Good evening. Call this regular meeting of the Marysville City Council to order. Madam Clerk, roll call, please.
Council Member Rollins. Here. Council Member Gilchrist. Here. Council Member Hudson. Here. Vice Mayor Butta-Cavoli.
Here.
And Mayor Branscombe.
Here. And be upstanding. We're going to salute the flag. Okay. Madam Clerk, do we have any changes to the agenda?
We do. Item 8 is being pulled from the agenda tonight.
Item 8, let me cross it out. It's a shame. I want to see that move forward sooner than later. Okay. Anything else?
That's it tonight.
Okay. Mr. City Attorney, anything to report from closed session?
Mr. Mayor, there is nothing to report from either closed session.
Thank you, sir. And now it's time for the community and consent calendar forum. And here's an opportunity to speak on any matter not on the agenda or on any matter on the consent agenda. Madam Clerk, do we have anyone wishing to speak?
We do at a later time. On the discussion action, discussion item.
Well, then that'll wait. Did he get in late? Same thing. Okay, great. Okay, then. We'll get to the consent calendar then. And matters on the consent agenda are considered routine and therefore approved, typically approved by one motion unless a council member or city manager first requested a matter be removed. What is the will of the council?
Make a motion.
Moved and seconded. All in favor? Aye. Any opposed? Any abstained? Anonymous, Madam Clerk. Okay, we now move to the discussion and action calendar. Item number seven on the agenda, approval of application for a Caltrans Sustainable Transportation Planning Grant. I'll read that again. Approval of application for a Caltrans Sustainable Transportation Planning Grant for preliminary development of the 14th Street Bicycle and Pedestrian Railroad Undercrossing, the proposed 14th Street Bicycle and Pedestrian Railroad Undercrossing. Approval of task order number two with Peterson Consulting Advantage an increase in the consulting agreement, an amendment of the fiscal year 26-27 budget. Mr. Jim, I better read the recommendation. It's book length. And the recommendation is to pass a motion to adopt an appropriately numbered resolution to authorize submission of a Caltrans fiscal 27-28 sustainable transportation planning grant Application for up to 700,000 dollars. For preliminary development of the proposed 14th street bicycle and pedestrian railroad on crossing. To acknowledge that a maximum grant request would require an estimated cash local match of approximately 90,700 dollars. With no commitment or appropriation of the match at this time. Three, authorize the city manager or his designee to execute and submit the application to related documents. Four, approve Peterson Consulting Advantage task. Order number two for grant preparation in an amount not to exceed $11,000 and authorize the city manager to execute it, subject to approval as to form by the city attorney. Five, authorize the city manager to execute an amendment increasing the agreement's Not to exceed amount from 25,000 to $50,000 subject to approval as to form by the city attorney and 6 amend the fiscal 2627. Adopted budget to appropriate an additional $25,000 for services under the agreement. Acceptance of any grant award execution of a grant agreement and commitment and appropriation of the local match will return to the city for separate consideration and will be contingent upon funding availability. At that time, Mr Jim shared, what about that?
okay so i'll i'll try to break that down into really two actions that we're recommending two basic actions we're recommending tonight the first is related to the 14th street pedestrian under crossing that we have discussed and and had lengthy discussions in our strategic planning sessions council has wanted to move that project forward funding has been the constraint mr peterson as we move forward with his consulting has identified a grant And I'll have him speak more about the particulars of the project and the grant, but the grant is identified that will bring us to roughly 30% design on the project and get some of the preliminary activities so that we are ready to look for a construction grant such as ATP or similar. In order to move forward, though, the second part, to move forward with the The... authoring of the grant, the writing of the grant, we do need to update Mr. Peterson's contract. We initially started with a contract of $25,000. He has written a couple of grants, probably a half a dozen grants for us thus far, and that contract was let last fiscal year. So what we're asking is to up his... contract amount to $50,000 to cover this grant and future grants that he'll be working on in this fiscal year, and also put appropriations into the budget to allow us to pay Mr. Peterson. I'm going to let Dan talk about the grant itself.
Welcome, Mr. Dan Peterson.
Pleasure being here.
This will be.
I think it's I think we need to allow the public to speak first network. Do we have any one for the public wishes to speak or ask questions?
Yes, our first speaker is Ricky Samuel.
Then you might be called upon. Thank you, Ricky. Madam Clerk.
Yes, our next speaker is Ben Deal.
Ben Deal. It's good to see you. Yes. Glad you're here. Thanks, ma'am. Madam Clerk.
That's all for tonight.
Dan, why don't you come back up? I think you might have to get some questions.
Any questions from the council? Sure. So, Dan, thank you for your willingness to work on this project. I read through this, but I didn't see anything. I'm not exactly sure of the site plans. I know the street and so forth, but is the Kinder Morgan gas line in the middle of this project? West side, okay. Right. I'm familiar with that one too. So you're saying that the Morgan gas line, which is a high pressure pig line, is not necessarily affected. We're planning on digging underneath it or it's going to go past the toes? Yes. I know that line goes about 12 feet deep, so I wasn't quite sure. Conceptually, Dan, maybe you can tell me how deep is this going to be? Underneath the railroad track. Okay. I've got lots more questions, but let's just get past this point first. Thank you. Anybody else?
To the chair. Sure. I remember when former Mayor Samuel brought this concept to me or us, what was it, six years ago? Yeah, Ben and then Ben's follow up on this has been fantastic, thank you very much. And Mr. Peterson, we're really excited about this. This is a game changer.
My only comment to the chair is I think this is great, the connectivity from East Mary's and West Mary's and back and forth. It's going to be really great for our students, for one. That's going to be great. And of course, for the bike people. And, you know, it's all about walkability, right? That's a new buzzword. So I'm very thankful that we can move to this first phase and looking forward to any additional changes.
I've been the representative of the city of Marysville at SACOG now for several years. And I have learned that the term active transportation, that's bicycles walking, running, what have you, and connected cities, and we're not connected because of the State highways, the railroad, what have you. Those terms are catnip to urban planners. And I'm hoping, and Mrs. Rollins and I, who attends the SACOG meetings with me, we chat with the folks at SACOG, the transportation people there, and we talk this project up. Frequently. In fact, I don't think a meeting goes by where we don't mention that we're still on that. When can we chat more about it and what have you. Forming them, even though they are not a target for this funding. But the people we'll be proposing to, and that is Caltrans. Caltrans is sensitive to these issues. They're tuned in to active transportation. They're tuned in to the problems of connected cities. So fingers crossed that catnip to those urban planners works in our favor on this. That's the impression I've gotten at SACOG, but you're talking to the people who actually write the check. That's great. I'm going to feel real good for a while then. Any other questions, comments?
Just one comment. I would really like to see this get done in five years, not ten years.
Amen. Who said ten? God bless you. God bless you. And what is the will of the council on this matter? I move to approve. We have a motion.
Second.
And second. All in favor? Aye. Any opposed? None. Any abstained? None. There we go. Madam Clerk, that was unanimous. Thank you very much, Dan. Ben and Ricky, thank you. It's not Gold Sanct, brother.
Jesus.
Good Lord, who are you? Way to go, Ricky. Can't we just quit after that last one? That was so good. Okay, we'll move on to number nine on the agenda. And this is Ellis Lake Park Enhancement Project-25-10 Contract Award. And the recommendation is to pass an appropriately numbered resolution to award a contract in the amount, God, $2,983,858.81. You know what they do? They put a lot of H's in their bids. I did that in a company I ran. H's the luckiest number in Asia. We did a lot of business that was related. We won every damn one of them. H's always win. Anyway, $2,983,858.81 to TJR Resources, Inc. for the construction of the improvements around Ellis Lake under the Clean California Local Grant Program. Agreement number CCL-5009-034-A2 for the enhancement of Ellis Lake Park. Based on contract number 25-01, Ellis Lake Park Enhancement Project. Improvement plans slash contract documents and contractor submitted bid package. Oh, there you are. Mr. Chapdelaine, what do you have to say?
Good evening, Mayor and Council. Now, this is another exciting project and project bid award. Tonight, it's the Ellis Lake Enhancement Project. This is being funded through the Clean California Local Grant Program.
And next slide, please.
So the project includes accessibility and path improvements on the north side of the lake along 14th, down the east side along B, south side partially on 9th, and then also new access out to the island on the D Street side at the 12th Street area there. So that path is... Concrete path as well as the majority of it is a precast boardwalk. It will widen the path out to about 10 to 11 feet on average. It also includes that bridge. You say 10 to 11? 10 to 11 feet, yeah.
My goodness.
In all those areas. It includes the new bridge out to the island over on the 12th Street side that I mentioned. as well as there's also some art features and some playground amenities that will be included in this. The Clean California grant is, this is the Cycle 2 grant. It is funding $2.9 million of the project, and then Council previously appropriated $1.2 million in the general funds back in July. Next slide. So we had a pretty good turnout on the bids. Bids were open August 13th. We had nine bids received. TJR Resources was the lowest responsive and responsible bidder at 2.9, just under 3 million. And all nine bids were responsive. It was a... pretty good spread. They got approached four million on the high end. So this was a good number and under our estimate. Next slide. So before you tonight, we're recommending to approve the contract to TJR Resources Incorporated, include that contingency and oversight necessary to administer the project, and use those previously allocated grant funds as well as the local funding that was allocated back in July 2018. And then we have our city engineer here. If you have any other questions specific to the scope or anything else we can answer for you.
Thank you. Madam Clerk, do we have any comments from the public?
Not on this item.
Thank you. Any questions, comments from the council?
The only comment is a great job. I know John has been keeping the traffic, street and traffic committee updated on it. It's great. Thank you.
Thank you. So should this get approved this evening, what would be the ideal start date?
We'd give the notice to proceed pretty much immediately, and then they would start their mobilization. But I think they could possibly do a groundbreaking late September, early October. Within weeks? Yeah.
Okay, that's awesome. And what is the estimated, thank you, John, what is the estimated length of time for the project?
So it would be, it would continue on through the construction season next year and probably about a year.
Okay. All right, and is there going to be, I mean, obviously off D Street there might be a little bit of a problem, but nothing really affecting the highway per se that we can think of?
No, there may be some night work along the highway and those types of things, but we'll coordinate that with Caltrans as need be.
Awesome. Thank you very much. Appreciate the work on it.
Any other questions or comments?
I have a question.
John, you can step up and join here. And I'm not terribly concerned about this, but I think it deserves chatting about. So we're going to cantilever out over the existing lake. And how much of that 10, 11 feet is going to be cantilevered out?
Actually, we're only cantilevering, I think it's three and a half feet. So it's not a big amount. It was mainly the ability to get the piers basically right at the edge of where the existing walkway is. And then we're cutting into the banks. The real challenge is we needed a minimum of eight feet. And then once we went to the boardwalk system, we were able to go wider. So everywhere where we're traditional concrete, we're about eight feet wide. And then we transitioned to the...
Well, so the material that constitutes the actual boardwalk that's precast concrete Oh That's substantial then so you can cantilever that And the piers, but you're still going to require piers, correct?
Yeah, we're doing like a pure block on this because there's a lot of debris and rubble. We're doing basically like an oversized weighted block.
What's that mean?
I don't understand. Instead of trying to go down further, we're doing it more like a spread footing. Ah. Bigger footing. They're about 16 and a half foot on center as we go along the floor block.
I really like the idea... This is the first I've heard of cutting into the embankment a little bit. I think that's a real good move.
Yeah, it has a curb on the embankment side where we have the boardwalk. So there's a curb on the outside and then a railing on the lake side. It's basically a drop-off.
Before I heard that, I was imagining seven or eight feet hanging out over the existing lake. And eventually there wouldn't be a lake left.
No, no. Like I said, the actual overhang is not that much.
Well, then I'm excited to see this thing get started.
As Jeremy mentioned, the other feature is basically we're doing a precast replacement of the bridge between, by your house, between 12th Street and Gazebo Island to make it basically accessible. Because right now the arch bridge that we have is too narrow to get equipment to maintain.
But it's so pretty.
But we are, it has incorporated an arched railing. That was one of the things that we worked with Jesse, the landscape architect. Yeah. We incorporated an arched railing and some rock pillars that kind of mimic what's there. Yeah. Unique.
Well, this is going to be an exciting project. I think it's going to light up a lot of people in the city. Just seeing this now, we've got to get somebody to pay for getting fresh water flowing through that place and through the rest of the lake. But this is a big step. Big step. And it's particularly connected with, because of the proximity to what we're talking about with the 14th Street Tunnel Project. Oh, it all comes together. I'm excited. What's the will of the council on this?
I take a motion to approve. I'll second.
Moved and seconded. All in favor? Aye. Abstain? None. Opposed? None. Thank you very much, Jeremy. Thank you, John. Okay, Jeremy's not going anywhere. Item number 10 on the agenda. Award of contract for Wilson Sports Complex Field Lighting Replacement Project. And the recommendation is to pass a motion, one, to award the Wilson Sports Complex Field Lighting Replacement Project to Leadbetter Electric in the amount of $216,150.00. As the lowest responsive and responsible remaining better. They're a good company. Good management company to approve a 10% construction contingency in the amount of 21,615 dollars. For a total pardon me project authorization of 237,735 dollars. Three, authorize the city manager to execute the construction contract and related documents subject to approval as to form by the city attorney. And four, authorize the city manager to approve minor non-substantive changes as necessary for project implementation. Mr. Chapnallet.
Thank you.
Clerk, anyone from the public?
Not on this item.
A member of the council wish to comment or question? I'll make a quick comment. You can run into a train wreck when you get a bid that low. It doesn't work. Every time that happens, you end up in lawsuits and problems. I'm glad this worked out. I'm particularly glad it came to Leadbetter. What's the will of the council on this?
I'll move to approve. I'll second it.
Motion made and seconded. All in favor? Aye. Any opposed? We abstain. Thank you. Thank you very much, Jeremy. John, thank you for everything you've done. Okay. We have a public hearing now. Now, if anybody falls asleep when I'm reading this one, it's okay. This is a formal public hearing. The protocols are slightly different. I'll be banging the gavel somewhere along the line saying the public hearing is now open after the presentation. Give anybody a chance to say something, then gavel that portion closed, and then we'll move on. Okay, take a deep breath and here we go. Public hearing, item number 11 on the agenda. Urgency ordinance amending section 18.64.093E of the Marysville Municipal Code to authorize the replacement of three static billboards with two electronic billboards on State Route 70 in connection with the State Route 70 Safety Improvement Project. and direction to negotiate a billboard relocation and financial agreement with Outfront Media, LLC. And it is recommended that the city council do five different things. Item number one, conduct a public hearing and receive public testimony. Two, Find that adoption of the urgency ordinance is exempt from the California Environmental Quality Act pursuant to state CEQA guidelines section 15061B3 and sections 15031 and 15302. I misread the first one. 15301 and 15302. And direct staff to file a notice of exemption. Three, adopt by a four-fifths vote pursuant to government code section 36937B, urgency ordinance number 1477, amending section 18.64.093E of the Marysville Municipal Code to authorize on a strictly limited basis the replacement of three existing static off-site advertising displays on Union Pacific Railroad property along State Route 70 with not more than two electronic off-site advertising displays at two designated locations effective immediately upon adoption. And direct staff to process a companion non-urgency ordinance containing the identical amendment to section 18.64.093e through the regular zoning amendment procedure, including a duly noticed Planning Commission public hearing and recommendation pursuant to government code section 65353 and 65854 followed by first and second readings before the city council so that the amendment remains in effect in the event of any legal challenge to or expiration of the urgency ordinance and finally five direct staff and the city attorney To negotiate a billboard relocation and financial agreement with Outfront Media LLC. Consistent with the California Business and Professions Code section 5412 and the framework described in this report. And to return to the city council on September 15, 2026 with A, the billboard relocation and revenue sharing agreement structured as a percentage based revenue share. with quarterly or semi-annual reconciliation, and including the city's revenue-sharing agreement, audit rights, city advertising, and public service announcement time, commencement and construction milestones, term, and a reopener provision requiring review of actual revenue performance and adjustment of the agreement terms at two years following the first display's operational date, and every five years thereafter for city council approval. And B, the use permit for the two electronic displays required under section 18.64.093E with all required findings and conditions of approval. City council approval following a duly noticed public hearing conducted by the city council As the approval authority designated by the urgency ordinance, contact Mr. Dan Flores and Mr. Mike Lucan. Okay, is anybody ready for a quiz on this? Mr. Lucan, I'm glad to see you here. Mr. Mayor. Please share what's going on here.
Thank you, Mr. Mayor and members of the council. Yeah, it's on. And I promise I will not repeat what you just said. And I think planners get paid by the word, so that's why it was so wordy. Anyway.
Well, it's a complex arrangement.
It is. It is. So I have a short PowerPoint presentation for you tonight, and then I'd be happy to answer any questions that you or the public have on this matter. Why we're here tonight, next slide. is uh essentially because of the the highway 70 safety project there are three signs at the binning junction area that need to be relocated and they will be removed for a period of two years during construction And then they could have been replaced with exactly the same signs. Those signs are legal nonconforming. They were in place before the zoning code existed. And so they could have stayed. However, we worked with the... OUTFRONT MEDIA AND CALTRANS TO LOOK AT A DIFFERENT OPTION, WHICH WOULD BE TO ESSENTIALLY REPLACE THOSE WITH ELECTRONIC BILLBOARDS, SOMETHING THAT WOULD BE A LITTLE MORE SIGHTLY. INSTEAD OF THREE BILLBOARDS, WE'D HAVE TWO BILLBOARDS IN PLACE. NEXT SLIDE. There are these proposed or the existing static billboards are located as shown in blue on the slide on the overhead. In the northbound direction in parcel one and in the southbound direction, there are two signs on parcel two. Both of those parcels are owned by Union Pacific Railroad and currently the outfront media leases the area for those signs from U.P., on a percentage of revenue basis and receives revenue for those. So this would be replacing those two signs in that exact, roughly the exact location on those two parcels. UP would remain in place as the owner of the property and Outfront Media would stay in place as the owner of the signs. Next slide. So those are the, as shown in the slide, these are the two billboards on the left is the southbound direction, and then the right is the northbound direction on each side of the Benning Junction undercrossing. And so these would have to be removed because of the safety project and then replaced. So there'll be no signs in place for two years, and then when THE PROJECTS DONE, THEY WOULD BE THEN, WE'RE PROPOSING TO REPLACE THOSE WITH ELECTRONIC SIGNS. so in order to do that and in order to not set a precedent for other signs in the community we are recommending that the council adopt an urgency ordinance and urgency because the of the timing of the highway 70 project it is actually very late in its process and they need to get that going as soon as possible for a contractor and other reasons and so that's the reason for the urgency ordinance and so we're recommending that urgency ordinance be adopted tonight but only for those three billboards so this will not mean that we can put electronic billboards in other places in town they are currently prohibited in every place in the city right now this would only allow those in this location for this specific finite purpose and then if this the council then chose at a later date to Look at billboard signs and other entries to the community it could at that time, but tonight's would only involve this location So we're asking you to approve this urgency ordinance tonight and As we do with most urgency ordinances, we do a parallel processing of a regular ordinance to the planning commission just in case there's a legal challenge of the ordinance. So at the planning commission's next meeting, we'll take that to them. If there's not a legal challenge, then that would move through the council. We had planned to come back on September 15th. However, it's taken a little bit longer to put together the financial agreement with Outfront Media. Right now we're looking at October 6th instead of September 15th or potentially later than that. So it's just taking a little bit longer.
Next slide.
The rough financial terms, and these all still have to be worked out, but what they're proposing is a 10% share of gross revenue. The gross revenue at this point is estimated to be about $100,000 per year for both signs, and so our share would be about $10,000 a year. And so that would be an open book process. So whatever the revenue is, they would share that information with us. We could go down to Roseville to their offices, review their books. If it's higher than 10, great. If it's less than 10, that's the way the ball bounces on this one. There is no guarantee. And the reason there is no guarantee is because it's a very small sign. If we go to the next slide. Normally, these large electronic billboards are these large signs of 14 by 48 or about 672 square feet. The one just south of... The city in Yuba County at the Olivehurst Overcrossing is that size. There's ones down in Roseville and Rockland and Sacramento. They typically do that size. But because of this parcel and because of the clearance needed for the railroad, the maximum size we can do is the smaller 10 1⁄2 by 22 square foot sign. And so based upon that, there's smaller ad revenue, if you will, and therefore that's, at this point in time, Outfront can't guarantee because they don't really know what the proposed revenue is going to be. They're hopeful that it's going to be greater than $100,000 per year, but they just don't know at this point. Next slide. We also, the revenue is also based upon average vehicle traffic. The average vehicle traffic, according to Caltrans counts, is about 16,600 cars per day. Along that, that is relatively low, even compared to other locations in Marysville. The entry to the community on the south is about 46,000 cars per day. At the Hotel Marysville site, it's about the same, and it's a little bit greater, or it's a little bit less, or in between, if you will, those two on Highway 20. So this is our lowest level of traffic in the city, and that revenue is based upon that drive-by traffic. Next slide. As a comparison, also, Yuba County, their sign, as I mentioned down in Olivehurst, it's a larger sign. They have about 43,000 to 48,000 cars per day. They don't do any revenue sharing, so they have just decided not to pursue that. So the county granted a permit to a sign company, and they just have a... lease situation with the property owner. Next slide. There's also a new one. We didn't get a picture of this, but down just north of Wheatland, there's another sign. Also no revenue sharing. Next slide. We took a look at other signs in the area. The largest revenue generator in the region is the one in Roseville near the Galleria. Excuse me, this is at I-80. I'll take that back. There's two down there that generate quite a bit of income. The one at I-80 at Douglas creates a lot of income, but there's 205,000 cars per day going by there for that large sign. Next slide. THE ONE AT GALLERIA ALSO HAS ABOUT 123,000 CARS PER DAY AND GENERATES ABOUT 300,000. NEXT SLIDE. LEMON GROVE, WHICH IS DOWN IN SAN DIEGO COUNTY, AGAIN, MUCH HIGHER TRAFFIC COUNT AND THEREFORE REVENUE.
Are you trying to make us feel jealous? I mean, what's going on here?
Well, just sort of put it in perspective of other signs. So I wish our numbers were this high.
Well, I think there's other locations.
Yes. And then the last one, I think, next slide, is down in Fresno. This is one that's, I think, near and dear to our city manager who worked on these kinds of signs down in Fresno County when he was working there, and that's a comparable for that one. Next slide. So Marysville will be the only jurisdiction in Yuba County if this goes through to get paid for the revenue for this sign. As we indicated, those other signs are not really comparable. We tried to calibrate this to those. It's sort of a unique situation. And then lastly, there are protections in the deal, although it's a no guaranteed minimum. We are going to try to seek reopeners of this. We may not get to that point, but we're going to ask if we could have some kind of reopener if things change in the future with out front media. So we're going to try to bring that back to you. Next slide. So lastly, our recommended actions. Again, I won't repeat the long recommended action, but we're recommending you conduct a public hearing, receive testimony, find that the ordinance is exempt from CEQA, adopt the urgency ordinance, direct staff to process the regular ordinance through the Planning Commission, and then come back tentatively on October 6th with a financial agreement for this project. Thank you.
Public hearing is now open. Madam Clerk.
Not on this item.
Public hearing is now closed. Questions or comments from the council?
My only comment is it will be nice to see the billboards brought into the 21st century and that we can basically have community events and any emergency that might be needed for people driving through. Thank you.
Yes, Councilwoman Rawlins brings up an important aspect is that we will get actually one slot will be reserved for the city for public service announcements, so we will get that as well.
Those signs are effective. The two southbound are going to be replaced by one. One on the left-hand side won the election for me in 2020. It was the difference maker, trust me. Only won by four votes. Anyway, hey, no more questions or comments?
No, I think Mike explained it very well. actually, I will say we are sharing revenue with the U.P. folks. They are getting a cut of the revenue, so it makes it even more difficult to squeeze juice out of the turnip.
We can't move this to city property?
Well, we have some opportunities later to do that.
Okay. Well, then... All that in mind, what is the will of the council? It needs a four-fifths vote. We'll do a roll call vote.
I'll make a motion. It's moved.
Seconded. And seconded. Roll call vote, Madam Clerk.
Councilmember Rollins. Yes. Councilmember Gilchrist. Yes. Councilmember Hudson. Yes. Vice Mayor Butta-Cavoli. Yes. And Mayor Branscombe.
I'm not needed. Four fists right there, but I'll say yes. Awesome. Okay. Committee reports, comments, requests. Mr. Vice Mayor, do you want to go first today?
I will. I actually have no committee reports at this time. I would like to thank all the staff, though. You guys have put a lot into this last few weeks or month of the items we've been working here to improve, and I think you've done an excellent job with it, all of you.
Nothing real big on the committee reports. The only thing I've got to say is that the office for the Yuba County LAFCO office has moved back into the Yuba County building on 8th Street. No longer on 4th, so it's now housing the county building. Other than that, I have no other committee reports. What I just want to reiterate what Vice Mayor said is that I appreciate everything the city staff has done. You guys have been really, really busy making things happen for us, Mike and
everybody and welcome to the show and so uh i uh i appreciate you guys and you make this job easier gilchrist no committee reports excellent job city staff on everything you're doing police department excellent job public works and dan and jim chad of course you thank you very much
I did attend the Yuba Sutter Stand Down. They welcomed about 1,000 veterans, and more than 100 services were there either to access or to get information about that for veterans, which was really nice. It was a very nice event. Mr. Flores was there. I attended committee meetings, but I have nothing to report out about. I'm looking forward to the many events that we have in this month of September. Thank you.
First, I attended the 172nd anniversary celebration at the Bethel African Methodist and Episcopal Church at the end of Fifth Street here two Sundays ago. And it was really a wonderful event. They had a guest minister, a regular minister, Antoinette, but then a guest minister, Reverend Sales from Oakland, the AME Church in Oakland. This man was not a powerhouse in terms of fire and brimstone, just intellect and power of a sermon. We're undergrad someplace in the South. Harvard, a master's in theology and then a PhD in theology here on the UC campuses. It was a great celebration. The city's only three years older, right? The church has been there a long time. I used to live at the corner when I first got out of the Navy. I lived upstairs on the northeast corner of 5th and B. And I'd see the cars line up. There's not quite as many. It's an aging congregation and what have you. But a spirited congregation, great music. That was fabulous. It was a wonderful event. And turning back for a moment just to this 14th Street thing, forgive me, I had forgotten that this had been, the idea had been originated before we came along. We're making it happen. We're making it happen. Dan's great. And again, this stuff is catnip for those urban planners. If they've got the money, I think we have a better than even chance. And that that location with what we're doing like. doing with Brian Field, what we might be doing with the North Lake. It's the beginning of, I think, something really wonderful we'll all be remembered for. They'll be remembered for a long time, whether they remember us at all.
Anyway, that gets me going.
Mr. City Manager. Oh, pardon me. Do you have any correspondence, Madam Clerk?
Not tonight, Mayor.
Thank you, Mayor. Mr. City Manager.
I'm going to turn it over to Dan fairly quickly. I just wanted a couple of items related to the police department. First of all, we did assist the receiver yesterday in vacating the 331 A Street property, and I want to commend the chief and his staff for how smoothly that had gone. One of the goals was to not have a big confrontation and keep everything calm. And he and his officers and some of our other law enforcement agency folks help with that. The building is now vacated and boarded, secured, so that the receiver can start moving on the next phase, which is to assess what needs to be done to the building. Second thing, and I don't know if I Got it. There we go. Thank you, Chief. We do have a new lieutenant starting. His name is Chris Shippen. I couldn't remember his last name, but I knew his first name was Chris. He will be, he started today, is that correct, Chief? But we will be doing an official swearing in at the next meeting, and so everybody will get to meet him. Looks like we've got a real sharp, experienced guy to help us.
Is this a fellow from Sec PD?
Um, so congrats PD on that as well. Um, and then I'm going to turn it over to Dan for the long litany of September events.
What are we going to line up outside grocery outlet?
Very November 1st is the planned date for grocery outlet. So we're going to keep you posted on that for sure. Uh, but as council person Rollins mentioned this month is crazy. So. September is loaded. I want to tell you, starting tonight, the Freebirds' final games of the season. They had a rough season record-wise, but they had a wonderful season for turnout. So the ownership have reported to me that they've seen great attendance this year. And there's been great spirit. Unfortunately, they didn't win enough games to, you know, hit a championship. But, you know, it was really good. And they're looking forward to coming back next year. So anyone who can attend, I think it would be great. They're playing the Oakland Ballers tonight through Sunday. So if you make it to one of the games, I think it would be really fun to attend. We love having the Freebirds here. And they will come and do a presentation as well as soon as this season's over, which will be at the end of the week. I want to mention one thing too as well. Jeremy had talked about the lighting project with the softball fields. We're really excited about this. I don't know if you know this, but Boom Time Sports, they're the ones who are running the softball fields right now, but they signed up over 50 teams to play. They took teams from some of our neighboring cities and they recruited them here they had expected to sign up about 24 teams when they first started this this venture but they've signed up over 50 to date to play softball down at the softball fields can you imagine what's going to happen once we have the lighting i think we're going to really see a major improvement there and that's an exciting project to see to see done so I just want to give kudos to everyone for getting Boom Time Sports in there. And they plan to expand the teams. And they're also going to be adding a dog park either next year or the year after. So we'll have a dog park located there as well.
Real quick on that. The season for softball, that begins like spring and goes deep into fall, doesn't it? It does, yes.
So it's going now, heavily now, yes. Awesome. So lots of activity there. And then you'll be hearing more about this from Jeremy as well. But we have a new trail that will be opening up at the Confluence called Confluence Trail. I'll just... Confluence Walking Loop, yeah, that's going to be a longer name to swallow, but we're looking forward to having that. It will be late September 19th, I think, is a set date. Where is it? It's the, yeah, the sewer pond, the old sewer pond. It's a one-mile loop there that will look basically like a park. It's going to turn out really nice. We'll share a lot more details with you on that as we go. But real quickly, I have to share the events that are coming up. The cattle drives here, Sodbusters on 9-11, Stampede on 9-12, a brew fest at Bryant Field on 9-19. and the Boots, Buckles, and Booze on 919 as well, as well as the Say Love Dinner that's this Friday night, and all of you are planning on attending, so we look forward to seeing you there. If anyone doesn't have enough to do in Marysville, there's something wrong with you. So that's all I've got to say. Thank you.
I have one. I just had to also mention that we have goats now.
Oh, that's right.
We have goats. The grazing ordinance was passed recently, and Mr. Zumalt in Public Works has already deployed goats down in the Riverfront Park area. And I'm not sure if he shared the videos, but those goats, as soon as they got out of the trailer, they were eating. So we expect to get good results with those.
And that's it. Next regular meeting of the Marysville City Council will be Tuesday, September 15th, 6 p.m. We're adjourned. So who wins?
That's only because he took it.
