Oh, hi. My name is Larry Wallach, and I'm old. And I'm from New York, and I've been raising animals since I'm 15. Like, tigers, bears, lions, everything. But my real love is for sloths, and I'm looking to open up a store in Margate that would almost be very edge very educational.
We do a lot for communities. We've done this in New York, Georgia, where we do all the schools. We do everything for schools, Autistic Foundation, Ronald McDonald House, and Make A Wish. But best of all, what we do is hands on. So where you guys anybody like snakes or any of that? You so anybody know who mister Beast is? Okay. So these are people I work with, and we do videos. We do educational stuff. And if I'm able to do that here, all those people will be here with me. K?
Thank you very much. Okay. So next up, we have presentations, and we are going to do the drop saver contest winners. Okay. So this is the twenty twenty six Drop Savers water conservation poster contest.
Each year in celebration of National Drinking Water Week, which is May third through the ninth, the Florida section of the American Water Works Association holds a water conservation poster contest called Drop Savers. This is the fourteenth year of the city of Margate sponsoring a local contest to help educate students in the city about the importance of water conservation. Students were invited to participate by submitting a poster that depicts a water conservation idea. The contest was divided into four age based divisions and one special needs division. Tonight, we are recognizing both the school winners and the city winners.
The school winners were selected by each of their schools as the best poster in their division, and the city winners were selected by the mayor, vice mayor, and the city commissioners among the school winners. All entrants will receive a certificate, a gift card of $25 for school winners and 50 for city winners, and an earth shaped seed paper embedded with wildflower seeds, which is an environmentally friendly way to plant seeds. I enjoy this one. Gives me a little anxiety judging all of them because they're all so good. So I give everybody a 10 every year.
So hope to boost everyone up a little bit. And I'm sure the other commissioners had had fun doing that as well. We have a lot of presentations and award winners between this and the schools, so we're gonna keep it moving a little quickly tonight. We've got, I believe, five divisions for this water savers contest. What we'll do is we're gonna call all of the division winners up, we'll do a group photo and then we'll go to the next division.
Once we finish this presentation and the school awards, there's a big Margate banner out in the lobby here, we'll recess for about five or ten minutes, so those that have school and you know, you don't want to stay till the other half of the meeting, that's fine, but we do a bunch of pictures, pictures with the mayor, the commissioners, family, friends, you can take as much photos as you want out there, alright? So for division one, this is kindergarten and first grade. The city winner is gonna be Amir Johnson, Rise Academy School of Science and Technology. Is Amir here? Please come on up.

Now we're gonna go on to student and teachers of the month. So when we call them up, they're gonna receive a plaque and a swag bag as they say from the police department. But let me also read what all of it contains. So for teachers of the month, they're gonna receive a plaque, a $20 Walmart gift card, two Calypso Cove Water Park passes, a Margate Police Department teacher of the month challenge coin, a Margate Fire Department t shirt, and five Texas Roadhouse free kids meal cards. The students of the month are gonna receive Margate Police Department drawstring bag, a $10 Walmart gift card, four Calypso Cove Water Park passes, Margate Police Department student of the month challenge coin, Margate Fire Department t shirt, Deez, which is where the when you flush the toilets and you're drinking water, that's where that department is.

He actively participates in class and gives his teachers and peers the highest respect. He makes time to study for quizzes and tests, which have helped him improve academically. Daniel, congratulations for being the student of the month.

I got something about you too. Chloe is a hardworking and kind student who consistently gives her best effort in everything she does. And next, from Broward Math and Science. I'm gonna make a quick pitch for Broward Math and Science. They were out in Chicago. And I get a phone call. And they had won we're gonna be celebrating them next month. They had won gold medals. They won, I believe, three gold medals and placed in nine events at the national science event. So so for student of the month though, for Broward Math and Science, we have Grace Alcindor. Is she here? All right.

next is Margate Middle. And we have Ramaldski Michel. Did I say it correctly? Eighth grade. Ramalski is a well rounded and driven student who maintains a 3.2 GPA while actively participating in multiple clubs where he demonstrates leadership, responsibility, and a commitment to personal growth.
He is also an active student athlete participating in soccer and volleyball. His consistent effort and positive attitude makes him an excellent role model for his peers. Congratulations, sir, on being the student of the month for Margate Middle.

We're just gonna recognize two city employees for years of service, and then we're gonna go on about a five, seven minute recess and we'll take photos out in the lobby. If And anyone wants to leave, if you wanna stay and see how the city runs, stay for the other half of the meeting. Sure. Thank you, Mayor. Good evening, everybody. You're employees celebrating milestones for years of service. First is Douglas Klein, Diesz utility mechanic, celebrating thirty years of service.
We have Michael. We have Michael Bush, our distribution and collections manager in Dee celebrating twenty years of service. We have Vikram ram Vikram Ramtower, canal maintenance and public works, celebrating fifteen years of service. Emily Kay, our police payroll coordinator in the police department with five years of service. Shaketa Palmer, community service aide two, celebrating five years of service.
And for the next one, I'd like to invite up our finance director, Ishmael Diaz, to present to Spencer Sambray, our purchasing manager, who is celebrating thirty years of service.
Can I say a couple of words?
Yes.
Alright. So, Spencer, next Wednesday, thirty years. Thirty years. And, you know, the only thing I had to do was to say to Spencer thirty years and ask, thirty years, how do you feel? And Spencer immediately went into a storytelling, and I'm a storyteller. Okay? And I love the passion that someone has when they when they can tell a story. And Spencer told me how he was in 1996, he was working in manufacturing, and he wanted a governmental job. So he applied to the city of Margate as a meter reader. Got the job.
Once he got the job, he said, no. And I want more than that. I want the last shift, the night shift, because if there's any other position available, I wanna be able to be available to to to be go to interviews. And he did that. And after that, he became the procurement specialist, And then he became buyer one, and then he became buyer two, and then he became the supervisor procurement supervisor.
And then in 2016, the big cheese. He became then the procurement manager. Now it's my opinion that for you to be a procurement manager, a good one, you gotta have gravitas and you gotta have moxie. Find those words. They're great. And the fact of the matter is the fact of the matter is I love the story because he had this genuine pride that I actually love. Now I've been a finance director here for three years, Spencer, and it's been an honor working with you. Been an honor working with you. Let me tell you something real quick about Spencer. This guy is an intelligent man with a ton, a ton, okay, of common sense.
His team loves him, but more important, his team respects him, and his coworkers respect him. He's always standing on that wall protecting and watching for the city of Margate. And last but not least, let me tell you that this gentleman here this gentleman here is a person that has this work ethic that is unsurpassed. So on behalf of the city of Margate, Spencer, thank you so much for your thirty years of service.
just wanna take a minute to thank everyone here and certainly wanna thank our elected officials and our city managers, city attorney, and other department directors, and not least, the ladies who work in purchasing with me. I would be absolutely nothing. I would be not able to accomplish the things that we're able to do in purchasing without these ladies. We have some of them here this evening, three of them. One is away at a conference, and she did not get back in time.
But we wanna definitely recognize these ladies because they are the motor behind public purchasing and allowing us to get the things done. So being here for thirty years, I wanna thank the community of Margate. I live here. I've been here twenty six years as a resident, and definitely, it is a city that has left the lasting mark on me, and I hope as I go at as far as I can in my career and wind it down, I hope I leave a mark on Margate as well. So thank you all.
Alright. And we have, one more, and that is mister Patrick Garman, our director of information technology. If you'd join me at the podium, Patrick.
Come on up, Patrick. It looks like Kale has a little speech prepared, but I just wanted to say, I can't believe it's already been five years since Patrick took over. When he took over, the department was doing alright. It was more autopilot back into the the old days and old ways, and Patrick brought us into the twenty first century, really enhanced our technology, worked hard on getting scammers from, you know, phishing our email accounts, getting cameras up in our parks and and working with law enforcement and catching some some pretty big time criminals that other cities and people in the county were looking for. And with his assistance with the cameras and other things I can't talk about, he played a big role in helping our police and continues to.
So thank you for everything that you do. And I know Kale has a few words as well.
Thank you, mayor. So, Patrick, congratulations on reaching your five year milestone with the city of Margate. Your leadership in advancing our technology has delivered meaning meaningful cost savings, strengthen our cybersecurity, and enhanced our citywide surveillance capabilities. You have consistently demonstrated a forward thinking approach, identifying opportunities to modernize our operations while ensuring reliability and security remain top priorities. Your work has not only improved internal efficiencies, but has also supported better service delivery to our residents and businesses.
Your willingness to take on complex challenges and see them through has made a lasting impact on our organization. Whether navigating emergency tech emerging technologies, responding to evolving cyber threats, or supporting critical city operations, you approach each task with professionalism and determination. Your collaborative mindset and steady leadership have earned the respect of your colleagues and contributed to a stronger, more resilient organization. Patrick, thank you for your dedication, your innovation, and your continued service to the city of Margate, and congratulations on five years.

We show up. Exactly. So Gio, this proclamation's for you. I'm gonna read the proclamation out. It's for National Public Works Week. Whereas we are on. Correct? Whereas the Public Works Department focuses on infrastructure, facilities, and services that are vital importance to the sustainability and resilient communities and to the public health, quality of life, and well-being of the residents of the city of Margate. Whereas these infrastructure,
facilities,
and services could not be provided without the dedicated effort of the public works department. The staff who are responsible for rebuilding, improving, and protecting our roadway system, canals, and stormwater infrastructure, protecting, other services that are essential for our residents and whereas it is in the public interest for the community to gain knowledge of and to maintain an ongoing interest in understanding of the importance of public works and the public works program. And whereas the American Public Works Association has declared this sixty sixth annual observance theme as rooted in service, powered by community. Now therefore, Antonio Arceria, mayor of the city of Margate, does hereby designate the week of 05/17/2026 through 05/23/2026 as National Public Works Week in the city of Margate and urge all citizens, civic organizations, and businesses to join with the American Public Works Association and government agencies in activities, events, and ceremonies designed to pay tribute to our public works employees and to recognize the substantial contributions they make to protecting our health, safety, and advancing of quality of life. In witness, therefore, the mayor has set his hand and caused the official seal of the city of Moorgate to be affixed on this sixth day of May twenty twenty six.

you would like to add? Absolutely. Move forward. It's just, I just wanna
be able to say to, you know, in public that we have an amazing staff. You know, those people are out there every day in the heat, rain. It doesn't matter. They're gonna be out there for the public, ready for the public. I just wish more people would contact us, reach out to us at our public works office through email, through phone. If you see something, say something. We're ready to go out to the community and resolve a lot of things that are just out there. So I really wanna, you know, show my gratitude toward the men and women of our public works department. And I thank all commission, mayor, Kale, everybody, because we have such great support from from you all. So thank you very much.
All right. The next proclamation you did public works. Right? The next one, we'll do emergency medical services week, and it's gonna be read and presented by commissioner Simone.
And it was supposed to go to our fire chief, but I see he's not here. So division chief Matthew White Shield, would you come up and accept this, proclamation? This is a proclamation for emergency medical services week. Whereas emergency medical services is a vital public service and the members of the emergency medical services team are ready to provide lifesaving care to those in need twenty four hours a day, seven days a week. And whereas access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury.
And whereas emergency medical services has grown to fill a gap by providing important out of hospital care, including preventive medicine, follow-up care, and access to telemedicine. And whereas the emergency medical services system consists of first responders, emergency medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, pre hospital nurses, emergency nurses, emergency physicians, trained members of the public, and other out of hospital medical care providers. And whereas the members of the emergency medical services teams, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills. And whereas it is appropriate to recognize the value and accomplishments of the emergency medical services providers by designating Emergency Medical Services Week. Now, therefore, Antonio Orserio, mayor of the city of Margate, does hereby proclaim the week of 05/17/2026 through 05/23/2026 as Emergency Medical Services Week.
In observance thereof, the fifty second anniversary of EMS Week theme is Improving Outcomes Together. I encourage the community to observe this week with appropriate programs, ceremonies, and activities in honor of EMS professional and essential service it provides. In witness where have he has set his hand and caused the official seal of the city of Margate to be affixed the May 2026. And let me add that we in Margate have the best fire department in all of Broward County. Our men and women are absolutely phenomenal.
They go they go above and beyond to help our residents and provide the best medical service possible. So on behalf of this city, thank you so very much for everything the men and women of the EMS team, our fire department do for our city. We greatly appreciate all your services.

Alright. And next up is proclamation item e, National Law Enforcement Appreciation Week presented by commissioner Rosano.
Thank you, mayor, for allowing me to do this one. Major Stransky, thanks for coming up. So I'm gonna read this proclamation. Whereas National Police Week is to honor the service and sacrifice of those law enforcement officers killed in the line of duty while protecting our communities and safeguarding our democracy. And whereas the women and men who have chosen law enforcement as a career face extraordinary risks and dangers in preserving our freedom and security.
And whereas, these law enforcement officers are our peacemakers, guardians of life and property, defenders of life, liberty, and the pursuit of happiness. And whereas law enforcement officers in the city of Margate, the state of Florida, and The United States are under constant threat of serious assault and even death in the performance of their duties, which is sad. Whereas by a joint resolution approved 10/01/1962, the congress has requested the president to designate May 15 of each year as police officer Memorial Day and the calendar week during which such May 15 occurs as Police Week. And whereas all citizens in the city of Margate are called upon to honor and show our sincere appreciation to the women and men of law enforcement who serve us every day with courage, honor, professionalism, and distinction. And to thank these these brave law enforcement officers for making it possible to live, work, play, and worship in a safe, secure community.
And whereas the city of Margate Commission asked all citizens of Margate to take the time to remember the sacrifice of all officers, both living and fallen on this special day. Now, therefore, Antonio Arcerio, mayor of the city of Margate, does hereby proclaim the week of 05/11/2026 through 05/16/2026 as National Law Enforcement Appreciation Week.
