Infrastructure committee to order and roll call. All present except for Alder Debates, who didn't call me. So I don't know. Anyway, so there's four of us. We drove a quorum, thankfully. Next is public comment. Oh, wait, here he comes. Hey, hope we weren't holding you up. Thanks.

0:36 – 0:470

So a public comment is next. Anybody from the public? Anybody online tonight? Anybody anybody on Zoom for public comment?

0:53 – 1:300

Well, second call. Last call for public comment. I'll close public comment and, we'll move on to well, we have no presentations. Consent agenda. Anything to be removed from the consent agenda tonight? Otherwise, need a motion to approve. So moved. Second. Motion and a second. No discussion is needed. All in favor. Aye. Passes unanimously. And we move on to our discussion action items. First item is 26DashOO71 request to place crosses on the hill by Evergreen Cemetery.

1:31 – 1:430

A lot of us here were under the impression that that was just a given now and we weren't gonna be having to approve this every year, but I guess we have to approve it again. And if we approve it, I'm gonna put it on consent, and it goes through. So

1:442

Yeah. We do this every year. We've never had any issues. It's for Easter in the cemetery.

1:49 – 2:160

So Okay. I'll make a motion to approve. Second. Motion and a second. Any further discussion? Seeing none, all in favor? Aye. Aye. I am putting that on consent. Won't need any more signatures. We're all good. Moving on to 26 dash, o seven double o 70, ordinance to repeal section 3.58 o final.

2:172

This is just cleaning up the ordinance because that position no longer exists. The wastewater treatment plant superintendent.

2:25 – 3:080

Okay. Any discussion? So I think you need motion? Yeah. Yeah. I'll make a motion to approve the ordinance to repeal section 3.58. I'll second. Approve. And do we have a second? Second. All second by Anderson. Okay. All in favor? Aye. Passes unanimous. I guess I should have asked for any further discussion, but I didn't. So I'll send this for signatures. Next up, OO6919 South 19th Street Lift station construction oversight amendment.

3:08 – 3:461

Yeah. So this one just for the, yeah, 19th Street Lift Station for Strand for the inspection on that. And project then hasn't gone as well as it, you know, could have, I guess. I think it was actually good in '24 and took a year to get out of the components and didn't wait until they had everything in order, you know, or all the equipment there and then started on May 15. Looks like they're gonna wrap it up in August. And actually, they did start up all the pumps, I think, right at September, which meant that they got rid of the bypass pumpings. Everything of a

4:00 – 4:261

there's been a lot of things, and we still don't have substantial bit completion on it. But, anyway, the Strand is saying that they've had additional hours than from what was originally anticipated. So that's that's what the amendment number two is for is for additional hundred hours, which equated to 17,000, which wasn't too bad. That was at a much less rate than what the rest of the inspection was at. So I was just looking for the committee to approve that amendment number two.

4:272

And a lot of the delays in parts were because of supply chain issues, right? So it's beyond the control of anybody. So I mean, we feel this is justified.

4:390

Pretty much answers any of my questions. Anything from committee? Where does this additional funding come from?

4:481

It would be coming out of our normal sanitary sewer budget, which I'm sure can have sufficient funds to cover it.

4:572

Yeah. We can absorb it. Okay.

5:01 – 5:370

In that case, I need a motion. Motion to approve. Second. Motion to second debates Anderson. Okay. Any further discussion? Seeing none. All those in favor? Aye. And passes unanimously. I'll send this. Yeah. I'll send that for signatures. Check that for counsel. There you go. Next up. Would be double o 68, Knowles Nelson's stewardship funding support resolution.

5:37 – 6:192

So this is a resolution that most, if not all, of the communities in the state are passing. Basically, it's to give to the Wisconsin Assembly urging them to reauthorize the Stewardship Knowles Program. So that's previously reauthorized in 2021 and the current one is set to expire in 06/30/2026. So it's a funding mechanism that we've used a lot. Most recently, we used it for the Bayshore Trail and Camp Bits. So it's a really good program, and we're just urging the state to keep it going. Would be the intent of the resolution.

6:20 – 6:470

Okay. Any questions from the committee? I'll just comment that I don't think it's a good program. I think it's a great program. Correctly noted, too. Senator Nelson was actually a friend of mine, so I'm behind just about anything with his name on it. Good enough. So I need a motion to basic and this is just to apply for a grant, right?

6:472

Well, it's a resolution urging the state to continue the program so we can continue to apply for them.

6:54 – 7:280

I got it. Okay. So I'll make a motion to approve. Second. Okay. Motion by Norell, second by Anderson. And any further discussion? Seeing none, all in favor? Aye. Passes unanimously. I'll send that for signatures. And we move on to double o 67, design proposals for Franklin Street reconstruction. If I could whistle, I'd whistle. Boy, let's hear it.

7:28 – 8:111

So this is an exciting one. It'll be an interesting project. But we had sent out RFPs to five consultants in the December and had them come back on January 21, and we received four out of the five that we sent out back. So and we reviewed them, discussed them, and just we're looking at asking to hire Smith to do the work that came in at a much lesser number than the other three. So and, you know, like, basically, I picked off of the DOT list. So, I mean, all these consultants are on the DOT roster of eligible consultants to do design for the state. They're certainly all capable of completing the work.

8:112

And we've worked with all of them and had confidence in all of them.

8:141

Yeah. Ari Ari Smith had recently done the the water main board.

8:25 – 8:471

I guess the only thing I would want to maybe say is to make the motion or approval contingent upon Eric on the attorney reviewing the consultant's standard agreement. I see he has corrections on language for Mhmm. Things. So I guess, yeah, looking for approval contingent on him. So hopefully, we'll have that before council meeting.

8:47 – 9:220

Upon review by city attorney. Yeah. So moved. Second. Wow. You're all over it. Okay. We're just ahead of you. We're like, come on. Absolutely. We want this project I guess that means there's no further discussion then. So all in favor? Aye. And motion passes unanimously. Thank you, gentlemen. Pass that over. And then 66 Archer Street Lift station facilities plan required.

9:23 – 10:041

Yeah. So this one, I guess I'll just try to summarize I guess the memo that I had. The station got built in, what was it, 2008. So the pumps are 18 years old roughly, and they've been having problems with them with the bearings heating up and other issues. And so this is where Billy started talking with suppliers. They said, well, hey. We can replace these pumps, you know, at this cost. And I think he had a couple different proposals. And then we're like, well, we're not sure we wanna just trust the supplier to do the pumps. And that's where we came to you guys last fall, asking Folsk to analyze this a little more and do, like, a letter report or a technical memorandum.

10:05 – 10:301

And after digging into that more, they didn't really get started on that. They still had a lot of questions. And we've been looking at, like, the weather flows. And it just took us quite a while, just whatever issues with Billy being out and having things in the holidays that things didn't go too fast. But they finally got ahold of the SCADA system data for some of the wet weather flow for some rain events that we had last year.

10:30 – 10:591

And they're saying that some of those rain events were pushing that the two pumps that are there to about 90% of capacity already. So they were thinking that, yeah, we're probably going to need bigger pumps. And then you add in the fact that there's gonna be potentially four different future projects coming up, the town of Kasuth regionalization where they're gonna hook into our system. We're looking at reviewing subdivision plans for that Deerbrook. Brian Votel's looking at East Of Vinton.

10:59 – 11:161

I think there's about 40 lots there, plus or minus. And then Ron Kelly builds their new school on Michigan Avenue. That would be more flow going to lift station. And then the big unknown as to when would be development I-forty 3 and Waldo Interchange. I think it'll happen.

11:16 – 11:471

It's the matter that in two years, five years, ten years, I don't know. But that could potentially add a lot of flow to this too. So anyway, so the fourth came to us, and basically DNR requires a facilities plan anytime you're increasing capacities on a lift station. So they didn't wanna go and do the technical memo and then come back and go, oh, well, now hour increasing size and then have to still do the facilities plan. So, basically, nothing's been spent on that first thing that, you know, first amendment you guys approved.

11:47 – 12:331

And now we're looking to do a second one to do the facilities plan, which is additional 24,000 over the 12 that they had for the amendment one, which was the letter. So I guess to summarize it, to do a facilities plan is about $36,000. So and so other doing is and that they're adding, what did it say, 22 to 24,000 to the end of one. So because this was piggybacking on the original what both did was they analyzed all of the stations in the city. They updated the station condition report, I guess, for all of those stations.

12:34 – 12:541

And so there's the second amendment to that. So and it and then that'll set us up so that we can move forward with, you know, work on getting the right pumps put in there and having the facility plan ready to go so we can get DNR approval and keep it all moving forward. So just looking for committee's approval on that amendment number two.

12:56 – 13:150

So in short, according to the false assessment, the current pumps are near end of life. They're not up to DNR spec. And we need a plan for moving forward, which would be followed probably by applying for state grants to offset costs. So what are we looking for tonight?

13:161

Well, just approval on on their on strands amendment number two. Do the facility plan. The facility

13:230

Okay. It's

13:232

needed to do the things you just mentioned. Right.

13:26 – 14:000

Alright. So we need a motion to do the facility plan. So To approve to approve doing a facility plan. Do we have a second? Second. Second by Bray. All right. Any further discussion? Mr. Chairperson? Yes. One question. There are two attachments in here that wouldn't open. Yeah. I just didn't know what they were.

14:00 – 14:120

There was a last two, the one that just says external Archer Street Lift Station facilities proposal. And they yeah. They don't open in our in Granicus. No. So I don't know what they say.

14:121

Yeah. One one was their actual amendment amendment number two.

14:170

That had So it was the email with the attachment?

14:19 – 14:521

The other one was a email that was in there where they were talking about some of the stuff. They were talking about the one rainfall event, which wasn't even really that super large of event, but that that was showing the peak flow at three three thousand gallons per minute, and the design capacity is 3,400. So it was, like, I think, more than 90% of capacity for those two pumps. So it's like, you know, definitely on that end of So I don't

14:52 – 15:030

know if it it's really just a lot of the technical detail behind the why. Yeah. Yeah. So I'm concerned. Does it have to be referred to council? So you're just at you're asking for the 36. The the additional to get you up to 36. Right?

15:031

Correct. Yeah.

15:042

And the funding would be the same source that we said the last time because we get that bulk payment every year. Wastewatering. Think it's gonna Yep. To do all of our collection stuff.

15:130

Yep. That's what we're gonna do.

15:141

Yeah. And we're I think gonna be sitting good for this for this year anyway on our sanitary budget. Yeah. Oh, we just had No. I think we we just had the bids for re

15:24 – 15:590

You just Thank you, Mr. Chairman. I saw the email. I'm good. No problem. Appreciate the information. So any further discussion? All right. All in favor? Aye. Passes unanimously. And I put that on consent. And so I believe yep, that exhausts our agenda. Do we have a motion to do it? Motion to adjourn. Second. We are adjourned.
