6:19 – 6:46Speaker 1

Macallen City Commission held in accordance with the Texas Open Meetings Act. All workshops are open to the public and serve as an opportunity for city staff to present detailed information, reports, and updates to the commission in preparation for future action or decisions. While no formal votes are taken during these sessions, workshops play an important role in the city's policymaking and decisionmaking process.

6:49 – 7:30Speaker 1

Thank you everybody for being here. Um we'll call the workshop to order on Monday, March 9th. It is 4:01 p.m. Rest of the commission, do we have any questions on the agenda? No questions, sir. Mayor Pro, I had some questions for staff on the U routine items on the repaving projects specifically at university. Yes, sir. Want to get that address? I'll pull that out. That's appropriate. Sorry. Yes, sir. Okay. Anything else? No. Thank you, Mayor B. City Manager. Item two, uh, median update FM 2022. We're road to 107. Are you guys ready?

7:28 – 8:24Speaker 1

Yeah, we're ready to get away. Uh good afternoon, Mayor Pro, members of commission, uh staff. Appreciate the opportunity to present this to you. Uh this may look a little bit familiar to you. It's kind of through the exercise that we went through for the median design for wear road from uh 107 to Monristo. Uh we'll be focusing today's conversation on the segment from uh Auburn to state 107 or state highway 107. Um, of course with the project moving forward that Techite has programmed, we have a the median going in with the um travel lane. So, we've got the uh six northbound, six southbound with the um raised median in the middle. Um going through the and one thing you'll notice and I apologize on your uh packets. I think the the numbers as of press date were updated. So, we're showing you the more uh the updated numbers on our presentation. Where are you showing it?

8:24Speaker 1

Excuse me. Where are you showing it? Uh um I'll bring that that slide up next. Yeah. Yeah. Patience.

8:34 – 9:10Speaker 1

Yeah. Know so we we've got the extents here of course from 107 to Auburn. Uh moving into the next slide is uh kind of similar to the exercise we went through about a year year and a half ago with a segment um for cost participation from 107 to oneto. We're looking uh the options again, a base bid, which is just the the concrete rip wrap uh extending the length of the island. Uh option one, you'll see there is the uh complete package, which is the pavers and the landscape.

9:06 – 10:24Speaker 1

Uh coming in at roughly 1.8 million. Um and then option two and three are showing uh pavers only which is uh exactly what you see there just the the different colored pavers within the median itself. Uh coming in about 1.3 1.4. Uh and then option three is basically the stamped concrete version uh of that kind of a updated version of of option one which is just the straight concrete. This would entail uh the color textured or colored concrete with the texture on it. Uh we're showing you a value there of 983,000 u 184,000. Um, one one thing to note is when we approved the section from 107 to Monte Crisisto, uh, we chose the option with the the pavers and the landscape, the section from that exists south of, uh, Auburn uh, down to where road has the same u treatment to it, which is the landscape and the pavers. This middle section would would essentially be the the complement to both two to see what option we wanted to go with on that.

10:22 – 11:00Speaker 1

What did you say that we did from uh Auburn to what trans? Oh, well Monte Crisiso to 107. We chose the option to participate with the pavers and the landscape which would be the option one. Option one that you see there. What was the other one? Uh the other options we had? No, the other section. The other section. Oh, the other section. I'm sorry. That one was the section from uh Buddy Owns Mile 3 to Auburn is uh what you see there is the option one that was u quite a ways back when we did that. We did option one also. Yes. Yeah.

10:58 – 11:31Speaker 1

Yeah. So the segment in the middle um just you know for continuity uh option one is is what would align with both that north and south section. Now that we're in uh budget season, we're looking at this to line up with uh Tex's uh letting schedule um for the 28th. This is 10th Street Auburn to 107. Oh, where

11:36 – 12:18Speaker 1

does it require a lot of maintenance? land the landscaping the landscaping there um in what we have we contract that out is what I'm familiar with uh what Denny works on that um we have we decided to go in there because of the irrigation So it's minimal minimal. Correct.

12:18 – 12:59Speaker 1

So a year ago whenever we saw it, the difference between option one and option two was $140,000 and now it's about $600,000 difference. Wh why why is that? Yeah. Uh between option one and two. Yes. On the uh like before on the other we have it was 140,000 difference between one and the other and now it's 600,000 difference. What changed in that part? Those um Renee, do you know the text that what they mentioned on that? You're referring to the document that you have on your on your packet. Mhm. Oh,

12:58 – 13:34Speaker 1

yes. the number that you have on your packet was the was not including some of the um planting and it was it was just the the wrong number that we have when we Oh, okay. It was proportionally makes sense proportionally. Okay. So, it it was not including some some stuff that it just included now. Yes. It was an error in our in our end when we put the placeholder. I was wondering in terms of the other segments that have already been, you know, built out and obviously in use.

13:30 – 14:13Speaker 1

Is there were they planned with the landscape where maybe about a/4 mile short of the next intersection or controlled intersection with traffic lights where there'll be no landscaping to kind of reduce costs. it the approaches are typically not landscape for for visibility purposes and and allowing for the right turn lane to go in. So you will not see landscape near any of the major intersections are designed more or less how and the segments are already built out. What's the spacing in terms of, you know, you have like like a pod of landscape and then it's just nothing

14:11 – 14:49Speaker 1

or or is it just that one pod all the way through until you get closer to the approaches to the controlled intersections? Yeah, I don't think we have those metrics, but we can we can just to kind of give you an idea of where those segments are. Maybe we can kind of space them out or make the pods smaller. Like instead of like there looks like there's five or six boxes, make it three instead of six. I don't I don't know that's going to make a big difference for this entire segment, but $800,000 is a big difference. Yeah. Yes. And none of it has been started yet.

14:46 – 15:31Speaker 1

The two that we agreed to, it hasn't started. Okay. That's the other situation. By the time this gets started, I mean, you're not bidding this thing out for the the letting date on their schedule. It's uh fiscal year 29, but they're accelerating they're accelerating the project being accelerated as we speak and they want to let on 27 the decision. So the decision here which is 100% our cost, right? Uh it would be yes. Yes. As far as upgrading.

15:28 – 16:09Speaker 1

As far as upgrading because their cost is the base bit. Yes. Correct. Concrete rip wrap no cover no landscaping included in the contract. Yes. So this is the cost to upgrade. Now we can we can we can actually coordinate with them to suit more the needs of of uh what we're now retrofitting to which is to what parks and recreation is doing now. We also talk to them about reducing the size reducing the number and see where that lands but at the end of the day it's is the final cost at the when it's actually published and bid that we're going to end up.

16:07 – 16:37Speaker 1

They're not all going to be bid at the same time. You bid it as you need it. you know this section that section the following section they're anticipating to bid they're going to be bidding in May of this year the segment between 107 and who's responsible if there's a price increase between now and the time that after it it's it will be in the cities huh will be in the cities our responsibility how about that gentleman

16:35 – 17:11Speaker 1

well it's saying because basically the base bit is the base Okay, there there is part of that packet. We have a percentage has a large percentage. I mean, I'm all for it. I think there's an initiative, especially since it's the middle segment um to have that continuity. You know, we always talk about beautifying our city. This is certainly one visual impact that

17:09 – 18:02Speaker 1

tens of thousands maybe even close to 100 thousand over time are going to see on a daily basis. So I think in terms of the papers I think that's important as far as the native vegetation. I think that's also another important cue uh to have a visual representation using obviously trees and plants that don't require a lot of watering you know to to maintain. You know, one of the things that I think we've all learned being on the board is the cost of any capital project isn't the initial outlay. It's the years of service that's in play and the maintenance that goes with it, right? Whether it be personnel upkeep, uprooting, replanning, whatever over time. Um, we have to just be very careful with taxpayer dollars how we do this.

18:00 – 18:41Speaker 1

So, this is a workshop, right? Yes, sir. We want your feedback. Get feedback. Yes, sir. We're not voting on anything. We're not doing anything. No, sir. We just We need your feedback. We need to know if you want to continue. They brought this to me a week or so ago. I I said this is this is great, but not a decision for me to make, but it needs to be presented to the city commission, and you all give staff direction on where you want us to go. But I need a little time. I like option one. I like option one, too. But let's think about value engineering, right? is going to be the way it doesn't go for the longest time soon.

18:43 – 19:14Speaker 1

Get me the the number on the all three segments. That that will tell you the story. We'll get that for you by by tomorrow morning. Great opportunity to think outside the box. Planner box, something like that. Later. Later. We're going to have from 107 to Yeah. Yeah. But I think we already decided that, right? Yes, we did. But we had to start like that. Now

19:11 – 19:46Speaker 1

plans are out. They're about to bid. I can I can talk to them about that. Maybe maybe could be value engineer. Uh just as reference, uh the cost for that one, the estimated cost was 1.1 million. 1.8 is the same mileage. Maybe they need to look at the numbers themselves. I can ask all those questions and get you some answers real quick. Well, they're they're also going to bid in May time and see how those we need for them to start

19:50 – 20:34Speaker 1

to start moving. We need to start all of that. That's a lot of work. Oh yeah, they already moved. There's a lot of res lot of res. There's going to be a lot of construction backdating items are eligible to be discussed in executive session. Thank you, sir. Convenient.

54:20Speaker 1

Yeah, go ahead Jamie.

54:31 – 55:48Speaker 1
