OK, thank you. Court. Before we go any further on the agenda, Just want to kind of remind everyone of something. Our road department has had a lot of call-outs with the weather. We've had trees, culverts. We've had some culverts collapsing after the fact. So if anyone feels like we're running a little bit behind on mowing or some of the other projects we've got going on, that's why. They're working as aggressively as possible to get caught up, but I'm beginning to think getting caught up is not a realistic term sometimes. But anyway, we've had a lot. This weather anymore, it seems like nothing's normal. You don't get a slight wind. 60 70 mile an hour and then the range we've had and dealing with all that so we appreciate all their hard work and uh there's some things they're they're working on we'd normally be ahead of this time of the year such as mowing but they're working on it as aggressively as possible under old business i need a motion to uh prove the minutes For the July 16th and July 27th special called meetings? Um, this next item is really not an action item. I just want to bring it to everyone's attention. The stairs, landing, and sidewalk on this side, Poplar, thank you, over by the funeral home, are going to need to be replaced. They've deteriorated to the point of being able to repair those. And I just want to point out in looking at those, they are different than the ones on this side. This side over here has brick columns up at the top. And this over here is concrete, or it's had a concrete finish put over it. So we're going to, unless anyone has an objection, we're going to replace that exactly the way it is over here. I didn't want to get that replaced and someone say, well, it's not original, it doesn't, you know, whatever. So it is going to be replaced exactly the way it is. You know, when the time comes on this other one over here down the road at some point, we'll have to decide what to do on that because... with it having the brick, whether to match this one or whatever. But we do have some bids in on that already and would like to move ahead with getting that redone. A couple of the stairs on there, the tread on those aren't the same distance apart and, you know, That's one thing we're going to make sure is done on the next ones because when you're walking up those, that can be an issue.

Yeah, that first tread is about a half a step versus the rest of them.

So all that's going to be evened out and done as it should. But does anybody have anything they want to add to that or discuss or anything pertaining to that?

Well, we have a road department new hire for you. Jerry Dixon is a class B driver for the road department, excuse me, and the effective date would be 8-17-26 at the rate of 2379 an hour. It would be full time. So moved.

Just curious why the SRO reimbursement is $121,000 below what we budgeted.

There's another line in there that is a receipt from the school fund. And I think it's mixed with something that we had not anticipated. And so I'll look into that some more for you.

Like when we sold the cars or something? Was that this year or no? No, that was the previous year.

But I'll look into that and get you information on that. And it could just be that some of that went into the reimbursement from schools instead of the SRO line and it needs to be tweaked. So I'll look at that for you.

Other than that, those receipts, I mean, there weren't very many. There were a lot more that came in better than worse.

The ending balances, you mean? The ending balances are all within, they're all over what we had anticipated for the budget that we're currently in. Yeah.

Just to speak up for a second, that meeting is probably the one we will need to approve a tax rate order. So if anybody knows of any conflicting of the boards that will be passing tax rates, we want to make sure we do it after the boards have a chance to meet between now and that date. I have no idea. Usually it seems like the hospital, don't they meet on a Monday?

We usually have to wait around for the refuse and sometimes the hospital. I think they both only meet maybe.

The certifications came out this week.

Yeah, they're meeting on September 1st, so the hospital will be okay. We just need to notify the refuse maybe that changed our meeting.

I'm not sure, and I did send out an email yesterday when the tax rate came out to let them know to go ahead and start getting that all together. So once you guys set the date, I'll send out the date to them to say we need it by that date.

Uh, most recently we had a houseboat on a trailer in the parking lot with someone living on it. You can't make this stuff up. So, uh, I wanted to discuss what we want to do if we want to, I don't know, does that need to be in form of an ordinance or what do we need to do? We just need, you know, if we, if we told something, I think Jason's going to tell us we need to have signage as to where, and we need to establish some guidelines. what's acceptable to be left there, how long.

Is this any different than what we did with Sled Creek back a few years ago when we were having issues out there at that day use park and had to get TVA involved since it's TVA property? Remember, we had people just living out there. Well, wasn't that?

I think TVA booted them, though, not us.

That was them just living in the woods, basically, right?

Yeah. What's the difference in living in the woods and living on the trees? Well, on the parking lot.

Is there not signs that say day use only at the parks, those parks?

I don't.

I don't think so. You know, I tried to think of all scenarios on this. We could literally have someone who parked a, Passenger vehicle there. Somebody picked them up on their houseboat. They may be out for a few days and nights or whatever. But I think we need to at least discuss a length of time. And then, I mean, the particular one that this was at was at Jonathan. And that's probably one of the most heavily used that we have. So you can imagine a 35, 40 foot houseboat taking up eight parking spots.

Yes. I mean, so there's not a law in place that says you can't just park something somewhere on somebody else's property?

It's public property.

It's TVA's property, though.

It's not, right? Yeah, but we control it. Yeah, we've got leases on it. I mean, TVA's not going to do anything about it. Somebody leaving a houseboat in a parking lot. But, I mean, like Judd said, it's.

I thought we had something in play. I just assumed. So if you say that this is different than the situation.

Well, those people, I mean, you were talking about, back then we were talking about people just. Camping. You know, squatting in the woods. Yeah. This relates to vehicles.

Living in it, though, right?

Well, do we want to limit to no overnight parking at all?

Well, I thought about suggesting that, but then, you know, I think, well, what if you go to meet a friend, you park your vehicle, they come up to the dock and pick you up in their houseboat. I don't think

So we wouldn't want 10 or 12 people doing it.

Yeah, I don't think that would be a place where somebody would leave their vehicle just to have a place to leave it, first of all, from a security standpoint. But I think if we get into something, if it's something... hooked possibly to a vehicle that's been there over a certain period of time whether it be a trailer or trailer with boat on it or definitely something that's just unhooked there so i don't know what the language in this would look like i mean i i don't i don't i'm not a boater or a camper but i would say that it's not uncommon for people to go out on the lake friday afternoon and then not come back until sunday afternoon yeah i'd say that's probably fairly

Maybe we need to tie it more to living there, you know, camping. No overnight camping. That would have solved the problem with this boat, wouldn't it? Was they living in it, camping in it? I think they were there.

Oh, okay. Yeah. And the registration wouldn't come back to anybody. We finally located it through a phone number, the owner of it, and made contact with him, and he was able to move it the following day. We just gave him 24 hours to move it. If you don't get moved, we're towing it.

Going back, Corey looked up that agreement. That agreement was only pertaining to sled on the camping issue with TDA.

I guess it just, you know, I don't know.

Like I said, we don't want to stop people from putting their boat in the water for a long weekend and leaving the truck and trailer parked in.

Well, that would be my concern is that we're trying to legislate based on one thing that happened. Maybe it's happened more and we haven't mentioned it.

We've had a few times just RVs where they'll just pull their RV in and stay there. So I think maybe no camping would at least eliminate that issue.

Stick a sign up because, you know, everybody goes by the speed limit sign as well as the – Well, it just gives us a little more authority that, you know, a lot of camp here. When you go to kick them out. Exactly. Yeah. Point at the sign.

Do you – if you do that, if you put a no camping sign, does the sign need to include towing and where it will be towed to or whatever? Yeah, but –

I don't know that just a no camping is... Yeah, I'm not... What does that mean?

I don't know that that's specific enough to put somebody on notice.

That kind of raises our RV issues, about it.

Something says no abandoned boats or trailers after... and then determine how long it would be to be considered abandoned.

Seven days?

Seven days. That would cover a holiday week or something.

And we can think about this. This is not something we have to have action on today.

I had complaints about it, and those are warranted.

That's very busy there. And then, Sheriff, was kind enough to go out and look at situations and send officers back out there. So y'all just put some thought into that and we can revisit it.

So we literally have, at this point, what we're saying is we have no way to make someone not do that. That just blows my mind.

Personally, I think, Jason, correct me if I'm wrong, I think since that is we manage that property, I think we can give them notice to leave. If they don't, then I believe we can have it towed. Personally, but I don't.

Yeah, I mean, but the towing issue is it's always going to be a case by case. But if you don't have anything in place, then it's going to have to be probably a really bad situation before you result to towing somebody's vehicle. But if you've got something black and white that gives guidelines, then obviously that's going to be easier. And I do think if you want to do a policy that it should be in the form of an ordinance, That way it gives law enforcement more teeth to enforce it.

Something that still the citizens that want to use it properly, it's not going to hurt them for a week, but like you said, we just don't want somebody using it for their personal parking lot and abandoning or leaving there.

And I don't know, does anybody know if Kentucky Down Marina has a policy on that as far as people leaving vehicles in their parking lot? We'll check on that if you would, Mr. Pagel.

Just a little update on our inclusive playground that's coming right along. They're pouring the second half of the concrete for the screened covered portion we have where the picnic tables are going to go. So that'll be finished up by the end of the day. And I know they were delivering rock up there. About a half hour ago, so that's the next step. The rock will go in there and then the rubberized surface over that. I really have high hopes we can get this done before the first game of the fall season, which is the 29th. But if not, we are making great progress. This weather's finally given them some opportunity to work. So very excited about that. I'll be glad when we can get that project completed. We did get the fully executed contract back yesterday on the senior center. And I said, OK, when do we get the money? So we're supposed to hear back from the PAT office on that this afternoon. Looks like we may be able to get started doing some demo on that sooner rather than later, but I'll keep everybody posted. Need a motion to pay the bills? Pay the bills. Is there a second? Second.
