crazy. Commissioner Cerat play the evening and welcome to the not the May 11, 2026 meeting common council meeting is set by call order. At this time, I would like to invite Pastor Nathan Crow from Eastern Christian Church to offer our word of prayer tonight. So, you can stand in prayer and then remain standing before our pray. Our father in heaven, we come to you tonight and thank you first off just for the beautiful day, this great opportunity, and the beautiful weather you've been blessing us with here this spring. Lord, I thank you for this council, for each person in attendance here. And I just thank you, Father, just um for the good things that you are doing in this world, doing in this community. Father, I ask for your blessing of of your wisdom and your discernment on decisions that need to be made on the things that need to go forward. Lord, we ask also for the blessing of opportunities and open doors for what's good for this community that's going to really benefit this area and the people and ultimately your kingdom. We love you, Lord, and we thank you again for all these things. And it's in your son's name we pray. Amen. It's my honor to be able to read a special proclamation tonight. And it reads, "Whereas the Young Men's Christian Association, YMCA, founded in 1851 1851 in the United States, celebrates its 175th anniversary in 2026, making nearly two centuries of strengthening communities through youth development, healthy living, and social responsibility. And whereas the YMCA of Morgan County established in 1961 and proudly serving Martinsville and surrounding communities for 65 years has upheld this mission by providing programs and services that enrich lives, promote wellness, and foster belonging for individuals of all ages and backgrounds. Whereas the YMC County has become a cornerstone of community life, offering child care, youth sports, senior programs, health and f health and fitness initiatives, outreach services, and opportunities to ensure equitable access for all regardless of financial circumstances. And whereas generations of families, volunteers, staff, and community partners have contributed to the YMCA's enduring impact, helping to build a stronger, healthier, and more connected Martinsville. And whereas the dual anniversaries of the YMCA movement and the YMCA of Morton County represent a historic milestone worthy of recognition, celebration, and gratitude. And whereas the city of Martinsville acknowledges the YMCA YMCA as an essential institution that continues to inspire service, strengthen families, and support the well-being of our community. Now, therefore, I, Kenneth W. Cost, mayor of the city of Martinsville, Indiana, do hereby proclaim the week of May 11th to the 17th, 2026 as YMCA anniversary week. And we encourage all

residents to join in celebrating the YMCA's legacy for participating in its programs and events in honoring its ongoing commitment to building a strong community for generations to come. So, uh, You'll recall in the last meeting we talked about the uh ordinance we currently have in the city having solicitors and transit merchants council asked me to prepare an ordinance to repeal that particular chapter of municipal code. So you have it before you ordinance number 20261914 which is an ordinance repealing chapter 18 article 5 sections 18-191 through 18-29 which is pedler solisters and transit merchants entertain any questions you may If there are no questions for Mr. Coffee, then we'll put ordinance 2026-194 on the May 26th agenda for the second reading and consideration.

Duke Energy is uh seeking to get an easement on city property uh directly where the street department is across from Atkins. They've got a power line there and basically they just want to put a couple guide wires in to help support it and they're willing to They're asking us for easement. So they put those guy wire. Seeing none, uh, council, in your packets, information regarding additional requests by pros consulting for you to participate in a survey regarding the master plan from park to receive the council's input on the plan. And I encourage each of you to take time and help them out with this. We made the request to you probably a month or so ago and they appreciate. I don't think any of you have taken the survey yet. So, please find find time to help them with this. This is something we have to do every 5 years. Additionally, all non-emergency offices and services will be closed on Monday, May 25th for Memorial Day holiday. Those who normally have their trash picked up on Monday will be picked on picked up on Tuesday the 26th. And also due to the holiday, our next meeting will be on Tuesday, May the 26, 7 o'clock.
