I Good evening. 6:40 p.m. We'll call the Economic Development Committee meeting to order. Tonight we're going to be discussing uh bill 25208. 25208 has a new to Mansfield, not new to the great state of Ohio tax tool. Whereas we can um collect fees in lie of taxes from uh a a new business and use those fees for infrastructure building. And if you look the one that we're targeting, there's a nice picture in there. You'd think Bob Bianke himself was doing this presentation. Um so there's some changes coming down there in the uh how um Possum Run intersects with 71. Um though tonight we have Barrett Thomas in the back row who's ready, willing, and and hopefully fields a few questions because he made the effort to come down here tonight. Um, but if um you have some questions about this or maybe Barrett, you can just come up and straighten out what I just said and and add in some

So, I guess first of all, I'd like to apologize. I didn't mean to be screaming at everyone in my legislation. It's in all caps. That was Sorry about that. It's just a normal. Um yeah, so this is tax increment financing. This is taking uh the increased value of a property uh similar to the tax abatements that we've done in the past where we're giving a discount on that increased uh tax value. here we're the the company's going to pay that tax value and we're going to capture that in a special fund that helps support infrastructure that supports the site. That's that's what a tiff is. So, uh these have happened in the state of Ohio since the 80s. Uh there's uh several of them in Richland County. Uh I think all the active ones now are in the city of Ontario. So, this will be the uh the first one in the city of Mansfield. Happy to answer any questions if anyone has any. time timeline for this particular one. Yeah. And and if and we have we have like seven more minutes. So if you want to
go in a little deeper, it's okay.
Um so the timeline So a tiff needs to be approved the year before it goes into effect. So uh the building looks like it's finished now, but the auditors haven't assessed that value. they haven't driven around the community and and found value in uh tax year 26. So if we can get this tiff in place this year, it then will be in place before the auditors find new value in that property next year. So that will that that's how we capture that increase in value. If it doesn't happen this year, then we don't capture that value. So um so we we can put it in place this year. you can put it in place this year. I can't. Um, the property will uh be assessed by the by the valuators in 26. That tax will get calculated January 1st of 27 and paid in 27. That's when that um money captured in the TIFF will go into a fund at the city to support infrastructure. Uh that'll be year one of uh 10. So that's the timeline. Is that any questions about that?
I will just add if I can that um we're choosing to do this because we do think that at some point Possum Run Road may need a turn lane added in. Um there are other developments looking at that area um and have been for some time. They're not moving forward yet. So, um, you know, more to come on that, but we wanted to make sure that we had that ability. Um, because obviously when you're talking about adding a lane on a road, it gets expensive. Um, the engineer estimates that to be about $300 to $400,000. So, this tiff should should do that um as well as anything else that may pop up um along with that project. So, you know, obviously we'll be collecting it for some years before we're using it. Um but uh it it uh should give us what we need to do that improvement.
Yeah. So the TIFF supports public infrastructure that supports the site. It doesn't have to be onsite, just supporting that site. So it could be um you know, lots of other things. It could be uh you know a bigger water line headed into that site. Doesn't have to be on site. So yes. So we're talking about like what you just mentioned would be Yeah. Yeah. Could be uh additional infrastructure, could be uh maintenance of existing infrastructure, all that stuff counts. Yeah. Yep.

What do you think? What's Okay. I will call this session of Mansfield City Council caucus meeting to order. Are there any committee reports? Mr. Diaz. Thank you, Mr. President. Um, just a few. I wanted to uh remind everyone that
the final Tiny Tim workshop, which has been held um each Saturday by Downtown Manson Incorporated, uh the last one will be this coming Saturday from 10:00 a.m. to 400 p.m. It's like um bring your young ones out and they have the opportunity to do a sort of secret Santa shopping for adults. Oakill Cottage is hosting their final gaslight tour on the 19th at 7:30. I believe they previously have one at um on December 12th. So, be sure to check that one out. And also just want to do a quick reminder about the warming centers that we talked about uh last time. The 700 a.m. to 700 p.m. warming center hours is at Ark Empowerment, which is 378 Park Avenue West. And the overnight, which is 700 p.m. to 7:00 a.m., is at First United Methodist Church located at 12 Well, right behind us, 12 uh 12 North Diamond Street. And the entrance way is off of Park Avenue. And this is all volunteer operated. So they do rely um on you know the community to provide food, blankets, clothes, those types of things. So um even if you're not unhoused and you have unfortunate circumstances like your gas goes out, this also um is extended to you as well. Um that concludes my announcements.

Couple things I wanted to update on. Um, first of all, uh, I attended the small business of the year awards last week and we did have several businesses that were honored. Um, Hercules Express Car Wash won the small small business award and uh, Pinnacle Cleaning won the large small business award. Uh, so congratulations to them and several other U Mansfield and and local businesses were honored as well. Uh just a reminder, we are doing fireworks on New Year's Eve. Uh because of construction and just the way it's all set up, there will be no ball drop this year. So, we'll look forward to a bigger, better 2027 one. Um but, uh the fireworks will still go on and uh it'd be great if we have a nice layer of snow, but it's not zero degrees like it was last year. Um speaking of snow, I do want to just give a shout out to our complex folks. They worked all the weekend um making sure the uh roads got cleared and uh despite some people thinking that it's supposed to happen within five minutes. Um, I think, uh, we actually got some good comments back from residents who appreciated, um, things and, you know, continue to encourage people if you're seeing a road that hasn't been touched, um, and it's been a reasonable amount of time, uh, they can always call the mayor's office if it's during the week or send a message on Facebook and we'll dispatch a plow out to that street um, as quickly as we can. Uh I attended the Ohio Mayor's Alliance annual meeting last week and I have joined their board which I'm excited about. Um so they are busy planning for 2026. Of course it's a gubanatorial race so there'll be lots of statewide things and there's a lot going on um at the legislature. So uh it's really I'm excited to get more involved there. And then the last thing I just want to give a thank you to all of the department heads. We did have our final staff meeting of the year last Tuesday
and um probably much to their chagrin, I made everyone go around and talk about one thing they were excited about um that that had happened in their department this year and it was really cool actually after all 15 departments went. I even made the directors go um just to sit back and reflect on everything that's happened this year. Um a lot of really good momentum happening. Um we'll look forward to the state of the city of course after the first of the year but just wanted to say thanks to the department heads. They've really taken um a lot of the things that uh we have thrown their way. They're they're putting them into practice and uh continuing to uh push the city forward. So thank you.

Um this week we'll probably be doing snow plowing and then later on as it warms up we'll be doing leaf collecting again. So, uh, mother nature was cruel and delayed everything for the leaves. So, we fell a little bit behind and then the snow came out. So, uh, if you have some leaves or whatever, let us know. But, they are out. They were out today and they're going to be out the rest of the week uh, picking up as many leaves as they can as well. We're having salt delivered to keep up with what we used this past weekend. Uh, also too, check our website. We have several job postings. We have a couple that we're going to be posting at our wastewater treatment plant and in parks and in the complex. So, we have probably about six to eight positions that are opening up uh that we're trying to fill as people have left and retired and leave those vacancies. So, uh if you know somebody that would like to work with the city, have them check our website for job postings. That's all.

Thank you, Mr. President. Uh for the uh PD side on December 6th they had their annual bank banquet. Obviously they conduct award ceremonies through the great performance and work they the officers do throughout the year. For the major uh award recipient recipients was officer web was honored as the officer of the year. Sergeant Joe Gladen was supervisor of the year. Evelyn Saunders was dispatcher of the year and Ginger Anturean was civilian of the year. I know the chief did a news release today and sent that out to the media and last evening they did a end of the year banquet for our Mansville police cadetses. So for maybe council members do not know but Wayne County Sheriff office has joined our cadet program. So they make quite a trip to come over to be involved with our cadetses and through the work that they do out at the reformatory. They're able to do the the funds they generate from the parking, they're able to have like an annual banquet. So that big group came together and that's always a good time. and uh they obviously do excellent work for us and I know uh the prison definitely appreciates it especially with the events that they have for the fire department. Uh the chief has added two new training devices. The first will be a new forcable entry training prop. This is a steel door on a frame which allows firefighters to practice entering doors, defeating the doors, and uh obviously locks to be able to get in during times of fire or emergency. This prop will also be utilized by the SWAT team through training. So, we'll once that's up and running, I know uh the the mayor and I were going to look at it. So if if there's any interest for council, I know that would be a great stress reliever
when you get to bang at a door. So that should be all kinds of fun and and it'll be able to survive it. So uh they're also purchased a new fire extinguisher trainer. So uh this is something that the the chief for the last year was trying to u get some funds to purchase. He feels it's very important that he gets to local business and residents to uh to to do proper training when we talk about fire extinguishers. I I know you know everybody knows what a fire extinguisher is, but until you actually have a fire than fumbling around to properly use that, that's another matter. And uh I thought it was a fantastic idea and I know the chief's going to explain more in regards to that. And that's all I have, sir. Director Converse.
Thank you. First, I want to say thank you to everyone for the goodies that were at our seats when we got here. That is kind and thoughtful and much appreciated. I have some stats for you. As of November 30th, we finally closed the month. And for revenue, um, with 92% of the year gone at that point, we are at 96% of the budget received in revenue for general funds. So, that is plus. and we're up 1% over this time last year overall and that's mostly due to uh real estate taxes and interest income there. Uh water department is at 85% of their budget and they are down 5% over last year. Sewer is at 91% of their budget and they're down 1% over this time last year. For expenditures, everyone looks good. Nobody is over. I mean the departments have been running behind that uh time period of the year all year. Several departments have reached their 92% of their budget. Um but all in all, everyone's still doing great. We don't have any concerns there. For income tax, we are at 92% of the budget received and down um 2% from last year. So we are on track. we had been running a little higher on the budget through um most of the year and then November we tracked at 92% with 92% of the year gone. So um we're going to be uh really reviewing uh trends and what has happened this year when we um set the revenue for the final budget. So you'll see some changes coming in that regard. Other than that, uh tomorrow we have a planning meeting with state auditors. A new team is coming in to conduct our audit for next year and we look forward to meeting them and seeing what they're going to be expecting of us. And that's all I have. Thank you, Mr. President. For 251 196, we want to take a moment to honor Councilwoman Laura Burns on her retirement from city council. Thank you, Laura Burns, for all that you've done for us. I wasn't sure how far to go, but Well, I was going to say we want to read it all in full now or we want to wait for counsel. She's got to stay, so it's up to you. Yeah, that's what I was. It's not like a lot of folks when they come, they they can leave, but she's got to stay. So, we'll just wait for uh
All right. And with that, we'll go to 25-197. Mr. Falcat. Thank you, Mr. President. This one's honoring Councilman Reverend Alazer Auchier, who I've been working on that for four years. I feel feel like I still don't have it down. I apologize. U maybe and well, I do apologize. Yes. And maybe I'll get it right sometime. Um but thank you for all you've done. Uh, Reverend, appreciate it.
On those two, we'll probably call on council members for any comments when we do when we read it in in council. So, we're not overlooking that. Uh, next is bill 25-1 198. Mrs. Meyer. Thank you, Mr. President. 25198 will be authorizing salary increases for certain members of council including the representatives from first ward, third ward, fifth ward, and the atlarge seat serving the term commencing January 1, 2026.

Thank you, Mr. President. This is one that that I um authored behind the scenes. Um and we we went many years without um increases for council and then we started doing them again and of course we grouped everybody together because nobody had had a a raise for 12 or 15 years. What happened though the second time, the second period through um the odd number council people are generally not included directly when we do this. We generally do this when the even council people and the mayor, all the people in the back row are up for election. And so two years from now, everybody's covered for two more years. But in two years, we would normally readress this for all of council except our tradition has been um not to vote for your own raise. So these folks would go two years at the old rate locked in and then jump up two years later. So what I'm really tried to do was forecast out two years. So the first two years in the chart are identical to the two years that have already been approved previously and the last two years out there. Um and I discussed this with the mayor. I tried to get an idea what we were doing with raises around the community around city hall and I um used 3.75% to come up with those two bumps the last two years in this legislation.
Um and with that I I just that's where I got the number. So, it's up on the wall and I'll I can answer any questions possibly if anybody has any or we can discuss. This is the uh ordinance for the improvement of real property south end of Mansfield that we talked about during committee meeting at the beginning and it establishes that uh use for that collected funds in lie of taxes. This is a um somewhat similar to a budget adjustment at the end of the year for the um possibility that we would receive more money than budgeted from the um collection of pride funds and allow it to be transferred over to 214. just a couple little details that might be of interest. $50,000 is just over 2% of the total amount that was budgeted. Um 2025 was budgeted at $2,342,025. our yeartoate collection, which doesn't mean today, but like the end of a month, uh 2,227 U,000. And so we got about $115,000 to go to the end of the year on budget. And if we would get more than that, this would cover it. Doesn't mean we'll get 50,000. Doesn't mean, you know, we could get a dollar extra. We could get any amount. Thank you. That's all.

Thank you, Mr. President. This one authorizes safety service director to enter into a software maintenance agreement, which basically means this is an annual fee of $92,24923 and it supports the uh police department, computer aided dispatch, uh mobile computer terminals, record management, vehicle locators, all kinds of neat stuff. And uh this kind of makes the whole thing come together digitally. That does include the fire department software as well.
No, you allowed them to take pig back on this one. All right. And the fire department. Okay. Any questions, discussions on bill 25-211? Mr. President, M Miss Robertson, thank you. Um is you said it was annual. Is this ever for how how many years or just this year annual annual till we change till director porch finds uh something better and more efficient and that that is subject to a possible 5% increase we could face every year with this software with any software you're looking at potential of 5% increase.

Uh 25212, adopting personnel, positions, pay grades, and salaries for certain employees of the city of Mansfield 2026 payroll year. Um this is the uh changes to salary ranges for um certain non-bargaining positions under uh Mayor Perry's administration. So no new positions were created, but that's what I've got on that.

Mr. Foc I just wanted to thank the mayor that I did notice that some of the low the starting rates were raised up because um we we mentioned that in the past where they're getting so low nobody nobody would work for that amount anyway. Well, I'm not going to say the word wiener, so we'll get that out. Uh, good evening, mayor, respected members of the administration, esteemed members of city council. I hope I can get through this. For the record, my name is Tim Hyatt and to my right here is Amy Yaki. We currently reside at 1892 Shelby Ganges Road in Shelby, Ohio. We are here tonight to publicly express our sincerest thanks as it would be impossible at this point to thank everyone individually who has touched us in one way or another. I'm not time this so if I go over three minutes as a prominent member of the city recently said at one of these meetings I'm using her three minutes.
We never thought we'd find ourselves in front of city council. We're just thankful it's not concerning of then and now, although it kind of is. We suffered a devastating houseire on the evening of November 29th, and thanks to our beloved dog, Buddy, we all made it safely out. We sit here, I sit here in a sweatshirt that was given to me by our neighbor, Steve Chris Crooks. Although it's been laundered regularly, I have not taken it off since. We stood in the street watching a fire personnel fight the fire in our pajamas and I realized that Amy didn't have a coat on. I offered her my coat and as I unzipped it, I realized I didn't have a shirt on. So, I just looked at her and said, "Sorry, baby." She took it like a badass. She is though. Steve came out and took our our dog buddy inside. We eventually ended up there waiting on Red Cross and uh Chris's wife saw that I had no socks on. And she ran upstairs for sweatshirts and a pair of socks for each of us. And I got to tell you, no pair of socks have ever felt so good. Time sat still for a second. In the midst of loss and heartbreak, words often feel inadequate. But tonight, we want to say thank you. After the fire changed so much in such a short time, the love and support we received carried us through some moments we didn't think we could face. prayers, kind words, donations, meals, phone call, short text simply reminded us that we're uh we're
not alone in this devastation. This loss took more than belongings. It took our normaly and our security. Yet through it all, compassion became strength. It helped us find light in darkness. And for that, we're forever grateful. Thank you for standing with us, for reminding us that hope still exists. Because of you, we gained deeper understanding of love, community, and resilience. So tonight to family, friends, co-workers, administration, all members of city council, Ask Me International Local 388, Mansfield Police Officers and Personnel, the Fraternal Order of Police, Mansfield Firefighters and Personnel, International Association of Firefighters, Richland County Board of Elections, Mansfield clerk of courts, codes and permitting. We thank you from the bottom of our hearts. And I would like to say a special thanks to Director Porch, Police Chief Bamon. I know that's not how you say his name, but I've been saying it for like 38 years and I ain't changing it. And also to Sheriff Sheldon. Thank you so much. Thank you. Would you like to add anything?

I'll start off. I um was real I started uh with Laura Burns um in the sense that uh she was appointed uh had to go through central committee which I participated in and uh it was it was a pretty pretty close vote. Um and and Laura won it and I think it was a real good decision. I'm glad she's here. We were able to um share our swearing in ceremony that first time. It was my second swearing in her first and and uh so that was a lot of fun and uh I was always glad to have her on console. So thanks
Mrs. Mm. I'm gonna keep it short and sweet because I'm gonna be emotional. Um, yeah, Laura and I came on together and I sure do hate to see you go. I think that it's it's going to be a loss. you got big shoes to fine and um I appreciated your levelheadedness and we've had many phone calls to go over things and talk and um and the best thing about all of it is that I now good luck and I'm going to see you around.

um Laura, I just want to say that uh you've been an inspiration in my uh first year here and uh everyone always knew where she stood. Um Laura is very passionate and she's very clear. She if there was an issue or a legislative issue, the one thing I learned is that she was very involved. She was very knowledgeable about that situation and she could always answer questions about it and I appreciated that. And um for me, you're kind of like a mentor even though you didn't know that. Um and uh I appreciate you. I hate to see you go. It's definitely a loss to the city here in city council and to us. So, I just want to wish you the best and uh hope that we see you around soon.

You're not somebody who has two different characters, one for the public and one for the private. And that's a blessing to work with you and you're just cool as a cucumber. I mean, when things are going here, you just chill and uh it always happens. So, thank you and for the fact that after you had the challenge that you had in New York and when you came back and you didn't let that stop you, you keep pushing on, keep saying, I got to finish this and you finished it. Thank you. I'm glad to finish it with you.
Miss on you, Laura. I just want to thank you for your service to the community on a whole and that you inspire me in the sense of you have a quiet demeanor, but when you say things, you know, you bring forth authority and that's something I like about you. Thank you so much, Mr. Diaz.

Laura had you have so many qualities that I admire and I remember when I first met you in 2021 when we were campaigning I didn't really know you but I really what stood out was your respect and your politeness to your opponent and when there was I feel outsiders who really wanted you to be combative and petty you weren't that you were like no you're very warm and I think you are definitely a big factor why city council has become come so um respectful and um not divisive. You're a new wave of leadership that I really admire and I'm really proud to call you my friend and just because you're not up here, you're going to be doing a lot in the community and as Reverend El said, you overcame some challenges physically, but it didn't keep you down. I want to thank you for all that you've done for the ward and the entire city. Thank you,

Laura, I just want to say thank you. Um I I got to know you a little bit before um I got elected and it's been really a pleasure the last two years to work with you. Um I always appreciate your thoughtfulness um the wisdom that you shared at times um on you know some really difficult issues that we had to deal with. Um, I appreciate your encouragement that that you often reached out to me when things were difficult. Um, and just always, um, you know, gave some encouragement to keep going. Um, I see your families here. It's it's a lot to be an elected official. You're in the public eye and your family is too, whether they like it or not. And you have a great family. you're raising two amazing kiddos and uh I wish you all the best in this next uh chapter.
Laura, I'd just like to say kind of echo what all has been said. It's been a pleasure to work with you on council all these years. Um it's been it's been a pleasure. You you've been uplifting. um very informative on the issues that you supported and very uh just encouragement to allow a lot of us to strive to do to be better. And uh I just uh wish you the best in whatever path you choose and with your family and kind of like the mayor said as somebody that had kids that grew up with their dad being involved in politics um I know what that's like for the family. I've been thinking about what I was going to say for weeks and every time I considered what I would say completely calm. And now that I'm here, I am less calm. When I started on city council, I was so optimistic and definitely naive and really really just came bubbling my way in here and I thought everything was going to be peachy keen and I have been humbled in so many different ways. Um, and I have learned so much from the people who have come in here, the people that I've worked with, who have mentored me and been my friends. I I would not trade it for anything. Even on the days that were really really hard because this isn't, you know, once
you're a public official, man, people tell you exactly how they feel all of the time and they don't care if you're in Kroger's with your family or if you're, you know, having office hours. They they tell you the truth. that I have always really appreciated that people feel that they can speak their truth because if I don't know it then I can't help you. So I am I am I'm sad to end this chapter of my life. I have so appreciated working with this administration. I I cannot wait to see what is next for Mansfield and um take care of my public works committee. That has been the delight of my time on council. And uh anybody ever wants to talk about sludge, I'm still here.

Uh way back um when I was a young officer um the rev worked uh with us with juvenile and uh some of the more um violent juvenile offenders back in the early 90s I'm sorry late 90s early 2000s and uh that's when I first met Reverend Al and I can tell you that his passion for this community for these kids for his family for Mansfield itself has always been his top priority while he's been here and he has shown that on council and it's my pleasure to call you my friend. thank you, Mr. President. That just the your name, Reverend L is a Mansfield household name in itself. Everyone knows who you are and you are pure love. Sorry. And I say that because um like Councilwoman Burns, you both had some um some pretty hard times um with uh loss and seeing how you handle it, how you've handled it um with strength and still um comfort other people who are right who are and comfort other people in your own pain and grief really did does solidify your leadership. Your prayers even for those who are not uh faith believers, it didn't matter because you prayed for everyone with such unconditional love. And you've actually um it's a good thing you don't use social media because you know as much praise as you get there's also people who you know they'll criticize um your unwavering belief which I think is wrong because they don't know who you are and you you just love everyone and you um you are beyond having a servant's heart and getting to know you um before I really knew you personally and knowing your legacy with uh um in the juvenile my my grandmother and you working with in the jail ministry. I think that just um I think that's a beautiful thing. And what also is a beautiful thing is despite um a disagreements on how we vote on things, there was always respect and love. Um and you I think you really um taught us how to do that and you're
going to continue to do great things in the community and thank you for praying for us. you've prayed for us personally when we and you did it tonight. And that that is um it's a beautiful thing and um and I'm glad to call you my friend as well and we love you, Miss M.

Um, you know, no question that you have a dedication to this community um, in many levels and um, as a fellow believer, I I always appreciated uh, your encouragement um, again, especially during difficult times. Um, and I know that you have a heart for Mansfield, the folks that uh, may not always want to hear it. Um, and then others that do, you you love them the same. Um we appreciate I as many have said before, it's problem with going last is your love for the city is is unquestioned. and undoubtedly you you love this town and it it shows through and through and uh I just wish you and your family the best in in the years to come. I just want to um say I know that we met last week to discuss uh committees and um it it was such a good feeling leaving the reformatory. Um, no, that's where we it it felt so good leaving OSR knowing that uh we did something that that was right for the city. See, this I always ruin moments. And I feel like uh you know this time around and a few other times we met um as a as a group of leaders who just really want the best for the people that we serve. And I love that we can not be intimidated. We can um identify whose expertise and whose strength and passions fit each committee and that we don't argue about. I just think that's a beautiful thing.
