second. All in favor? Against? Motion carries. Item B.
No more. Okay. This item is located on Bsentennial and Houston. So, this property is a it's a remnant of a larger parcel. So, they're going to they want to subdivide it. And then, of course, uh so it's not fronting the public street and it's not and not provide the alley. So, they're going to have u an access off the alley off of 19th and a half. So, right now it's a town homes that is being developed right now. So, it's just that remnant that's left. So, we're recommending approval on it. Okay. Any questions? Motion to approve. Second. Item number C is 8601 North second. This is also it's a remnant in between sandwich in between other property. So of course they're want needing they're going to requesting the rightway to be at 58.73 versus the 60 and the 4ft sidewalk on just on the north side. Number two, item number two, they did withdraw it. So they're going to provide us the 60 ft of rideway. And then item number three, it's exceeding the culde-sac length. Of course, it's dead ends into that area. So, we're recommending approval. So, the recommendation is to approve their request number one and number three. Correct. Do any questions? No. So, moved. Item D is at 2600 South 39th. It's at Palm Valley Estates Lot 4A. This is on New House Drive. So, this particular one, it also it's an existing culde-sac. So, we're there. We're not going to provide request additional uh rideway for the culde-sac. We're just going to remained as is. So, we're recommending approval. Motion to approve. I'll move. Second. All in favor? And we're back from executive session. Councelor, what do we have? Mayor, with regards to items 6A and 6B, I recommend that the board entertain a motion to authorize the city attorney and city manager to proceed as described in executive session. So move second.
