I'm going to call to order the planning and zoning commission meeting on Monday, July 28th, 2025 at 6:11 p.m. We'll have the invocation by Commissioner Yokum and the Pledge of Allegiance by Commissioner Club. Please rise if you're able to. Please bow your heads as we pray. Dear wise and lovingly Father, let me say thank you for life itself, for friendship, and for the ability to be involved in useful work. We pray for for mayor and for the various city officials and for this assembled commission. Grant us the wisdom to make wise decisions and sense the welfare and needs of our people. We pray for the agenda set before us tonight. Please guide us to what would please you and what would benefit those who live and work in and around our beloved city of Maricopa. In your most blessed name we pray. Amen. That'll take us to roll call, please.

The procedures to follow if you address the commission are commission requests that you express your ideas in 3 minutes or less and refrain from any personal attacks or derogatory statements about any city employee, a fellow citizen, or anyone else, whether in the audience or not. The chairman will limit discussion whenever he deems such an action appropriate to the proper conduct of the meeting. I do not have any speaker cards. I. All opposed. That motion passes. That'll take us to agenda item 5.1, DRP25-06. This is a planning commission update major development review permit case number DRP25-06. A request by Kristen Spil Spilman of BRR Architects on behalf of Walmart for review of site, floor plans, and elevation for a proposed building expansion on approximately 21 acres of land within Panol County parcel number 510-12-0550 within the city of Maricopa generally located north of the northwest corner of West Maricopa Kasagana Highway and North Porter Road. This is for discussion only.
All right. Good evening, chair, vice chair, commissioners, members of the public. Lorie Mason, development services. Um, so, uh, the chair just went over, uh, the applicant, Kristen Spilman with BRR Architecture. Uh, this location is at at the at the current, uh, Walmart location just just north of, uh, Picass Highway and and west of Porter. So, this project area is about 5600 square feet. Um, and the proposal is to build an expansion um on the building's existing perimeter footprint to support online grocery service. I'm just going to kind of point out the areas of the site plan where this will happen. Um, we have the addition here. Um, the elevation show a metal canopy will be added. crosswalk improvement and utilization of of existing parking spaces about 38. Um I've pulled together the elevations just to try to give you a clearer picture of what's going on. Um I know that when we said Walmart expansion um it did uh perk a lot of ears. So, zooming in here, you can see um on the south facing front um the pickup sign that that is being proposed. This is more or less what it what it anticipates its its development to look like. The east side here is showing the metal canopy. This will be the service front for the pickup area. You can see that the rear elevation, I think it it shows nicely how this will be integrated with the existing Walmart building. And then just sort of zooming out a little bit, those dashed lines, you can see there's there's some labeling there for ornamental fencing.
This slide shows really what happens when when something comes through uh planning and for a development review permit or a site plan. These are the various divisions that that it goes through for review as well as an external review um from private interest potentially and uh development review meeting with with all members of staff involved and we'll keep going. So staff does find that this proposal is in conformance with the zoning standards. um finds that the overall design of the project will enhance the appearance and features of the project site as well as the natural and built environment. The proposal is appropriate to the function of the project and will provide a suitable environment uh for occupants, visitors, general community, residents, so on. Uh elevations and color combinations appear well integrated and complimentary. staff uh finds the proposal meets all requirements outlined in title 18 of the zoning ordinance. The public outreach um is listed here. July 3rd, the applicant mailed a 600 foot notice to to neighboring property owners. July 7th, uh the the sign was posted on site. You may have seen that. That was that was actually in the AutoZone area. We tried to make that as visible as possible. Um, and then what is it? The 9th. I think we posted it on the website and the last last date is tonight's meeting. So, that concludes my presentation. Does the commission have any questions, comments or concerns?

It looked in in in the packet that we that we received that there's also going to be some remodeling and whatnot happening inside the store. Is that changing any of the exterior elevations or signage on the on the front? Not to my knowledge. I think the one thing that you may see that changes on the exterior is the removal of the storage containers. That area will be cleared uh for this proposal for this expansion.
Okay. Um, if we look at that that back area, the the first thing that caught my attention was 44 spaces for for pickup. I just I didn't know that we had it was that busy of a of a thing that that surprised me a little bit. Um, good for them. Uh, I just didn't realize it was that that popular. Um, it looks like there's a maneuvering yard of some sort. Is that going to be for trucks? Back to that. Are you talking about kind of right out uh Yeah, right outside that addition. Looks like it's kind of Yeah. Is that all part of where it's walled off existing?
Sort sort of right now. It's there's a sign there that that talks about for delivery trucks only. I think is is the only uh vehicle entering. But I am not aware that they'll be blocking off this area. Okay. If that answers your question. I kind of and where I was going with that is is just making sure that you know if people are coming to pick things up there's also that drive to the north a drive access to the north side there um just south east southeast of the apartments there and making sure that you know cars aren't going to try and go into that spot and and
commissioner club I think that's a a fair fair question there we do have to the north the the multif family as well as she way this this roadway that's sort of open there there may be some instances where where drivers do have to potentially navigate a conflict but engineering doesn't feel that it because this site is functioning open just as it is now and the maneuvering and parking you know existing parking spaces now there wasn't um too much a cause for concern
and the only reason I have a concern because I actually agree with that statement except it doesn't you know if if there's enough volume to to necessitate 44, you know, spaces. In theory, 44 people could be picking up groceries at the exact same time. Um, that's a lot of traffic kind of coming and going, and I just want to make sure that traffic and trucks and whatnot aren't trying to share the same space. It doesn't work out real well. Noted. Thank you. Um, and that's all I I think it's it's a good use. I like where what they're doing. Uh, just want to make sure that signage is appropriate just to make sure that people know where to go. Thank you, chairman. Uh, just taking a look at the uh calendar. Um we have uh one item scheduled which is another uhformational item uh for the 11th of of August. Um there is a pretty good chance that we may be able to move that. Uh we have multiple items for the first meeting in September. Um I would prefer not to bring you all in for for just oneformational item. Uh, so we're trying to move that. If I'm able to do that, we will not have a meeting in the month of August. Um, but we've got a full agenda for September. So, we'll just have to keep you posted on that. I appreciate y'all coming in tonight. We originally had a couple of items, but uh, one of them fell out, uh, which is hence the one at August 11th, but it's still struggling. Um, so we'll just have to wait and see. And um um with that uh that concludes my uh report from staff and I would just thank you very much for your time this evening.

Yes. Um we've been in contact with uh several different cities around the valley. So, we'll be ready to go with that report back to commission on the 11th if we have that meeting. If we do not have that meeting, then we'll come back with it um uh on the next available meeting and we may combine because we're also looking into some signs uh that y'all gave us direction on the last meeting. Um we may just combine both of those into that meeting. So uh we're just going to have to play it by ear. Uh obviously u can't manufacture an an item for the 11th. If we don't make that, then we'll be forced to go to first meeting in September.
